Arrivé à son poste début septembre, le nouveau chef d'état-major de l'armée de l'air (Cemaa) a tracé ses perspectives stratégiques sur la base des travaux largement entamés par son prédécesseur. Néanmoins, précise-t-il, «il m'appartient d'infléchir la trajectoire de l'armée de l'air pour lui permettre de prendre en compte les nouveaux enjeux des prochaines années». C'est ce «plan de vol» - une expression parlante pour tous les aviateurs - que le nouveau Cemaa a présenté jeudi à l'École militaire. Un projet qui, souligne-t-il, «s'appuiera sur l'ADN des aviateurs: agilité, précision, audace et passion». Selon la formule, directe, du général Lavigne, «l'objet de la mission sera de vaincre et protéger ensemble par les airs».

Sebastian Sprenger COLOGNE, Germany — Time is ticking for Germany to find a compromise on letting American, British and other non-European Union countries tap into the bloc's emerging defense cooperation scheme. The government of Chancellor Angela Merkel has taken on the task of sorting out the issue by the end of the year, when Germany's six-month term at the helm of the European Council concludes. “It is an important issue to solve, particularly for close NATO partners,” Karl-Heinz Kamp, special envoy of the political director at the German Ministry of Defence, said during a panel discussion at the annual Defense News Conference this month. The challenge is to find common ground between two camps within the EU: member states seeking ties with outsiders, and those countries who prefer treating the nascent defense agenda as a members-only affair. Poland, Sweden and the Netherlands are leading a group of nations advocating for openness. But France, for example, is pursuing a more restrictive stance, especially toward Turkey and the United States. From the beginning, the Trump administration has eyed the EU's creation of a defense cooperation mechanism, dubbed PESCO, and the proposed multibillion-dollar European Defence Fund with a degree of mistrust. The efforts run the risk of undermining NATO if America and its powerful defense companies are kept out, Washington claims. The tone has softened more recently, however, as officials on both sides of the Atlantic try to broker a compromise. “One of the things that COVID-19 has really brought into sharp focus is the significance of our integrated defense industrial base,” said Gregory Kausner, executive director for international cooperation, who works in the Pentagon for acquisition chief Ellen Lord. At NATO headquarters in Brussels, leaders are striking a similar chord. “We welcome the EU's effort to invest in defense, and I think altogether this is a good-news story. In a way, the more money put into defense, including by EU institutions, the better,” said Camille Grand, the alliance's assistant secretary general for defense investment. “Then there is a second point: that it is important those projects are allowed as full as possible [the] involvement of non-EU allies. Because the reality is indeed that those non-EU allies have strong connections with the European defense market, with the European defense industry,” Grand added. German officials have been optimistic about reaching a compromise since they took on the third-country challenge this summer. That is because their proposal piggybacks on a paper by the previous, Finnish-run presidency that was only narrowly rejected last year. A few modifications would be enough to clinch a deal. According to a German MoD spokesman, officials aim to present a workable solution to defense ministers at an EU foreign affairs council meeting slated for Nov. 20. Poisoned politics The current political context hasn't exactly been helpful for forging a deal. For one, there is the frosty climate between Germany and United States that stems from President Donald Trump's testy relationship with the country, and his assertion that the EU is taking advantage of American taxpayers on trade and defense. That rift makes the proposition of importing the powerful American defense industrial base into the bloc's defense cooperation calculus an uphill battle, especially in the European Parliament, a Brussels-based analyst argued. And Turkey, which is part of NATO but not the EU, is creating the perfect case study against allowing nonmembers into the inner workings of European defense cooperation because of its dispute with Greece and Cyprus over gas reserves in the eastern Mediterranean Sea. “The German government is fairly optimistic that we will be able to find a compromise. The problem is that currently neither the Turkish policy nor the U.S. policy terribly helps to find such a consensus,” Kamp said. “We have a severe problem in NATO with its internal cohesion because some allies have issues with other allies,” he added. “We have a Turkish-French dispute in the Mediterranean and we have a Greek-Turkish dispute. Turkey is not always behaving in — let me say — in the way of an ideal NATO ally, and that just makes things a little bit more difficult.” At the same time, the flareup has yet to touch the ongoing third-party access negotiations, according to officials and analysts. “Concerns over dependencies, intellectual property and security predate the standoff between Greece and Turkey," said Yvonni-Stefania Efstathiou, a Greece-based defense analyst. Meanwhile, Pentagon officials have begun diving into a set of case studies designed to help them think through the nitty-gritty involved in setting up future cooperative programs under an EU umbrella, according to Kausner. “Those case studies illuminate the potential challenges on things such as intellectual property and re-transfer that we feel are still problematic,” the Defense Department official said. Another avenue to glean lessons for a wider EU application lies in the so-called European Defence Industrial Development Programme, or EDIDP, which aims to boost the bloc's defense industry cooperation through all manners of military technology. In June, the European Commission announced 16 projects eligible for funding from a two-year, €500 million (U.S. $593 million) pot. The selection includes “four participants controlled by entities from Canada, Japan and the United States,” the commission statement read. In theory, those projects “demonstrate the possibility to involve EU-based subsidiaries controlled by third countries or third country entities provided they fulfill appropriate security-based guarantees approved by Member States,” the statement noted. The commission has yet to say which participants hail from North America and Japan, and what roles they play, which suggests their integration into the project structure remains unfinished. As officials continue to sort out the details on intellectual property rights, liabilities and consortium