    UK: £293 million deal for Apache fleet

    The MOD has awarded a five-year, multi-million-pound deal to Leonardo Helicopters (UK) for the support of the existing fleet of 50 Apache attack helicopters. Defence Minister Stuart Andrew announced the £293 million contract with Leonardo Helicopters during a visit to the company's site in Yeovil where some of the vital work on the aircraft will take place. The Apache AH MK1 Integrated Operational Support (IOS) contract will maintain the fleet until it's out of service date in March 2024. The Apache MK1 is being incrementally replaced by the latest Apache AH-64E aircraft that will begin entering service with the British Army in 2022. The new AH-64E model will have improved sensors and avionics as well as greater performance that will enable the Army to sustain its battle-winning capabilities in future operations. Defence Minister Stuart Andrew said: The Apache has provided years of crucial battlefield support to UK and coalition troops in operations in Libya and Afghanistan. This multi-million-pound contract will ensure our Armed Forces continue to benefit from this vital capability as we integrate the latest Apache model into service in 2022. The IOS contract secured by Defence Equipment and Support, the MOD's procurement agency, includes deep maintenance, repair and overhaul of the MK1 aircraft as well as the provision of technical and spares support. The contract has been awarded in three tranches, to maintain value for money, with this latest investment covering the final five years of the fleet in service.     4 big problems the intelligence community faces moving to a new data system

    By: Nathan Strout The Defense Intelligence Agency wants to move quickly in developing the Machine-assisted Analytic Rapid-repository System, but the massive project, which will transform how the intelligence community uses data, faces some hard problems. The Defense Intelligence Agency is responsible for informing war fighters and policy makers on the military capabilities of foreign nations. Currently, the agency relies on the Modernized Integrated Database to house foundational military intelligence, but the 20-year old database wasn't built for the 21st century data landscape. The DIA wants to replace MIDB with MARS, a comprehensive, adaptable, scalable and rigorous data environment. With more data that is better labeled and organized, MARS will allow analysts to use applications to sort and process that data to make connections they couldn't otherwise. Last year, the DIA issued a broad agency announcement to solicit industry feedback from MARS. They've spent the year going over that information and are now preparing to actually build it. “2019 was about learning,” said Terry Busch, chief of DIA's integrated analysis and methodologies division. “This was the year of prepping to get started. In 2020 we get started ... We're going to move from designing to building very very quickly." Irving Townsend, also of the DIA, added that the agency was working to make some components of MARS available to the United States' closest allies in 2020 so leaders in those countries can begin looking at how they can use that data. In summer 2020, the MARS application programming interface will be released to the public, Busch said. But even as the DIA gears up to begin building MARS, the agency has four big problems left to solve. Resolving data inconsistency Perhaps the most pressing problem with creating a unified resource such as MARS is ensuring that the data fed into the system has been labeled and handled in a uniform way. That's easier said than done. According to Busch, there are 1,300 different data standards in the Department of Defense. “I work a lot with (the National Geospatial-Intelligence Agency) and DIA because we have a very similar path for our data,” said Busch. “The NGA has done some wonderful work with some of their data standardization and modeling (...) because NGA's been in the data making business for a long time.” Making the data collected by the various agencies and services interoperable is essential for the MARS enterprise. Data storage The amount of data collected by the intelligence community that MARS needs to encompass is staggering. Hosting images and videos, like those collected by the National Reconnaissance Office, for instance, takes up a lot of space. Because of this, MARS will not actually host all of the data itself. Instead, MARS will refer to intelligence hosted by other agencies. Instead, MARS needs to be able to index that intelligence. Theoretically, users will be able to click a link to access that data hosted on other servers. The DIA will have to figure out how this solution for MARS to operate effectively. The black box problem In developing a massive dataset of intelligence, the DIA wants all intelligence to be explainable, meaning that analysts need to be able to see how the intelligence was arrived at. In other words, can analysts and systems show their work? “It's really, really important to understand that we're not going to accept a black box,” said Townsend. “Our analysts are not going to accept that.” This is a problem for intelligence agencies and contractors who don't want to reveal their methods or proprietary information. Townsend noted that companies are going to have to figure out how to explain their intelligence without giving away that information. Legacy systems Another problem with moving to MARS? Many legacy systems will not be able to move to the MARS framework. While MARS will incorporate all of the MIDB data, some legacy systems will not be able to use the new system and will instead remain reliant on MIDB. “The transition is difficult. Many of our war fighters are impinged by legacy technology,” said Busch. “There is not turning MIDB off. Not for the foreseeable future.” Busch noted that while Congress may not like funding both programs simultaneously, it is necessary until those legacy systems can be replaced or upgraded.     With the future of the US Navy’s carrier air wing murky, Congress demands a plan

