How the Army plans to revolutionize tanks with artificial intelligence

Even as the U.S. Army attempts to integrate cutting edge technologies into its operations, many of its platforms remain fundamentally in the 20th century.

Take tanks, for example.

The way tank crews operate their machine has gone essentially unchanged over the last 40 years. At a time when the military is enamored with robotics, artificial intelligence and next generation networks, operating a tank relies entirely on manual inputs from highly trained operators.

“Currently, tank crews use a very manual process to detect, identify and engage targets,” explained Abrams Master Gunner Sgt. 1st Class Dustin Harris. “Tank commanders and gunners are manually slewing, trying to detect targets using their sensors. Once they come across a target they have to manually select the ammunition that they're going to use to service that target, lase the target to get an accurate range to it, and a few other factors.”

The process has to be repeated for each target.

“That can take time,” he added. “Everything is done manually still.”

On the 21st century battlefield, it's an anachronism.

“Army senior leaders recognize that the way the crews in the tank operate is largely analogous to how these things were done 30, 45 years ago,” said Richard Nabors, acting principal deputy for systems and modeling at the DEVCOM C5ISR Center.

“These senior leaders, many of them with extensive technical expertise, recognized that there were opportunities to improve the way that these crews operate,” he added. “So they challenged the Combat Capabilities Development Command, the Armaments Center and the C5ISR Center to look at the problem.”

On Oct. 28, the Army invited reporters to Aberdeen Proving Ground to see their solution: the Advanced Targeting and Lethality Aided System, or ATLAS.

ATLAS uses advanced sensors, machine learning algorithms and a new touchscreen display to automate the process of finding and firing targets, allowing crews to respond to threats faster than ever before.

“The assistance that we're providing to the soldiers will speed up those engagement times [and] allow them to execute multiple targets in the same time that they currently take to execute a single target,” said Dawne Deaver, C5ISR project lead for ATLAS.

At first glance, the ATLAS prototype the Army had set up looked like something out of a Star Wars film, albeit with treads and not easily harpooned legs. The system was installed on a mishmash of systems — a sleek black General Dynamics Griffin I chassis with the Army's Advance Lethality and Accuracy System for Medium Calibur (ALAS-MC) auto-loading 50mm turret stacked on top.

And mounted on top of the turret was a small round Aided Target Recognition (AiTR) sensor — a mid-wave infrared imaging sensor to be more exact. Constantly rotating to scan the battlefield, the sensor almost had a life of its own, not unlike an R2 unit on the back of an X-Wing.

Trailing behind the tank and connected via a series of long black cables was a black M113. For this demonstration, the crew station was located inside the M113, not the tank itself. Cavernous compared to the inside of an Abrams tank, the M113 had three short seats lined up. At the forward-most seat was a touchscreen display and a video game-like controller for operating the tank, while further back computer monitors displayed ATLAS' internal processes.

Of course, ATLAS isn't the tank itself, or even the M113 connected to it. The chassis served as a surrogate for either a future tank, fighting vehicle or even a retrofit of current vehicles, while the turret was an available program being developed by the Armaments Center. The M113 is not really meant to be involved at all, but the Army decided to remotely locate the crew station inside of it for safety concerns during a live fire demonstration expected to take place in the coming weeks. ATLAS, Army officials reminded observers again and again, is agnostic to the chassis or turret it's installed on.

So if ATLAS isn't the tank, what is it?

Roughly speaking, ATLAS is the mounted sensor collecting data, the machine learning algorithm processing that data, and the display/controller that the crew uses to operate the tank.

Here's how it works:

ATLAS starts with the optical sensor mounted on top of the tank. Once activated, the sensor continuously scans the battlefield, feeding that data into a machine learning algorithm that automatically detects threats.

Images of those threats are then sent to a new touchscreen display, the graphical user interface for the tank's intelligent fire control system. The images are lined up vertically on the left side of the screen, with the main part of the display showing what the gun is currently aimed at. Around the edges are a number of different controls for selecting ammunition, fire type, camera settings and more.

By simply touching one of the targets on the left with your finger, the tank automatically swivels its gun, training its sights on the dead center of the selected object. As it does that, the fire control system automatically recommends the appropriate ammo and setting — such as burst or single shot — to respond with, though the user can adjust these as needed.

So with the target in its sights, weapon selected, the operator has a choice: Approve the AI's recommendations and pull the trigger, adjust the settings before responding, or disengage. The entire process from target detection to the pull of the trigger can take just seconds. Once the target is destroyed, the operator can simply touch the screen to select the next target picked up by ATLAS.

