    26 Nov 2019 Rheinmetall and its joint venture partners Diehl Defence and Rafael have won an order to supply the Bundeswehr with the advanced MELLS antitank guided missile. Rheinmetall is tasked with supplying key components to Eurospike, the company that manufactures the MELLS multirole lightweight guided missile system. For Rheinmetall, this represents an order intake of over €30 million without valued added tax. Delivery begins in 2020 and continues through to 2023. A framework agreement contains an option for the fabrication and delivery of around 100 additional weapon systems and a five-figure number of component sets for the MELLS guided missile during the 2024-2031 timeframe. This would mean incoming orders for Rheinmetall in the three-digit million-euro range. The MELLS missiles now ordered by the Bundeswehr are intended for infantry operations. Rheinmetall will be supplying over a hundred integrated command and launch units, including transport and storage containers, as well as 1,500 sets with components for the long-range Spike LR missile produced by Rafael. Produced by Eurospike – a joint venture of Rheinmetall, Diehl Defence and Rafael – the MELLS is a state-of-the-art effector capable of engaging armoured targets at ranges of up to 4,000 metres. Rheinmetall can point to abundant expertise and experience with the MELLS. The Düsseldorf, Germany-based company has already integrated this advanced missile system into the Marder infantry fighting vehicle, and is doing so again in the Puma IFV. In addition, another contractor is currently integrating the system into Rheinmetall's air-portable Wiesel/Wiesel weapons carrier. Looking ahead, more extensive networking of the command and launch units and guided missiles with Rheinmetall-made soldier systems like the Future Soldier – Expanded System (IdZ-ES) and the TacNet battle management system offers significant future potential, which will further optimize the sensor-to-shooter sequence.     British government signals support for Cobham takeover by private equity firm Advent

    By: Andrew Chuter LONDON — The British government has signaled it will give the green light to a £4 billion (U.S. $5 billion) takeover that would see local defense contractor Cobham acquired by a U.S.-based private equity company. Business Secretary Andrea Leadsom announced Nov. 19 that she was “minded to accept” the proposed takeover but would put out for public consultation assurances given by Advent International regarding British security concerns before making a final call. Advent moved to buy Cobham in July securing the approval of 93 percent of shareholders in the Wimborne, southwest England-based contractor best known for its world leading role of air-to-air refueling technology. Cobham's annual turnover of £1.86 billion took it to 57th place in the Defense News Top 100 companies listing earlier this year. Over 50 percent of its revenues were generated in the United States where the company has substantial manufacturing facilities. The British government intervened in the takeover in September following criticism led by Nadine Cobham, whose father-in-law formed the company in 1935. Members of Parliament also raised security concerns over the sale. The government has spent the last few weeks reviewing the proposed acquisition ahead of Leadsom outlining the government's current position. "Following my update to Parliament on 5. November, I have now reviewed further national security advice from the Ministry of Defence and met with both Cobham and Advent, who have offered legally binding undertakings designed to mitigate national security concerns, which I am minded to accept.” "They will now be considered by a public consultation, and I will provide a further update once that process has concluded,” said Leadsom. The consultation closes Dec. 17 – five days after the general election. The assurances include Advent giving the MoD prior notice of plans to sell off parts or all of Cobham, agreeing to honor the terms of existing contracts. In addition, the new owners would have to ensure existing security arrangements are strengthened and maintain the ability to supply key services for five years. Nadine Cobham has previously said assurances were not worth the paper they were written on. Alex Ashbourne-Walmsley, a defense consultant at ASC here in London, said she thought Leadsom had taken the right decision on the Cobham sale. “It's advisable for the government to respect the clear instructions of the Cobham shareholders. It is sensible, however, for government to build in conditions regarding any future sale of parts of the business. Private equity houses, unlike traditional industrial corporations, tend to take the shorter-term, more profit-driven view of disposal of their acquisitions, rather than considering matters such as national security of supply and the wider strategic interest,” she said. Criticism over the proposed acquisition of an important part of the British defense industry follows the controversial takeover last year of GKN by Melrose, another private equity company.     Palantir wins competition to build Army intelligence system

    By Shane Harris The Army has chosen Palantir Technologies to deploy a complex battlefield intelligence system for soldiers, according to Army documents, a significant boost for a company that has attracted a devoted following in national security circles but had struggled to win a major defense contract. Industry experts said it marked the first time that the government had tapped a Silicon Valley software company, as opposed to a traditional military contractor, to lead a defense program of record, which has a dedicated line of funding from Congress. The contract is potentially worth more than $800 million. The Army's decision to go with Palantir, which was co-founded by Peter Thiel, the billionaire investor and sometimes adviser to President Trump, brings to a close the latest chapter in a fierce competition. In March 2018, the Army chose Palantir and Raytheon to vie for the next phase of the Distributed Common Ground System (or DCGS-A, for Army), which lets users gather and analyze information about enemy movements, terrain and weather to create detailed maps and reports in real-time. The system is designed to be used by soldiers fighting in remote, harsh environments. But critics within the Army and in Congress have for years complained that DCGS-A cost too much and didn't deliver the intelligence and capabilities that soldiers needed. Some soldiers said the system was too hard to use and searched for alternatives. Many became backers of Palantir, which sells to governments and businesses, including in the financial and health care sectors. Palantir and its advocates argued that their software was cheaper and could meet all the Army's requirements. But Army brass defended their decision to pay for a custom-built platform. In 2016, Palantir successfully argued in court that the government was required by law to consider purchasing commercial products, when available, rather than custom ones. That sent the Army back to the drawing board and led to the face off between Palantir and Raytheon. Before his death. Sen. John McCain (R-Ariz.) praised the new approach on Twitter, noting that after the Army had already spent $3 billion in development costs, “it was time to find another way.” Raytheon and Palantir were allowed to test their respective software platforms with a live audience of soldiers, who told them what they liked and didn't and what they would change. The two companies then refined their offerings to suit the Army's needs. Traditionally, the government first chooses a company to build a system according to a set of detailed requirements. But this approach let the Army take both companies' products for a test drive before settling on the winner. “The Army changed its approach to acquisition,” Doug Philippone, a former Army Ranger who leads Palantir's defense business, said in an interview. He said the company was always confident it could win if it were allowed to adjust its technology after getting feedback from soldiers, who he said put the software through a rigorous test, even parachuting out of airplanes with reinforced laptops containing Palantir's software. Chris Johnson, a spokesman for Raytheon, said the company was disappointed in the outcome. “We will wait for the Army's de-brief to understand their decision.” The Army did not provide a comment for this story. Raytheon and Palantir may compete for subsequent phases of work on the program. Unlike most Silicon Valley start-ups, which aim to make their fortunes building consumer applications and software, Palantir at its founding set its sites on Washington, believing that its data analytics tools would find an eager market among U.S. spy agencies and the military, which are constantly trying to manage ever-expanding streams of information. Philippone said the Army win had validated Palantir's strategy. “We founded the company around solving this particular mission,” he said. The company faced initial skepticism from investors, who thought it couldn't overcome entrenched bureaucratic interests and what they saw as political favoritism that led the Pentagon to spend billions every year with the same small group of Beltway contractors. “Everyone told us we should stay away from Washington because it was corrupt and we didn't know how to play golf with senators,” Joe Lonsdale, a Palantir co-founder, said in a 2011 interview. The company got an early investment in 2005 from In-Q-Tel, the CIA's venture capital arm, which tries to quickly develop technologies that the intelligence agency might use.
