    House passes $983 billion spending package 226-203, bucking White House

    By: Joe Gould WASHINGTON ― The Democratic-controlled House passed a $985 billion appropriations package for fiscal 2020 that aims to fund national security at $17 billion less than the White House requested, end the post-2001 war authorizations after eight months, pull military support in Yemen and defund the W76-2 nuclear warhead. The vote was 225-203, with seven Democrats voting with the Republican minority. Zero Republicans voted for the bill. It's a salvo from Democrats in FY20 budget negotiations with the GOP-controlled Senate and White House, and the White House has threatened that President Donald Trump would veto the massive bill. Beyond the above provisions and others, the administration strongly objected to language meant to block Pentagon funds being applied to a wall on the southern border. The threat foreshadows pushback from the Senate and the White House, in part because both advocated for a $750 billion national defense budget, while the House-passed bill is consistent with a $733 billion national defense budget. (The House bill would fund the Pentagon alone at $8 billion less than the White House request.) The four-bill “minibus” contained the two largest of the 12 annual appropriations bills; the Labor, Health and Human Services, Education, and Related Agencies bill and the Defense bill. For the defense, it totaled $645.1 billion in base-defense funding, and $68.1 billion in the budget-cap-exempt wartime funding account. House Appropriations Committee Chairwoman Nita Lowey, D-N.Y., emphasized the package's investments outside the Pentagon, including a 4 percent increase in State Department funding. “This bill rejects the administration's unacceptable budget request and irresponsible policies and, rather, strives to uphold many bipartisan congressional priorities,” Lowey said when the bill was introduced. “America's foreign policy is strongest when diplomacy, development and defense are well-funded and equally prioritized, as many of today's global challenges cannot be addressed by military intervention alone.” Republicans have opposed the minibus as an empty exercise because Congress lacks a bipartisan deal to ease spending caps and avoid across-the-board sequestration cuts. Nor does the bill contain border wall funding sought by conservative Republicans. “Moving these bills as-is is a wasted opportunity because the bills are far from what the president has requested and will support,” said the House Appropriations Committee's ranking member, Rep. Kay Granger, R-Texas. “Defense spending does not meet the request while nondefense spending greatly exceeds the request in current levels. This could lead to a veto and another government shutdown, something both [parties] agree would be devastating ― in addition to these funding concerns.” The White House issued a veto threat last week that spelled out its objections to provisions in the bill that would end the post-2001 war authorizations after eight months and pull military support in Yemen―and because the House parked less defense spending in the budget-cap skirting war fund. The language surrounding the authorization for the use of military force, Granger said, could jeopardize the Pentagon's ability to conduct military operations worldwide. “It's a bad policy that will force the DoD to unwind counterterrorism operations overseas if the Congress and the president cannot agree on a new authorization,” she said. To avoid another government shutdown, 12 appropriations bills must pass Congress and get the president's signature by Oct. 1. Negotiations between the White House and lead lawmakers on a deal to ease budget caps has been ongoing, according to a statement last week by Senate Appropriations Committee Chairman Sen. Richard Shelby, R-Ala.. (The Senate Appropriations Committee hasn't yet moved any of its bills.) Another likely sticking point in budget talks with the GOP-controlled Senate and the White House is the minibus' bill's prohibition on the Defense Department spending funds to implement its policy on open transgender service. The vote to approve an amendment that contained the prohibition broke mostly along party lines, 234-183. The amendment targets a March 12 memo that would largely bar transgender troops and military recruits from transitioning to another gender, and require most individuals to serve in their birth sex. The House defeated Republican amendments that would have added back $19.6 million for the W76-2 low-yield submarine-launched nuclear warhead and would have added back $96 million for “conventional missile systems” in the range of the Intermediate-Range Nuclear Forces Treaty. However, it also defeated a Democratic amendment that would have barred funding for research on the Long Range Standoff weapon. The bill was passed out of committee with language to restrict the Pentagon's authority to transfer money between accounts to $1.5 billion ― a response from Democrats to the administration's use of defense funds for Trump's proposed border wall.     US Army creates new office for integrating data and sensors

    Mark Pomerleau WASHINGTON — The U.S. Army's office for procuring sensors, electronic warfare systems, intelligence programs and cyber tools recently created an integration office designed to better align the various elements of its portfolio across the larger Army, joint force and commercial industry. As the military looks to link sensors and information to shooters in a new concept it is calling Combined Joint All-Domain Command and Control, standardizing data and systems will be critical. The new integration directorate within Program Executive Office Intelligence, Electronic Warfare and Sensors — established in April — is aligned under three offices, according to its director, Christian Keller, who virtually briefed members of industry Nov. 24. The three offices are: Architectures, which is focused on system-of-systems engineering and common standards for interfacing with other programs. Futures, which is focused on understanding threat analysis and conducting science and technology transitions from groups across the Army. It is also looking at how to better integrate demonstrations and experimentation efforts such as Project Convergence, Multi-Domain Operations Live and the Defender series. The last group is looking at interfacing the program executive office with other elements of the Army such as Futures Command and its cross-functional teams, the Intelligence, Surveillance and Reconnaissance Task Force, and the various centers of excellence within Training and Doctrine Command. “We have [a] very complex system-of-systems environment we're dealing with,” Keller said. “We have various sensor capabilities out there, which have to interface to ground stations and may have to interface to various users, both maneuver wise and fires wise and everything like that.” One of the main efforts the group is undertaking involves various stakeholders working to wrangle what systems — to include a variety of forthcoming systems such as Tactical Intelligence Targeting Access Node, the Army's next-generation ground station; the Terrestrial Layer System, the Army's first integrated signals intelligence, electronic warfare and cyber platform; and the Multi-Domain Sensing System, a high altitude ISR platform — along with existing systems to ensure data is provided seamlessly and effectively from sensors and nodes all the way to commanders and shooters. “What we're trying to do within the group is work on understanding what systems are interfacing with what, understand what the data is going back-and-forth between those systems, how to do that effectively, and how to do that in somewhat of a seamless manner, although nothing is that easy,” Keller said. https://www.c4isrnet.com/battlefield-tech/2020/11/24/us-army-creates-new-office-for-integrating-data-and-sensors/

