UPDATED with McConville, Jette, Quad-A statements WASHINGTON: The Association of the US Army has cancelled its annual winter conference in Huntsville, Ala. Scheduled for next week, the Global Force Symposium & Exhibition is the latest major event shut down as a precaution against the contagious COVID-19 coronavirus, which Army researchers have been mobilized to combat. The virus has shut down parts of the F-35 fighter supply chain and caused the Pentagon to restrict travel and implement social distancing measures.
“Sydney, we have truly enjoyed having the Global Force Symposium and Exhibition in Huntsville over the past several years, so this was a tough decision,” retired Gen. Carter Ham, AUSA's president and CEO, told me in an email this morning. “Last year, about 6,400 people attended. But, out of concern for the health and safety of the expected attendees and exhibitors, I am confident this is the right decision.”

Nathan Strout WASHINGTON - The U.S. Army has invested another $190 million into a counter-small unmanned aircraft system (C-sUAS), but it's determined that the system will need to be replaced by a U.S. Marine Corps alternative. On July 20, the Army announced it was awarding DRS Sustainment Systems $190 million to develop, produce and deploy the Mobile-Low, Slow, Small Unmanned Aircraft System Integrated Defeat System (M-LIDS). While the system will be deployed, it doesn't have a long-term future with the military. Despite the Army investing in the program for years, M-LIDS is a casualty of redundancy. As the Department of Defense has become more concerned by the threat posed by small drones in recent years, the services have each developed their own C-sUAS responses — mobile, stationary and dismounted. Recognizing the redundancy in that approach, the defense secretary delegated the Army to lead the effort to narrow the number of C-sUAS solutions for use by the joint forces. On June 25, the Army's Joint C-sUAS announced it had selected eight C-sUAS for future investment and deployment by the joint forces. M-LIDS didn't make the cut. But then, about a month later, the $190 million M-LIDS contract was announced, “Mobile-LIDS (M-LIDS) was not selected and will be replaced by the next generation mobile system,” said Jason Waggoner, an Army spokesman. In the meantime, “M-LIDS will be deployed with Army units to the CENTCOM area of operations.” M-LIDS would likely be replaced by the Light-Mobile Air Defense Integrated System (L-MADIS), a C-sUAS developed by the U.S. Marine Corps and the only mobile solution approved by the Joint C-sUAS Office. L-MADIS has already been deployed for testing and was reportedly used to down a drone off the coast of Iran last year. The Joint C-sUAS office told reporters in June that the services were conducting an analysis of how many systems would need to be replaced under the new arrangement. However, leaders were not able to provide a timeline for how quickly they expected to replace those systems. The series of announcements in this market came quickly this summer. Two days after the M-LIDS award, the Army announced a contract for one of the C-sUAS solutions that was included on the list for future investment: the Expeditionary-Low, Slow, Small Unmanned Aircraft System Integrated Defeat System (now known as FS-LIDS). The $426 million contract with SRC Inc. provides for the development, production, deployment and support of FS-LIDS, one of three fixed-site solution approved for the joint forces by the Joint C-sUAS Office. “Development of FS-LIDS is complete and systems are being deployed to U.S. forces globally, with a focus in the CENTCOM area of operations,” Waggoner said. “FS-LIDS will remain in use until replaced with newer technologies.” C-sUAS spending hasn't been limited to the Army in recent weeks. On Aug. 10, the U.S. Air Force issued Black River Systems Co. an $89 million contract for an operational C-sUAS open systems architecture. Steve Trimble Lockheed Martin F-35 deliveries postponed by the impact of the COVID-19 pandemic on the supply chain will not fully recover by the end of 2021, a company executive told Aerospace DAILY. In June, Lockheed announced that 18-24 F-35s in production Lot 12, which are scheduled for delivery in 2020, will be delayed, reducing the overall delivery target to 117 to 123 jets this year. Although Lockheed's final assembly plant in Fort Worth is now at full operations, the impact on the supply chain will drag out the recovery for another year, said Michelle Evans, executive vice president of Lockheed's Aeronautics business. “We're still looking somewhere between 15-20 aircraft that we will be behind by the end of the year,” Evans said in an interview. “It is going to take a while for the supply chain and, thus, Lockheed Martin to recover. So it will take us longer than next year. We'll probably be staring at two years to recover those jets.” Lockheed's supply chain is in recovery while the company continues negotiating separate deals with the F-35 Joint Program Office (JPO) for the next three years of airframe production and converting the annual sustainment contracts into a multiyear performance-based logistics (PBL) agreement. In October 2019, the JPO and Lockheed agree to an economic order quantity of 478 aircraft for lots 12-14, which are delivered from 2020 to 2022. The agreement includes a firm order from the U.S. government for Lot 12 aircraft, with priced options for Lots 13 and 14 resulting in an overall total of 291 F-35s. The international customers added orders for 187 aircraft under a related, three-year production order. A similar approach will be followed for the U.S. and international orders in Lots 15-17, which will include the first jets to receive upgraded Technical Refresh-3 hardware, Evans said. Separately, the JPO and Lockheed are continuing to negotiate a long-term PBL to sustain the F-35s, with an overall goal to reduce the cost per flight hour of the F-35A to $25,000 by 2025. Lockheed sees an opportunity to reduce sustainment costs by $18 billion or more over the term of the PBL, Evans said.
