    After munition worker deaths, Army floats $16 billion plan to modernize production

    Joe Gould WASHINGTON ― U.S. Army officials told lawmakers Tuesday they are seeking a new 15-year, $16 billion strategy to modernize and automate the military's aging munitions plants following nearly a dozen worker deaths and injuries over recent years. In Tactical Air and Land Forces Subcommittee testimony, Army officials suggested workers who handle dangerous materials could be replaced by robotics and computers as part of their ambitious plan. The testimony came as lawmakers are deliberating over a proposed reshaping of the Pentagon's explosives oversight body, as part of the 2021 defense policy bill. “We're essentially making the explosives in a manner very much like we did in World War I in some cases, World War II in others,” Assistant Secretary of the Army for Acquisition, Logistics and Technology Bruce Jette told lawmakers. “We literally have people standing under machines that are full of 1,500 pounds of molten explosives, drooling it into artillery shells to fill them up, and then they push the carts away. We don't have automation, we don't have robotics.” Lawmakers described the ammunition industrial base as fragile because of its dependence on foreign sources of materials and because its aging facilities need of safety upgrades. (Munitions production facilities are contractor operated, with some owned by the government.) Army officials largely agreed, saying they rely on 55 foreign suppliers for certain equipment and materials ― such as a TNT-replacement 2,4-Dinitroanisole, which comes from India ― because costs, environmental regulations and legal liabilities make many of them harder to develop in the United States. The Army even relies on a small volume of detonators and pyrotechnics from China, Jette said. The Army is studying how to wean itself from foreign suppliers. At the same time, Jette has not ruled out supplies from Canada, Mexico and elsewhere, if a surge is needed, adding that he personally visited a South Korean factory that once supplied the U.S. with bullets at .50 caliber and below. Calling safety a top priority, Army officials said human handling of the energetics, explosives and acids associated with munitions can be replaced with “process automation or other technology solutions, freeing the workforce to focus on technical oversight.” More than 80 percent of major mishaps at munitions facilities were caused by human error, they said. “Three deaths in the last ten years on our facilities, two of them were related to the manufacturing process: We don't need to have that happen anymore,” Jette said. “I do not want to be the ASAALT and get another phone call that there's another death on something I could have provided the improvement to.” Jette said the 2017 death of Lake City Army Ammunition Plant worker Lawrence Bass, 55, “should not have occurred,” and that Bass ― killed while handling an explosive component called tetrazine ― was performing his duties in accordance with procedures. “His death is in fact a catalyst in transforming our approach, as opposed to modernizing under current circumstances. He should never have been in that close proximity where that event could have happened,” Jette said. “Should it happen with a machine, I can buy another machine.” Still, modernizing in the way Army officials seek would require Congress appropriate roughly $1 billion per year for 15 years, which is more than twice what the Army has asked over the last three years. It's an open question whether Congress would be as inclined to support the munitions productions facilities, if they support fewer jobs. “The idea of making it safer for workers, there's no doubt about that, but because these plants have grown up since the '40′s," said Tactical Air and Land Forces Subcommittee Chairman Donald Norcross, D-N.J. "You eliminate many of those jobs, there's potential of that support also going.” Asked what more industry could do to shoulder the cost of modernizing facilities, Jette suggested it would be better if the government made the investments upfront as industry would only pass the costs on later. “This is the United States military's industrial base for munitions.     GA-ASI Demonstrates AI Driven Targeting Computer with AFRL’s Agile Condor Pod

    General Atomics Aeronautical Systems, Inc., with the support of SRC Inc., successfully integrated and flew the Air Force Research Laboratory's (AFRL) Agile Condor Pod on an MQ-9 Remotely Piloted Aircraft at GA-ASI's Flight Test and Training Center in Grand Forks, North Dakota The Agile Condor Pod provides on-board high-speed computer processing coupled with machine learning algorithms to detect, correlate, identify, and track targets of interest. With this capability, the MQ-9 is able to identify objects autonomously utilizing its on-board Electro-optical/Infrared (EO/IR) sensor and GA-ASI's Lynx Synthetic Aperture Radar (SAR). Defense contractor SRC, Inc. developed the Agile Condor system for the Air Force Research Laboratory (AFRL), delivering the first pod in 2016. It's not clear whether the Air Force conducted any flight testing of the system on other platforms before hiring General Atomics to integrate it onto the Reaper in 2019. The service had previously said that it expected to take the initial pod aloft in some fashion before the end of 2016. High-powered computing at the edge enables autonomous target detection, identification and nomination at extended ranges and on-board processing reduces communication bandwidth requirements to share target information with other platforms. This is an important step towards greater automation, autonomous target detection, and rapid decision-making. GA-ASI will continue to work with AFRL to refine the capability and foster its transition to operational constructs that will improve warfighters' ability to operate in contested or denied environments. “Sensors have rapidly increased in fidelity, and are now able to collect vast quantities of data, which must be analyzed promptly to provide mission critical information,” an SRC white paper on Agile Condor from 2018 explains. “Stored data [physically on a drone] ... creates an unacceptable latency between data collection and analysis, as operators must wait for the RPA [remotely piloted aircraft] to return to base to review time sensitive data.” “In-mission data transfers, by contrast, can provide data more quickly, but this method requires more power and available bandwidth to send data,” the white paper continues. “Bandwidth limits result in slower downloads of large data files, a clogged communications link and increased latency that could allow potential changes in intel between data collection and analysis. The quantities of data being collected are also so vast, that analysts are unable to fully review the data received to ensure actionable information is obtained.” This is all particularly true for drones equipped with wide-area persistent surveillance systems, such as the Air Force's Gorgon Stare