Editorial: Choppy waters for Canada's warship program

The Canadian Surface Combatant project is moored in layers of unnecessary secrecy. Information that has trickled out has been fragmented and contradictory. This suggests anything but smooth sailing.

Perhaps, one day, Canada will have 15 splendid new warships, outfitted with cutting-edge technology, that boost our naval security, create thousands of high-quality jobs and offer myriad industrial benefits.

But meanwhile, the project to build the Canadian Surface Combatant vessels remains moored in layers of unnecessary secrecy. The information journalists and the Parliamentary Budget Officer have gleaned to-date has been fragmented and contradictory. This suggests anything but smooth sailing.

For one thing, there is the issue of cost. The plan to construct the warships has navigated its way through federal governments since the 1990s, but won't start until 2023. It has been delayed time and again; project requirements have changed; and most significantly, the price estimate has soared.

Let's start there. The original $14-billion estimate for these ships is now around $70 billion, according to experts. And, as explained by the Citizen's David Pugliese, officials have done everything possible to keep these swelling costs under wraps. While MPs focus on scandals such as the WE Charity debacle (which involved just under $1 billion in grants), there's been little serious parliamentary scrutiny of the spiralling costs of our new-age warships.

Next came allegations of bid-rigging (strenuously denied by the government) from some potential contractors, after the procurement rules were changed. In one legal filing, a company noted the parameters of the CSC project has been altered 88 times during the process.

Third, while politicians and bureaucrats have argued there will be thousands of high-paying jobs and other industrial benefits, insiders are more dubious. There are no consequences to contractors who don't meet job targets.

What is truly scandalous about the shipbuilding affair, however, is the blind insistence on secrecy from all levels of government. Canadian taxpayers will be on the hook for $70 billion (and perhaps more, by the time the first ship sails). Yet journalists from this news organization and others have seen straightforward questions go unanswered; have been threatened with lawsuits; or have had access-to-information queries (that's the law designed to get answers out of government) stalled for years. The Parliamentary Budget Officer has been refused information that was nonetheless shared by government with lobbyists and potential contractors.

Project defenders may deride those who raise problems. Yet with so much secrecy, it is impossible for a thinking voter to feel full confidence that the government is competently steering one of its most important files: the nation's defence. Such stonewalling reeks of confusion or incompetence. It's unacceptable in a liberal democracy, and must change.