In automating what are now manual tasks, the aim of ATLAS is to reduce end-to-end engagement times. Army officials declined to characterize how much faster ATLAS is than a traditional tank crew. However, a demo video shown at Aberdeen Proving Ground claimed ATLAS allows “the operator to engage three targets in the time it now takes to just engage one.”

ATLAS is essentially a marriage between technologies developed by the Army's C5ISR Center and the Armaments Center.

“We are integrating, experimenting and prototyping with technology from C5ISR center — things like advanced EO/IR targeting sensors, aided target algorithms — we're taking those technology products and integrating them with intelligent fire control systems from the Armaments Center to explore efficiencies between those technologies that can basically buy back time for tank crews,” explained Ground Combat Systems Division Deputy Director Jami Davis.

Starting in August, the Army began bringing in small groups of tank operators to test out the new system, mostly using a new virtual reality setup that replicates the ATLAS display and controller. By gathering soldier feedback early, the Army hopes that they can improve the system quickly and make it ready for fielding that much faster. Already, the Army has brought in 40 soldiers. More soldier touchpoints and a live fire demonstration are anticipated to help the Army mature its product.

In some ways, ATLAS replicates the AI-capabilities demonstrated at Project Convergence in miniature. Project Convergence is the Army's new campaign of learning, designed to integrate new sensor, AI and network capabilities to transform the battlefield. In September, the Army hauled many of its most advanced cutting edge technologies to the desert at Yuma Proving Ground, then tried to connect them in new ways. In short, at Project Convergence the Army tried to create an environment where it could connect any sensor to the best shooter.

The Army demonstrated two types of AI at Project Convergence. First were the automatic target recognition AIs. These machine learning algorithms processed the massive amount of data picked up by the Army's sensors to detect and identify threats on the battlefield, producing targeting data for weapon systems to utilize.

The second type of AI was used for fire control, and is represented by FIRES Synchronization to Optimize Responses in Multi-Domain Operations, or FIRESTORM. Taking in the targeting data from the other AI systems, FIRESTORM automatically looks at the weapons at the Army's disposal and recommends the best one to respond to any given threat.

While ATLAS does not yet have the networking components that tied Project Convergence together across domains, it essentially performs those two tasks: It's AI automatically detects threats and recommends the best response to the human operators. Although the full ATLAS system wasn't hauled out to Project Convergence this year, the Army was able to bring out the virtual prototyping setup to Yuma Proving Ground, and there is hope that ATLAS itself could be involved next year.

To be clear: ATLAS is not meant to replace tank crews. It's meant to make their jobs easier, and in the process, much faster. Even if ATLAS is widely adopted, crews will still need to be trained for manual operations in case the system breaks down. And they'll still need to rely on their training to verify the algorithm's recommendations.

“We can assist the soldier and reduce the number of manual tasks that they have to do while still retaining the soldiers' ability to always override the system, to always make the final decision of whether or not the target is a threat, whether or not the firing solution is correct, and that they can make that decision to pull the trigger and engage targets,” explained Deaver.

    Defense contractor with billions in sales got millions in pandemic loans intended for small businesses

