    FLIR set to add Endeavor Robotics to its unmanned future

For FLIR — the company whose bread and butter may be lenses and images but whose product is best thought of as an intelligence add-on more than any pedestrian photography — was never just about the camera. FLIR's cameras and sensors have been incorporated into vehicles for decades, a platform on platforms. But in the past two years, FLIR has moved to acquire robotics companies of its own. A new deal, announced Feb. 11, 2019, is set to have FLIR acquire Endeavor Robotics. In November 2016, FLIR acquired Prox Dynamics, maker of the sparrow-sized Black Hornet micro-drone. It was FLIR's first foray into its own unmanned vehicles. In January 2019, FLIR acquired drone-maker Aeryon Labs, which produces vehicles that weigh less than 20 pounds for a number of militaries across the globe. “Now with Endeavor, we've started down that path of executing our inorganic phase of our growth strategy for unmanned,” said David Ray, president of the Government and Defense Business Unit at FLIR. “What that does is it allows us to have a platform to move the customer's vision forward for this whole notion of manned-unmanned teaming. It's driving an open architecture, an environment where you can have both manned vehicles and unmanned really cooperating and delivering missions like never before.” Endeavor Robotics is the largest get by FLIR of the lot. FLIR is set to buy Endeavor for $385 million — almost twice as much as FLIR paid for Aeryon Labs, and nearly three times as much as it spent on Prox Dynamics. With Endeavor Robotics comes a whole host of tracked unmanned ground vehicles, including the infantry-deployable (and -tossable) FirstLook, and the larger and heavier PackBot and Kobra. These robots can incorporate a variety of sensors from FLIR, for everything from video and infrared to chemical detection. Being in-house means FLIR can experiment and explore more fusion of its various platforms. “With our Black Hornet we can have a reconnaissance system that is connected to a vehicle,” Ray said, “a tank or whatever it may be, where you could actually launch Black Hornet aircraft from another vehicle. As we enhance our sensors across both, we're able to bring that power to bear in terms of layered surveillance.” While FLIR is still relatively new to robotics, it's used to working across sectors. FLIR sensors have been used by the military, government, law enforcement and in the security space, and have had to stay competitive with commercial companies. Lessons learned from an application in nuclear reactor security might be applicable to a sensor on an explosive ordnance disposal robot. Those updates and lessons have stayed fixed to the specific sensor. With the new robotics companies acquired by FLIR, it can adapt its vehicles and sensors in a more holistic way. “Our latest Black Hornet III is able to operate in GPS-denied environments,” Ray said. “And so the beauty of Endeavor being part FLIR is we can go look at how we take an investment and enhancements we've made and see what it takes to go transfer that into a vehicle. The ultimate goal is being able to build world-class R&D and generate world-class capability, and then be able to expand that across multiple platforms.” FLIR's past, present and future remain very much about the core business of providing sensors for others to incorporate. Also in that future we can anticipate FLIR adapting and designing its own vehicles around its sensors.     Nammo signs major ammunition contract with Sweden

    April 16, 2020 - Nammo has signed a contract with the Swedish Defence Materiel Administration for delivery of small caliber ammunition worth SEK 670 million. Covering deliveries from 2020-22, the contract builds on a framework agreement signed in 2017, and will enable to Swedish Armed Forces to strengthen its levels of training and readiness. ”We are honored that the Swedish Armed Forces have placed their trust in us as their primary supplier of small caliber ammunition. Customers like Sweden accept only the best, and also have some very specific requirements that we have to fulfil, so in our view this is a major achievement by Nammo's product and manufacturing teams,” said Reijo Bragberg, Nammo's Executive Vice President for Small and Medium Caliber Ammunition. This contract is the second issued under the 2017 framework agreement, and covers six different ammunition types, both for training and combat. Going forward, Nammo is looking to expand its cooperation with the Swedish government in line with the strategic partnerships it has developed with both of Sweden's Nordic neighbors. Nammo CEO Morten Brandtzæg sees this kind of collaboration between industry and governments as essential in dealing both current and future security challenges. ”Recent events have again underscored the need to ensure security of supply in all situations, ranging from peace to crisis, conflict and even war.     French procurement office to undergo transformation

    By: Pierre Tran PARIS - France seeks to shake up, speed up and closely audit its arms acquisition with a “transformation” of its procurement office, the Direction Générale de l'Armement. In a July 5 speech, Armed Forces Minister Florence Parly pointed to the need for a deep restructuring of the DGA in response to changing threats, international relations, technology and innovation. AS part of that process, the DGA will spin up an innovation office for key programs, with a budget of €1 billion (US $1.2 billion). Closer ties with industry will be part of the new approach, with prime contractors sitting down with the DGA and chiefs of staff to draw up a requirement – but industry must also assume responsibility and better share risk, Parly said. “Transformation of the DGA” was the mission assigned to its director, Joël Barre, when he took up the post, Parly told the audience gathered at the defense ministry. Efficiency and responsiveness were key goals, requiring greater dialog between the DGA and the military services, rather than working in silos, she said. There are now three phases in arms programs, half the previous number, she said. Those key stages are preparation, production and use of the equipment. The ministry seeks to simplify procedure, increase flexibility and acquire innovation, while pursuing new legal structures and financing. While greater conversations with industry will be vital going forward, Parly pointed up that there would “balance” in the government's relations with industry. France was ready to talk to industry but the government was not ready to pay any price. There will detailed audits to ensure a right price was agreed to, Parly warned. “The DGA is not a quartermaster's store, nor little old grandma with an open check book,” she said. One of the major reforms for industry will be to pressure prime contractors deliver on time, with the government seeking to move to an approach used in civil aviation, where most of the payment is made on delivery. That encourages a delivery on time, rather than the present phased payment, where defense contractors have no incentive to speed up the work. The DGA will send teams to inspect the contractors to ensure the right price was paid. Additionally, Parly said there will be greater sharing and use of engineering information between the DGA and industry, with increased use of artificial intelligence and large databases. Innovation agency To help drive the new culture, DGA will set up an innovation agency, intended to be the one number to call for inquiries on innovation, and ready to take risk and speed up official backing. There is a search on for director of the agency, which will merge various existing offices including Astrid, Def'invest and Rapid. The agency will have a budget of €1 billion (US $1.2 billion) for investment. There will be a greater cooperation between the DGA, Joint chief of staff and Chief of staff of each of the services, with teams working together in the same office area from this autumn. There are two pilot projects being considered: the Future Combat Air Systems, which will also consider the potential for cooperation with Germany and other European countries, and a maritime surveillance system. There is a search for greater speed by merging the operational requirements set by the services with the technical needs drafted by the DGA. The forces and DGA will, with a prime contractor, draw up a single document setting out requirement. This combined approach will be tested on a new internal communications system for the ministry. The DGA will seek greater flexibility in its staff management as the office relies on technical staff, which are in strong demand in the job market. That includes sending its employees to work temporarily in companies to learn best practice and boost cooperation between the ministry and industry. The DGA manages an average annual budget of €11 billion for some 100 arms programs, employs 9,600 staff, of which 56 percent are engineers and executives. The office has a major role in managing export deals. Parly, in her opening remarks, quoted former U.S. President John F.
