    Army's Decision On Huge Helicopter Engine Program Will Impact GE, Honeywell, United Technologies

    Loren Thompson Sometime in the very near future, probably this month, the U.S. Army will announce the winner of a competition to develop a new engine for most of the service's helicopters. Called the Improved Turbine Engine Program (ITEP), it is a multibillion-dollar effort that has often been described as the Army's top aviation modernization priority. It isn't hard to see why. The weight of Army light and medium helicopters has been growing by 70-100 pounds per year since they debuted in the last century as new equipment, munitions and armor were added. As a result, both the Black Hawk utility helicopter and the Apache attack helicopter are under-powered when operating in “high-hot” conditions, meaning above 6,000 feet in temperatures of 95 degrees or greater. Such conditions are common in places like the Persian Gulf, and pose a challenge to conducting missions successfully. In 2006, the Army launched an effort to develop an engine that could provide 50% more power than the existing General Electric T700 engine (3,000 versus 2,000 shaft horsepower), while reducing fuel consumption by 25% and extending the life of the engine 20%. That in itself was a tall order, but the new engine also had to fit into thousands of fielded helicopters with minimal modifications, and it couldn't weigh more than 500 pounds (the current engine weighs 456 pounds). The Army also wanted each engine to cost much less than the T700–not just in the cost of manufacturing the new engines, but in the cost of maintaining them across a multi-decade service life. Given these very demanding requirements, and a dearth of money for modernization during the Obama years, it isn't surprising that a dozen years passed before the Army felt it was in a position to pick a design that met all the service's needs. But now it is. The choice is between a successor to the T700 built by General Electric Aviation, and a competing design offered by a joint venture of Honeywell and Pratt & Whitney (a unit of United Technologies, and contributor to my think tank). The decision has probably already been made, and simply awaits formal announcement later this month.     United Technologies awarded $762.5M for Air Force, Marine Corps F-35 engines

    ByChristen McCurdy Nov. 22 (UPI) -- United Technologies has received a $762.5 million contract modification to deliver F135 propulsion systems for the Air Force and Marine Corps. The new deal, announced Thursday by the Department of Defense, funds Lot 14 production and delivery of 48 F135-PW-100 propulsion systems for the Air Force and 10 F135-PW-600 propulsion systems for the Marine Corps. The Pratt & Whitney F135 is a turbofan engine for the Lockheed Martin F-35 Lightning II, fifth generation single-engine stealth fighters used the Air Force, Marines and Navy plan to replace much of their fleets with in future years. In October, Lockheed finalized a $34 billion deal with the Pentagon to deliver 478 F-35 fighter planes in production Lots 12, 13 and 14 at a cost below $80 million each. It's the largest contract in military history, and the lowest per-plane cost for the F-35 series yet. That deal came after pressure from the Pentagon to lower the per-plane cost of the aircraft, which has also faced scrutiny for production and safety issues. The new contract funds production of 48 F135-PW-100 engines for the US Air Force. The F135-PW-100 powers the Air Force's F-35A aircraft. Per the October deal, the Pentagon's expected cost per plane for the F-35A in Lot 14 in $77.9 million. The deal also funds 10 F135-PW-600 engines for the Marine Corps' F-35B. Lot 14 production F-35Bs are projected to cost $101.3 million per plane. The Pentagon has obligated fiscal 2020 aircraft procurement funds in the amount of $762 million -- it covers $521.5 million in purchases for the Air Force and $240.9 in Marine Corps.     HII awarded $11.5M for further repairs on USS Gerald R. Ford

    ByChristen McCurdy Dec. 4 (UPI) -- Hungtington Ingalls of Newport News, Va., was awarded an $11.5 million contract for further repairs on the troubled USS Gerald Ford aircraft carrier. The contract, announced Tuesday by the Department of Defense, funds the advance planning, design, documentation, engineering, procurement, ship checks, fabrication and preliminary shipyard work on the first-in-class carrier. Work will be performed at Huntington Ingalls Newport News, Va., site and is expected to be completed by September 2020. The Pentagon has obligated $1 million at the time of the award that will expire at the end of the current fiscal year. The Ford, intended to replace Nimitz-class carriers, has been plagued by cost overruns and delays, including problems with its 11 electromagnetic elevators -- just seven of which were operational at the end of October. In recent months, the vessel completed a training evolution and sea trials, as well as an independent steaming exercise that included sailing more than 7,000 nautical miles, completing more than 1,000 cycles of the advanced weapons elevators and performed more than 200 advanced arresting gear simulations.
