Maintaining Mission Readiness: Collins Aerospace to support F-35 and CH-47F fleets for Royal Netherlands Air Force

CEDAR RAPIDS, Iowa (Aug. 19, 2019) – Collins Aerospace Systems, a unit of United Technologies Corp. (NYSE: UTX), will play an important role in maintaining the readiness of the Royal Netherlands Air Force (RNLAF) F-35 and CH-47F fleets by providing local field service engineers, test capabilities and the first F-35 global pilot readiness center. The company recently signed a multi-platform Letter of Intent with the RNLAF to provide support at both Soesterberg, and Woensdrecht Air Base, The Netherlands.

A highlight of the Letter of Intent is that it foresees a first-of-its-kind pilot readiness center that would provide on-location helmet fitting, flight simulators and altitude chamber training for F-35 pilots. In addition, Collins Aerospace intends to provide local field service engineers and test capabilities at the Woensdrecht Air Base to reduce turnaround time on CH-47Fs and maintain the RNLAF fleet's readiness levels. Collins Aerospace has an unmatched level of expertise on both platforms as the original equipment manufacturer for the avionics suite of the CH-47F Chinook, and components in the F-35 Helmet and flight simulator.

“Collins Aerospace and the RNLAF are working toward a common goal of supporting the new F-35 pilot readiness center and maximizing the availability of CH-47F avionics,” said Craig Bries, vice president and general manager, Avionics Service and Support for Collins Aerospace. “Our legacy as an avionics leader makes us the perfect partner to help ensure these fleets are ready at a moment's notice.”

Work to establish the pilot readiness center, and to place local support personnel, is slated to begin in early 2020.

