Lithuania signs for Black Hawk helos

Lithuania signed for four Sikorsky UH-60M Black Hawk transport and utility helicopters on 13 November, the country's Ministry of National Defence (MND) announced.

The USD213 million procurement, which will be paid off over five years, includes additional equipment, spares, and a training, repair, and logistical support package. The US government is providing USD30 million to support the purchase, and has cleared the sale of a further two helicopters should the Lithuanian Armed Forces request them.

“The decision to pass on to a modern western technology that meets all criteria and requirements was made in order to ensure proper readiness of armed forces to face the challenges of modern armed conflicts, as well as excellent compatibility and interoperability with allies. The new platform will fully substitute for the [Mil] Mi-8Ts currently used by the Lithuanian Armed Forces. The Soviet-made helicopter fleet is in its thirties, and its airworthiness has come to the deadline, its operation is also difficult: expensive maintenance, prone to failures, risky repair because of complicated provision of spares from Russia,” the MND said.

News of the contract came some four months after the US State Department approved the sale to Lithuania of six Black Hawks for USD380 million. The Defense Security Cooperation Agency (DSCA) notification on 6 July followed an announcement by the MND in late 2019 that the country was to begin negotiations with the US government to acquire the Black Hawks to replace three Soviet-made Mi-8 ‘Hips' and three French-built Aerospatiale AS365 N3+ Dauphins.

    Slower-than-expected economic growth to help Canada's defence spending numbers

    Lee Berthiaume OTTAWA -- The federal government is predicting Canadian defence spending will inch closer to its NATO promises in the coming years than originally expected -- though not because Ottawa is planning to send new money the military's way. All NATO members, including Canada, agreed in 2014 to work toward spending the equivalent of two per cent of their gross domestic products on defence within the next decade as the military alliance sought to share the burden of defending from new threats like Russia and China. Two years ago, when they unveiled their defence policy, the Liberals said the government would hit 1.4 per cent by 2024-25. But Defence Minister Harjit Sajjan this week said, without providing details, that defence spending would instead reach 1.48 per cent of GDP. An increase of that size could represent close to $2 billion more per year for the military. However, the Department of National Defence told The Canadian Press that there are no new investments on the horizon for the Canadian Armed Forces beyond what's already in the Liberals' policy. Instead, Defence Department spokesman Daniel Le Bouthiller attributed the change to slower-than-expected economic growth over the next few years and more spending on non-military specific activities like veterans' benefits and the Canadian Coast Guard. The government has included such activities in its calculations since 2017 to try to address complaints from the U.S. and other NATO allies that Canada was not investing enough in its military. NATO approved the change. "Approximately two-thirds of the increase from 1.40 to 1.48 per cent is due to increased (other government department) forecasts and one-third due to fluctuating GDP forecasts," Le Bouthillier said in an email. Canada currently spends about 1.31 per cent of GDP -- a common measurement of a country's economic output -- on defence and has no plan to reach NATO's two per cent benchmark, a fact that has made it a target for U.S. President Donald Trump. Trump labelled Canada "slightly delinquent" on defence spending during a meeting in London last week in which he publicly grilled Prime Minister Justin Trudeau about Canada's number before subsequently stepping up his calls for the government to meet the NATO target. "He's not paying two per cent and he should be paying two per cent," Trump said during a meeting with German Chancellor Angela Merkel on Dec. 4. "It's Canada. They have money and they should be paying two per cent." The Liberal government has in fact refused to say whether it believes in the two-per-cent target and has instead repeatedly pointed to Canada's contributions of forces and equipment to NATO missions in Latvia, Iraq and other places as a better measurement of its contributions to the military alliance. The spending target is an imperfect way of measuring how much individual countries are contributing, said Stefanie von Hlatky, an expert on NATO and the military at Queen's University in Kingston, Ont. But all allies are facing pressure to show Trump that they are stepping up on defence spending, she said, which is doubly true for Trudeau after his meeting with the U.S. president in London. "I think there's a little bit of pressure now to maybe update those numbers and probably some rejoicing that it looks better on paper," von Hlatky said. "If we're looking to impress Trump with these minor adjustments, maybe it's all for naught. But there is definitely added pressure with every NATO meeting and NATO summit. And we know it's going to come up as long as Trump is president." Conservative defence critic James Bezan accused the Liberal government of playing a numbers game to make Canada look better rather than investing in the Armed Forces. "It's a sad state of affairs for our military heroes when Justin Trudeau can only improve defence spending figures by engineering a made-in-Canada recession and playing a shell game with other departments' budgets to inflate the numbers," he said.     Thales Alenia Space wins two contracts from ESA to study future upgrades to Europe’s EGNOS Navigation System

