Facing a sealift capacity collapse, the Navy seeks strategy for new auxiliary ships


ARLINGTON, Va. – The U.S. Navy is moving toward settling on an approach for recapitalizing the nation’s aged sealift fleet, moving away from a single common hull for five missions.

The sealift fleet, which is facing the prospect of an imminent collapse in capacity due to the ships all reaching or exceeding their hull life according to the U.S. Army, is what the U.S. would use to transport up to 90 percent of Army and U.S. Marine Corps gear in the event of a major conflict overseas.

The program, known as the Common Hull Auxiliary Multi-Mission Platform, was envisioned as we way to recapitalize the country’s surge sealift force and replace other auxiliary ships such as hospital ships and submarine tenders with a common hull form.

But the Navy found after studies last year that one hull simply wasn’t going to work for all the disparate functions the Navy was looking to fulfill with the platform. Now, the Navy thinks it has a better answer: Two platforms.

“We started out thinking it was going to be one hull … but what we found from our own examination and from industry feedback is that these missions fall into two basic categories,” said Capt. Scot Searles, the strategic and theater sealift program manager, in a brief at the annual Surface Navy Association’s national symposium.

“One is a very volume-intensive category where you need large volume inside the ship – that’s the sealift mission where you are trying to carry a lot of Marine and Army cargo. The other bucket it falls into is the people-intensive mission. When you talk about a hospital ship or a submarine tender, those are people-intensive, and we found we didn’t need as much internal volume. It could be a smaller ship but needed more berthing capability.”

The Navy released a request for information this week for industry studies that they hope to award in March that will validate the approach, Searles said.

“We believe it’s going to be two hulls, but that’s still a great savings over designing five hulls,” he said.

Congress wants the Navy to start ordering hulls by 2023 to deliver by 2026, something the Navy told Congress in a report last year could be done if it ponies up the cash.

The most urgent need in the surge sealift fleet is the ready reserve force, a fleet of ships run by the Maritime Administration that are in reduced operating status and spend most of their time in port on standby waiting to be activated in case of a national emergency.

Searles said the plan would be to bring the newly constructed auxiliary sealift ships online and use them as maritime prepositioning ships, then take the current prepositioning ships – which still have plenty of life left in the hull – and move them into the ready reserve force. Prepositioning ships are operated by Military Sealift Command and deploy forward with logistics and equipment that can be used in a crisis on short notice.

Developing the new ships will take anywhere from three-to-five years, Searles said, and in the meantime the Navy plans to buy used ships off the open market and modify them for DoD use. They will also extend the lives of the current ships in the sealift force to the best of their ability.


In February, the Army sent a letter to Congress saying that the country’s organic sealift capacity would fall below the level required to move the Army’s equipment by 2024 if the Navy did not act fast.

“Without proactive recapitalization of the Organic Surge Sealift Fleet, the Army will face unacceptable risk in force projection capability beginning in 2024,” the document said, adding that the advanced age of the current fleet adds further risk to the equation.

“By 2034, 70% of the organic fleet will be over 60 years old — well past its economic useful life; further degrading the Army’s ability to deploy forces,” the document reads.

The Army’s G-4 also alluded to then-Defense Secretary Jim Mattis’ readiness push, adding that even the most prepared forces wouldn’t matter if they can’t reach the front line.

“Shortfalls in sealift capacity undermine the effectiveness of US conventional deterrence as even a fully-resourced and trained force has limited deterrent value if an adversary believes they can achieve their strategic objective in the window of opportunity before American land forces arrive,” the paper reads. “The Army’s ability to project military power influences adversaries’ risk calculations.”

The document reflects the Army’s growing impatience with the Navy’s efforts to recapitalize its surge sealift ships, which are composed of a series of roll-on/roll-off ships and other special-purpose vessels operated by Military Sealift Command and the Maritime Administration.

And Capitol Hill shares the Army’s view, according to two HASC staffers, who spoke to Defense News last year on condition of anonymity.

The Navy, which is responsible for recapitalizing the surge sealift force, put forward a budget in 2019 that called for about $242 million over the next five years, the bulk of which would go toward designing and developing a new platform that will replace the current vessels.

HASC lawmakers considered that amount of funding not enough to make any serious inroads on recapitalization, and certainly not enough to forestall the critical shortfall identified in the information paper, the staffers said.