structures, for example, a few principles are beginning to take shape. For one, the four non-EU countries in the European Free Trade Association — Iceland, Liechtenstein, Norway and Switzerland — stand to get rights to partake in EU defense projects similar to member states. In addition, officials consider it easier to include British or American companies in projects when they are removed from immediate funding through the European Defence Fund. By: Joe Gould WASHINGTON ― Though the Pentagon is hunting for billions of dollars in a future package to combat the coronavirus pandemic, it looks like the next massive relief bill will be swamped in a partisan fight. The Pentagon announced it's seeking the funds to prop up the military's network of suppliers following $3 billion in new “progress payments" to increase cash flow to primary contractors and more vulnerable, smaller subcontractors. The details have yet to be disclosed as the Defense Department works through them with the White House budget office. But last week, Senate Majority Leader Mitch McConnell, R-Ky., said he wants to “push the pause button” on the next aid package and, because Democrats aim to center it on bailouts for states hit hard by the pandemic, “move “cautiously.” “You've seen the talk from both sides about acting, but my goal from the beginning of this, given the extraordinary numbers that we're racking up to the national debt, is that we need to be as cautious as we can be,” McConnell told reporters on April 21. The Senate will reconvene in full on May 4 to work on coronavirus aid legislation, McConnell said Monday. It would mark the first time the chamber has been back in full since late March. The prospects for a speedy compromise looked dim when House Speaker Nancy Pelosi, D-Calif., set herself at odds with McConnell last week, saying, “There will not be a bill without state and local” aid. Senate Minority Leader Chuck Schumer, D-N.Y., and other congressional Democrats have added pressure on McConnell by pillorying the majority leader's suggestion that states declare bankruptcy. “Republican Senators: Raise your hand if you think your state should go bankrupt,” Schumer said in a tweet. McConnell's negotiating stance comes as the Congressional Budget Office projected Friday that the federal budget deficit would quadruple to $3.7 trillion, driven by the coronavirus pandemic and a government spending spree on testing, health care, and aid to businesses and households. According to the report, the 2020 budget deficit will explode after Congress passed and President Donald Trump signed four coronavirus aid bills that promise to pile more than $2 trillion onto the $24.6 trillion national debt in the remaining six months of the current fiscal year. Meanwhile, defense hawks are warm to a defense spending boost. Senate Commerce Committee Chairman Roger Wicker, R-Miss., has voiced support for an additional cash infusion for the defense industry. “The federal government can play a vital role in keeping military suppliers afloat,” Wicker, a senior member of the Senate Armed Services Committee, said in his weekly newsletter to supporters. “Already the Department of Defense has announced it is spending $3 billion to reimburse contractors affected by work delays and breaks in the supply chain. “As Congress considers new relief measures, I will work to include targeted funding to ensure that suppliers get the stable cash flow and contracts they need to endure this crisis. These awards should go toward projects the military has already identified as priorities and should not break the bank." Also last week, Sen. Tom Cotton, R-Ark., introduced legislation last week that calls for $43 billion for military infrastructure and weapons as part of a larger effort to confront China in the Indo-Pacific region. That bill also calls for $11 billion to mitigate pandemic-related cost overruns on weapons programs and $3.3 billion to mitigate COVID-19 impacts to the defense-industrial base. But Cotton's proposal is also loaded with new weapons purchases that would prove a boon to defense firms, albeit at a slower pace than a direct cash infusion. There's an added General Dynamics/Huntington Ingalls Industries-built Virginia-class submarine; more Lockheed Martin-built F-35A jets; Boeing-built F-15EX fighter aircraft; a battery for the Terminal High Altitude Area Defense air defense system; and anti-ship/strike weapons. Cotton's bill follows a $6.1 billion China deterrence package from the influential ranking member of the House Armed Services Committee, Rep. Mac Thornberry, R-Texas. That bill would fund an Indo-Pacific Deterrence Initiative, also favored in principal by HASC Chairman Adam Smith, D-Wash. Observers predicted the added funding might find a way through any deadlock on a stimulus bill. “We don't foresee stand-alone adoption but do think elements of it could be spread across different spending bills,” analyst Roman Schweizer of the Cowen Group said of Cotton's bill in a note to investors. “With Congress in full-bore debt-spending mode, defense proponents might be able to bury this money in larger packages. The American Enterprise Institute's Mackenzie Eaglen proposed in a Defense News on Monday that the next package for the Pentagon should avoid submitting unfunded procurement priorities and also “focus on the health, safety and continuity of all the Pentagon's workforce.” “Democrats want another stimulus, ideally on ‘shovel ready' infrastructure jobs. DoD is absolutely going to need more help in some sort of bill to keep the defense supply chain from going to the unemployed lines, or worse, gobbled up by China,” Eaglen said in an email. “Most of defense stimulus is to prop up jobs and employment so I'd like to be optimistic and think Democrats would be very supportive.” Democratic leaders haven't yet signaled how they're predisposed toward added defense spending in a stimulus package. However, a House Democratic aide said that scenario would invite serious opposition from the progressive wing. Rep. Ro Khanna, D-Calif., a member of HASC and the House Progressive Caucus leadership team, previewed the messaging in this fight in a tweet on April 21 saying: “The Pentagon shouldn't get any more COVID relief money." “A single F-35 could pay for 2,200 ventilators. 1 nuclear warhead could pay for 17 million masks,” Khanna said, adding that the Pentagon budget dwarfs the combined budgets of the Centers for Disease Control and Prevention, the National Institutes of Health, and U.S. contributions to the World Health Organization. In the Senate, Sen. Bernie Sanders, I-Vt., “will strongly oppose no-strings-attached giveaways to the arms industry, as news reports seem to indicate are the Pentagon's likely request of Congress," said his spokesman, Keane Bhatt.
