New Canadian warship project off to rocky start as bidders fail to meet some requirements

Canada’s quest for a new fleet of warships is off to a rocky start with all bidders failing to meet some of the federal government’s requirements.

Procurement officials are now trying to regroup on the $60-billion project and figure out ways that bidders might be able to change their proposals to make them acceptable, a number of defence industry executives pointed out.

The problems centre around technical issues. Some are minor but in other cases there is a view among defence industry officials that Canada is asking for too much in some areas such as radar, which may be causing problems with meeting requirements.

Public Services and Procurement Canada spokeswoman Michèle LaRose said the bids received for the Canadian Surface Combatant project have not been disqualified. Three bids have been received. The federal government and Irving Shipbuilding are still evaluating the proposals, she added. LaRose pointed out that the evaluation is at the second stage in the process.

Government officials say that involves what is known as “the cure process” in which bidders will be given details of how their proposals have failed to meet the stated criteria. They will then be given only one opportunity to fix issues with their bids.

If they are still considered “non-compliant” after the cure period they “will be eliminated from the competition,” according to the federal government.

Technical specifications are now being evaluated by the government. Later this year, the companies will provide the financial information related to their bids.

Warship builders submitted their bids on Nov. 30. A winning bid is expected to be selected sometime this year.

Irving Shipbuilding will begin construction of the first ship in the early 2020s and delivery of the first vessel is expected in the mid-2020s, according to the federal government.

But the project has been plagued with delays and controversy.

The final cost of the ships is still unknown. In 2008 the government estimated the total cost of the project to be about $26 billion.

But in 2015 navy commander Vice Admiral Mark Norman voiced concern that taxpayers may not have been given all relevant information, and publicly predicted the cost for the ships alone would be around $30 billion.

Cost estimates for the project are now between $55 billion and $60 billion.

About half of the cost is for systems and equipment that will go on the 15 ships, according to federal documents obtained by Postmedia through the Access to Information law. “Approximately one-half of the CSC build cost is comprised of labour in the (Irving’s) Halifax yard and materials,” the documents added.

Last year, Jean-Denis Fréchette, the parliamentary budget officer, estimated the CSC program would cost $61.82 billion. He also warned that every year the awarding of the contract is delayed beyond 2018, taxpayers will spend an extra $3 billion because of inflation.

The surface combatant will be the backbone of the future Royal Canadian Navy.

In November in a surprise twist a French-Italian consortium declined to formally submit a bid and instead offered Canada a fleet of vessels at half the price.

Officials with Fincantieri of Italy and Naval Group of France said they don’t believe the procurement process as it is currently designed will be successful.

Instead they provided the Canadian government with a direct proposal that Irving Shipbuilding on the east coast construct 15 ships based on the consortium’s FREMM frigate design, which is proven and is currently in operation with the French and Italian navies. They are guaranteeing the cost of the ships at a fixed price of $30 billion.

The deal would have also focused on using Canadian technology on board the ships and included technology transfer to Canadian firms, so they could be involved in future sales of the FREMM vessels on the international market.

FREMM ships are operated by the Italian, French, Moroccan and Egyptian navies.

Under that plan, Irving could start building the warships almost immediately.

The Liberal government, however, rejected the deal.

