Défense : l'américain Teledyne va racheter Photonis à prix soldé

Le groupe de Thousand Oaks a déclaré avoir obtenu un « accord de principe » pour acquérir le leader français de l'optronique à un prix 15 % moins élevé que celui de départ, soit 425 millions d'euros. Une réduction accordée par le vendeur Ardian suite aux conditions imposées les pouvoirs publics tricolores.

La pépite de l'optronique militaire Photonis s'apprête bien à basculer sous pavillon américain... et pour 15 % moins cher. « Je pense que nous avons un accord de principe maintenant et nous avons besoin de finaliser les formalités administratives », a déclaré à la séance de questions analystes Robert Mehrabian, le président exécutif de l'acquéreur américain Teledyne, lors de ses résultats fin octobre. Le groupe de Thousand Oaks compte mettre ainsi la main sur Photonis pour 75 millions d'euros de moins, soit au final 425 millions d'euros, confirment des sources proches du dossier.

Fin septembre, après des mois de négociations avec le ministère des Finances, des Armées et la reprise en main du dossier par l'Elysée suite à la vaste polémique soulevée par ce projet de cession auprès des parlementaires, Teledyne avait fait part à la SEC son intention de retirer sa demande d'autorisation d'achat auprès du gouvernement français. Une décision que ses opposants dans l'Hexagone ont immédiatement interprété comme un abandon à l'usure, lié aux exigences de gouvernance et le droit de veto imposés par les pouvoirs publics tricolores.

    Seapower Staff EAST HARTFORD, Conn. — Pratt & Whitney, a division of Raytheon Technologies Corp., has been awarded a $1.5M contract to conduct an F135 modernization study and operational assessment by the F-35 Joint Program Office to determine specific propulsion system growth requirements for Block 4.2 F-35 aircraft and beyond, the company said in an Oct. 20 release. The study is expected to conclude in March 2021. “This award is a significant milestone for the program and the warfighter, as we look to ensure the F135 propulsion system continues to provide the foundation for all air vehicle capability requirements over the full lifecycle of the F-35,” said Matthew Bromberg, president, Pratt & Whitney Military Engines. “As we look to the future, growth in aircraft capability must be met with matched propulsion modernization. Fortunately, the F135 has ample design margin to support agile and affordable upgrades that will enable all F-35 operators to keep pace with evolving threat environments.” Under this award, Pratt & Whitney will assess F135 engine enhancements required to support future F-35 weapon system capability requirements across all F-35 variants beginning with Block 4.2 aircraft. The scope of the assessment focuses on enhancements addressing improvements to up and away thrust, powered lift thrust, power and thermal management capacity, and fuel burn reduction. Designed with the knowledge that operational environments will evolve and threats will advance, the F135 is postured to meet future F-35 capability requirements. Its modular design and advanced digital architecture allow for the agile development and spiral insertion of both hardware and software upgrades. As part of the study, Pratt & Whitney's GATORWORKS organization will complete the conceptual design and analysis of multiple F135 Engine Enhancement Package (EEP) growth options with phased insertion plans. Leveraging significant U.S. Government and Pratt & Whitney investment in next generation adaptive propulsion technologies, Pratt & Whitney's EEP approach offers low risk, variant-common upgrade options for the F135 that provide increased performance aligned with the program's continuous capability development and delivery strategy and serve as a critical enabler for future capability growth of the F-35 weapon system.     The Netherlands to buy nine more F-35s for $1.1 billion

    By: Sebastian Sprenger COLOGNE, Germany – The Dutch government on Tuesday announced plans to purchase nine more of Lockheed Martin's F-35 jets, a move that would bring the country's inventory to 46. The envisioned €1 billion acquisition will “lay the foundation” for a third F-35 squadron in the Dutch air force, a plan that government officials first floated in late 2018, according to a statement posted on the defense ministry website. The additional aircraft are expected contribute to the air force's objective of having four jets available for NATO missions while also performing homeland defense operations and accounting for training requirements and maintenance downtime. Fully rounding out a third squadron would require 15 extra planes, however, alliance officials have previously told the Dutch, prompting talk in the Netherlands last year of a potentially higher number eventually. The Dutch want the F-35 to replace their legacy fleet of F-16s. Neighbor Belgium selected the fifth-generation aircraft in the fall of 2018, announcing a planned buy of 34 copies. Dick Zandee, a defense analyst at the Clingendael think tank in The Hague, told Defense News the announced acquisition of nine more F-35s enjoys “broad support” in the Dutch parliament. He said government leaders had already included the new aircraft spending in their annual report to NATO to show momentum in the country's move toward spending 2 percent of gross domestic product on the military. Government officials have told parliament that they want to give the American program office a formal notice to buy the additional jets before the end of the year, Zandee said. The Dutch want F-35s of the newest configuration, he added, which means any changes in the international delivery schedule caused by the recent Turkish expulsion from the F-35 program likely would play no role. The Trump administration has kicked Turkey out of the program over the country's purchase of the Russian S-400 air-defense system.
