Lockheed Martin Corp., King of Prussia, Pennsylvania, is awarded an $88,988,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract. This contract provides management and maintenance of the Tactical Tomahawk Weapons Control System software product baseline, required system and software documentation for the Navy and the government of the United Kingdom of Great Britain and Northern Ireland. Work will be performed at King of Prussia, Pennsylvania, and is expected to be complete by January 2024. No funds will be obligated at the time of award. Funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Defense Federal Acquisition Regulation 6.302-1. Clark Construction Group LLC, Bethesda, Maryland, is awarded a $78,211,055 modification under a firm-fixed-price contract to allot the second increment which provides for the construction of the VC-25B hangar complex at Joint Base Andrews, Maryland. The total contract amount after allotting these funds will be $298,211,055. Work will be performed in Camp Springs, Maryland, and provides for the construction of a hangar complex, an aircraft access taxiway/parking apron, associated lighting, engine run-up pads and a hydrant refueling system with storage tanks. Additional requirements include, but are not limited to, site preparation, wetland/stream mitigation, storm water management, a parking lot, and a fire detection and suppression system. Work is expected to be complete by April 2022. Pennsylvania State University, Applied Research Laboratory, Electro Optics Center, Freeport, Pennsylvania, is awarded a $50,000,000 indefinite-delivery/indefinite-quantity contract for the Navy Manufacturing Technology (ManTech) Electro Optics Center of Excellence (herein the center). Work will be performed in Freeport, Pennsylvania, and provides for the operation and management of the center in its mission to develop naval platform-related manufacturing technologies and transition the technology for implementation in U.S. electro optics and other industrial facilities. Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is awarded a $41,946,591 cost-plus-incentive-fee modification to previously awarded contract N00024-13-C-5225 to exercise options for engineering services in support of the Navy's AN/SQQ-89A(V)15 Surface Ship Undersea Warfare Systems. This modification includes purchases for the Navy (54%); and the government of Japan (46%) under the Foreign Military Sales (FMS) program. The Navy, however has been doing direct commissioning for highly skilled software engineers for a few years, albeit on a small scale. The cyber warfare engineer (CWE) program is a highly competitive program with officers on five year rotations performing software or tool development for cyber operators. CWEs serve as members of the cyber mission force, the Navy's cyber mission force teams that serve as the cyber warriors for U.S. Cyber Command, producing cyber tools, but can also conduct target analysis, vulnerability research, and counter-measure development against malicious cyber activities. Since 2011, the Navy has only recruited 25 of these commissioned officers to its ranks. “Twenty-five developers in the Navy as military officers is definitely not enough,” Lt. Christopher Liu, the most senior cyber warfare engineer told Fifth Domain in an interview at the Navy League's Sea Air Space conference April 9. Christopher Liu, the most senior cyber warfare engineer told Fifth Domain in an interview at the Navy League's Sea Air Space conference April 9. “We definitely need to increase the billets and increase the amount that we can hire ... to have more talents to be able to work on the cyber mission,” he said. “As soon as the number increases, we'll be able to expand the program rather than just five years to eight years, hopefully make it into a 20 year career so people can get trained up and work on missions and not be forced into different fields.” The Pentagon has been besieged by concerns about the DoD's ability to both retain and attract cyber talent among its ranks when similar jobs in the private sector pay significantly more. Vice Adm. Michael Gilday, commander of 10th Fleet/Fleet Cyber Command, acknowledged in recent congressional testimony that the military is not competitive with the private sector and noted that the base pay for the CWE position is around $37,000 a year. “That's what we pay somebody to answer the phones around here,” Senator Claire McCaskill, responded to Gilday interrupting him in frustration. “We're asking them to have incredible expertise. That seems to me totally unrealistic.” Some current CWEs feel the work they're doing inside the Navy has greater meaning than similar work they did in the private sector. “I find that this is a lot more fulfilling,” Ensign Jordan Acedera, the most junior CWE told Fifth Domain. “You finish a project, you're given something that's a lot more challenging and that really tests you.” For Lt. (j.g.) George John, who was formerly writing software at a stock trading company, work with the CWE provides a better environment that's not driven so much by profit margins and hitting quarterly revenue targets. “We don't have to worry about profitability or bringing to market,” he said. “We can pursue a little more ... what's possible. Throw stuff against the wall, see what sticks, take our time to figure out a plan of action.” One of the biggest challenges, however, is lack of knowledge of the program, even inside the Navy. “You still walk across captains and commander who say 'CWE, what in god's name is that,” John said. With more CWE personnel in the force, the Navy could build a more informed and skilled software engineering cadre, the group said. “There's tons of software. Everybody has some type of software pet project,” John said. “To be able to get more CWEs on those things and coordinate with one another and say here's what [Consolidated Afloat Networks and Enterprise Services] is doing with their communications and their infrastructure. How are we doing that differently on the base side? You can talk and address security concerns with one another. Just within the cyber operations realm, Liu said, as the headcount increases, the CWEs could work on the requirements the operational community within the cyber mission force rather than having to prioritize projects.     Pentagon announces $600M in 5G experiments

