    Boeing awarded $9.8B contract for Saudi F-15 support

    By Ed Adamczyk Nov. 11 (UPI) -- Boeing Co. was awarded a $9.8 billion contract to support F-15 fighter planes of the Royal Saudi Air Force, the U.S. Defense Department announced. The deal covers modernization and sustainment of the Saudi fleet of nearly 130 aircraft over the next five years, the Pentagon said on Tuesday. The package of upgrades includes hardware, software, interface design, development, integration, test, installation of future modifications and enhancements to the F-15 Saudi weapon system. The contract also includes an option for an additional five years beyond the inital November 2025 time period. The F-15 was first put into service as a tactical fighter plane in 1978, and is in use by the air forces of the United States, Japan, Israel, Singapore and Qatar. The newest aircraft of the Royal Saudi Air Force are the F-15SA variant, which come with wing-mounted weapons-carrying packages allowing the plane to carry and launch a wider array of new weapons configurations. The Advanced Missile and Bomb Ejection Racks, or AMBER, allow the plane to carry up to 22 AIM-120 missiles, nearly double the capability of previous F-15s. The F-15QA variant to be used by the Qatar Emiri Air Force, regarded as the most advanced current version of the plane, is based on the Saudi design. Earlier this week, the Pentagon awarded two contracts totaling $734.8 million for infrastructure and equipment for the QEAF.     UK F-35s Clear IOC For Land-Based Ops; UK Spending Big on Defense

    By PAUL MCLEARY WASHINGTON: The UK is ready to start deploying the first batch of its new F-35 fighter overseas the country's top defense official said Thursday, while introducing a slew of new cruise and attack missiles for its Typhoon jets. The announcement of Initial Operational Capability (IOC) for nine F-35Bs comes weeks after the Royal Navy performed its first F-35 landings aboard the new Queen Elizabeth-class of aircraft carrier, built specifically to accommodate the F-35B. The head of Lockheed Martin UK, Peter Ruddock, noted that the IOC pertains to “land-based aircraft.” That seems sensible given that Joint Strike Fighter operations from the carrier just began. But questions surround the overall health of the UK's military, as it embarks on an expansive modernization program that is facing brisk headwinds in the form of an uncertain withdrawal from the European Union and looming budget shortfalls in the coming years. On Thursday however, Defence Secretary Gavin Williamson stood in front of a hangar full of F-35s and Typhoons at the RAF Marham air base, which has just undergone a major facelift to accommodate the F-35 — including new runways and a training center — to declare a new era in UK power projection. “The incredible F-35 jets are ready for operations, a transformed Typhoon has the power to dominate the skies into the 2040s and we continue to look even further into an ambitious future,” he said. “The RAF has long shown Britain at its great and global best, and today it lifts our nation to even greater heights.” Alongside the F-35 were Typhoon jets, soon to be equipped with a slew of new capabilities developed under the three-year, $540 million Project Centurion. Chief among them is the Storm Shadow air-to-ground cruise missile which boasts a range of 350 miles, the precision guided air-to-air Meteor missile with a 62-mile range, and the air-to-ground Brimstone precision attack missile. All of the missiles are made by Paris-based defense firm MBDA, a joint venture between European defense leaders Airbus, BAE Systems, and Leonardo. Air Marshal Sir Stephen Hillier, chief of the Air Staff, added: “The successful integration of Storm Shadow, Brimstone and Meteor on Typhoon completes and enhances the transition of world-class capabilities” from the retiring Tornado jets, which will “offer a step-change in our ability to employ air power around the world.” After the HMS Queen Elizabeth makes its first deployment in 2021, it will be followed two years later by the HMS Prince of Wales, bringing to a close a gap in carrier capability that Britain has experienced since retirement of the Invincible and Ark Royal. Royal Navy officials have said they're eager to get back into carrier operations, which will allow the UK to project power with fifth generation aircraft across the Middle East, Pacific, and in the Arctic, which is emerging as a major flash point as Russia and China rush to push assets north. The deployments will come as a welcome relief for the US Navy, which is struggling with maintenance on its own 11-carrier fleet. The American ships have been strained over the past 17 years of war in the Middle East and growing tensions with China in the Pacific. But the uncertainties over Brexit hangs over all of these plans. “Our nation is moving into a new era outside the EU, and our huge achievements in air capability make our commitment to a role on the world stage clear to both our allies and our enemies,” Williamson said. The UK's Director for Strategic Planning Will Jessett told reporters in Washington earlier this week that the MoD's ability to pump money into new defense programs will be affected by any deal reached between Britain and the rest of Europe, since their defense industries are intertwined. “Amongst the reasons we started to face this affordability delta in 2017 were because exchange rates did fall, relative to where they were in 2015,” he said. If we get a [Brexit] deal that's OK, I can imagine, personally, exchange rates not just stabilizing but somewhat improving.     To keep up with rivals, DoD nominee will weigh consolidation vs. innovation