    Boeing’s big month capped off with hat trick of new contracts

    By: Valerie Insinna WASHINGTON — Boeing is the biggest aircraft manufacturer in the world, but the losses of the joint strike fighter program and Air Force's long range strike bomber still weigh heavily on the company's defense unit, and had prompted some in industry to wonder if the company's days of making cutting edge combat aircraft were numbered. Conventional wisdom held that Boeing needed to win either the Navy's unmanned tanker drone or the Air Force's next-generation trainer aircraft contract to keep its St. Louis, Mo.-based facility building tactical aircraft into the 2030s. a contract for the Air Force's Huey replacement helicopter was seen as out of reach as the service had formerly expressed a preference for sole-sourcing Black Hawks. But in a matter of weeks, Boeing racked up all three contracts, shocking the defense establishment. First came the MQ-25 Stingray award for the Navy's unmanned tanker drone on Aug. 30. An initial $805 million contract covers the design, development, fabrication, test and delivery of four Stingray drones, but Navy acquisition boss James Geurts said the entire program could be worth up to $13 billion for 72 aircraft. “It is a big win on a high-visibility competition/program and gives Boeing a franchise unmanned program,” wrote Roman Schweizer of Cowen Washington Research Group on Sept. 4. Boeing defeated Lockheed Martin and General Atomics to win the program — and that victory allows Boeing to cement its own status as the Navy's premier manufacturer of fixed-wing aircraft. “A Lockheed Martin win would have cemented its position as the builder of ‘next-gen' naval aviation platforms while Boeing would have been relegated to manufacturing fleet workhorses,” Schweizer said in his assessment of the award. “General Atomics would have a been a one-off, but we thought they would been a favorite for a low-cost, low-risk design.” Then on Monday, Boeing won another big competition — this time worth up to $2.38 billion — for the Air Force's UH-1N replacement helicopter. Boeing and Leonardo were immediately obligated $375 million for the initial four MH-139 helicopters, which will be built at Leonardo's commercial AW-139 production plant in Philadelphia. It was huge news for Leonardo, a large Italian defense contractor that had been attempting to break into the U.S. market with a major program for about a decade. But for Boeing, it was still a relatively small aircraft procurement program, with Byron Callan, an analyst with Capital Alpha Partners, writing that there were probably few opportunities for Boeing-Leonardo to sell the MH-139 to other users in the U.S. military. However, Boeing on Thursday won the major opportunity it had been seeking: the Air Force's T-X program. Boeing's clean sheet design beat out Lockheed and Leonardo to win a contract worth up to $9.2 billion. It's likely the actual program will be worth considerably less — Boeing would be obligated a total of $9.2 billion over time if the Air Force decides to execute all options on the contract for 475 training jets, and the services' program of record sits at 350 jets. But its importance to Boeing extends past the award's total contract value. Winning T-X was “possibly critical” for Boeing's St. Louis plant and for its defense business to remain a competitive player in tactical aircraft design, said Callan. “The MQ-25 win helps sustain production at that facility, which now builds F/A-18s and F-15s,” he wrote after the Sept. 27 announcement. “However, the F/A-18 and F-15 lines may end by the mid-2020s. T-X enables Boeing to keep that facility humming and therefore in the hunt for Penetrating Counter Air and other new military aircraft programs.” Analysts like Callan and Schweizer had speculated that Boeing would bid very aggressively to try to win the contract, but the question was whether the company could possibly offer a new purpose-built design at a significantly lower price point than competitors Lockheed Martin and Leonardo, which both proposed aircraft designs already in production and use by foreign militaries. It appears Boeing may have been able to do just that. Richard Aboulafia told Defense News in 2017 that the Lockheed and Leonardo trainers came with a price tag of about $25 million, although both companies were expected to bid lower than that to be competitive. Meanwhile, Jim McAleese of McAleese & Associates pegged the unit cost of Boeing's T-X at an “eye-watering” $19 million, far below the Air Force's $45 million per plane expectation. That low price “establishes an extremely high burden for disappointed offerors of Lockheed or Leonardo” to launch a successful protest with the Government Accountability Office, he stated in a Sept. 28 email, although Lockheed and Leonardo could potentially argue that the Air Force's cost and schedule risk assessments are too optimistic, given that Boeing offered a new airframe. Callan also pointed out that the MQ-25 and T-X wins could be advantageous to Boeing's commercial business. In the past, the defense sector has developed new materials that have later been adapted for use by the airline industry.     US Army’s tactical network modernization team requests industry pitches for future capabilities

