  Germany cautious as France leads European defense initiative

  France is leading a 10-country defense initiative in a bid to "face new threats" outside existing structures. Germany is wary that the project could entangle its military in foreign interventions and undermine the EU. Defense ministers from 10 European countries gathered in Paris on Wednesday to set the agenda for the European Intervention Initiative (EI2), a defense coalition spearheaded by French President Emmanuel Macron. "To face new threats, Europe needs a strong defense," the French Defense Ministry said in a tweet after the meeting. "With the European Intervention Initiative, 10 European countries are committed to its protection." EI2's goal is to create a results-based common strategic culture that allows for rapid response joint military operations, including in humanitarian efforts. As such, it is not aimed at establishing a supranational European army. However, as an initiative outside EU and NATO frameworks, the French Defense Ministry has tried to alleviate concerns that it would undermine defense structures in the bloc and alliance. "With the European Intervention Initiative, the whole European Union and the European pillar in NATO will also be strengthened," it added. 'Germany felt pressured' But France's efforts have done little to placate concerns in Berlin, which Paris sees as a pivotal actor in the initiative. Claudia Major, senior international security associate at the Berlin-based German Institute for International and Security Affairs (SWP), told DW that German officials are wary because "it's explicitly and deliberately organized and set up outside the European Union's structures." "For the Germans, making a deliberate attempt to setting up something meaningful outside the EU's structures — and outside NATO — is not seen as a positive move but rather as undermining the EU," Major said. "In the end, Germany felt pressured to agree and engage in the initiative, because otherwise all the talk about France and Germany being the engine of Europe and the heart of Europe, and driving European integration and cooperation forward, would look cheap, wouldn't it?"   French Army orders 364 Serval armored vehicles

  By: Christina Mackenzie   PARIS — The French Army is expected to receive 108 Serval armored vehicles in 2022 as part of an order from manufacturers Nexter and Texelis totaling 364. The contract was finalized through the DGA procurement agency on Dec. 23 but was not announced until Jan. 15. The two companies, which formed a temporary joint operation to build the light-armored, multirole Serval, will deliver the first 12 production vehicles in the first half of 2022, followed by a further 96 in the second half. The government previously allocated funding for the vehicle order, so the Army is expected to have a total of 978 Servals by 2030. The Serval is a four-wheel drive, 15-ton vehicle designed to replace the 40-year-old VAB, an armored personnel carrier and support vehicle. It complements the much bigger 24-ton Griffon armored vehicle, and these two, together with the Jaguar reconnaissance and combat vehicle, form the core of the French Army's Scorpion program to replace all French front-line fighting vehicles. They will be linked via a new communications and battlefield management system, the Scorpion Combat Information System. Three main versions of the Serval — patrol; intelligence and reconnaissance; and communications — will each have their own variants. Designed to operate in combat zones, the Serval combines flexibility, strategic mobility and payload-carrying capacity. The DGA said that despite difficulties caused by the coronavirus pandemic, testing of the vehicle, which began in September 2019, was sufficiently advanced to allow this first production phase to take place before the end of 2020, as planned in France's 2019-2025 Military Program Law.   Hungary signs deal to buy dozens of tanks, howitzers from Germany’s KMW

  By: Jarosław Adamowski WARSAW, Poland — As part of efforts to modernize the country's land forces and replace Soviet-designed gear, the Hungarian Ministry of Defence has awarded a deal for 44 Leopard 2 A7+ tanks and 24 PzH 2000 self-propelled howitzers to Germany's Krauss-Maffei Wegmann. In addition, Hungary will buy 12 used Leopard 2 A4 tanks for training, KMW said in a statement. The deal was signed Dec. 19 in Budapest. Prior to the signing, Hungarian Defense Minister Tibor Benko met with Frank Haun, the chief executive of KMW, the defense ministry said in a statement. Benko said he hoped that the contract would further strengthen the cooperation between the Hungarian and German armed forces. The latest development comes shortly after the Hungarian ministry handed an order for 16 H225M multi-purpose helicopters to Airbus. The aircraft are to be fitted with the HForce weapon management system. On Dec. 17, Hungary and Airbus Helicopters also signed a memorandum of agreement to launch industrial cooperation on long-term aviation projects with a focus on manufacturing parts for helicopter dynamic systems.
