Le ministère des Armées au secours des industriels de la défense

La «Task Force» mise en place en mars a permis au ministère de la Défense de venir en aide à une centaine d'entreprises membres de la Base Industrielle et Technologique de Défense (BITD), indique L'Usine Nouvelle. 1 236 sociétés ont ainsi été sollicitées. Sur 792 ayant répondu, 92 ont été jugées dans un état critique (dont 80 % de PME et ETI) et ont été aidées, selon le magazine. Sodern, spécialisée dans la fabrication d'instruments scientifiques pour le spatial et la défense, a notamment témoigné lors d'un point presse : «la ministre est venue nous voir début juillet, et la DGA nous a accordé une aide à la trésorerie de 1 million d'euros dans la foulée. Sodern devrait pouvoir continuer ses investissements et relancer sa croissance», a souligné son dirigeant, Franck Poirrier.

    Opinion: Aviation’s Cybersecurity Imperative

    Remzi Seker May 22, 2020 With the expansion across the aviation industry of connectivity and computing services, cybersecurity has become ever more important. Connecting people, processes and assets creates new vulnerabilities and multiple attack points—from flight-critical avionics to passenger inflight entertainment networks and airline backend operations. Information about systems, protocols and technologies such as software-defined radio are now readily available well beyond the industry. Demand for greater efficiency meanwhile continues to increase connectivity and accelerate computerization within aviation infrastructure, including aircraft. Fortunately, ongoing efforts to protect aircraft, airlines and passengers from cybersecurity threats have been largely unaffected by the global pandemic, suggesting an opportunity for the industry to ramp up cybersafety programs and training amid the current slowdown. The comprehensive, coordinated nature of aviation cybersecurity initiatives means committees have long carried out their work primarily through virtual meetings, so those efforts are able to continue in full swing. With slowdowns taking place in other areas, the industry can address cybersafety at a more rapid pace. The aviation industry and its stakeholders have been working hard to tackle cybersecurity challenges comprehensively—from the supply chain and the maintenance of aircraft to operations. Such efforts remain essential so that cyberthreats affecting safety can be mitigated before they materialize, whether that happens during flight through physical access to a bus, by interfering with equipment through Wi-Fi or remotely disrupting operations. The need to weigh cyberthreats according to their safety impact, a practice referred to as “cybersafety,” requires a different perspective than that of IT cybersecurity. Cybersafety differs from traditional IT cybersecurity because of the need for safety certification, which relies on guaranteeing a system's behavior, or “determinism.” This unique characteristic of aviation cybersafety means that solutions widely used across traditional computing systems may pose serious certification challenges. Imagine rolling out security patches for every avionics component on a commercial aircraft. Tackling cybersafety challenges requires a coordinated, comprehensive, global effort. Multiple agencies are cooperating to establish much-needed standards. For example, the U.S. FAA and the European Union Aviation Safety Agency have been working with the RTCA and the European Organization for Civil Aviation Equipment to set harmonized cybersecurity standards. Efforts to secure the aviation ecosystem also include dedicated committees such as the FAA's Aviation Rulemaking Advisory Committee Aircraft System Information Security/Protection working group. Similarly, the Aerospace Industries Association has established the Civil Aviation Cybersecurity Subcommittee. In the U.S., the Aviation Cyber Initiative (ACI) is led by the Defense Department, Department of Homeland Security and FAA. The ACI includes experts representing government, defense, industry and academia who collaborate to tackle aviation cybersecurity threats. The Aviation Information Sharing and Analysis Center shares global threat intelligence among aviation companies. Globally, the International Civil Aviation Organization (ICAO) leads this work. Its Trust Framework Study Group (TFSG) includes experts from the FAA, EASA, commercial industry and academia and has established three important working groups. Academic institutions play a critical role in advancing cybersecurity research and training, too. Embry-Riddle Aeronautical University, for example, develops engineering solutions and provides degree, certification and training programs in aviation cybsersecurity. Faculty researchers contribute expertise to cyberdefense and preparedness efforts by serving on national and international committees and working groups and by organizing the annual Aero-Cybersecurity Symposium. Aviation's impeccable safety culture positions it well to combat and defeat cybersafety risks. In the years ahead, the industry will need to invest in expanded education and training as well as research to secure high-assurance systems that can be updated with minimal impact on certification. Computerization and Cyberphysical Systems As computing becomes ever more affordable, functions that were traditionally implemented through hardware are now being realized through software, and inclusion of software has supported increased customization. Cyberphysical systems are designed to perform a set of functions with limited impact on the physical environment, such as temperature control, welding and parts assembly. One feature of cyberphysical systems is a failsafe property that involves shutting down—an approach that is clearly not desirable midflight. Connectivity Inexpensive and ubiquitously available computing, combined with advancements in networking, have accelerated the networking of devices. The Internet of Things concept does not require any form of certification or service-quality assurance, let alone any safety requirement or oversight. Rather than leveraging the Internet of Things, the aviation industry might consider using “networked wings” to underscore its safety commitment.     US spy satellite launched into orbit from Vandenberg Air Force Base

