IAI names Boaz Levy as new chief exec

JERUSALEM — Israel Aerospace Industries has named Boaz Levy, its former vice president for the Systems Missiles and Space Group, as its new CEO.

Levy's group oversaw major contracts for IAI over the years, including billion-dollar deals in India in 2018. He was also central to the Arrow 3 program, which was developed with U.S. support to intercept high-altitude targets in space, such as ballistic missiles.

In his new position, Levy said he plans to lead the company through the challenges of the future. “IAI has transformed in recent years, but we still have a considerable way to achieve the company's potential and strengthen our position in existing and new markets,” he said.

Levy's appointment was approved by the Board of Directors, according to a statement from the company. The search committee chose Levy to replace Nimrod Sheffer after announcing in July he would step down. Sheffer had replaced Joseph Weiss as CEO in 2018, who had been at the helm of the company for six years.

Sheffer came from the strategic planning area of the company and had drafted a new growth strategy for IAI. In March the company said its annual revenue surpassed $4 billion for the first time. That was an increase from $3.6 billion in 2018 and $3.5 billion in 2017.

IAI's chairman of the board, Harel Locker, praised the unanimous decision to nominate Levy. “Levy has successfully managed the Systems Missiles and Space Group — IAI's most profitable group that in recent years has made technological and financial groundbreaking achievements. Boaz knows the domestic and international defense market and understands our customer's needs,” Locker said.

Sheffer officially stepped down on Oct. 31, and Levy's nomination has been submitted to Israeli Defense Minister Benny Gantz and Minister for Cyber and National Digital Matters Dudi Amsalem, who supervise the government's authority over IAI.

IAI is one of Israel's three large defense companies along with Elbit Systems and Rafael Advanced Defense Systems. Many of the companies' capabilities are integrated into key Israeli weapon systems, such as the Iron Dome air defense system, which uses radar made by IAI subsidiary Elta Systems. Similarly, the new Sa'ar-class corvette will combine capabilities from IAI, including a new sea-to-sea missile the company recently tested.

Levy was previously head of IAI's air defense division between 2010 and 2013. A graduate of Israel's Technion, he came to IAI in 1990 as an engineer and worked on the Arrow program in the 1990s and 2000s. According to IAI, he “headed the induction of the Arrow-2 into operational service.” He also headed the Barak-8 program, which IAI claims is one of the world's most advanced air defense systems. The Barak-8 is also a major revenue source for the company.

In 2017, Levy indicated Israel aimed to build future interceptors beyond Arrow 2 and Arrow 3. The Arrow 3 is currently Israel's top tier in a multilayered air defense system that includes the Iron Dome and David's Sling, all programs supported by the U.S. More than 20 American states are involved in the production of Arrow 3.

Israel faces increasing threats from Iran and also challenges at sea, which is partly why it has shifted its naval doctrine amid adoption of the new Sa'ar 6 corvettes, and also why it rolled out a new multiyear defense strategy called Momentum. The country has aso begun modernizing training, creating new military units and upgrading communications systems for its armed forces.