    AhlulBayt News Agency (ABNA): A consignment of armored vehicles has left Canada for Saudi Arabia despite Prime Minister Justin Trudeau's declaration that Ottawa was ready to halt a $13 billion arms deal with Riyadh.  Military manufacturer General Dynamic Land Systems Canada has been contracted to deliver 742 armored vehicles to the kingdom whose war on Yemen has recently come under increased scrutiny.  Canada has been exporting arms to Saudi Arabia based on the 2014 contract won by the Canadian unit of US weapons maker General Dynamics Corp.  On Sunday, a cargo ship loaded with armored vehicles left the port of Saint John for Saudi Arabia, a day after protesters gathered in the rain and fog to condemn the shipment, Canada's leading daily the Globe and Mail reported.  The protesters held signs and passed out pamphlets detailing concerns about the Saudi-led war in Yemen, which the United Nations has called the world’s worst humanitarian crisis, the paper said.  The cargo was apparently delayed for a day after longshoremen refused to cross the protest line, forfeiting their day’s wages, it added.  The longshoremen, the paper said, could face repercussions from their employer for their decision not to cross the protest, even though the combat vehicles were eventually transported.  The shipment came even though Trudeau said in October that Canada was ready to halt the arms deal with Saudi Arabia if it concluded the weapons had been misused.  "We strongly demand and expect that Canadian exports are used in a way that fully respects human rights," Trudeau said in the parliament.  "We have frozen export permits before when we had concerns about their potential misuse and we will not hesitate to do so again," he added.  His remarks, however, drew a warning from General Dynamics Corp which warned Canada against stopping the sales.  "Were Canada to unilaterally terminate the contract, Canada would incur billions of dollars of liability to General Dynamics Land Systems-Canada," it said.  David Perry, defense analyst at the Canadian Global Affairs Institute, called the warning “unusual” at the time.  He said General Dynamics Land Systems-Canada would normally keep a very low profile.     Rachel Aiello, Ottawa News Bureau Online Producer OTTAWA -- Over the next year, the top-secret National Security and Intelligence Committee of Parliamentarians plans to probe the threat foreign interference poses to Canada, and examine how the military collects and uses information about Canadians. The committee gave notice this week of its planned studies for the year, all of which will happen behind closed doors. The high-level oversight body was created in 2017, and mirrors similar committees set up in the other "Five Eyes" alliance countries. Members include MPs and Senators, who must have the highest level, or “top secret” security clearance. The committee garnered a higher profile in Canada and abroad after then-member Tony Clement stepped down from all parliamentary roles after revealing he sent sexually explicit images and a video of himself to someone he thought was a consenting female, but who was actually a "foreign actor" seeking to financially extort the long-time MP. Months later, two men in West Africa were arrested and accused of being behind the blackmail attempt. This situation prompted questions over potential security ramifications and the vetting of members of the committee. As the committee looks to the year ahead the first study on its agenda will be a look at the threat of foreign interference to Canada's national security and the measures currently in place to counter it. Then the plan is to move on to a probe of the Canada Border Services Agency's national security and intelligence activities related to enforcing immigration and customs laws. Next up will be a review of "issues of diversity and inclusion in Canada's security and intelligence community." Specifically the committee will look at federal security agencies' progress and consult leaders in these offices to recommend ways to improve the culture and representation within the highest levels of the intelligence community. Lastly, the committee is looking to examine the way the Department of National Defence and the Canadian Armed Forces collect, use, and disseminate information about Canadian citizens as it conducts defence intelligence activities. The committee's findings and recommendations on the military's treatment of citizens' data will be submitted to the prime minister and the minister of national defence before the end of 2019. Of course, all this work could be usurped by other issues that may arise. The committee can undertake special studies at any time, as it did with the prime minister's troubled India trip in 2018. "Our planned reviews for 2019 will continue to build a picture of the various parts of the security and intelligence community and how it works together to protect our security, our freedoms and our institutions," said chair of the committee Liberal MP David McGuinty in a statement. The 11-member committee has continued to meet despite being having vacancies in both of the spots reserved for Conservative MPs. In addition to Clement's vacancy, the spot held by late-Conservative MP Gord Brown has been vacant since May 2018. There has already been a byelection in the riding he held, where a new Conservative MP has been named. The appointments and necessary clearances rest with the Privy Council Office and Prime Minister Justin Trudeau. "The Committee is continuing to meet, but is looking forward to welcoming two new members from the Official Opposition as soon as possible," executive director of the committee told CTVNews.ca in a statement. Asked about when the new Conservative members will be named, PMO spokesperson Eleanore Catenaro told CTV News.ca that the processing is "almost complete" and they expect the new additions will be named "in short order."     CC-295 maintenance trainer arrives in Canada

    A training variant of the CC-295 that will be used to instruct Royal Canadian Air Force (RCAF) maintenance technicians is now flying across the country towards CFB Comox, B.C., the home of search and rescue training in Canada. Flown by an Airbus Defence and Space flight crew, the fixed-wing search and rescue (FWSAR) aircraft maintenance trainer (AMT) landed in St. John’s, N.L., before arriving at CFB Greenwood, N.S., on Jan. 30. It left Greenwood on Jan. 31 and is making its way across the country, stopping at the RCAF bases where it will eventually be in service (Greenwood, Trenton, Ont., and Winnipeg, Man.) before arriving at its new home at Comox. According to 14 Wing Greenwood public affairs officer Capt. Matt Zalot, the AMT attracted much attention from RCAF members on base, who currently fly the aging CC-130H Hercules in a search and rescue role. The arrival of the AMT represents a key milestone in Canada’s FWSAR aircraft replacement program, said the RCAF. “As with any program, the FWSAR project is one of milestones, and the arrival of the AMT is an important one on the overall journey towards operational implementation of the CC-295 fleet,” said Isabelle Latulippe, FWSAR project manager. The AMT is for training purposes only and is not equipped to perform search and rescue missions. It is not part of Canada’s order, signed in December 2016, for 16 CC-295 aircraft. Upon arrival in Comox, the RCAF said the aircraft will be disassembled and then reassembled inside the new training centre as a maintenance training aid. On Dec. 20, Airbus announced via Twitter that Canada had accepted the first of its 16 CC-295s at the manufacturer’s facility in Seville, Spain, and that it would be ferried to its home base at Comox sometime in mid-2020. Members of RCAF 434 Operational Test and Evaluation Squadron have been at Airbus’s International Training Centre since last fall to evaluate and train on the aircraft. In November, Skies reported that complications with the CC-295’s technical manuals could delay the first delivery. Airbus unveiled the aircraft in RCAF livery in mid-October. Last July, the RCAF asked the public to help choose the name of the new search and rescue aircraft, offering five choices: Canso II, Guardian, Iris, Kingfisher and Turnstone. About 33,000 people voted for their favourites and RCAF Commander LGen Al Meinzinger was set to make the final decision. However, no announcement has been made to date. The RCAF is reportedly in the midst of legal procedures associated with using its selected name and no further details have been released. Canada is receiving the latest C-295 variant, featuring winglets for fuel savings and increased performance. The aircraft has an advanced avionics suite, fuselage reinforcements and a hatch for rapid evacuation in case of a forced water landing. Airbus tailored the cabin interior to meet RCAF operational requirements, with a new wireless intercom system for crew communications, increased equipment storage space, brighter lighting for medevac treatment, and lighting compatible with the use of night vision systems.
