    Germany tries to forge a deal on who can play ball in Europe

    Sebastian Sprenger COLOGNE, Germany — Time is ticking for Germany to find a compromise on letting American, British and other non-European Union countries tap into the bloc's emerging defense cooperation scheme. The government of Chancellor Angela Merkel has taken on the task of sorting out the issue by the end of the year, when Germany's six-month term at the helm of the European Council concludes. “It is an important issue to solve, particularly for close NATO partners,” Karl-Heinz Kamp, special envoy of the political director at the German Ministry of Defence, said during a panel discussion at the annual Defense News Conference this month. The challenge is to find common ground between two camps within the EU: member states seeking ties with outsiders, and those countries who prefer treating the nascent defense agenda as a members-only affair. Poland, Sweden and the Netherlands are leading a group of nations advocating for openness. But France, for example, is pursuing a more restrictive stance, especially toward Turkey and the United States. From the beginning, the Trump administration has eyed the EU's creation of a defense cooperation mechanism, dubbed PESCO, and the proposed multibillion-dollar European Defence Fund with a degree of mistrust. The efforts run the risk of undermining NATO if America and its powerful defense companies are kept out, Washington claims. The tone has softened more recently, however, as officials on both sides of the Atlantic try to broker a compromise. “One of the things that COVID-19 has really brought into sharp focus is the significance of our integrated defense industrial base,” said Gregory Kausner, executive director for international cooperation, who works in the Pentagon for acquisition chief Ellen Lord. At NATO headquarters in Brussels, leaders are striking a similar chord. “We welcome the EU's effort to invest in defense, and I think altogether this is a good-news story. In a way, the more money put into defense, including by EU institutions, the better,” said Camille Grand, the alliance's assistant secretary general for defense investment. “Then there is a second point: that it is important those projects are allowed as full as possible [the] involvement of non-EU allies. Because the reality is indeed that those non-EU allies have strong connections with the European defense market, with the European defense industry,” Grand added. German officials have been optimistic about reaching a compromise since they took on the third-country challenge this summer. That is because their proposal piggybacks on a paper by the previous, Finnish-run presidency that was only narrowly rejected last year. A few modifications would be enough to clinch a deal. According to a German MoD spokesman, officials aim to present a workable solution to defense ministers at an EU foreign affairs council meeting slated for Nov. 20. Poisoned politics The current political context hasn't exactly been helpful for forging a deal. For one, there is the frosty climate between Germany and United States that stems from President Donald Trump's testy relationship with the country, and his assertion that the EU is taking advantage of American taxpayers on trade and defense. That rift makes the proposition of importing the powerful American defense industrial base into the bloc's defense cooperation calculus an uphill battle, especially in the European Parliament, a Brussels-based analyst argued. And Turkey, which is part of NATO but not the EU, is creating the perfect case study against allowing nonmembers into the inner workings of European defense cooperation because of its dispute with Greece and Cyprus over gas reserves in the eastern Mediterranean Sea. “The German government is fairly optimistic that we will be able to find a compromise. The problem is that currently neither the Turkish policy nor the U.S. policy terribly helps to find such a consensus,” Kamp said. “We have a severe problem in NATO with its internal cohesion because some allies have issues with other allies,” he added. “We have a Turkish-French dispute in the Mediterranean and we have a Greek-Turkish dispute. Turkey is not always behaving in — let me say — in the way of an ideal NATO ally, and that just makes things a little bit more difficult.” At the same time, the flareup has yet to touch the ongoing third-party access negotiations, according to officials and analysts. “Concerns over dependencies, intellectual property and security predate the standoff between Greece and Turkey," said Yvonni-Stefania Efstathiou, a Greece-based defense analyst. Meanwhile, Pentagon officials have begun diving into a set of case studies designed to help them think through the nitty-gritty involved in setting up future cooperative programs under an EU umbrella, according to Kausner. “Those case studies illuminate the potential challenges on things such as intellectual property and re-transfer that we feel are still problematic,” the Defense Department official said. Another avenue to glean lessons for a wider EU application lies in the so-called European Defence Industrial Development Programme, or EDIDP, which aims to boost the bloc's defense industry cooperation through all manners of military technology. In June, the European Commission announced 16 projects eligible for funding from a two-year, €500 million (U.S. $593 million) pot. The selection includes “four participants controlled by entities from Canada, Japan and the United States,” the commission statement read. In theory, those projects “demonstrate the possibility to involve EU-based subsidiaries controlled by third countries or third country entities provided they fulfill appropriate security-based guarantees approved by Member States,” the statement noted. The commission has yet to say which participants hail from North America and Japan, and what roles they play, which suggests their integration into the project structure remains unfinished. As officials continue to sort out the details on intellectual property rights, liabilities and consortium structures, for example, a few principles are beginning to take shape. For one, the four non-EU countries in the European Free Trade Association — Iceland, Liechtenstein, Norway and Switzerland — stand to get rights to partake in EU defense projects similar to member states. In addition, officials consider it easier to include British or American companies in projects when they are removed from immediate funding through the European Defence Fund.     DEFENSE HEALTH AGENCY CORRECTION: Shoreland Inc., Milwaukee, Wisconsin, was awarded a firm-fixed-price contract with a maximum value of $21,650,000. HT0038-19-C-0002 provides for the renewal of the commercial-off-the shelf enterprise publications licenses in support of the Military Health System. Licenses allow continuing access to a multinational collaborative database that provides up-to-date international unclassified medical intelligence data supporting patient movement, preventative medicine, and clinical contingencies planning for military medical and deployment planners and providers. This effort has a one-year base period of performance, and three one-year option periods. The estimated completion date is Sept. 30, 2023. Work will occur in Milwaukee, Wisconsin. The base task order will be funded by fiscal 2020 operation and maintenance funds. The award is the result of a non-competitive solicitation in accordance with FAR 6.302-1. The contracting activity is the Defense Health Agency. NAVY BAE Systems Technology Solutions and Services, Rockville, Maryland, is awarded an $18,351,068 cost-plus-fixed-fee contract to provide engineering and technical services for integrated communications and information systems radio communications on various Navy ships in support of the Ship and Air Integration Warfare Division, Naval Air Warfare Center Aircraft Division, Webster Outlying Field. Work will be performed in St. Inigoes, Maryland (60%); California, Maryland (30%); Bath, Maine (5%) and Pascagoula, Mississippi (5%), and is expected to be completed in June 2029. Fiscal 2020 shipbuilding and conversion (Navy) funds in the amount of $18,351,068 will be obligated at time of award, none of which will expire at the end of the current fiscal year.     Cyber Command will get a new version of its training platform this fall