    The Air Force is conducting a study that will inform how the service will continue its critical intelligence, surveillance and reconnaissance (ISR) missions as it begins to phase out production of its MQ-9 Reaper unmanned aerial systems, acquisition chief Will Roper said March 10. The service plans to reduce the General Atomics Aerospace Systems Inc.-developed MQ-9 Reaper combat lines from 70 to 60 by eliminating 10 contractor-operated lines while maintaining all MQ-9 aircraft in the fiscal year 2021 budget plan. House Armed Services Committee (HASC) member Rep. Filemon Vela (D-Texas) sought clarity on why the production line would be reduced in a Tuesday hearing on Capitol Hill. “Why the major change in plans, and how will the Air Force address its ISR gap?” he asked. Roper told the committee that the Air Force is planning to build the “next generation” of ISR drones with a mixture of options, including “more high-end, unique” systems that will require lots of money to ensure their survivability, as well as commercial platforms that can “push the price point down” and provide attritable systems for added capacity. “We’re doing studies now to see what our mix could be, and I anticipate that will be one of our major decisions in our FY ’22 budget for the Air Force,” Roper said during the hearing. The study is being led by the Air Force’s Program Executive Office for ISR and Special Operations Forces at Wright-Patterson Air Force Base, Ohio, he told a small group of reporters after the hearing. He expects it to be complete before the end of the fiscal year to inform the service’s FY ’22 Program Objective Memorandum (POM), which is currently in development, he added. “It’s a really great time to give [PEO ISR & SOF] an innovative program because as their portfolio appears to be trending down … it’s important that they have something that’s the new version of them that’s innovative, that’s indicative of their future,” he said. The Air Force has to work on dropping the cost of the counter-violent extremism mission, both in manpower and unit price, Roper said. He added that employing commercial drone services in the defense industry could help smaller, newer companies begin to scale their production while offering the service a “much lower, much cheaper” way to sustain cost. “Working with the Defense Department, you don’t need the kind of production capacity that the globe does, so we’re a pretty good first stop,” he said. He also told the committee that while the Reaper had “undeniable overmatch in a low-end fight and has certainly saved many lives, … as we look to the high-end fight, we just can’t take them into the battlefield.” Roper warned that if the Defense Department does not move quickly to engage builders of large UAS, the market could go the same way of small, hobbyist UAS and be saturated by Chinese products, as was seen with DJI’s Phantom drone. The service’s ISR portfolio could look very different in FY ’21 if Congress approves its proposed FY ’21 presidential budget request, released Feb. 10 (Defense Daily.) It includes the retirement of 24 Block 20/30 RQ-4 Global Hawks, including three EQ-4B drones equipped with Northrop Grumman’s Battlefield Airborne Communications Node (BACN) system, as well as reducing the MQ-9 lines. In order to provide sufficient levels of ISR with the divestment of the Global Hawk 20/30 assets and reducing MQ-9 combat lines, the Air Force will maintain and modernize the U-2 [Dragon Lady ISR aircraft] and the Global Hawk Block 40 fleets and maintain 60 government-owned/government operated MQ-9 combat lines, the Air Force previously told Defense Daily. The service also plans to procure one Bombardier E-11A BACN-enabled aircraft through the five-year future years defense plan (FYDP), with plans to bring the total fleet up to eight by FY ’26. One E-11A aircraft suffered a fatal crash in Afghanistan last month, leaving the Air Force with three in its current inventory. Vela also asked whether the Air Force’s proposed MQ-9 retirements could affect other services operating the Reaper. Marine Lt. Gen. Steven Rudder, the service’s deputy commandant for aviation, said during the hearing that while the Marines recently welcomed their first MQ-9 operators at Yuma Proving Ground, Arizona, he is also looking at the “wide-open” unmanned systems industry for the service’s next generations of drones. “We hope to be able to continue to operate with the Air Force,” he told Vela.     By: Justin Lynch Booz Allen Hamilton has won a $1 billion contract from the Department of Homeland Security to protect federal agencies' computer networks, the company announced Aug. 21. The six-year contract is a a $1.03 billion task order, consisting of one base year and five one-year options. It was awarded to support Homeland Security’s Continuous Diagnostics and Mitigation program, which protects the federal government from cyberattacks and hacking attempts. The mitigation program uses sensors to search for known cyber flaws, which allows officials to manage critical risks. The contract will protect the networks of six agencies, including the Departments of Health and Human Services, Treasury, as well as NASA and the U.S. Postal Service. Booz Allen said in a release their solution secures nearly 80 percent of the .gov enterprise, including 4.1 million network addressable devices, more than 1.75 million users, over 19,700 sites, and 89 individual Federal organizations. Booz Allen will begin by analyzing what and who is on the networks. They will also be charged with monitoring the systems and enhancing data protection. The program is part of the larger Dynamic and Evolving Federal Enterprise Network Defense (DEFEND) program,, which protects the federal government’s network against cyberattacks and is valued at as much as $3.4 billion.
