    Australia releases weapons wish list amid defense spending boost

    By: Nigel Pittaway MELBOURNE, Australia — Australia plans to increase defense spending over the next decade to AU$270 billion (U.S. $187 billion) in response to what it says is a deteriorating regional environment. The July 1 announcement by Prime Minister Scott Morrison about the plan coincides with the launch of the government's 2020 Defence Strategic Update and the associated Force Structure Plan, which will raise projected spending from AU$195 billion as laid out in the 2016 Defence White Paper. “The simple truth is this: Even as we stare down the COVID pandemic at home, we need to also prepare for a post-COVID world that is poorer, that is more dangerous and that is more disorderly,” Morrison said during the documents launch at the Australian Defence Force Academy on Wednesday. “We have not seen the conflation of global, economic and strategic uncertainty now being experienced here in Australia in our region since the existential threat we faced when the global and regional order collapsed in the 1930s and 1940s.” Morrison also cited trends including military modernization, technological disruption and the risk of state-on-state conflict as further complicating factors in the Indo-Pacific region, which he said has deteriorated more rapidly than forecast by the previous whitepaper from 2016. “The Indo-Pacific is the epicenter of rising, strategic competition. Our region will not only shape our future; increasingly though, it is the focus of the dominant global contest of our age,” he said. “Tensions over territorial claims are rising across the Indo-Pacific region, as we have seen recently on the disputed border between India and China, and the South China Sea and the East China Sea.” What do the documents say? The two defense documents forecast the development of closer ties with Australia's regional partners and with the U.S., but it also warns of the need for enhanced self-reliance, which Morrison said signals the country's “ability and willingness” to project military power and deter actions against it. “Relations between China and the U.S. are fractious at best as they compete for political, economic and technological supremacy. But it's important to acknowledge that they are not the only actors of consequence. The rest of the world and Australia are not just bystanders to this,” he said. “Japan, India, the Republic of Korea, the countries of Southeast Asia, Indonesia, Malaysia, Singapore, Vietnam and the Pacific all have agency, choices to make, parts to play, and of course so does Australia.” Additional capabilities to those already being acquired include long-range strike weapons, area-denial systems and cyber tools — including the establishment of an offensive cyber capability. Also included on Australia's shopping list is the Lockheed Martin AGM-158C long-range anti-ship missile, which would become the country's next air-launched maritime strike weapon under Project Air 3023 Phase 1. Defence Minister Linda Reynolds confirmed Thursday that Australia will acquire an unspecified number of LRASM weapons through a Foreign Military Sales deal with the U.S. Navy. Training on the weapon is to begin in the U.S. in 2021. The missile will initially be employed by the Royal Australian Air Force's fleet of 24 Boeing F/A-18F Super Hornet strike fighters, with an initial operational capability to follow in 2023. Reynolds said the missile will also be integrated with Australia's F-35A jets, which are also made by Lockheed. Australia is also seeking replacement fleets for the Royal Australian Air Force's Lockheed Martin C-130J-30 Hercules, Airbus KC-30A Multi Role Tanker Transport aircraft, Boeing E-7A Wedgetail airborne early warning and control planes and EA-18G Growler electronic attack platforms. The country's Jindalee Operational Radar Network is also to be expanded to cover Australia's eastern approaches. The government is also backing the creation of a hypersonic weapons development program. The documents also call for the Royal Australian Navy to receive two new multipurpose sealift and replenishment vessels and up to eight mine countermeasures and tactical hydrographic vessels, to be based on the Arafura-class offshore patrol vessels now under construction in local shipyards.     Airbus unveils B-model Lakota helos to enter US Army fleet next year