    January 19, 2021 By Wings Staff At the AIx Space 2021 Conference, Saab outlined a proposed plan to establish a new facility in Canada as part of its offer for Canada's Future Fighter Capability Project (FFCP). The facility would be known as the Saab Sensor Centre, located in Vancouver, British Columbia, with a focus on sensor technologies such as radar. The Saab Sensor Centre would provide career opportunities for Canadian engineering talent in the Vancouver area, as well offering research and development avenues for academia. One of the proposed projects is to develop a Space Surveillance Radar (SSR) in Canada, in co-operation with other companies within the Canadian space industry. It is envisaged that this surface radar will target the global market for greater awareness of objects in the Earth's orbit. “So much of modern life and military capability depends on space-based assets. Today space is anything but empty when it comes to the Earth's immediate vicinity with an increasing number of satellites and many more to come,” said Simon Carroll, President of Saab Canada Inc., in a statement. “We feel that Saab teamed with Canadian space partners are the perfect combination to co-develop a SSR for Canada and the global market.” A Saab radar demonstrator has been built and is the basis for a co-development opportunity of a SSR with Canadian companies. This demonstrator leverages radar technology as found in Saab's military radars that operate across the world including on Canadian and U.S. naval ships. Saab, in co-operation with the Swedish government, has offered 88 Gripen E fighter aircraft, for Canada's FFCP. The establishment of the Saab Sensor Centre is part of the associated Canada-wide Industrial and Technological Benefits (ITB) program from Saab. In co-operation with the Swedish government, Saab's Gripen E fighter bid includes a support and training package for FFCP. The proposal includes a another two proposed Saab centres in Montreal. Known separately as the Gripen Centre and the Aerospace Research & Development Centre, they would be co-located in the Greater Montreal Region. “These two centres, managed and staffed by Canadians, will provide prosperity and employment security, with several thousand new Canadian jobs across the Province of Quebec. This proposal will boost employment and generate valuable economic activity, as well as strengthening the aerospace sector,” stated Johansson, in an earlier statement. The Gripen Centre would be the fighter's ITB centerpiece, primarily staffed by the Gripen for Canada Team. Work at the centre will be conducted by Canadians to ensure Gripen meets NORAD and NATO requirements. The Gripen Centre will also act as a hub for supporting and sustaining Gripen, while allowing Canada to manage future upgrades in-country. The Aerospace R&D Centre will act as a focal point over decades for developing a rich ecosystem for research and innovation, representing a key component of Saab's long-term vision in Canada. The Aerospace R&D Centre will develop, test and produce next generation aerospace systems and components to complement the existing Canadian aerospace industry, which may include unmanned aerial systems, artificial intelligence and environmentally progressive aviation technologies.     DAVID PUGLIESE, OTTAWA CITIZEN The case dates back to 2016 when the Canadian International Trade Tribunal ruled that the process which awarded a truck contact to Mack Defense of the U.S. was flawed Taxpayers are on the hook for potentially tens of millions of dollars after federal bureaucrats bungled the purchase of trucks for the Canadian Forces and now must make good on the lost profits for a U.S. firm. But Public Services and Procurement Canada, which oversaw the flawed defence procurement, has declined to provide details on just how much the penalties will cost the public. Defence industry representatives, however, say the penalty being paid to the U.S. company, Oshkosh, could be as high as $60 million as it has to account for lost profit on the $834-million contract as well as other expenses the firm incurred. The case dates back to 2016 when the Canadian International Trade Tribunal (CITT) ruled that the process, which awarded the truck contact to Mack Defense of the U.S., was flawed. The CITT supported the concerns of Mack's rival, Oshkosh, that there were significant issues with the evaluation of the vehicles. As a result, the tribunal called on Public Services and Procurement Canada to conduct a new evaluation of the trucks being purchased for the Canadian Forces. The CITT recommended that Oshkosh be compensated for its lost opportunity to profit But instead, the department continued with the process to buy the Mack trucks and went to federal court in 2017 to challenge the tribunal's ruling. It recently abandoned that appeal. It was revealed by the tribunal that Public Services and Procurement Canada had failed to keep many key records to support its claim that the Mack trucks met the requirements for the Canadian military. “The CITT recommended that Oshkosh be compensated for its lost opportunity to profit,” the department noted in a response to Postmedia about the settlement it reached with the firm. The department, however, declined to provide details, claiming that the payout is confidential. It did not explain why the penalties that taxpayers must shoulder should be considered secret. “This matter is now closed,” according to the department's statement. The Conservative government announced in 2015 that Mack Defense had won the $834-million contract to provide the 1,500 standard military pattern trucks as well as in-service support for the vehicles. “Truck deliveries are ongoing and expected to be completed during spring 2020,” Public Services and Procurement Canada noted. It stated that the Mack trucks meet the required standards. Oshkosh said in a statement to Postmedia that it was pleased with the financial settlement that resulted from its challenge heard by the trade tribunal. “Oshkosh cannot comment further on the details of this confidential settlement,” noted Alexandra Hittle of Oshkosh Defense. The program to purchase the trucks was originally announced in 2006 by the Conservatives but the acquisition was dogged by problems. The vehicles were supposed to be delivered in 2008 and the project was considered a priority because the vehicles they were to replace had become a safety hazard, with faulty brakes and excessive rust. But in 2012 the Conservative government temporarily shut down the project after learning that the Department of National Defence increased the cost of the project by $300 million but hadn't received permission from government to do that. The government had approved an original budget of $430 million but department and military officials began adding more capabilities to what they wanted in the vehicles, bumping the estimated cost up. DND officials continued on with the acquisition without going back to Treasury Board for approval for the extra money, angering the Conservative government. Delivery of the Mack trucks began last year and have continued to various bases throughout Canada.
