Invisible Interdiction: Air Force Awards Contract for Rail-Mounted Anti-Drone System

While drone detection systems are proliferating recently, what to do when you've identified a rogue drone is still a problem. Solutions range from catcher drones equipped with nets to shoulder mounted “ray guns” and even drone hunting birds.

In a recent press release (below), Invisible Interdiction announced the award of a U.S. Air Force contract to design and test a small lightweight rail-mounted drone jamming module: a device that can be attached to other weapons carried by military personnel. We reached out to Invisible Interdiction president, Clay Wild to learn more about the development of their technology:

DRONELIFE: Congratulations on your award. Do you have a image that you could share with our readers?

Clay Wild: “The system itself is still a rendering, but I've attached a couple of photos that might be useful. It will be an interesting capability.”

DroneLife: Who is the Audience for your system? Whom is it designed for?

Clay Wild: “The initial users will be US Air Force Security Forces personnel. The guys who guard Air Force bases.

DRONELIFE: What is important about this award to Invisible Interdiction?

Clay Wild: “This is our first major contract award. We are going to provide Security Forces Airmen the ability to stop drones interfering with their operations without the need to carry extra equipment. Attaching the countermeasure to the weapon provides them instant access to this device”.

DRONELIFE: Tell us a little bit about Invisible Interdiction and how you got started.

Clay Wild: “Invisible Interdiction was started only a year ago in March 2018 but we've been in the counter-drone business for almost four years now with other organizations. We are currently marketing to defense agencies in the U.S. but have a very active international representative network around the world introducing our capabilities to those military and police agencies that are allowed to deploy jamming capabilities. As you are aware, the RF jamming is a very sensitive technology around the world because of the potential for collateral effects. With most drones using the WIFI bands for control, jamming this part of the spectrum can impact everyday things like WIFI routers, Bluetooth devices, etc. We happen to design very directional and low-power jamming systems, but they can be temporarily impactful nonetheless. The use of this, and other types of countermeasures, is an interesting debate that is just starting.”

DRONELIFE: How did you come up with the name of the company?

Clay Wild: “The company name Invisible Interdiction refers to the use of ‘invisible' RF energy for interdiction of errant drones. This appeared to be an interesting play on what we do. Once folks think about it for a minute, the light goes on and..”oh yeah, I get it.”

Melbourne, FL, May 30, 2019: Melbourne, Florida based Invisible Interdiction has

been awarded a contract to design, test and qualify a very small, lightweight rail-
mounted C-UAS jamming module. This Phase 3 contract is the result of a Special Topic

SBIR award originally envisioned by the Air Force's Las Vegas-based innovation hub
called AFWERX. Several barriers to working with the Air Force were removed including
a shorter application process, an accelerated contract award and a shorter period of
performance. This effort started in the fall of 2018 in response to the Air Force's pursuit
of innovative counter-drone technologies. Invisible Interdiction submitted a concept
that was selected and proven feasible late last year. This UAS denial system will be
similar in size and weight to existing rail-mounted aiming lasers that are mounted on
the Picatinny rail of issued shotguns or M4 rifles. Noted Invisible Interdiction CEO Bryan
Sydnor, “We already have considerable experience designing small and lightweight
hand-held and modular jamming systems. This weapon attachable jamming module
will test our ability to design an effective capability that easily attaches to the service
rifle or shotgun.” Prototype testing and qualification is scheduled for later this summer
with production units available by the end of 2019.

    Pentagon, Lockheed Martin Failed to Ensure Proper Parts for F-35

CLARK A major contractor and the Pentagon's top management office came in for criticism from an inspector general for cutting corners in assuring that the massive joint-service F-35 stealth fighter is equipped with ready-for-issue parts. In a report dated June 13, the Defense Department watchdog found that parts for the department's largest acquisition—with an estimated $406 billion price tag and sales planned to foreign allies—were not being received according to the contracts and performance incentives. The parts contracted for delivery by Lockheed Martin Corp. include wheel, seat, and window assemblies, said the audit addressed to the Defense secretary for acquisition, the Air Force secretary, the Air Force inspector general and the Defense Contract Management Agency. The federal contracting offices and the corporate teams working on the plane are supposed to ensure the sustaining parts are delivered “ready for aircraft maintenance personnel to install on the aircraft,” as well as have an Electronic Equipment Logbook assigned that spells out each part's history and remaining life. Too often, however, the parts arrived not ready in accordance with contracts and incentive fees on the sustainment contracts because of “inflated and unverified F‑35A aircraft availability hours. This occurred because the [Joint Program Office] did not conduct adequate oversight of contractor performance related to receiving F‑35 spare parts and aircraft availability hours,” the report said, calling the inflation of hours unintentional. As a result, the department received non-ready spare parts and spent up to $303 million in labor costs since 2015, “and it will continue to pay up to $55 million annually” for such parts until a fix is made. In addition, the Defense Department has “potentially overpaid” $10.6 million in performance incentive fees by not independently collecting and verifying aircraft availability hours. “The lack of available [ready-for-issue] spare parts could result in the F‑35 fleet being unable to perform required operational and training missions,” the report warned. The Joint Program Office was aware of the problem, auditors found during their review from June 2018 to April 2019, but did not resolve the issue or require the services to better track the non-compliant parts. Interviews with the Joint Program Office staff in Arlington, Va.; the DCMA administrative office in Lockheed Martin's facility in Fort Worth, Texas; and Lockheed staff at three sites found, for example, that of 74 spare parts delivered to Hill Air Force Base in Utah from Sept. 17-30, 2018, 59 spare parts (80 percent) were non-ready for issue. Of the 263 spare parts delivered to Luke Air Force Base in Arizona in June 2018, 213 spare parts (81 percent) were non‑ready. And of 132 spare parts delivered to the Marine Corps Air Station in Beaufort, S.C., in September 2017, 58 spare parts (44 percent) were non‑ready. The IG recommended that the F-35 program executive officer improve oversight by coordinating with DCMA to pursue compensation from the contractor for the costs of mishandling the supply of spare parts since 2015. It also recommended that he direct the contracting officer to add clarifying language to future sustainment contracts, and task the lead contracting office with updating its Quality Assurance Surveillance Plan.     US clears weapon sales for Saudi Arabia, Lebanon, Croatia, Canada, Brazil and South Korea