    U.S. Air Force to Develop AI-Powered Combat UAV

    Author: Mike Rees The U.S. Air Force has announced that its Office of Strategic Development Planning and Experimentation at the Air Force Research Laboratory is working on fielding a prototype Autonomous Unmanned Combat Air Vehicle as an Early Operational Capability as early as 2023. The program, known as Skyborg, and the SDPE office have issued a request for information to industry to conduct market research and concept of operations analysis to learn what is commercially available now as high technology readiness level capabilities which can meet the requirements and timeline of the Skyborg program. Skyborg officially stood up as a fiscal year 2019 funded pathfinder program through SDPE in October 2018, according to Ben Tran, Skyborg program manager. “There was a lot of analysis that determined what was put into the CRFI,” Tran said. “We've been given the overall objective to have an early operational capability prototype fielded by the end of calendar year 2023, so this is our first step in determining what the current state of the art is from a technology perspective and from a systems engineering perspective to provide that EOC capability in 2023.” Low cost, attritable, unmanned air vehicles are one way to bring mass to the fight when it comes to addressing potential near-peer engagements in the future, according to Tran. “We also know there is heavy investment by our near-peer adversaries in artificial intelligence and autonomy in general. We know that when you couple autonomy and AI with systems like low-cost attritables, that can increase capability significantly and be a force multiplier for our Air Force and so the 2023 goal line is our attempt at bringing something to bear in a relatively quick time frame to show that we can bring that kind of capability to the fight.” Matt Duquette, an AFRL Aerospace Systems Directorate engineer, brings a background in UAV control, autonomy, and modeling and simulation of UAVs, especially teams of UAVs to the effort while assisting the Skyborg program with formulating its approach to the autonomy system and some of the behaviors that the UAVs will have. “Skyborg is a vessel for AI technologies that could range from rather simple algorithms to fly the aircraft and control them in airspace to the introduction of more complicated levels of AI to accomplish certain tasks or subtasks of the mission,” Duquette said. This builds on much of the AFRL foundational work with AI shown with programs such as Have Raider and the Auto Ground and Air Collision Avoidance systems, which prove that levels of autonomy in high performance aircraft are not only possible, but also practical. “Part of our autonomy development is building assurance into the system. You can either build assurance by using formal methods or approaches where at design time, as you develop these autonomous capabilities, you guarantee certain behaviors, or a more practical approach is to assess the capabilities of these behaviors at run time, meaning while they're running on the aircraft. So, those are the capabilities that we're interested in looking at from the experimentation level to see what type of assurance you need in the system so you can mix high and low criticality.” “We're looking at a range of vehicle performance parameters – mission analysis will help us determine what the final outcome is and the responses from the CRFI will help us understand what the performance is of currently available systems and whether those will meet the needs or not. Everything from keeping up with combat platforms to slower platforms for sensing. There will be a range of possibilities there,” said Patrick Berry, from AFRL's Sensors Directorate, who is supporting the Skyborg program by conducting modeling, simulation and analysis. Although Skyborg is not scheduled for any particular type of aircraft platform at this time, Tran said the CRFI emphasizes the importance of an open systems architecture, having modularity in the system, not only from a sensing capabilities standpoint, but overall mission systems, as well as the autonomy associated with the mission capability for the platform. “We've partnered with the 412th Test Wing at Edwards Air Force Base, California, and specifically an organization called the Emerging Technologies Combined Test Force and we're working with them beginning with small, fast-moving UAVs to test the current state of the art in AI and autonomy in those airplanes and the ability for them to autonomously team and collaborate in flight,” Tran said. Machine learning has progressed greatly over the last few years and we're very inspired by those results and excited by things that are going on in the gaming industry for instance,” said Maj. Ryan Carr, from AFRL's Aerospace Systems Directorate. “We expect that technology will continue to mature fairly rapidly. What we really need to understand is, ‘How do you take that and do something like bring it to the real world and fly with it for example?' The thing we're trying to get at early on is how to do that safely. We're talking about run-time assurance, working hand-in-hand with the flight test community who have a very long record of safe flight testing. That's really what we want to focus our attention on in this early period,” Carr said. “We want to do this in a way that builds trust in the system as you go along so that when you get to that EOC, you will have established a baseline of trust so that operational youth will believe what the system will do or believe it's safe. It's not just that end-state capability, it's the trust as you go along,” he added.
