KC-135s and C-130Js are the next aircraft to enter the Air Force’s data-driven maintenance program

The KC-135 refueling tanker and the C-130J airlifter will be the next two aircraft to be part of the Air Force's predictive maintenance program, part of the service's effort to do maintenance before airplanes break--and improve mission capable and availability rates, according to Air Mobility Command's logistics director.

"The bottom line is to get to where we are scheduling all of our maintenance, rather than reacting to the maintenance,' said Brig. Gen. Steven Blaymaier, who oversees Air Mobility Command's logistics, engineering and force protection, in an interview at the 2018 Airlift Tanker Association symposium outside Dallas, Texas. “We want our units to achieve their mission-capable rates on a sustained basis.”

According to the latest available data, from FY2017, the KC-135 fleet had, on average, a 74 percent mission capable rate, and the C-130J fleet had a 77 percent mission capable rate. As for the rest of the mobility fleet, by that same data, the C-5M fleet stood at 60 percent, the C-130H fleet was at 73 percent, and the C-17 fleet was at 84 percent mission capable.

The concept, known as conditions based maintenance, has already been rolled out to the C-5 fleet within AMC, and the B-1 fleet in Air Force Global Strike Command. It uses algorithms based on reams of data to create models to predict when a part might break, rather than waiting for it to fail. Its a standard practice in the commercial aviation industry, and is now making its way into the Air Force.

Blaymaier says the KC-135 fleet will join the program in spring of 2019, and the C-130J fleet will follow in the summer. Blaymaier also added that the other aircraft in AMC's fleet would be joining the program eventually, like the C-17 and KC-10.

“They're all in work at their program offices right now,” he said. “What we learn from C-5 will be incorporated into the other aircraft.”

Blaymaier also said the Air Force was modelling their effort after Delta Airlines's Tech Ops division's procedures, and that the service was at the beginning or “crawl stage” of the process. He also noted that Delta took “eight years” to get achieve the results they were looking for, and that the Air Force was working on that path.

In September, Lt. Gen. Robert McMurray, commander of the Air Force Sustainment Center, told Defense News that the conditions-based maintenance program was critical to increasing the readiness of the Air Force's aircraft.

"Given the aging fleet situation that we have, we probably need to be using data better to take care of it — which is a drive toward what most everyone right now is saying is the right way to manage fleet sustainment, which is through condition-based maintenance and data analytics,” he said at the time.

Another benefit Blaymaier described was that the service will be able to track maintenance needs by individual aircraft, rather than by a general fleet-wide standard. That could reduce time in depots and increase mission capable rates, a top priority of senior Pentagon leaders.

“As we move forward with conditions based maintenance plus (CBM+) and predictive analytics, we'll be able to know by tail number which parts are going to fail on certain aircraft," he said."It'll be much more surgical [and] operational."

Blaymaier added that while the transition to conditions based maintenance might be a long journey, it would lead to huge benefits for the Air Force.

“Ultimately we want to achieve those aircraft availability standards that we established for each of our fleets that are required to meet our wartime taskings,” he said.