    By: Aaron Mehta WASHINGTON — The U.S. State Department on Tuesday cleared six Foreign Military Sales cases, potentially worth a combined total of $1.55 billion. The six cases, spread across South Korea, Saudi Arabia, Brazil, Croatia, Lebanon and Canada, were announced on the website of the Defense Security Cooperation Agency. DSCA announcements mean that the State Department has decided the potential FMS cases meet its standards, but this does not guarantee the sales will happen in their announced forms. Once approved by Congress, the foreign customer begins to negotiate on price and quantity, both of which can change during the final negotiations. Here are the details on each case: Croatia: The largest dollar value of the announced FMS cases comes from Croatia, which seeks to spend $757 million on refurbishing its 76 M2A2 Bradley Infantry Fighting Vehicles. The NATO ally operates older models dating to Operation Desert Storm, and is looking to upgrade capabilities. In addition to maintenance, upgraded radios, armor and simulators, the package includes 84 M240 machine guns, 1,103 TOW 2A radio frequency missiles, 100 TOW 2B radio frequency missiles and 500 TOW bunker buster radio frequency missiles. Work will primarily be done by BAE Systems' York, Pennsylvania, facility as well as Raytheon Missile Systems in Tucson, Arizona. Canada: America's northern neighbor wants to upgrade its fleet of five C-17 transport aircraft to the tune of $275 million. The package includes “aircraft hardware and software modification and support; software delivery and support; ground handling equipment; component, parts and accessories; GPS receivers; alternative mission equipment; publications and technical documentation; contractor logistics support and Globemaster III Sustainment Program (G3) participation; other U.S. Government and contractor engineering, technical, and logistical support services; and related elements of program and logistical support,” according to the DSCA announcement. Boeing would perform the work. Saudi Arabia: The most unique of the six cases, the Saudi request involved $350 million in support services for five years, covered through the U.S. Military Training Mission to Saudi Arabia, or USMTM, located in Riyadh — an office of roughly 330 service members and U.S. contractors who help train the Saudi military. Services included in the package are “pay and allowances for U.S. Military, U.S. Government, and Foreign National staff members; USMTM communications support costs; local contracting costs; construction and renovation costs of housing area; transportation costs; U.S. Mail services support costs; dependent education (grades K through 12); administrative costs; temporary duty costs for USMTM personnel; Value Added Taxes (VAT) assessed by Saudi Arabia; and future transition costs to move USMTM” to a proposed new housing location in Saudi Arabia, per DSCA. Brazil: The government in Brazil wants to spend $70 million on 22 MK 54 conversion kits, which would convert existing MK 46 Mod 5 A(S) torpedoes to MK 54 Mod 0 lightweight torpedoes. Those would be equipped on the country's fleet of Sikorsky S-70B Seahawk helicopters and its surface ships. Work would be performed at Raytheon Integrated Defense System's Portsmouth, Rhode Island, facility. Lebanon: The country seeks to spend $55.5 million to procure 300 M1152 High Mobility Multipurpose Wheeled Vehicles in two tranches of 150 each. Beirut currently operates more than 1,000 HMMWVs of various designs, according to the DSCA, which are primarily used to “counter violent extremist organizations and to secure its border.” The primary contractor would be American General, with work happening in its South Bend, Indiana, facility. This is the first FMS case cleared for Lebanon since the start of the Trump administration. South Korea: A frequent customer of U.S. weapons, South Korea now seeks to purchase two MK 15 MOD 25 Phalanx Close-In Weapons System Block 1B Baseline 2 systems for $39 million. This anti-missile defense weapon for ships would come along with training and 4,000 rounds. According to DSCA, Seoul plans to use the systems aboard its first KDX III Batch II-class ship “to provide it with effective means of detecting and defending itself against incoming airborne threats.” The primary contractor is Raytheon, with work to be done at its be Louisville, Kentucky, location. All told, the six notifications mean the Trump administration has cleared 23 FMS cases since Oct. 1, the start of fiscal 2021, with an estimated price tag of $58.75 billion.