Larter WASHINGTON – The US Navy will need to develop a roadmap for developing future fighter aircraft years after it became apparent that the Navy's mainstay F/A-18 Super Hornet would struggle to keep the carrier outside of range to be effective against Chinese anti-ship missiles. A provision in the Senate Armed Services Committee's mark of the National Defense Authorization Act told the Navy to come up with a concrete plan for fielding next generation fighter aircraft, a move that comes months after congressional appropriators gutted 2020 funding for the Navy's next-generation air dominance program, taking the requested $20.7 million and slashing it to $7.1 million. By way of comparison, the Air Force requested $1 billion in funding for its Next Generation Air Dominance program, but saw a relatively minor 10 percent cut from appropriators that was cited as a “classified adjustment.” The SASC mark “requires the Navy to create a fighter aircraft force structure acquisition strategy and report on aircraft carrier air wing composition and carrier-based strike fighter squadrons to better prepare for potential conflicts envisioned by the National Defense Strategy,” according to a summary posted on the Committee's website. The Navy likely upset the congressional apple cart by zeroing out a planned buy of at least 36 Super Hornets that would have spanned FY22 through FY24. That move that should save $4.5 billion that the service plans to redirect to its sixth-generation fighter program, known as Next Generation Air Dominance or F/A-XX. So, what's F/A-XX? The Navy has tried to address the range issue with fielding an unmanned tanker, the MQ-25 Stingray, but that program could face delays if the Navy's operational schedule doesn't align to allow testing. But what exactly the F/A-XX will be is anyone's guess. The Navy finished an Analysis of Alternatives in June of last year and the spokesman for the Navy's assistant secretary for research, development and acquisition told Defense News earlier this month that the program was in the concept development phase. But some experts believe that given the Navy's budgetary constraints for the foreseeable future, the F/A-XX should be a derivative of a current aircraft. Bryan Clark, a senior fellow at the Hudson Institute and a retired submarine officer, said in recent testimony before the House Armed Services Committee that it would make sense to keep buying the F/A-18s to keep the line hot for a potential F/A-XX. “I think the F/A-XX is going to need to be probably a derivative of an existing airplane rather than some complete new clean sheet design given the fiscal constraints we're under,” Clark said. “Therefore, keeping production lines going for both of our existing strike fighters is a good idea to allow both to be an option for this future F/A-XX.” In 2019, formed Deputy Secretary of Defense Bob Work told Defense News that the next fighter should really be unmanned, and that going that route would help save some money. “The focus should be on the F/A-XX. If you really want range, that has to be the platform you are shooting for,” Work said. “Because with the Navy buying the F-35Cs, and the Marine [Corps] buying the F-35Bs and the Navy buying the Block III Super Hornet, you are not going to be able to afford two or three programs. So, the F/A-XX is the one you need to focus on. And if the analysis shows you need range, that points to unmanned.” But naval aviation has shown very little appetite for fielding an unmanned long-range fighter, and the Navy more generally has been tepid on unmanned technologies, according to former Chief of Naval Operations retired Adm. Garry Roughead, who testified at HASC alongside Clark. “I reflect that we flew an unmanned aircraft off of an aircraft carrier in 2012,” Roughead said. “2012! That has not happened again.