    Andrew Eversden WASHINGTON — The U.S. Department of Defense announced $600 million in contracts for 5G experiments Thursday evening for projects at five military bases across the country. The long-anticipated awards are for a series of 5G experiments, including smart warehouses, advanced radars, and augmented and virtual reality capabilities. The awards are part of a Pentagon effort to work with commercial vendors to advance the 5G capabilities of both the department and industry. “The Department of Defense is at the forefront of cutting edge 5G testing and experimentation, which will strengthen our Nation's warfighting capabilities as well as U.S. economic competitiveness in this critical field," said Michael Kratsios, acting under secretary of defense for research and engineering, in a statement. “Through these test sites, the Department is leveraging its unique authorities to pursue bold innovation at a scale and scope unmatched anywhere else in the world. Importantly, today's announcement demonstrates the Department's commitment to exploring the vast potential applications and dual-use opportunities that can be built upon next-generation networks.” The DoD is setting up test beds at several bases where military leaders, industry and academia will work together on a broad range of experiments. The test beds are Hill Air Force Base, Utah; Joint Base Lewis-McChord, Washington; Marine Corps Logistics Base Albany, Georgia; Naval Base San Diego, California; and Nellis Air Force Base, Las Vegas, Nevada. According to Joseph Evans, the DoD's director of 5G, the department plans for the testbeds to be working in a year. “Each of the experiments has some aspect that's really new and exciting to us,” Evans told reporters. “In addition, it also provides an opportunity for industry to experiment and mature their technologies along those parallel tracks.” According to a DoD press release, the bases were chosen because of their access to spectrum, and mature fiber and wireless infrastructure. At Joint Base Lewis-McChord, the Pentagon will work with four vendors to experiment with 5G-enabled augmented and virtual reality goggles for mission planning, training and operations using mid-band spectrum. The vendors are GBL System Corp., AT&T, Oceus Networks and Booz Allen Hamilton. Evans told reporters that in year three of the work at the base the department wants a “brigade-sized deployment of the technology.” The department will also address 5G spectrum sharing challenges with cellular networks through an experiment at Hill Air Force Base. The project, according to a DoD press release, will “develop sharing/coexistence system prototypes and evaluate their effectiveness with real-world, at-scale networks in controlled environments.” The department is seeking to allow sharing or coexistence between airborne radar systems and 5G cellular technology in the 3.1-3.45 GHz band. Vendors for the spectrum sharing test bed include Nokia, General Dynamics Mission Systems, Booz Allen Hamilton, Key Bridge Wireless, Shared Spectrum Company and Ericsson. The Defense Department is also partnering with AT&T at Nellis Air Force Base for a distributed command and control testbed to enhance C2 survivability in combat. The telecom giant will eventually provide a mobile 5G environment with high capacity, low latency communications to meet the needs of a mobile combined air operations center. “We're basically trying to make our forces more survivable by taking command and control functions that have long been housed in single buildings and spread them out and make them make them mobile,” Evans told reporters. “So [we're] really trying to change the way our forces are deployed in the field.” The department will experiment with 5G-enabled smart warehouses at both Naval Base San Diego (NBSD) and Marine Corps Logistics Base Albany, Ga. The project in San Diego will focus on transshipment between shore facilities and naval units, while the Marines Corps project will center on vehicle storage and maintenance. Both projects will work “to increase the efficiency and fidelity of ... operations, including identification, recording, organization, storage, retrieval, and transportation of materiel and supplies,” a DoD press release said. Industry partners for the San Diego-based project are AT&T, GE Research, Vectrus Mission Solutions Corporation and Deloitte. AT&T will use cullar spectrum in the sub-6 GHz and millimeter wave bands, the DoD press release said. Partners at Marine Corps Logistics Base Albany, Ga. are Federated Wireless, GE Research, KPMG and Scientific Research Corporation. The Air Force also recently chose AT&T to provide 5G capabilities at three bases. The DoD is also in the process of choosing vendors for 5G experiments at seven more bases. According to Evans, the first solicitation release and industry day for the Navy and Marines Corps bases in that tranche will come in mid-October using the Navy's Information Warfare Research Project consortium.
