Europe: Coopération en matière de défense: le Conseil lance 17 nouveaux projets CSP

e Conseil a adopté une liste actualisée de projets devant être entrepris au titre de la CSP. Cette liste comprend dix-sept nouveaux projets, qui viennent s'ajouter aux dix-sept projets initiaux approuvés le 11 décembre 2017 et adoptés formellement le 6 mars 2018.

Les projets portent sur des domaines tels que la formation, le développement des capacités et l'état de préparation opérationnelle terrestre, maritime et aérienne, ainsi que la cyberdéfense.

Contexte

Le 11 décembre 2017, le Conseil a adopté une décision établissant une coopération structurée permanente. La CSP donne aux États membres de l'UE la possibilité de coopérer plus étroitement dans le domaine de la sécurité et de la défense. Ce cadre permanent de coopération en matière de défense permet aux États membres qui le souhaitent et qui le peuvent de développer conjointement des capacités de défense, d'investir dans des projets communs et de renforcer l'état de préparation opérationnelle et la contribution de leurs forces armées.

Les 25 États membres participant à la CSP sont les suivants: l'Allemagne, l'Autriche, la Belgique, la Bulgarie, Chypre, la Croatie, l'Espagne, l'Estonie, la Finlande, la France, la Grèce, la Hongrie, l'Irlande, l'Italie, la Lettonie, la Lituanie, le Luxembourg, les Pays-Bas, la Pologne, le Portugal, la République tchèque, la Roumanie, la Slovaquie, la Slovénie et la Suède.

    CEDAR RAPIDS, Iowa (July 23, 2019) – Collins Aerospace Systems, a unit of United Technologies Corp. (NYSE: UTX), has received its sixth order from the U.S. Army to provide PRC-162 software-defined ground radios for the Handheld, Manpack and Small Form Factor (HMS) program. This sixth order was issued under a multiple award contract that the Army awarded to Rockwell Collins and two other companies in 2016. The contract, which has a $12.7 billion maximum firm-fixed-price with an estimated completion date of March 2026, moves the Army another step closer toward modernizing communications on the battlefield. The PRC-162 is a two-channel ground radio, both man-portable and vehicle-mountable, that will enable the Army to tap into next-generation communications capabilities such as the Department of Defense's new Mobile User Objective System (MUOS) while maintaining interoperability with legacy waveforms.     Defense Department Seeks ‘Rapid Cloud Migration’ Ideas for MilCloud

    BY FRANK KONKEL MilCloud 2.0 is about to host a lot more data, and the Defense Department wants ideas for how to get it there faster. The Defense Department's technical arm wants to see what capabilities exist in the marketplace to improve the migration of data and applications to milCloud 2.0, the Pentagon's on-premise cloud. On Wednesday, the Defense Information Systems Agency issued a request for informationto industry seeking input on “rapid cloud migration” as it aims to understand capabilities relevant to “automated cloud migration techniques.” The RFI, which does not constitute a solicitation but could lead to one-on-one discussions with vendors, comes three months after Pentagon memo directed all “fourth-estate” defense agencies to migrate all data and applications to milCloud 2.0 by 2020. In the interim, the Office of the Department of Defense Chief Information Officer had planned to coordinate with affected agencies, including DISA, to plan their cloud migrations. MilCloud 2.0 went live earlier this year as part of a three-year, $500 million contract won by CSRA, which has since been purchased by defense contractor General Dynamics. The RFI makes clear the Pentagon's current migration strategy, which includes “manual cloning and conversion of server images, which are then provisioned, into the new cloud environment, or provisioning, building and configuring applications on virtual servers from scratch,” is not sufficient. “This RFI seeks migration solutions that can accurately duplicate the suite of servers used with an application from their current environment into a cloud environment built on Apache CloudStack technology and KVM hypervisor,” the RFI states. “The scope of duplication includes all applications used with the system, configuration of network and network security controls when proper APIs are exposed, and identification of interactions within the application system and to external systems when needed network traffic is made available for analysis.” Options, the RFI says, could include the “use of vendor-provided tools or analytic capabilities if packet captures, or other network monitoring information.” Industry responses must be received by Sept. 10. https://www.defenseone.com/technology/2018/08/defense-department-seeks-rapid-cloud-migration-ideas-milcloud/150934/
