The contract is valued at SEK 22 billion ($2.2 billion) the agreement provides highly-capable vehicles for Czech soldiers while providing Czech industry a significant role in the program.

    Dans une réponse au député François Cornut-Gentille, le 22 octobre, le ministère des Armées estime que « les répercussions de la crise Covid-19 sur l'entrée en vigueur en 2020 de certains contrats ou la réalisation de certains prospects sont à craindre ». S'il était signé avant la fin de l'année, le contrat Rafale en Grèce pourrait toutefois limiter l'impact. La Grèce a également mis en vigueur plusieurs autres contrats avec les industriels français : un système de défense anti-aérienne et des contrats-cadre pour la maintenance et la mise à niveau de l'électronique de 24 Mirage 2000-5 (Dassault Aviation, Thales et Safran) pour plus de 260 millions d'euros. Enfin, le Qatar reste très intéressé par deux satellites d'observation de fabrication française et discute depuis de très longs mois avec la France et Airbus Defence and Space sur leur fourniture. La France est par ailleurs engagée dans des compétitions majeures. Dassault Aviation propose le Rafale en Finlande et en Suisse et Thales est en compétition pour le renouvellement de la défense sol-air dans ce dernier pays, dont le choix aura lieu simultanément avec celui de l'avion de combat. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 12, 2024. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-19-D-0093). NAVY Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded $107,353,729 for firm-fixed-price advance acquisition contract modification P00029 to a previously awarded fixed-price-incentive-firm, cost-plus-fixed-fee contract (N00019-16-C-0048). This modification procures long lead items for six CH-53K low-rate initial production lot 4 aircraft. Work will be performed in Stratford, Connecticut, and is expected to be completed in August 2020. Fiscal 2019 aircraft procurement (Navy) funds in the amount of $107,353,729 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. Austal USA LLC, Mobile, Alabama, is awarded $23,099,311 for cost-plus fixed-fee task order N6931619F4002 against previously awarded basic ordering agreement N00024-15-G-2304 to accomplish advance planning, material procurement and accomplishment of work in support of the post shakedown availability (PSA) of littoral combat ship USS Tulsa (LCS 16). This effort encompasses all of the manpower, support services, material, non-standard equipment and associated technical data and documentation required to prepare for and accomplish the PSA. The work to be performed will include correction of government responsible trial card deficiencies, new work identified between custody transfer and the time of PSA and incorporation of approved engineering changes that were not incorporated during the construction period which are not otherwise the building yard's responsibility under the ship construction contract. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements. Work will be performed in Seattle, Washington, and is expected to be complete by April 2020. Fiscal 2019 and 2013 shipbuilding and conversion (Navy); and 2019 other procurement (Navy) funding in the amount of $12,199,311 will be obligated at time of award, and will not expire at the end of the current fiscal year. The Supervisor of Shipbuilding, Conversion, and Repair Gulf Coast, Pascagoula, Mississippi, is the contracting activity. SOLPAC Construction Inc., doing business as Soltek Pacific Construction Co., San Diego, California, is being awarded a $12,111,121 firm-fixed-price task order (N6247319F5055) under a multiple award construction contract for the construction of a Littoral Combat Ship Mission Module Readiness Center at Naval Base San Diego. The work provides for the construction of a facility in a portion of the existing northwest wing of Building 3304. The renovated building will support a variety of functions including administration, conference, fabrication, maintenance, storage, locker rooms, secret and non-classified internet protocol router network telecommunications and a wash rack for the facility. The project includes all pertinent site improvements and site preparations, mechanical and electrical utilities, excavation and grading, foundations, roofing, telecommunications, plumbing, fire protection systems, heating, ventilation and air conditioning. The task order also contains two unexercised options and two planned modifications, which if exercised would increase the cumulative task order value to $13,102,121. Work will be performed in San Diego, California, and is expected to be completed by March 2021. Fiscal 2019 military construction (Navy) contract funds in the amount of $12,111,121 are obligated on this award and will not expire at the end of the current fiscal year. Four proposals were received for this task order. Naval Facilities Engineering Command Southwest, San Diego, California, is the contracting activity (N62473-18-D-5855). DEFENSE LOGISTICS AGENCY BMK Ventures, Inc.,** Virginia Beach, Virginia, has been awarded a maximum $10,500,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for hospital equipment and accessories for the Defense Logistics Agency electronic catalog. This is a five-year contract with no option periods. This was a competitive acquisition with 88 responses received; 20 contracts have been awarded to date. Epic Aviation LLC, doing business as Epic Card,** Salem, Oregon, has been awarded a maximum $7,955,949 fixed-price with economic-price-adjustment contract for fuel. This was a competitive acquisition with 148 responses received. This is a 43-month contract with a six-month option period. Location of performance is Alabama, with a March 31, 2023 performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies.     Technology alliances will help shape our post-pandemic future