system, which you can read about in more detail here, that grab immense amounts of imagery that can be overwhelming for sensor operators and intelligence analysts to scour through. Agile Condor is designed to parse through the sensor data a drone collects first, spotting and classifying objects of interest and then highlighting them for operators back at a control center or personnel receiving information at other remote locations for further analysis. Agile Condor would simply discard “empty” imagery and other data that shows nothing it deems useful, not even bothering to forward that on. “This selective ‘detect and notify' process frees up bandwidth and increases transfer speeds, while reducing latency between data collection and analysis,” SRC's 2018 white paper says. “Real time pre-processing of data with the Agile Condor system also ensures that all data collected is reviewed quickly, increasing the speed and effectiveness with which operators are notified of actionable information.” At least at present, the general idea is still to have a human operator in the ‘kill chain' making decisions about how to act on such information, including whether or not to initiate a lethal strike. The Air Force has been emphatic about ensuring that there will be an actual person in the loop at all times, no matter how autonomous a drone or other unmanned vehicle may be in the future. It could also fuse various forms of sensor data and other available intelligence together to specifically weight possible areas of interest over others and prioritize certain targets. The Air Force has also said that this system could use these capabilities to enable drones to navigate and detect and avoid potential threats automatically, including at times when its links to a control center or the GPS satellite navigation system are disrupted or blocked entirely.     By: Valerie Insinna WASHINGTON — After months of deliberating how to stand up a Space Force, a sixth branch of the military proposed by President Donald Trump, Pentagon leaders have decided to funnel the new organization under the Department of the Air Force, Defense News has learned. “There is established a United States Space Force as an armed force within the Department of the Air Force,” states a draft of the legislative proposal due to be put forward alongside the fiscal year 2020 budget early next year, which was viewed by Defense News on Dec. 20. The new service will be overseen by the newly-created undersecretary of the Air Force for the Space Force and a Space Force chief of staff, who will sit on the Joint Chiefs. Although the version of the proposal seen by Defense News is still in draft form and thus subject to change, an administration official with knowledge of discussions said that there is alignment across the Defense Department on keeping the Space Force within the Department of the Air Force. The document has been circulating among top Pentagon and service leaders, with the intent to hand it off to the Office of Management and Budget next, said one Defense Department official who was not authorized to speak on the record. The decision is a major victory for the Air Force, which initially stood against attempts to carve out space operations from the service. Although Air Force Secretary Heather Wilson eventually declared her support for the president's Space Force initiative, keeping the new branch within the Department of the Air Force will allow Air Force leaders to continue to have a voice on military space. A spokesman for Deputy Secretary of Defense Patrick Shanahan, who is leading the department's efforts to create a Space Force proposal, declined to confirm the details of the draft. “In concert with White House guidance, we are moving forward with a legislative proposal for Space Force,” said Lt. Col. Joe Buccino in statement. The proposed structure of the new service — which retains the moniker of Space Force that is favored by Trump — most closely mirrors the Space Corps proposal originally offered by Rep. Mike Rogers, the Alabama Republican who chairs the House Armed Services Committee's strategic forces committee. Rogers and others in the House had advocated for a Space Corps that would sit under the Department of the Air Force, similar to the Marine Corps' existence as an independent service under the Department of the Navy. The measure was passed through the House as part of the 2018 defense policy bill, but failed to make it though the Senate. However, it was seemingly brought back to life stronger than ever when Trump directed the Pentagon to stand up a Space Force. Trump said this new, independent military branch would be “separate but equal” to the Air Force, leading defense wonks to speculate that a new Department of the Space Force would be created. It appears that, after doing its analysis, the Pentagon favors a more modest approach — one that allows the Air Force to retain a degree of oversight over the Space Force initially, with the idea that it could establish a Department of the Space Force later if the need presented itself. “The Space Force shall be organized, trained and equipped to provide for freedom of operations in, from and to the space domain for the United States and its allies” and “to provide independent military options for joint and national leadership and to enable the lethality and effectiveness of the joint force,” the legislative proposal states. The service, which consists of an active duty and Space Force Reserves, “includes both combat and combat support functions to enable prompt and sustained offensive and defensive space operations and joint operations in all domains.” The undersecretary of the Air Force for the Space Force will be responsible for “the overall supervision” of the new service, but is still subordinate to the Air Force secretary, the legislative proposal states. On the uniformed side, a chief and vice chief of the Space Force would lead the “Space Staff.” The proposal does not lay out the Space Force's relationship to the newly re-established U.S. Space Command or the Space Development Agency, which the Pentagon intends to form to organize the rapid procurement of space technologies. Nor does it spell out the cost of standing up a new space service, a topic that has been hotly debated within the Pentagon and beyond. In November, Defense One reported that the Defense Department was evaluating multiple ways of organizing the Space Force, including as a subordinate organization to the Air Force. This marked a change from its initial mandate to create a wholly independent department, one that Pentagon leaders saw as necessary to appeal to Congress, which gets the final decision on whether to establish a Space Force, the publication wrote. Last week, Deputy Defense Secretary Patrick Shanahan told reporters that the Pentagon had finalized an answer to questions about the organization of a Space Force, and that Trump had been briefed on the proposal. “There were two primary options,” he told reporters Dec. 13. “We're now down to one option.