    Singapore wants the F-35 to replace its F-16s

    By: Mike Yeo MELBOURNE, Australia — The Lockheed-Martin F-35 Lightning II Joint Strike Fighter appears to have secured another export success, with Singapore announcing that it has identified the type “as the most suitable replacement” for the Republic of Singapore Air Force's fleet of F-16s. In an announcement on Friday, Singapore's defense ministry said that it made the decision following the completion of a technical evaluation conducted together with the Southeast Asian island nation's Defence Science and Technology Agency. It added that “the technical evaluation also concluded that the RSAF should first purchase a small number of F-35 JSFs for a full evaluation of their capabilities and suitability before deciding on a full fleet.” According to the ministry, Singapore will next discuss details with relevant parties in the United States before confirming its decision to acquire the F-35. Singapore's defense minister Ng Eng Hen added that this process is expected to take “nine to 12 months.” The deal would almost certainly be through the United States Foreign Military Sales program. Ng had previously said that the F-16s will start to be retired around 2030, although neither he nor the ministry's announcement indicated how many F-35s will initially be acquired. Also not revealed was the variants that Singapore would buy. A ministry spokesperson declined to provide further details when asked by Defense News. Singapore has been a security cooperative partner in the F-35 program since 2003, and first disclosed its interest in the F-35 in 2013. Subsequent reports suggested it was keen on the short take-off and vertical landing F-35B variant. It is believed Singapore has a requirement of 40-60 aircraft, or enough to make up two or three squadrons. Singapore, which is a regional security partner of the United States, currently operates a fleet of 60 Lockheed Martin F-16C/D/D+ Fighting Falcon multirole fighters. These are a mix of 40 Block 52 C/D aircraft and a further 20 newer F-16D+ Advanced Block 52s acquired in four batches between 1994 and 2001. Deliveries started in 1998, which would make the oldest of these 32 years old by 2030. Twelve of the older Block 52s serve with a training detachment based at Luke Air Force Base in Arizona embedded within a mixed USAF-RSAF squadron conducting continuation training for RSAF pilots with the remainder distributed among three Singapore-based squadrons. En 2023, l'armée de Terre disposera d'environ 1.200 drones couvrant plusieurs segments capacitaires. L'armée de Terre va armer le drone Patroller, comme l'a récemment écrit La Tribune. C'est aujourd'hui officiel. Le nouveau chef d'état-major de l'armée de Terre, le général Thierry Burkhard, l'a annoncé lors de son audition le 16 octobre au Sénat. "Le Patroller sera armé parce que l'armée de terre le souhaite mais sa mission première ne sera pas d'appuyer nos troupes", affirme-t-il. En outre, selon nos informations, Safran a d'ailleurs récemment obtenu la notification d'un contrat d'une durée de 18 mois pour une étude de levée de risques pour l'armement du Patroller. "Nous faisons aussi preuve d'imagination et d'anticipation en armant le Patroller alors que ce n'était pas prévu au départ. Le Patroller sera donc armé parce que l'armée de terre le souhaite mais sa mission première ne sera pas d'appuyer nos troupes. Cependant, il bénéficiera de cette capacité. Par conséquent, si un Patroller découvre un poste de commandement ennemi à détruire, il doit pouvoir le faire", explique le général Thierry Burkhard. Le choix de l'armement s'est porté sur la roquette guidée laser de 68mm de Thales, qui équipe déjà l'hélicoptère Tigre. Elle a été préférée à la version sol-air du MMP (Missile moyenne portée), le MHT de MBDA. Pourquoi ? La roquette guidée laser est dimensionnée aux besoins de l'armée de Terre en étant parfaitement adaptée à des objectifs rencontrés par le Patroller lors de ses missions de surveillance pour réaliser des tirs sur des cibles d'opportunité (pick-up, sniper...). La roquette est également beaucoup moins chère et plus légère que le MMP. 1.200 drones en service dans l'armée de Terre L'armée de Terre aura mis d'ici à la fin de l'année, quatre nouveaux types de drones en opération : le drone tactique Patroller (Safran), les mini-drones NX70 (Novadem) et Spy Ranger (Thales) et, enfin, le nano-drone Black Hornet 3 (l'américain FLIR). L'armée de Terre disposera "à terme de 1.300 drones, allant du nano drone de quelques grammes au drone tactique dont les performances permettront d'appuyer l'engagement d'une unité au combat dans la durée et sur de fortes distances", avait expliqué le prédécesseur du CEMAT, le général Bosser. Le projet de LPM prévoit la livraison d'ici à 2025 des trois premiers systèmes de drone tactique Patroller ainsi qu'une commande pour équiper l'armée de terre à hauteur de cinq systèmes à l'horizon 2030. Washington