    Army missile defense battle command system takes out cruise missile threats in major test

    By: Jen Judson   16 hours ago WASHINGTON — The Army's once-problem-plagued air-and-missile defense battle command system took out two cruise missile threat targets nearly simultaneously using Patriot missiles in a major live fire event Aug. 13, according to service officials in charge of the effort. The cruise missiles flew at a low-altitude, maneuvering through a mountain range. The Integrated Battle Command System (IBCS) took real-time data from Patriot and Sentinel radars and tracked the threat. IBCS sent engagement options to air defenders on the ground and two Patriot Advanced Capability-3 missiles controlled by IBCS intercepted both threats. The success of the limited user test for IBCS, which began several weeks ago in the New Mexico desert, is like “night and day,” compared to a previous attempt in 2016, Brig. Gen. Brian Gibson, who is in charge of Army air-and-missile defense modernization, told Defense News during its Space and Missile Defense Symposium Debrief event Aug. 5. “We didn't even get through phase one,” which lasted “just days,” in the first limited user test, Gibson said. Space and Missile Defense Command Commander Lt. Gen. Dan Karbler had overseen the Army Test and Evaluation Command during the first IBCS limited user test and told reporters Aug. 5 that during the first attempt “the system performance was so unstable, we really couldn't even get it started. We couldn't collect any good data. There was multiple software challenges within the system just to try to get it into the network. So it was a very, very difficult endeavor and so, honestly, couldn't pass LUT and there was a lot of work to do.” Due to those problems and the Army's new plans to expand IBCS capability to tie to any sensor or any shooter on the battlefield delayed the entire program by roughly four years. The live fire marks the first time an entire operational battalion was involved in an IBCS test along with multiple sensors, shooters and mission command platforms, making it the most complex test the system has seen to date, Gibson told reporters Aug. 13 shortly after the test event. The cruise missile targets were defeated by PAC-3 missiles coming from entirely separate launchers at the same battery site, Col. Phil Rottenborn, IBCS project manager within the Army's Program Executive Office Missiles and Space, said. IBCS also made it possible to move Sentinel radars more forward on the battlefield, providing more time to track the target, which allowed the commander on the ground to engage a single interceptor per target, said Col. Tony Behrens, Army capability manager and director of the Army Air & Missile Defense Command. Typically, two interceptors, one following the other, are deployed against a single missile target in case the first misses. With IBCS, the Army will be able to use fewer interceptors in engagements, Behrens said. The system was also challenged by electronic attack during the live fire where one of the seven integrated fire control network relays was taken out of the mix by a jammer. The system was able to operate and defeat challenging target sets through debris even with a relay removed from the game. The Army will conduct another live fire test next week with senior officials attending, a presence that will up the ante. IBCS will go up against both a cruise missile and a ballistic missile during that event, according to Army Futures Command Commander Gen. Mike Murray. Once the limited user test wraps up in mid-September, the Army will need to go through “terabytes, lots and lots of data” over the following three months, Murray said. The service will then go before a production decision board, currently scheduled for Nov. 20. And if IBCS is approved to move forward, the service will conduct an Initial Operational Test and Evaluation of the system in a year. The Army plans to equip its first unit with IBCS — the same battalion executing the LUT — in fiscal 2022. IBCS will not only serve as the brains of the Army's future Integrated Air-and-Missile Defense System, but will also be the command-and-control system for its future Integrated Fire Protection Capability that will defend against rockets, artillery and mortars as well as cruise missile and unmanned aircraft threats.     NATO’s ‘startup’ charts a bold future in maritime unmanned systems

