    Armaments consortium launches new path to field high-tech prototypes

    By: Joe Gould WASHINGTON ― The National Armaments Consortium, along with the DoD Ordnance Technology Consortium and Army Contracting Command-New Jersey, is taking steps to fast-track their armament prototyping efforts, it was announced Thursday. A year after the Army's high-profile reorganization to more quickly field cutting-edge weapons technologies, the Charleston, South Carolina-based National Armaments Consortium ― made up of 900 companies and academic institutions ― wants to better sync with both the government's increased demand and its actual bandwidth for turning research into prototypes. Pentagon modernization efforts have prioritized, in recent years, long-range precision fires, hypersonic and extended-range missiles, and anti-jam GPS devices ― all of which fall in the lane of the armaments consortium, said National Armaments Consortium Executive Director Charlie Zisette. “Armaments is kind of where the rubber hits the road for our war fighter because we're dealing with everything in the kill chain, protection and survivability,” Zisette told Defense News. “All of these things created a fairly large demand signal for modernization of our systems and components.” The 20-year-old NAC is one of a growing number of Pentagon-sponsored consortia that work to translate the government's notional requirements into technological breakthroughs and business opportunities. Consortia members will work with the government through collective “other transaction agreements” or “other transaction authorities.” These OTAs have become a popular tool to allow the government to communicate more openly about its needs and to work with nontraditional defense contractors whose innovations the Department of Defense wants to harness. According to Zisette, the NAC has 650 active projects at various stages to solve tough problems like developing a new heat-resistant composite material, new types of explosives and a complex long-range precision artillery system. So far this year, its efforts have led to 150 new-start acquisition programs, half awarded to “non-traditionals.” Historically, the NAC would release one annual solicitation based on government requirements, and host one annual collaboration event for NAC members to tout their technologies and ask government representatives about requirements. NAC also hosts a members-only online collaboration portal along similar lines. But something had to change. Amid the DoD's modernization efforts, the NAC has grown such that there would be 350 government solicitations and upward of 1,400 whitepapers, almost simultaneously. It was a “huge bow wave” that overwhelmed the procurement, legal and program staffs involved, Zisette said. “It became too much for the Department of Defense, so we were seeing our award-cycle times getting stretched out,” he said. “We realized we had to level that workload out: put in more agreements officers and contracts specialists so we could ... get quickly through the process itself.” The NAC unveiled Thursday it will initiate faster deadlines to develop prototypes, but it will also move to monthly solicitation releases and three virtual collaboration events per year instead of one. Other consortia will often either deal with requirements on an annual or ad hoc basis, meaning they're emailed out as they're developed. To Zisette's knowledge, no other DoD-sponsored consortia have monthly solicitation releases like the NAC is planning, but the idea for tri-annual events was something Zisette borrowed. “The total model will be a pathfinder,” he said, “but absolutely leveraging some of the best practices and input from across the department.” https://www.defensenews.com/2020/08/27/armaments-consortium-launches-new-path-to-field-high-tech-prototypes/

    How GSA is Helping Small Businesses Get Contracts Faster

Officials at the General Services Administration on Monday said a new pilot program will speed up the government's adoption of innovative technologies by helping companies in the Small Business Innovation Research program more quickly strike deals with federal agencies. Last week GSA launched a pilot that would open up Assisted Acquisition Services to agencies and vendors in the third and final phase of the SBIR program. Run by the Small Business Administration, SBIR is divided into three phases. The first and second phases focus primarily on research and development, and during the third, companies work to commercialize their products. Under the pilot, GSA would collaborate with both customer agencies and SBIR vendors to hammer out initial contracts. After the products become commercialized, GSA would work to make them more widely available across government. Most of the 13 agencies involved in SBIR don't have specialists dedicated to finalizing phase three contracts, and delegating that responsibility to GSA would enable speedier deals and make products more widely available, said Mark Lee, assistant commissioner of the Federal Acquisition Service Office of Policy and Compliance. “Currently there isn't a shared services offering that provides assisted acquisition for SBIR contracts,” Lee said in a conversation with reporters. “[The pilot] would be setting up that capability across government.” While GSA will offer the additional services to all SBIR participants, Lee said he sees the program making a particular impact on the acquisition of cybersecurity and threat detection products, as well as emerging battlefield technologies. The pilot will be led by the GSA Assisted Acquisition Services' Great Lakes regional office and run through the end of fiscal 2019. Depending on the program's success, GSA will determine whether it can offer the service more broadly, said Senior Procurement Executive Jeff Koses. Koses told reporters the program originated after defense agencies approached GSA looking for ways to streamline the contracting process. The pilot comes as part of the administration's larger push to simplify acquisition policy, he said, while still including “a set of guardrails to make sure that we're innovative but with essential controls.” Koses added he hopes accelerating the contracting process would help attract more small businesses to the federal marketplace, which agencies have historically struggled to do. “I think this is a great example of us listening to our customer agencies, our industry partners and the Small Business Administration and [figuring out] where we can provide value in the federal marketplace,” said Lee. “We think this is an opportunity to inject innovation into the federal marketplace, help support commercialization of these unique solutions and ultimately help grow jobs.” https://www.nextgov.com/it-modernization/2018/07/how-gsa-helping-small-businesses-get-contracts-faster/150151/

    Andrew Eversden WASHINGTON — Silvus Technologies developed a new radio waveform that will make it more difficult for adversaries to intercept and detect communications signals of the U.S. Army, the company announced Aug. 13. Silvus has worked with the Army Combat Capabilities Development Command's C5ISR Center — or the Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance Center — since last August on developing a low-probability intercept/low-probability detect (LPI/LPD) waveform. Silvus and the C5ISR Center are now exercising a six-month option period, bringing the total award to $2 million. The funding for research and development will specifically go toward work the C5ISR Center is performing on a project called “Protected Communications for Manned/Unmanned Teams.” During the option period, Silvus is integrating several new capabilities with the LPI/LPD waveform, including the ability to shift operating frequency when communications are degraded, a capability to filter out interference and a technology that allows radios to control transmission power “to enable more discreet communications.” The secure communications for the manned-unmanned teaming project is focused on “high-throughput, secure, and low observable communications capabilities for manned/unmanned teaming operations,” the Silvus news release said. The new capability “brings together a powerful suite of anti-jam and LPI/LPD functions to enable robust, secure communications for the warfighter in congested and contested environments,” said Babak Daneshrad, founder and CEO of Silvus Technologies. The new waveforms will be tested in lab evaluations starting this winter into spring 2021, according to Edric Thompson, spokesperson for the C5ISR Center. He added that field demonstrations will take place during the center's ongoing Network Modernization Experiment in 2021 and Project Convergence 2021. For fiscal 2021, it has planned soldier touchpoint events at NetModX-22 and PC22.