    Northrop CEO forecasts ‘more consolidation’ for defense sector

    By: Joe Gould WASHINGTON ― The drive to rapidly develop defense technologies will spur more industry mergers and acquisition activity over the next two decades, and create new entrants in the realm of cyber and artificial intelligence, Northrop Grumman CEO Kathy Warden said Tuesday. “As a result, I believe the industry will look different in terms of its composition. There'll be more consolidation,” Warden said in a wide-ranging interview through the Center for Strategic and International Studies. She also foresaw increased government-industry collaboration. “There will also be more new entrants, and so it's hard to say there will be fewer players, but the ones that exist today will likely continue to consolidate as we have seen in recent years and we've seen in other cycles,” she added. New firms will adapt commercial AI and machine-learning applications for military surveillance as well as command and control, Warden predicted. The executive's comments came after the new deputy defense secretary, Kathleen Hicks, said at her confirmation hearing this month that she is concerned by consolidation in the defense-industrial base and that competition is needed for the U.S. military to maintain an edge over China and Russia. Hicks' office will review deals that involve national security issues. “Extreme consolidation does create challenges for innovation,” Hicks said. “We need to have a lot of different, good ideas out there. That's our competitive advantage over authoritarian states like China, and Russia. And so if we move all competition out, obviously that's a challenge for the taxpayer, but it's also a challenge in terms of the innovation piece.” The U.S. faces a new space race, and the Biden administration should continue work to compete in that domain, said Warden, whose firm saw sales growth last year driven by its space division. Her comments also come in the wake of the Biden administration's affirmed support for Space Force, the military service created under the Trump administration. “Many nations are demonstrating the capability to both operate in space but also have anti-satellite capability, so what we need to focus on is putting in place the norms and technologies that allow us to have freedom of operation in the space domain,” Warden said. Last month, Northrop reported that its Space Systems segment led the company in sales for both the fourth quarter of 2020 and for the full year. The segment was driven by a higher volume on classified programs as well as the Next-Generation Overhead Persistent Infrared and NASA Artemis programs. A ramp-up for the Ground Based Strategic Deterrent, launch vehicles and hypersonics programs drove the company's Launch & Strategic Missiles sales. Northrop won a $13.3 billion contract in September from the U.S. Air Force to build the GBSD, which replaces the aging Minuteman III intercontinental ballistic missile system. President Joe Biden is expected to launch a review of the nation's expensive nuclear modernization portfolio. Reportedly, the GBSD program could cost U.S. taxpayers as much as $110.6 billion. Warden defended the country's current track on nuclear modernization and said America's triad of nuclear weapons is “very important to keeping the peace.” More broadly, Warden offered a message that seemed calibrated to the new administration, saying the aerospace and defense industry provides platforms like the F-35 fighter as “an aid to diplomacy” and interoperability among allies. “It's hard for anyone to say what would have happened had we not had ICBMs over the last 50 years,” she said, “but lots of very smart statesman, military personnel and civilians alike have studied this through multiple nuclear posture reviews and come out believing that the best posture for our nation is continuing to move forward with the modernization of all three legs of our triad.” https://www.defensenews.com/2021/02/09/northrop-ceo-sees-more-consolidation-for-defense-sector/

Le volume atteindrait les 3,8 M€ en quatre lots. Le premier concerne les drones du quotidien, un programme initié par la gendarmerie, et qui désormais semble profiter aussi à la police nationale. Le contexte d'emploi principal concerne des opérations diurnes. Ce lot de 1,8 M€ concerne à la fois la formation, la fourniture de drones (565) et leur maintenance pour des unités non spécialisées. Tout le territoire et l'outremer pourront être ainsi dotés. Nano-drones Le deuxième lot équipera des drones pour les unités nationales spécialisées, pour une valeur de 1,58 M€. Les mini-drones concernés sont utilisables de jour comme de nuit, et plus résilients, mais aussi plus chers. Là aussi, le lot concerne la formation, le MCO et la livraison des 66 drones, de quoi équiper notamment le GIGN, le RAID et leurs antennes. Tous sont aujourd'hui dotés d'une kyrielle de modèles. Les nano-drones spécialisés constituent le troisième lot. Il sera là aussi réservé aux unités dont certaines, comme le GIGN, disposent déjà de Black Hornet. Le volume peut sembler assez minime puisque seulement 175 000 euros sont réservés. Ce qui, au prix, du Black Hornet 3 représente assez peu de systèmes. Les prévisions sont néanmoins assez élevées, pas moins de 20 nano-drones. Le quatrième et dernier lot concerne les capacités de communication afférentes, pour une valeur de 240.000 euros. 300 passerelles wi-fi sont attendues. Barkhane La gendarmerie a été motrice sur l'engagement de drones, via le GIGN, mais aussi lors de manœuvres de maintien de l'ordre, à Notre-Dame des Landes, lors des manifestations des gilets jaunes. Elle a notamment utilisée des DJI Phantom IV et des micro drones NX70 et NX110 de Novadem. Elle a rencontré des difficultés avec les NX70 de première génération, interdits de vol plusieurs mois. Ces problèmes ont apparemment été réglés sur la deuxième génération, car les militaires qui les utilisent à Barkhane n'en font pas état. L'expérimentation de drone du quotidien, qui vient de s'achever, a concerné 48 micro-drones, notamment des Mavic Pro et des Anafi du Français Parrot qui a manifestement une belle carte à jouer. https://air-cosmos.com/article/la-place-beauvau-recherche-645-drones-22936