    Cannes, May 18, 2020 – The European Space Agency (ESA) has awarded two contracts to Thales Alenia Space, the joint company between Thales (67%) and Leonardo (33%), concerning EGNOS (European Geostationary Navigation Overlay Service). These contracts, fully financed under the European Commission H2020 programme concern study phases on the system evolution. They will call on Thales Alenia Space's expertise as program prime contractor for over 25 years to study and develop upgrades for the EGNOS satellite navigation system. The first contract concerns possible upgrades for EGNOS aeronautical services, designed to improve performances in order to increase landing safety under limited visibility conditions (from current CAT-I to CAT-II), over the current EGNOS footprint, focused on Europe. The second contract will study changes required to extend its aeronautical services worldwide. Based on state-of-the-art technologies, this upgrade will call on the A-RAIM (Advanced Receiver Autonomous Integrity Monitoring) concept and the global coverage of the Galileo satnav constellation. RAIM is an already deployed technology that assesses the integrity of signals in the receivers that are part of a global positioning system, mainly GPS. Galileo will now be incorporated in the advanced version of this concept, A-RAIM, to provide enhanced horizontal guidance performance, not possible with RAIM using only GPS. The new concept would thus provide “safety of life” aeronautical services, including approaches with vertical guidance, thanks to inputs from GPS and Galileo via EGNOS. “Today's contracts are key for satellite navigation in Europe and bolster Thales Alenia Space's European leadership in state of art satellite navigation systems, including Safety of Life services”, said Benoit Broudy, head of the Navigation business at Thales Alenia Space in France. He added: “Our successes on export markets, as in South Korea, validate our innovative approach that allows us to offer increasingly powerful and agile solutions to meet the evolving requirements of customers from around the world.” About EGNOS EGNOS, a European Union flagship program, is a satellite navigation system designed to improve positioning signals delivered by GPS. Developed by Thales Alenia Space as prime contractor, EGNOS was first deployed in 2005, began operating in open service mode in 2009 and provided Safety of Life service starting in 2011. The GNSS R&D activities are financed by the European Commission H2020 programme. They are managed by the European Space Agency through a delegation agreement from the European Commission. Safety of Life service, a success in export markets The EGNOS Safety of Life service is used to carry out precision airport approaches, especially landings, without requiring ground guidance systems. Building on its expertise in this field, Thales Alenia Space won a contract in 2016 from the Korean space agency to supply the Korean Augmentation Satellite System (KASS). With its Safety of Life capability, KASS is a regional Korean navigation system that will initially be used for aviation. It will provide critical services at several points of each flight, especially landing, so that, airports no longer need ground landing aid facilities. Along the same lines, in early 2019 ASECNA, the air navigation safety agency for Africa and Madagascar, chose Thales Alenia Space to handle a Phase B project that will include the supply of a pre-operational service in 2020 for a Satellite Based Augmentation System (SBAS) in sub-Saharan Africa, to provide an optimized satellite-based solution to support the growing air traffic in this region. The project recently took a major step forward, with validation of the system's architecture and main performance characteristics. This study is being carried out jointly by ASECNA and Thales Alenia Space, with funding from the European Union, as part of an ambitious program to develop the aviation sector in Africa. Set for completion by the end of the year, it also includes the supply of a pre-operational service, along with demonstrations of how to use the service in conjunction with partner airlines. Thales Alenia Space has now completed acceptance testing of the demonstrator, which will subsequently be deployed at various sites.     Can commercial satellites revolutionize nuclear command and control?

    By: Nathan Strout The rapid growth of commercial space makes the use of non-government satellites for nuclear command and control increasingly tempting, according to one official. During a speech June 26, Air Force Chief of Staff Gen. David Goldfein said that the service — which oversees both the United States' ground-based intercontinental ballistic missiles, as well as strategic bombers capable of delivering nuclear warheads — was open to the idea of using private sector satellites. “Whether it's Silicon Valley or commercial space, there's unlimited opportunities ahead right now for us in terms of how we think differently on things like nuclear command and control,” said Goldfien. “I, for one, am pretty excited about it.” The military has increasingly turned to the commercial sector to expand its capabilities more cost efficiently. For instance, the National Reconnaissance Office — the agency in charge of the nation's spy satellites — announced that it was looking to expand the amount of satellite imagery it buys from commercial companies. The Air Force has also expressed interest in developing a hybrid architecture for satellite communications, which would see war fighters able to switch between commercial and military satellites as they move through coverage areas. According to Goldfein, there's no reason that commercial capabilities could not similarly be applied to nuclear C2. “The work that we're doing in connecting the force and building a network force around the services in the conventional side has equal applications to the nuclear command and control side, because at the end of the day what we need is resilient capable architecture that keeps the commander in chief connected,” said Goldfien. “So one of the areas that I think we're going to be able to leverage significantly is the rapid and exciting expansion of commercial space in bringing low-Earth orbit capabilities that will allow us to have resilient pathways to communicate.” Currently, the military relies primarily on the Advanced Extremely High Frequency System for the nuclear sector. With four satellites in orbit and a fifth to be launched later this month, AEHF provides highly secure, anti-jamming communications for the military and national leaders like the commander in chief. It wasn't clear in Goldfein's comments whether he was interested in using commercial capabilities to augment, replace or work as a backup to AEHF and other military satellite systems. He did note that the sheer volume of satellites in some commercial constellations provides increased survivability for the network. “We want to get to a point both in conventional and unconventional, or conventional and nuclear, where if some portion of the network is taken out, our answer ought to be, ‘Peh, I've got five other pathways. And you want to take out 1,000 satellites of my constellation, of which I have five? Knock yourself out.' That's what I see is going to be a significant way that we're going to be able to leverage,” said Goldfein. The possibility of lowering costs is another major incentive to turning to the commercial sector to begin providing the communications necessary. “What we want to eventually get to is the reversal of the cost curve. Right now it actually costs us more to defend than it takes to shoot. And we want to reverse that so it actually costs them more to shoot than it takes for us to defend,” explained Goldfien.