    By: The Associated Press VANDENBERG AIR FORCE BASE, Calif. — A powerful Delta 4 Heavy rocket carrying a U.S. spy satellite lifted off Saturday from California. The rocket propelled the National Reconnaissance Office satellite from Vandenberg Air Force Base at 11:10 a.m. Pacific time, arcing over the Pacific Ocean west of Los Angeles as it headed toward space. The outer boosters of the rocket separated about four minutes into flight, followed shortly by separation of the central first-stage booster and successful ignition of the upper stage. As is customary with classified payloads, United Launch Alliance webcast the liftoff only until the aerodynamic fairing covering the payload was discarded. Details of the mission, dubbed NROL-71, were not released. The launch had been repeatedly delayed since late last year for various reasons including a hydrogen leak, high winds and a problem with ground communication equipment. The National Reconnaissance Office is responsible for U.S. intelligence satellites. United Launch Alliance is a joint venture of Lockheed Martin and Boeing.     Boeing Stirs Pentagon’s Ire With More Dings, Damage to Aircraft

    By Anthony Capaccio Boeing Co. has been cited by the Pentagon's contracts management agency for an increase in incidents of damage to military aircraft or components at three of its facilities. The citation from Army Lieutenant General David Bassett, director of the Defense Contract Management Agency, cited “recent negative trends” in mishaps at Boeing's facilities in Seattle, San Antonio and Mesa, Arizona, “that far exceeds historical rates” and are “not consistent with expected performance.” The results could include damage from parts falling off a cart during transportation or too little overhead “clearance when maneuvering the aircraft or ground support equipment resulting in repairs needing to be made,” Matthew Montgomery, a spokesman for the contracts agency, said in an email. “Our analysis of mishaps indicates a disproportionate number of events occurring at Boeing facilities” since 2018 involving aircraft or parts damaged before delivery to the military, Bassett told Leanne Caret, chief executive officer of Boeing's defense unit, in a previously undisclosed June letter obtained by Bloomberg News. The mishaps add to other indications of challenged performance at units of Chicago-based Boeing, the No. 2 defense contractor after Lockheed Martin Corp. They include problems with parts quality for Apache AH-64 helicopters that led to a recent halt in delivery that's still in effect and a wide-ranging Army-led inspection of the Mesa facility. In addition, Boeing is still struggling to deliver a KC-46 refueling tanker that meets refueling system specifications nine years after the company won the contract. Earlier: Boeing's Arizona Chopper Plant Under Scrutiny by Army Mishaps at Boeing facilities increased from 18% of those tracked by the defense contracts agency for large aviation contractors in fiscal years 2017 and 2018 to 38% in 2019. As of June, they stood at 50%, far exceeding “levels observed in other large DoD aircraft contractors of similar scope over the same time period,” Bassett wrote. The issues included a lack of procedures, a failure to follow those in place and “inattention or supervisory factors” that “contributed to the majority of these mishaps,” Bassett wrote. Of particular concern was Boeing's Seattle facility, where 66% of the company's fiscal 2020 mishaps occurred, he wrote. Since the letter, “Boeing leadership and their employees have responded well” and “have initiated changes that should lead to better quality and mishap outcomes,” Bassett said in a statement. “We look forward to those changes demonstrating enduring improvements in quality and mishap reduction that will improve the products we receive.” Boeing spokesman Todd Blecher said the company didn't have a comment on the Bassett letter. Montgomery, the contracts agency spokesman, said that Boeing ranks in the top three of the 13 major aviation contractors tracked for reported mishaps over fiscal 2019 and 2020. “Each mishap is unique and some mishaps are still under investigation,” Montgomery said. “Some mishaps represent a failure to follow a procedure or take necessary preventative action.” During the time period reviewed, Boeing had five reportable mishaps in fiscal 2017 and four in fiscal 2018, he said. “They are currently sitting at 11 mishaps for fiscal 2020.” https://www.bloomberg.com/news/articles/2020-11-24/boeing-dinged-and-damaged-military-aircraft-pentagon-complains
