China Cancels High-Level Security Talks With the U.S.

BEIJING — China canceled an important annual security meeting planned for mid-October with Defense Secretary Jim Mattis in Beijing, saying a senior Chinese military officer would not be available to meet him, an American official said on Sunday.

The decision to withdraw from the high-level encounter, known as the diplomatic and security dialogue, was the latest sign of bad blood between China and the United States, and capped a week of tit-for-tat actions by both nations as they settled into a newly chilly relationship.

The cancellation of the dialogue, an event that China until recently had advertised as a productive way for the two sides to talk, showed how quickly the tensions over an escalating trade war have infected other parts of the relationship, particularly vital strategic concerns including Taiwan, arms sales and the South China Sea.

A senior American foreign policy official summarized the administration's attitude to China last week, telling a crowd at the celebration of national day at the Chinese Embassy in Washington that the United States was intent on competing with China — brittle language that is usually absent from formal events.

    Taufkirchen/Germany, May 28, 2020 – As part of the modernization of all NATO's IFF identification systems (IFF = Identification-friend-or-foe) to the new "Mode 5" standard, sensor solution provider HENSOLDT is equipping the Air Force's 90 Tornado fighter aircraft with its Mode 5-capable LTR 400 transponder. An initial order for the delivery of 42 devices worth several million euros has been placed by Panavia Aircraft GmbH - the industrial consortium for the development of the Tornado; the conversion of over one hundred further platforms of the German Armed Forces is planned. As early as October 2019, the additional qualifications required for the LTR 400 transponder system to be installed on the German Tornado at equipment level were successfully completed and the relevant documents handed over to Airbus Defence and Space (ADS). Subsequently, during the test flights carried out by ADS in Manching at the end of 2019, the performance requirements for the IFF system as specified by the responsible military technical service (WTD-61) were verified The IFF technology is of central importance for all military operations. Based on automated electronic signals, it ensures that the armed forces can recognize friends who respond with the correct signal when contacted and identify potentially hostile vehicles who do not. All NATO countries are mandated to migrate to the new Mode 5 standard IFF, which uses advanced cryptographic techniques to secure systems against electronic interference from the enemy. This is important when armed forces operate together, as ensuring that crews of land, air and naval forces can reliably identify their allies is one of the most important ways of preventing so-called "friendly fire" incidents. The LTR 400 transponder is qualified for all flying platforms of the German Air Force and Army and is in use on all Airbus military helicopters.     China’s WJ-700 Armed Reconnaissance Drone Completes Maiden Flight

    China's new WJ-700 high-altitude, long-endurance and high-speed armed reconnaissance drone successfully completed its maiden flight earlier this week. The “rare type” drone is capable of executing both attack and reconnaissance missions in China, according to a statement the Third Academy of the state-owned arms firm China Aerospace Science and Industry Corp (CASIC) sent to the Global Times. First unveiled at Airshow China in 2018, the WJ-700 is expected to have a maximum take-off weight of 3,500 kg, with a maximum endurance of 20 hours. It is capable of performing air-to-surface precision strikes in multiple situations such as stand-off ground attacks, anti-ship, and anti-radiation attacks, the statement said, noting that it will “create a new pattern for drone combat.” China wants to begin selling the drones to domestic and international market needs in the next five to 10 years. Compared to other popular drones, the distinguishing characteristic of the WJ-700 is its large size, meaning it has an outstanding payload capacity that allows it to carry larger munitions like anti-ship missiles and stand-off weapons that enable the drone to launch attacks from outside of an enemy anti-aircraft fire coverage zone, Wei Dongxu, a Beijing-based military expert, said. Key tactical and even strategic battlefield hubs, including radar installations, warships and command centers could be targets of the WJ-700, analysts said. The WJ-700 could deliver diverse combat missions in high-threat battlefield environments with its precision combat and wide-area reconnaissance and surveillance capabilities.