convention center in downtown DC – a behemoth building covering two whole city blocks – fills with soldiers, contractors, and reporters. Over 30,000 people pack shoulder-to-shoulder in conference rooms to hear from Army leaders, speak face to face, line up for fried chicken, shake hands, hug, and handle military hardware from prototype rifles to full-sized tanks. But with COVID-19 cases rising alarmingly around the country, none of that will happen this October. “We've made the difficult decision to convert the 2020 AUSA Annual Meeting from an in-person meeting to a virtual experience,” said retired Gen. Carter Ham, the Association of the US Army's president and CEO, in a statement Tuesday afternoon. The mega-conference – historically one of the biggest in-person gatherings for the defense industry in the DC area – will now take place entirely online over Oct. 13-16. Breaking Defense plans to cover the virtual event as exhaustively (and as exhaustingly for our reporters) as it has the physical one every year since 2011. “With recent trends, it just became clear to me that we simply could not, in any reasonable manner, ensure a safe, secure environment for the 32,000-plus people we expected this October,” Gen. Ham told me in an follow-up email. “We are working very closely with the Army to craft an agenda which provides opportunities for key leaders to connect with our members and constituents.” “One of the keys to that is finding ways to connect Army leaders with the businesses, large and small, who normally are present in the exhibition hall,” Ham said. “Finding a way to do something similar to that experience in the virtual world will be a challenge, but it is an integral part of the AUSA Annual Meeting, so we'll figure it out.” AUSA is still working out the logistics of this massive switch. Registrations and sponsorship agreements from the in-person version of the event will not automatically carry over. “Registration for the new virtual meeting is expected to open by September,” the AUSA statement says. “AUSA is now coordinating details for the virtual event, and team members will be reaching out directly to exhibitors and sponsors about new opportunities.” With over 600 sponsors in a typical year – ranging from small businesses with a single, small booth to titans like Boeing and Lockheed Martin – the Annual Meeting is a major source of revenue for AUSA. How this will impact the association's budget is unclear – even to AUSA itself at this point. Breaking Defense graphic from AUSA data “The AUSA Annual Meeting is our most important revenue-generating event of the year,” Ham said bluntly. “The revenue from this event is largely what allows us to conduct other events throughout the year. So, I don't know yet precisely what the impact will be, but there will be some effect. Fortunately, AUSA is in a strong financial position so we will be able to sustain this change.” AUSA's latest annual report said the 2018 conference “generated $16 million in revenue,” just under half the association's total projected revenue of $33 million for the 2018-2019 fiscal year. (The report for 2019-2020 hasn't been published yet). But AUSA also reported its investment portfolio was worth $51 million; that was as of May 2019, before COVID roiled the stock market, but the portfolio should still be large enough to offer at least some buffer. The initial wave of the COVID-19 coronavirus forced AUSA to cancel its Global Force conference in Huntsville, Ala. this March just a week ahead of opening day. That gave the association no time to schedule virtual alternatives, although multiple events from Army aircraft announcements to Shark Tank-style pitch meetings were hastily turned into teleconferences or webcasts. Global Force had expected some 6,000 attendees. Since then, AUSA has held a host of online events, largely but by no means entirely without glitches, but they were all much smaller in scale. The Annual Meeting had expected some 33,000 attendees. Moving that conference online will be a vastly larger organizational and technical challenge. It's also an opportunity, Ham argued. “While we will all certainly miss the opportunity to be together with the broader Army Family, choosing to provide our programs in a virtual environment does offer us an opportunity to connect with audiences who might not know AUSA all that well or who have simply not been able to travel to Washington DC for the event in prior years,” he told me. “I view this very much as a chance to extend our reach and to more effectively fulfill our mission to support the Army.” Even if nothing glitches, though, the virtual Annual Meeting won't replace the human connection that came from the Army's annual gathering of its disparate tribes. “What will I miss? This is the Army's family reunion,” Ham said. “Every October, the opportunity to see old friends and to make new friends is the most enjoyable part of the Annual Meeting.