    By: Michael D. Brasseur , Rob Murray , and Sean Trevethan Last December, at their meeting in London, NATO leaders declared: “To stay secure, we must look to the future together. We are addressing the breadth and scale of new technologies to maintain our technological edge, while preserving our values and norms.” These two sentences were, in part, a nod to a significant piece of work the alliance is undertaking within the broader mandate of alliance innovation — NATO's Maritime Unmanned Systems Initiative. Granted, on its own this sounds both technical and narrow within the context of emerging technology, a context that includes: artificial intelligence, data, space, hypersonic weapons, bio technologies, quantum research, autonomy and more. So why are maritime unmanned systems relevant now? Simply put, developing the numbers of manned submarines, aircraft and ships required to keep pace with potential adversaries is simply not economically viable (almost $3 billion per Virginia-class U.S. submarine). Not since the Cold War has NATO needed the volume of maritime forces to protect our seas and oceans from would-be foes. NATO's areas of interest are expanding. As climate change affects the Arctic, new maritime routes are being created, which Russia in particular is exploiting with its submarines and ships. This matters because it exposes a new flank on NATO's high-north periphery, and if left unchecked is a potential vulnerability whilst also being a potential opportunity; this, coupled with an increasing need to protect our undersea data infrastructure means NATO's geostrategic responsibilities continue to grow. Therefore, if allies are to reinforce NATO's maritime posture, deter Russian aggression, guard against Chinese activity, and protect both critical national infrastructure and our sea lines of communication, NATO must do things differently and at the speed of relevance. NATO's Maritime Unmanned Systems Initiative was agreed by 13 defense ministers in October 2018. Since then, the initiative's success has attracted the participation of three more allies and garnered significant interest from all of NATO's maritime nations. The political agreement struck in 2018 provided the mandate for NATO to bring together disparate strands of common work ongoing within nations. NATO, acting as a network, enabled allies to become greater than the sum of their parts. The focus is threefold: utilize world-leading research to increase allied interoperability between conventional forces and unmanned drones; establish new tactics for our sailors to truly leverage these technologies; and develop secure digital communications for military drones across all domains (air, sea and land). Addressing these priorities together will enable this effort to be scaled across the alliance, at pace. To date, the speed of this effort has been breathtaking. So much so that even the United States and the United Kingdom — two allies who have invested the most in this area — are using the NATO initiative as a catalyst for their own national efforts. The last 12-plus months has seen the creation of a NATO project office, a governance body, as well as the planning and successful execution of the world's largest and most complex maritime unmanned systems exercise off the Portuguese coast in September 2019. This event brought together the very best from our navies, industry, scientific institutes and academia. The results were hugely impressive, with many “world firsts” including maritime unmanned systems augmenting conventional forces through multiple scenarios. We now have vast swaths of insight and information to start achieving those three goals of improving interoperability, enhancing our tactics and developing secure communications. The goal of improving allied interoperability is actually about enhancing standards. A topic often overlooked at the policy level but critical to the DNA of the NATO alliance. Standards drive interoperability, which in turn drives readiness, which ultimately aids deterrence. As NATO leads the development of new technologies, so too must come new standards that our industries and military can implement. Open architectures will be key, but allies and industry need to realize that we need to solve problems — not address requirements. No perfect solution will ever be delivered on the first attempt. The alliance will need to both innovate and iterate on operations in order to maintain advantage. This may be a cultural shift to some acquisition purists who are used to developing complex warships over 20-plus-year time frames. However, the challenge remains our ability to scale. With this project we have an agile global team functioning across multiple national and allied bureaucracies, each with their own culture and ways of working. Through engagement and investment, this team is yielding disproportionate results. Indeed, 2019 demonstrated what can be done with some imagination, effort and focus. But continual growth at speed will require faith by allies to maintain the course. Such is the nature of true change and innovation. There is a lot to do, and the stakes are high. Near-peer competitors are once again very real. Despite the global lockdown caused by the new coronavirus, COVID-19, the initiative continues to progress through synthetic networks and simulation, driven by passion and intent. Our economy, our data and its infrastructure still need protecting, now more than ever. This effort strives to accelerate maritime unmanned systems into NATO's arsenal to patrol the vast swaths of ocean and offset evolving threats. Success will be seen because it is being built on allied nations' shared values and norms, the same values and norms that NATO leaders recognized in London last year. Michael D.     Indonesia says it wants to buy Austria’s entire Typhoon fighter fleet

    By: Mike Yeo MELBOURNE, Australia — Indonesia has expressed interest in acquiring Austria's fleet of Eurofighter Typhoon fighter jets, in yet another surprise defense procurement plan from the southeast Asian country. Indonesia's defense minister, Prabowo Subianto, wrote a letter to his Austrian counterpart, Klaudia Tanner, seeking to initiate negotiations to buy all 15 Typhoons belonging to the Austrian Air Force. In his letter, which was published by Indonesian news outlets, Prabowo said the potential purchase will assist in his aims to continue modernizing the Indonesian Air Force. He added that he understood the “sensitivity” of his proposal, which was likely to be a reference to the continued controversy surrounding Austria's 2002 acquisition of the Typhoon. That purchase has been dogged by questions about cost and the effectiveness of the aircraft. More recently, there have been allegations of corruption related to the original contract award. These culminated in Austria's 2017 decision to retire the aircraft from service this year in favor of a “more effective and cost-effective” solution for the central European country's air defense needs. Indonesia's interest in the fleet comes two weeks after the surprise announcement that the U.S. State Department cleared the country to buy the Bell-Boeing MV-22 tilt-rotor aircraft. Indonesia has been seeking a fighter aircraft to serve alongside its fleet of 23 refurbished early-block Lockheed Martin F-16C/D Fighting Falcon jets. These are all former aircraft operated by the U.S. Air National Guard, and were delivered from 2014 onward. The decision to seek the Austrian Typhoons, which are all Tranche 1 aircraft configured primarily for air defense missions, is a blow to Russian aspirations to sell the Sukhoi Su-35 Flanker interceptor to Indonesia. Indonesia had selected the Su-35 as its next fighter to provide continuity with its existing fleet of Su-27 and Su-30s Flankers acquired in the early part of the last decade. Negotiations for the Russian jets ended in 2018, but Indonesia had been reticent to sign the $1.14 billion contract, reportedly over fears that it may be subject to American sanctions. The sanctions would come from a U.S. law, Countering America's Adversaries Through Sanctions Act, that targets Iran, North Korea and Russia.