    Andrew Eversden WASHINGTON — The U.S. Army's Network Cross-Functional Team released a solicitation outlining capabilities it's interested in acquiring as part of future tactical network tools. The broad agency announcement was posted last week on beta.sam.gov. It lays out future research areas the Army's tactical network modernization team made up of the NetworkCFT and Program Executive Office Command, Control, Communications-Tactical, wants to explore as part of future capability sets — new network tools it's delivering every two years. “The Network-CFT is focused on integration of tactical network efforts and ensures disciplined innovation as it works with speed and precision,” the announcement read. “The Network-CFT is conducting experimentations and demonstrations of proven joint and special operations solutions, commercial-off-the-shelf (COTS) technology, and Non-developmental items (NDIs) with operational units to inform future requirements.” The tactical network modernization team is seeking technology that aligns with its four lines of effort for upgrading the network: unified network; common operating environment; joint interoperability/coalition accessible; and command post mobility and survivability. All proposed technologies must be at a technology readiness level of six, the announcement read, meaning they're ready to be demonstrated as a prototype in an environment similar to the field. For the unified network effort, the Network CFT-PEO C3T team are seeking “available, reliable and resilient network that ensures seamless connectivity in any operationally contested environment.” Capability Set '23, the next iteration of tactical network tools, is focused on increasing network capacity and reducing latency. Unified network includes capabilities such as advanced waveforms to improve resiliency. The common operating environment line of effort “is interested in the means of ensuring a simple and intuitive single-mission command suite that is easily operated and maintained by Soldier.” The joint interoperability/coalition accessible team is looking for tools that can “more effectively” interact, both technically and operationally, with joint and coalition partners. The final line of effort, command post mobility and survivability, is interested in means of improving the “deployability, reliability, mobility and survivability” of command posts. The Army's current vision for future command posts are those that can be quickly set up and torn down, while also having low electromagnetic signatures to avoid detection by adversaries. “Certainly, any time that you adopt a lot of commercial technologies you start to look at how your signature is on the battlespace, so I really look to industry and how they can bring some of their best ideas and technologies for how we can potentially do spectrum obscuration, as well as decoys so we can minimize our footprint on the battlefield,” said Brig.     (B2) Le Royaume-Uni qui est depuis de nombreuses années le pays dépensant le plus pour sa défense en Europe serait-il en passe de perdre sa première place... La réponse est : oui si on se fie aux derniers Une question très symbolique mais aussi très politique. Toute l'argumentation britannique en effet, notamment lors du Brexit, a été de donner le premier rôle en matière de sécurité européenne au Royaume-Uni... Avec un argument sonnant et trébuchant : le budget britannique de défense est le premier de la classe européenne. Un propos qui n'est plus exact. Au fil du taux de changes En fait, tout dépend du taux de change Livre Sterling/Euro. Ainsi avec un taux de 1,15 (comme la semaine dernière), le Royaume-Uni demeure à la première place dans le classement européen des budgets de défense, que l'on prenne les budgets prévus pour 2018/20 19 (37,8 milliards £) ou pour 2019/2020 (38,8 milliards £). A un taux de 1,12 — comme au début de cette semaine avec la chute de la livre et les errements de la politique locale sur le Brexit —, le budget britannique passe derrière le budget allemand. L'Allemagne devrait en effet sacrément augmenter son budget défense pour 2019 (fruits de la croissance oblige) et passer à 43,2 milliards d'euros, selon la dernière mouture du projet de loi de finances votée par le Bundestag (1). Si le taux de change remonte, le budget britannique repassera devant. Mais ce temps de premier de la classe est compté. Un rattrapage progressif Quel que soit le taux de change ou les évolutions annuelles, il existe en effet une tendance de fond. L'Allemagne est en passer d'effectuer un rattrapage, au moins en termes budgétaires, de son effort de défense. Le budget allemand est déjà passé à la seconde place, reléguant la France à la troisième place (35,8 milliards pour 2019). En 2020 ou 2021, soit dans un faible laps de temps à l'échelon stratégique — le budget allemand devrait passer à la première place, reléguant le Royaume-Uni à la seconde place... Ce pour certaines années. Une évolution stratégique à très court terme Au niveau de la croissance, et de la bonne santé budgétaire allemande, et des engagements de ses responsables politiques, on peut prévoir que la progression du budget allemand va perdurer. C'est un changement stratégique notable... au moins en termes financiers, de capacités d'équipements, d'industries ou de recherche (2). Au jour du Brexit, le 29 mars, même si les deux évènements ne sont pas liés, ce sera pour le Royaume-Uni une certaine ‘claque' à ce qui est (à juste titre) une fierté nationale. (Nicolas Gros-Verheyde) La période budgétaire britannique très spécifique, court d'avril à mars, contrairement aux périodes budgétaires annuelles en cours sur le continent. Ce qui complique les classements. Pour pouvoir comparer équitablement les deux budgets, nous avons opéré une petite règle de trois, avec une péréquation lissant le budget britannique sur une période annuelle. Ce qui donne 38,55 milliards £ pour 2019. L'efficacité des armées obéit à d'autres données que celles de la mathématique. Et les contraintes historiques et constitutionnelles allemandes feront toujours que l'armée ne sera pas le premier instrument politique de l'Allemagne, à la différence de qui se passe en France et en Grande-Bretagne. Les armées françaises et britanniques, resteront donc en termes de dynamique opérationnelle et expéditionnaires toujours en tête.