    By: Jen Judson WASHINGTON — The newest version of the UH-72B Lakota light utility helicopter will enter the U.S. Army fleet in 2021, aircraft manufacturer Airbus announced Aug. 28 at the National Guard Association of the United States virtual trade show. Beginning with the newest orders placed in 2020, Airbus will deliver 17 UH-72Bs next year after supplying 460 UH-72As across the Army, Navy and National Guard. In September, the last UH-72A (the 463rd) will roll off the production line in Columbus, Missouri, according to the statement. The “B” model will look distinctly different from the “A” variant. The aircraft is based off the Airbus H145 and will feature a Fenestron tail rotor, which the current A model does not have, according to Airbus. The B model will also have more powerful engine technology, “enhanced” controls and the Airbus Helionix avionics suite, the company said. The new helicopter variant will go to the Army National Guard. “Since we first began operations with the UH-72 Lakota some 15 years ago, this helicopter has been the workhorse of the Army and National Guard, saving lives, assisting in disaster relief, training thousands of pilots, and, more importantly, helping to protect our communities and our country,” Col. Calvin Lane, the Army's project manager for utility helicopters, said in the statement. “Procuring the UH-72B Lakota provides tremendous value with no research and development costs for the Army.” Since the program's inception in 2006, the Army and National Guard have logged nearly 800,000 flight hours, serving as the initial entry rotary-wing training aircraft for the Army at Fort Rucker, Alabama, and has flown search and rescue, medical evacuation and disaster relief missions as well counter-drug operations at the Southwest border. The Army chose to make the Lakota the primary training helicopter and retire its TH-67 aircraft when it restructured its entire aviation fleet in 2013. The decision met some resistance. Several companies like Bell Helicopter and AgustaWestland were hoping at the time to sell military training helicopters to several armed services, including the Army. AgustaWestland, a Leonardo subsidiary, filed a lawsuit four years ago in the U.S. Court of Federal Claims over the Army's plan to buy 16 of the aircraft for the training fleet. The court ruled in favor of AgustaWestland, and the Army was barred from buying the Lakotas.     Israel acquires FireFly loitering munition for close combat

    Seth J. Frantzman JERUSALEM — Israel's Ministry of Defense has procured the FireFly, a lightweight loitering munition designed for infantry and special forces. Jointly developed by Rafael Advanced Defense Systems and the MoD, FireFly's canister-deployed design with multiple rotors enables it to hover around buildings and attack concealed enemies that may be beyond line of sight or hiding in urban environments. FireFly is designed to fulfill a need that platoons and smaller units have on the modern battlefield for an unmanned system that is rugged and lightweight. Mini-UAVs are increasingly in demand for infantry use, and the ability to combine them with loitering munitions that can conduct surveillance and attack has become the next step for ground forces. FireFly was designed over the last 15 years based on sketches produced as far back as the Six-Day War, when Israeli soldiers had to fight in the early morning amid trenches in Jerusalem during the Battle of Ammunition Hill. Also taken into account during the design period were Israel's experiences fighting militants in close combat in urban areas, such as the Gaza Strip, as well as knowledge of the difficulties armies have faced in fighting in places like Mosul, Iraq, against the Islamic State group. Gal Papier, director of business development at Rafael's Tactical Precision Weapons Directorate, said the current FireFly model has a seeker, warhead and data link with electro-optical features that are similar to Rafael's larger Spike missile family. The Spike group of munitions includes precision-guided tactical missiles. The main difference is the addition of dual rotors so the FireFly can hover and remain stable in windy environments. “It's a different way of looking at missile guidance,” Papier said. “This is innovative and new — it's a missile that folds into a small canister.” First unveiled in 2018, Papier foresees the FireFly as “infantry's best friend,” enabling forces to both scout and attack. The warhead is small, coming in at only 400 grams, but Rafael says it is lethal enough for infantry and special forces missions. “Normally the targets are insurgents or suppressing machine guns or a sniper,” Papier explain, comparing the FireFly to UAVs that carry 20-kilogram payloads and must be launched by catapult. FireFly gives an operator up to 1.5 kilometers of line-of-sight use and 500 meters of non-line-of-sight use. It can return to the user with the click of a button, and its technology provides situational awareness to avoid collisions with obstacles. It can also operate during the day or night with a low acoustic signature. Its battery and warhead can both be replaced; the warhead can be swapped for another battery to provide double the 15-minute flying time for surveillance missions. The press of a button on the operator's tablet causes the warhead to slam into an enemy at up to 70 kph. It is also designed with safeguards, such as an abort capability. Rafael also foresees the FireFly launched from vehicles, with several units contained in a pod or “beehive” that would operate from inside the vehicle. This is in line with the increased use of smaller tactical UAVs with armored vehicles, and future battlefield concepts that foresee vehicles and infantry units operating in sync with numerous drones. “We are in [the] design stage of these pods, tailored for different vehicles. We see it as a building block,” Papier said. Israel's procurement of the FireFly and its deployment with infantry units are part of the country's multiyear plan to restructure its armed forces, known as “Momentum.” The plan also calls for increased digitization of land forces and for units to have access to more UAVs and technology. This is meant to bring intelligence assets as far forward as possible to battalion- and company-level units sharing information gathered by UAVs on a network.