    By Aaron Gregg August 3, 2020 at 8:00 a.m. EDT A military equipment supplier that has been accused of fraudulently misrepresenting its size in order to benefit from privileges associated with being a small business has received a Paycheck Protection Program small business loan worth at least $2 million, public records show. Atlantic Diving Supply, a Virginia Beach, Va.-based reseller of specialized military gear, is the latest organization whose receipt of taxpayer-backed loans through the Paycheck Protection Program has raised questions about a program launched in early April to help sustain employment at small companies through the economic crisis. In late April, the Treasury Department retroactively clarified its rules after well-known restaurant chains, car dealerships and hotel companies reported receiving PPP loans. Several of them returned the loan funds following public uproar; others kept the money. The SBA has said it will audit all PPP loans above $2 million to determine whether the recipients were eligible. Representatives from the Small Business Administration and Atlantic Diving Supply did not comment on the company's receipt of SBA loans. The company's legal issues are detailed extensively in a report released Monday by the nonprofit Project on Government Oversight, known as POGO. A review of business data by POGO and the nonprofit Anti-Corruption Data Collective concluded that ADS was one of at least 27 PPP recipients estimated annual sales of more than $1 billion in 2019. Another 2,068 loan recipients cleared $100 million in sales last year, according to the analysis. Nick Schwellenbach, a senior investigator at POGO, questioned whether it's appropriate for ADS to receive small business coronavirus loans. Schwellenbach's investigation also found that two other firms allegedly tied to ADS ― including one that was named in a settlement with the Department of Justice ― separately received smaller PPP loans. “It's important that taxpayer funding reserved for genuine small businesses isn't siphoned off by companies that are not eligible,” Schwellenbach said. “As a top government contractor with revenues well over a billion dollars a year, it strains credibility that Atlantic Diving Supply is a real small business, especially given several recent settlements and law enforcement outcomes related to their alleged small business contracting fraud." Although it received a favorable ruling from the SBA as recently as November 2019, ADS's small business credentials have long been called into question. ADS started as a small, family-owned shop focused on the military diving community in Virginia Beach, which includes the Navy SEALs. It was transformed under the leadership of long-time chief executive Luke Hillier, winning its first major government contract in 2000. It grew quickly to meet an insatiable demand for military gear of all sorts in the years following 9/11. That fast growth became permanent business as the U.S. military presence in Iraq, Afghanistan and elsewhere dragged on for nearly two decades. At one point, ADS filed papers to go public, something that is usually the purview of large corporations. In 2015 it purchased Theodore Wille International, a military food and equipment supplier with offices in seven countries. Its business has remained healthy despite recent troop reductions. ADS received more than $3 billion in unclassified government contract dollars in 2019, procurement records show. That's more than some well-known, objectively large government contractors, including Bechtel, KBR and CACI. ADS has already cleared $1 billion in federal contract receipts in 2020 despite the economic crisis. As it has grown ADS's continued status as a small business status has been critical to its participation in the Defense Department's Tailored Logistics Support, or TLS program, a lucrative military supply line that is largely restricted to SBA-approved small and disadvantaged businesses. In recent years, ADS's official headcount has teetered close to the SBA's 500-employee limit for small-company designation, and the company has fought off repeated challenges to its size status. If ADS were declared “no longer small,” it would not only be ineligible for SBA coronavirus assistance, but would also be forbidden from competing on small business set-aside contracts that drive its business. In 2017, ADS settled federal allegations that it used a network of allegedly-affiliated companies to rig bids and fraudulently misrepresent its size. The Justice Department called the $16 million settlement “one of the largest recoveries involving alleged fraud in connection with small business contracting eligibility.” Hillier, who has moved on from the CEO role but remained the company's chairman as of July 20, according to a company filing, separately paid $20 million to settle federal allegations that he “violated the False Claims Act by fraudulently obtaining federal set-aside contracts reserved for small businesses that his company was ineligible to receive.” The settlements resulted from a Qui Tam lawsuit brought by whistleblowers. Two of the alleged affiliate businesses — Karda Systems and SEK Solutions — were named in a related case in which Ron Villanueva, a former state lawmaker from Virginia Beach, pleaded guilty to federal charges that he conspired to defraud the United States. Villanueva admitted that he and a friend pretended both companies were run by people who qualified for particular grants and drafted a misleading letter to the SBA that mischaracterized the degree to which one firm relied on other suppliers. ADS briefly lost its small business designation as a result of those allegations when a Defense Department contracting officer, concerned by ADS's settlement, requested a formal SBA review of the company's size status and its degree of affiliation with other companies named in the whistleblower lawsuit, according to documents obtained by The Washington Post. That SBA review determined that ADS was “other than small,” which temporarily blocked the company from bidding on set-aside contracts. But ADS successfully appealed that ruling, which was reversed because it relied on old financial records. Today the company continues to receive federal contracts designated for small firms. Because the settlements arrived at by ADS and Hillier did not include a determination of liability, the company has been allowed to keep benefiting from the SBA's various small business programs.     Raytheon, Rheinmetall partner to offer new Lynx fighting vehicle to US Army