    Martijn Rasser There's no question the post-corona world will be very different. How it will look depends on actions the world's leaders take. Decisions made in coming months will determine whether we see a renewed commitment to a rules-based international order, or a fragmented world increasingly dominated by authoritarianism. Whomever steps up to lead will drive the outcome. China seeks the mantle of global leadership. Beijing is exploiting the global leadership vacuum, the fissures between the United States and its allies, and the growing strain on European unity. The Chinese Communist Party has aggressively pushed a narrative of acting swiftly and decisively to contain the virus, building goodwill through ‘mask diplomacy', and sowing doubts about the virus' origin to deflect blame for the magnitude of the crisis and to rewrite history. Even though the results so far are mixed, the absence of the United States on the global stage provides Beijing with good momentum. Before the pandemic, the world's democracies already faced their gravest challenge in decades: the shift of economic power to illiberal states. By late 2019, autocratic regimes accounted for a larger share of global GDP than democracies for the first time since 1900. As former U.K. foreign secretary David Miliband recently observed, “liberal democracy is in retreat.” How the United States and like-minded partners respond post-pandemic will determine if that trend holds. There is urgency to act — the problem is now even more acute. The countries that figure out how to quickly restart and rebuild their economies post-pandemic will set the course for the 21st century. It is not only economic heft that is of concern: political power and military might go hand in hand with economic dominance. At the center of this geostrategic and economic competition are technologies — artificial intelligence, quantum computing, biotechnology, and 5G — that will be the backbone of the 21st century economy. Leadership and ongoing innovation in these areas will confer critical economic, political, and military power, and the opportunity to shape global norms and values. The pre-crisis trajectory of waning clout in technology development, standards-setting, and proliferation posed an unacceptable and avoidable challenge to the interests of the world's leading liberal-democratic states. The current crisis accentuates this even more: it lays bare the need to rethink and restructure global supply chains; the imperative of ensuring telecommunication networks are secure, robust, and resilient; the ability to surge production of critical materiel, and the need to deter and counteract destructive disinformation. This is difficult and costly — and it is best done in concert. Bold action is needed to set a new course that enhances the ability of the world's democracies to out-compete increasingly capable illiberal states. The growing clout of authoritarian regimes is not rooted in better strategy or more effective statecraft. Rather, it lies in the fractious and complacent nature of the world's democracies and leading technology powers. In response, a new multilateral effort — an alliance framework — is needed to reverse these trends. The world's technology and democracy leaders — the G7 members and countries like Australia, the Netherlands, and South Korea — should join forces to tackle matters of technology policy. The purpose of this initiative is three-fold: one, regain the initiative in the global technology competition through strengthened cooperation between like-minded countries; two, protect and preserve key areas of competitive technological advantage; and three, promote collective norms and values around the use of emerging technologies. Such cooperation is vital to effectively deal with the hardest geopolitical issues that increasingly center on technology, from competing economically to building deterrence to combating disinformation. This group should not be an exclusive club: it should also work with countries like Finland and Sweden to align policies on telecommunications; Estonia, Israel, and New Zealand for cyber issues; and states around the world to craft efforts to counter the proliferation of Chinese surveillance technology and offer sound alternatives to infrastructure development, raw material extraction, and loans from China that erode their sovereignty. The spectrum of scale and ambition this alliance can tackle is broad. Better information sharing would yield benefits on matters like investment screening, counterespionage, and fighting disinformation. Investments in new semiconductor fabs could create more secure and diverse supply chains. A concerted effort to promote open architecture in 5G could usher in a paradigm shift for an entire industry. Collaboration will also be essential to avoiding another pandemic calamity. Similar ideas are percolating among current and former government leaders in capitals such as Tokyo, Berlin, London, and Washington, with thought leaders like Jared Cohen and Anja Manuel, and in think tanks around the world. The task at hand is to collate these ideas, find the common ground, and devise an executable plan. This requires tackling issues like organizational structure, governance, and institutionalization. It also requires making sure that stakeholders from government, industry, and civil society from around the world provide input to make the alliance framework realistic and successful. No one country can expect to achieve its full potential by going it alone, not even the United States. An alliance framework for technology policy is the best way to ensure that the world's democracies can effectively compete economically, politically, and militarily in the 21st century. The links between the world's leading democracies remain strong despite the challenges of the current crisis. These relationships are an enduring and critical advantage that no autocratic country can match. It is time to capitalize on these strengths, retake the initiative, and shape the post-corona world.
