    Newest Bradley fielding delayed as Army works to fix battery problem

    By: Jen Judson WASHINGTON — The Army is testing a solution to address overheating and toxic gas production in the newest version of the Bradley Infantry Fighting Vehicle's turret battery, but its release has been delayed by almost a year, the service's program office told Defense News. The problem was discovered during the Army Test and Evaluation Command-run Full Operational Test and Evaluation at Fort Hood, Texas, where the Bradley A4 batteries were hooked directly into test equipment placing additional strain on them. The Bradley A4 design features a new charger but not new batteries. The new charger did not come with a voltage regulator, which caused the older batteries to overheat and produce the toxic gas during testing. The command suspended the maneuver portion of the test due to safety concerns related to the batteries overheating in all six test articles, according to a report recently released from the Director of Operational Test and Evaluation. “All six test article turret batteries overheated and discharged toxic fumes into the turret and crew compartment,” the report states. “This is a safety hazard to soldiers. The program manager was present during test and observed the turret battery issue. He supported the recommendation to suspend the remaining maneuver missions.” According to the program office, the service is partnered with several vendors that developed Bradley A4 — BAE Systems is the prime contractor — to design and test a solution after determining the problem during the testing process. The program office now expects to receive a materiel release by January 2022 with field maintenance new equipment training and operator new equipment training beginning at the same time. The original materiel release decision was expected in third quarter of fiscal 2021, the DOT&E report stated. The first Armored Brigade Combat Team is scheduled to get its new Bradley A4s in September 2022, the Bradley program office said. The Bradley A4 is an engineering change proposal program that brings in new suspension and track upgrades and upgrades the electrical system and power train to restore lost mobility and integrate new technologies. The current Bradley, for example, struggled to take on the power needed to run an active protection system. The Bradley won't receive an APS system until A4 is up and running. The Army reduced its Bradley modifications further in its FY21 budget request after cutting future upgrades beyond its A4 variant in FY20. The service is working to replace the Bradley down the road with an Optionally Manned Fighting Vehicle program. But the Bradley and its fire support vehicle will remain in ABCT formations until the 2050s.     US to offer cyberwar capabilities to NATO allies

BALDOR BRUSSELS (AP) — Acting to counter Russia's aggressive use of cyberattacks across Europe and around the world, the U.S. is expected to announce that, if asked, it will use its formidable cyberwarfare capabilities on NATO's behalf, according to a senior U.S. official. The announcement is expected in the coming days as U.S. Defense Secretary Jim Mattis attends a meeting of NATO defense ministers on Wednesday and Thursday. Katie Wheelbarger, the principal deputy assistant defense secretary for international security affairs, said the U.S. is committing to use offensive and defensive cyber operations for NATO allies, but America will maintain control over its own personnel and capabilities. The decision comes on the heels of the NATO summit in July, when members agreed to allow the alliance to use cyber capabilities that are provided voluntarily by allies to protect networks and respond to cyberattacks. It reflects growing concerns by the U.S. and its allies over Moscow's use of cyber operations to influence elections in America and elsewhere. “Russia is constantly pushing its cyber and information operations,” said Wheelbarger, adding that this is a way for the U.S. to show its continued commitment to NATO. She told reporters traveling to NATO with Mattis that the move is a signal to other nations that NATO is prepared to counter cyberattacks waged against the alliance or its members. Much like America's nuclear capabilities, the formal declaration of cyber support can help serve as a military deterrent to other nations and adversaries. The U.S. has, for some time, considered cyber as a warfighting domain, much like air, sea, space and ground operations. In recent weeks the Pentagon released a new cybersecurity strategy that maps out a more aggressive use of military cyber capabilities. And it specifically calls out Russia and China for their use of cyberattacks. China, it said, has been “persistently” stealing data from the public and private sector to gain an economic advantage. And it said Russia has use cyber information operations to “influence our population and challenge our diplomatic processes.” U.S. officials have repeatedly accused Moscow of interfering in the 2016 elections, including through online social media. “We will conduct cyberspace operations to collect intelligence and prepare military cyber capabilities to be used in the event of a crisis or conflict,” the new strategy states, adding that the U.S. is prepared to use cyberwarfare along with other military weapons against its enemies when needed, including to counter malicious cyber activities targeting the country. The document adds that the Pentagon will “work to strengthen the capacity” of allies and partners. NATO has moved cautiously on offensive cyber capabilities. At the Warsaw Summit in 2016, allies recognized cyberspace as a warfighting domain. It has said that a computer-based attack on an ally would trigger NATO's commitment to defend its members. And last year the alliance agreed to create a new cyber operations center. But the focus has always been on defending NATO networks and those of its members, not offensive cyberwar. NATO Secretary-General Jens Stoltenberg said on Tuesday that the defense ministers will have a working session this week to address cyber and other risks, and how allies can cooperate to counter such threats.     U.S. Arms Sales Remain Robust Despite Pandemic

    12/4/2020 By Jon Harper Business is still booming on the foreign military sales front even though the world is reeling from the economic effects of the COVID-19 crisis. Boosting exports of U.S.-made defense equipment has been a top policy goal of the Trump administration. The government finished fiscal year 2020 with a total of $84 billion in potential FMS sales that had been approved. Roman Schweizer, an analyst with the Cowen Washington Research Group, called it a “massive” case load. “This isn't technically the ‘real' number but it's still impressive,” he said in a newsletter, noting that not all of the deals had been consummated. In 2019, $68 billion in potential FMS cases were announced, with $55 billion in actual sales reported, according to the research group. The 2020 numbers were better than many observers anticipated. “Some of the concerns that have been initially identified in April have not come to fruition,” R. Clarke Cooper, assistant secretary of state for political-military affairs, told reporters in October. In July, the U.S. government processed the second highest amount of FMS case work in the history of the State Department, he noted. “On large items that would take a long train or trail in contracting and production, have we seen a change there? No,” he said. “If anything, the work toward getting significant procurement for, let's say, F-16s or a Patriot missile battery, those things have not abated.” What explains this dynamic? Some nations have had better than expected economic recoveries, Cooper said. “There has been a recommitment by states who at one point understandably could have put on park or pause their modernization plans,” he said. “Overall, if we're looking at long-term modernization plans across the board ... we're currently remaining on a trajectory of where we were in FY '19 going into '21.” That doesn't mean nothing will change, he noted. There will probably be fluctuations on payments and payment schedules, he said. Some buyers could seek foreign military financing or grant assistance, or sequence their procurements differently. While trends seem positive, government officials don't have a crystal ball when it comes to FMS in 2021 and beyond, he noted.