    By: Jen Judson WASHINGTON — The Lynx 41 infantry fighting vehicle made its public debut in the springtime drizzle at a Parisian land warfare exposition in June this year. German defense company Rheinmetall took pains to show its vehicle on scene was not a mock-up, but a real vehicle that came with available footage of its rigorous test campaigns. Ben Hudson, the head of the company's vehicle systems division, told Defense News at the expo that Rheinmetall was “highly interested” in the U.S. Army's Next-Generation Combat Vehicle program, and said to stay tuned on how Lynx might break into the U.S. market as a serious competitor for NGCV. Fast-forward four months, and Rheinmetall has found a high-profile partner in Raytheon to bring Lynx to the U.S. They will participate in what is shaping up to be a competitive prototyping effort with the NGCV program, to replace the Bradley Infantry Fighting Vehicle with an Optionally Manned Fighting Vehicle. Developing a family of next-generation combat vehicles is a top priority of the U.S. Army as part of its modernization strategy focused on multi-domain operations. In fact, it's the second highest priority, underneath bringing Long-Range Precision Fires into the force. “We knew we wouldn't be able to compete for a program as prestigious and large in the U.S. without a strong U.S. partner,” Hudson told Defense News in an interview leading up to the Association of the United States Army's annual conference. “Since Eurosatory, we have been working through that.” The partnership gets after “essentially the best of both of our companies,” Hudson said. It “brings together the world's leading infantry fighting vehicle technology, the vehicle and turret from Rheinmetall,” with Raytheon's capabilities from a systems integration standpoint, he said. “A lot of the gaps that we had in our business to really create that next-generation solution are easily covered by the strengths and capabilities Raytheon has, and some of those things are electronic warfare, signals intelligences, missiles capabilities ... and sensor systems like the third-generation FLIR that are a key plan of the Army going forward,” Hudson said. To bring on Raytheon's technology, the vehicle won't have to be changed much because it was designed from day one to be modular and adaptable. In fact, the company switched configurations at Eurosatory to a hybrid command variant in a matter of hours. The vehicle will be “a U.S. product, U.S. made and, ultimately, we will move to a U.S. engineered platform,” Hudson said. The fact that the Army is ready to dive head first into replacing the Bradley, with plans to have companies compete for a chance to rapidly build prototypes for the OMFV program, makes the partnership with Rheinmetall attractive, said Kim Ernzen, Raytheon's vice president of land warfare systems. Because Lynx already “exists, that is one of the most compelling pieces to this relationship,” she said. But Raytheon and Rheinmetall also share the same philosophies when it comes to company culture and innovation and “how we look at technology that comes to play not only today but, more importantly, has that growth path for the future,” Ernzen said. This aligns with the Army's path to get a next-gen combat vehicle to the field quickly but continue to evolve its technical capabilities to keep pace with evolving threats. This isn't the first time Raytheon and Rheinmetall have partnered on programs. Most recently, the pair unveiled an integrated suite of air-defense capabilities they think could meet the entire portfolio of German air-defense needs, going up against Germany's current development plans to buy a missile defense system from Lockheed Martin. And the duo has also worked to integrate Raytheon's Patriot air-and-missile defense system on Rheinmetall trucks for an unnamed Scandinavian country, among several other efforts. The impact of emerging threats and new requirements drove Rheinmetall to build Lynx to fill a gap in the market. Defeating today's and tomorrow's threats means having a vehicle that weighs well above 50,000 kilos — or more than 110,200 pounds — or one that is rapidly reconfigurable to support different missions. The Lynx KF41 with a Lance 2.0 turret “rebalances the key requirements in the areas of survivability, mobility, lethality, capacity, adaptability and transportability,” Hudson said in June, and is reconfigurable using open-architecture systems and a modular and open mechanical architecture. The vehicle design is “highly scalable,” Hudson said, with more than 18,000 kilos, or more than 39,000 pounds, of reconfigurable payload and an internal volume that allows for the turret and up to nine seats in the back. The new vehicle is fitted with an 850-kilowatt power pack that uses the Liebherr engine and Renk transmission. Additionally, in order to power the digital backbone and all the other weapons systems, more than 20 kilowatts of electrical power is stored on board. The turret also has two flexible mission pods on either side, to allow customizable subsystems such as anti-tank guided missiles, non-line-of-sight loitering munitions, UAVs or an electronic warfare package. Raytheon will provide the third-generation FLIR, fielded on Abrams tanks and also meant for the Bradley A5 upgrade, which has since been canceled to make way for the OMFV. The company also plans to provide other sensor suites, particularly an active protection system that is already being developed and built to be compliant with the Army's future APS system. While Rheinmetall has its own APS — the Active Defense System — that it's been trying to break into the U.S. market as an interim solution for combat vehicles now, the company sees Raytheon's APS offering as “unparalleled” and the plan is to incorporate the capability into the offering. Raytheon and Rheinmetall plan to submit a proposal when the Army's draft request for proposals drops — potentially as soon as this month, but it could slip to November or December, according to Ernzen. Proposals are due in May.