    Mark Pomerleau U.S. Cyber Command's new training platform is slated to deliver the second iteration this fall providing additional capabilities and user capacity, program officials said. The Persistent Cyber Training Environment (PCTE) is an online client that allows Cyber Command's warriors to log on from anywhere in the world to conduct individual or collective cyber training as well as mission rehearsal. The program is being run by the Army on behalf of the joint cyber force and Cyber Command. Officials delivered the first version of the program to Cyber Command in February and the environment was used for the first time in Cyber Command's premier annual tier 1 exercise Cyber Flag in June. The second version is expected to include additional capabilities, including allowing more users to conduct team or individual training. “Things like to be able to schedule, have a calendar to be able to auto-schedule things, to be able to allocate resources because right now it's you can get in and you can do it but how do you deconflict? If you're running a team based event across x number of services how does somebody else come in and do an individual training,” Amit Kapadia, chief engineer for the program, told C4ISRNET in an interview. “Do you have the right infrastructure underneath?” Kapadia added that during the COVID-19 pandemic, there was a surge in platform use due to the remote working, thus, by the end of this year, the program seeks to push additional compute and network capabilities. Leaders are targeting final testing in September and then a roll out in late fall for version 2.0. The program has also sought to deliver incremental capability along the way through what it calls cyber innovation challenges. These are competitions to awards and layer new technologies onto the platform. There was a notice informing industry of the fourth such innovation challenge released recently. Officials told C4ISRNET they expect to release a formal solicitation around August, with plans to award contracts by the end of the year or early next year. The officials noted that just like with the previous innovation challenges, there could be multiple vendors awarded and specifically non-traditional defense vendors. Moreover, they also anticipate to continue these challenges for the foreseeable future even when a vendor is selected to be the integrator for PCTE through what's known as the Cyber Training, Readiness, Integration, Delivery and Enterprise Technology (TRIDENT), a contract vehicle to offer a more streamlined approach for procuring the military's cyber training capabilities. The contract is valued at up to $957 million. This approach, officials said, prevents vendor lock and ensures the program is at the tip of the technological spear. The fourth cyber innovation challenge seeks to ask industry for assistance in traffic generation – which means emulating fake internet traffic on the platform – and assessment, which was a key requirement directly from Cyber Command. “I would say what we've been driven towards right now are high priorities coming down from [Cyber Command commander] Gen. [Paul] Nakasone and Cyber Command for things like CMF assessment,” Kapadia said. “They want to be able now ... all these reps and sets that are happening within PCTE, how am I assessing the performance of the individuals in my teams.” An integrated and agile approach Since the platform was delivered to Cyber Command in February, command leaders have officially taken the burden of running training exercises from the program office, freeing it up to focus on pursuing new technologies and fixes as well as the overall acquisition. In the past, the program office worked with specific units to conduct training events in order to stress the platform and gain valuable feedback. Now, Cyber Command has created what is called the Joint Cyber Training Enterprise, which is the non-material companion to the PCTE platform and seeks to operate and synchronize training hosted by PCTE for the joint force. “The JCTE is a lot like the combat training center ops group where they are managing the platform, they are running the platform, they are running the training,” Lt. Col. Thomas Monaghan, product manager of cyber resiliency and training at Program Executive Office Simulation, Training and Instrumentation, told C4ISRNET. “So we delivered the platform to them and they're using it I would probably say on a weekly basis. They're doing cyber training events that we don't manage that anymore. We don't stand them up. The platform is being used, we're able to concentrate on specific capability, platform enhancements.” JCTE has formalized the cyber training and use of the environment while also coordinating which cyber mission force units need to conduct which types of training, something the program office wasn't equipped to do. Monaghan said his office is in almost hourly, or at least daily, contact with JCTE to better understand what users like, don't like or needs to be fixed. “We've got the program office, we've got the user community, we've got the operational arm of the user community, which is JCTE, we've got the Army capability manager codifying the requirements all working together. We literally talk to each other at least daily,” Monaghan said. “That direct feedback loop is one continuous circle of information. That's the only way a program this robust can be successful.” Program officials said they gained valuable insights from the recently concluded Cyber Flag, which created roughly six months worth of data. They explained that while not every element worked exactly as planned, the nature of the program allows for incremental and ongoing adjustments to be made. By leveraging specific flexible acquisition tools, the program is not as rigid as other typical military platforms, such as tanks. “It's a perfect one for PCTE because it created that box basically saying in laymen's terms we have no idea what this specifically looks like but we have some eye level things that it should do,” Liz Bledsoe, deputy product manager, told C4SIRNET, regarding the types of acquisition mechanisms PCTE is being run under. Monaghan added: “That's the way the platform and the program were structured when the requirements were written, some of them were listed as evolving or threat based or capability ...