    By: Joe Gould WASHINGTON ― President Joe Biden's nominee for deputy defense secretary, Kathleen Hicks, said she is “concerned” about consolidation in the defense industrial base, and that competition is needed to maintain an edge over China and Russia. Hicks, whose office would review deals that involve national security issues if she is confirmed by the Senate, told lawmakers Tuesday that she would work with them to ensure a healthy defense industrial base. The comments came amid market expectations that defense deal-making could take off in 2021. “Extreme consolidation does create challenges for innovation,” Hicks told the Senate Armed Services Committee. “We need to have a lot of different good ideas out there. That's our competitive advantage over authoritarian states like China, and Russia. And so if we move all competition out, obviously, that's a challenge for the taxpayer. But it's also a challenge in terms of the innovation piece.” As the space sector and technological developments drive growth in the aerospace and defense sector and the pandemic weakens commercial aviation firms, companies are “likely to pursue opportunities for consolidation,” the consulting firm Deloitte said in a recent report. Firms could seek new merger and acquisition opportunities, the report said, to “capture more value, drive cost-competitiveness, or acquire targeted niche capabilities and emerging technologies” such as “advanced air mobility, hypersonics, electric propulsion, and hydrogen-powered aircraft.” Recent years have seen a number of major deals, including the combination of Harris and L3 Technologies, United Technologies Corp. and Raytheon; BAE Systems and Collins Aerospace, and General Dynamics and CSRA. Lockheed Martin's $4.4 billion acquisition of Aerojet Rocketdyne, announced in December, has yet to clear regulators. The Federal Trade Commission and the Justice Department also review mergers and acquisition activity in the defense sector. At Tuesday's hearing, Connecticut Democratic Sen. Richard Blumenthal, whose state hosts General Dynamics Electric Boat, told Hicks a drop in the number of submarine suppliers from 17,000 to 5,000 over recent decades suggested broader problems for the defense industrial base, problems that he said were, “extremely alarming to me.” Blumenthal indicated Hicks had committed prior to the hearing to aid small suppliers struggling with the pandemic's economic fallout and to develop new small and medium suppliers. (This was one focus of DoD's acquisition and sustainment office under the previous administration.) “I'm hoping you will focus on the supply chain that is vitally important to suppliers like Electric Boat or Raytheon or any of our major sources of supply,” said Blumenthal, who has served as the top Democrat on SASC's Seapower Subcommittee. A broader theme for the hearing was how Hicks, whose job involves supervising the defense budget, would invest in forward-leaning technologies under a flat budget and divest from existing weapons platforms. Meanwhile, lawmakers grilled Hicks about whether she supported spending on nuclear modernization, shipbuilding and other programs with connections to lawmakers' home states. Acknowledging the political and budget tensions, Hicks said she wants to link future budgetary decisions with concepts for operations, to buy “capabilities that actually line up to theories of victory for how we are trying to pace challenges from China and Russia.” Other lawmakers told Hicks they wanted an easier paths for smaller, cutting edge firms from outside the Beltway to do business with the Pentagon and for them to scale production of their products, beyond the experimentation phase. “We've had testimony before this committee that many smaller companies, particularly in Silicon Valley, and in the technology field generally have given up on the Pentagon, it's too complicated is too lengthy is too expensive, even to fill out the forms,” said Sen. Angus King, I-Maine. For her part, Hicks said Tuesday she would “increase the speed and scale of innovation in our force,” and she would work to understand how alternative acquisitions methods are servings smaller non-traditional suppliers.
