Canadian companies eligible for UK – US International Space Pitch Day (deadline Aug 19)

An email was recently circulated from the U.S. Embassy in Montreal regarding a new competition jointly organized by U.S. and the UK called the International Space Pitch Day that is open to “space entrepreneurs” around the world.

The registration questionnaire deadline for the International Space Pitch Day is Wednesday, August 19, 2020 7:00 a.m. EDT (12:00 p.m. BST). Proposals must then be submitted by 7:00 a.m. EDT (12:00 p.m. BST) on Wednesday, September 2nd, 2020.

The International Space Pitch Day is a joint U.S. – UK initiative that aims to find, fund and fast-track innovation and technology that gives advantage to military operations in space. The competition is open to innovators from all over the world and delivered through the UK Defence and Security Accelerator (DASA). The endeavour is jointly funded by the UK's Defence Science and Technology Laboratory (Dstl), Royal Air Force and the U.S. Air Force. A grand coalition of Dstl, DASA, Royal Air Force, UK Strategic Command, the U.S. Air Force, U.S. Space Force, and the North Atlantic Treaty Organisation (NATO) has been assembled to find, fund, and fast-track the best ideas from start-up innovators to the front line.

The competition is seeking solutions to six challenges set by the U.S. and UK Space teams:

Visualisation of key events and information for combined space operations with allies and commercial partners.
Understanding current satellite systems relevant to the operations of a particular commander.
Understanding the present and potential impact of space weather on users across all domains.
Provision of training against realistic threats and opportunities, incorporating live data, and integrating space across multiple domains.
Enabling common and user-defined operational pictures to support multi-national space domain awareness and command and control.
A verification and comparison tool for Space domain awareness, which can take orbital observation data from a variety of sources and in a variety of formats and produce a single, reliable operational picture.

£800k (approximately US$1M) is available to fund up to 15 proposals, with a maximum value of £53k (approximately US$67k) each. The duration of each of the funded projects is to be no longer than 3 months.

This modification provides for the procurement of 114 F-35 aircraft for Air Force, Marine Corps and Navy; non-Department of Defense (DoD) participants, and Foreign Military Sales (FMS) customers. Specifically the modification procures 48 F-35A aircraft for the Air Force, 20 F-35B aircraft for the Marine Corps, nine F-35C aircraft for the Navy, 12 F-35A aircraft for the government of Norway, 15 F-35A aircraft for the government of Australia, and eight F-35A and two F-35B aircraft for the government of Italy. The above U.S. aircraft quantities are inclusive of fiscal 2019 (Lot 13) plus up aircraft. In addition, this modification adds scope for the Air System Diminishing Manufacturing Sources integration, software data loads, critical safety items, red gear, non-recurring engineering, recurring engineering and the Joint Strike Fighter Airborne Data Emulator. Work will be performed in Fort Worth, Texas (57%); El Segundo, California (14%); Warton, United Kingdom (9%); Cameri, Italy (4%); Orlando, Florida (4%); Nashua, New Hampshire (3%); Baltimore, Maryland (3%); San Diego, California (2%); Nagoya, Japan (2%); and various locations outside the continental U.S. (2%), and is expected to be completed in March 2023. Fiscal 2019 aircraft procurement (Air Force, Marine Corps and Navy); non-DoD participants; and FMS funds in the amount of $7,027,643,109 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This modification combines purchases for the Air Force ($2,812,512,346); Marine Corps ($1,297,487,314); Navy ($612,389,812); non-DoD participants ($2,243,321,947); and FMS ($61,931,690) customers. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. IAP Worldwide Services Inc., Cape Canaveral, Florida, is awarded an $84,573,278 modification (P00058) to a previously awarded firm-fixed-price, cost-reimbursable contract (N00019-15-C-0120). This modification exercises an option to provide logistics services in support of the E-6B aircraft and the requirement for parts industry management and support equipment maintenance for the E-6B Take Change and Move Out and Airborne Command Post aircraft. Logistics support to the aircraft weapon system as well as systems engineering, associated support sites, and supporting organizations. Work will be performed in Oklahoma City, Oklahoma (70%); Bellevue, Nebraska (10%); Fairfield, California (10%); and Patuxent River, Maryland (10%), and is expected to be completed in November 2020. Lockheed Martin Rotary Mission Systems, Owego, New York, is awarded a $43,439,773 modification (P00015) to a previously awarded cost-plus-incentive-fee, cost-plus-fixed-fee contract (N00019-18-C-1066). This modification increases the scope and ceiling of the contract to provide electronic warfare capability development and integration in support of the design, development, and integration of the advanced digital receiver/processor upgrade to the existing E-2D AN/ALZ-217 electronic support measures receiver/processor, active front end, and receive antenna weapons replaceable assemblies. Work will be performed in Owego, New York (99%); and Clearwater, Florida (1%), and is expected to be completed in September 2023. The Whiting-Turner Contracting Co., Greenbelt, Maryland, is being awarded a $30,464,008 firm-fixed-price task order (N62473-20-F-4023) under a multiple award construction contract for an applied instruction facility, a training facility, and site utility infrastructure at Naval Base Coronado, California. The work to be performed provides for construction of two facilities and utilities infrastructure to support the Special Operations Forces Naval Special Warfare Center Advanced Training Command mission to train Maritime Special Operations Forces to meet operational requirements. The options, if exercised, provide for recycled water plumbing, additional parking area with permeable pavers, exterior trellis structures, additional floor area for the training facility, aircraft fuselage trainer and concrete pads and helicopter training fuselages. Fiscal 2019 military construction (Defense-wide) contract funds in the amount of $30,464,008 are obligated on this award and will not expire at the end of the current fiscal year. Three proposals were received for this task order. Naval Facilities Engineering Command Southwest, San Diego, California, is the contracting activity (N62473-17-D-0822). Jopana Technologies Inc.,* Oxnard, California, is awarded an $11,474,563 firm-fixed-price, cost-plus-fixed-fee, cost reimbursable, indefinite-delivery/indefinite-quantity contract.     Raytheon wins pair of Air Force and Navy IT contracts

    Andrew Eversden WASHINGTON — Raytheon's intelligence and space business announced Wednesday it was awarded a five-year basic ordering agreement for software services by LevelUP, a U.S. Air Force software factory. The award to the defense giant comes after the company announced a $70 million contract for submarine communications sustainment with the Navy. A Raytheon spokesperson was unable to provide a contract value for the Air Force deal. According to Raytheon, the basic ordering agreement will be the “primary avenue” for the Air Force's Platform One system, which serves as the service's primary platform for software development. The deal also impacts the development of the Advanced Battle Management System, the Air Force's platform to enable the Joint All-Domain Command and Control concept. “To combat increasingly fast, capable and agile threats, we must be able to deliver services within hours, or even minutes,” said David Appel, vice president of defense and civil solutions for space and C2 systems with Raytheon Intelligence and Space. “This agreement provides an avenue for the Air Force to achieve that. We're now positioned to rapidly deliver agile cyber solutions to the Air Force and the Department of Defense.” The Air Force decided to create the LevelUP factory after its work developing U.S. Cyber Command's Unified Platform, the combatant command's first major weapons system. The Air Force wanted the factory to help other components with similar software projects. Submarine communications Meanwhile, below sea level, Raytheon was awarded a $70 million contract to provide sustainment services to Navy submarines, the defense giant announced Dec. 1. Under the five-year, indefinite delivery, indefinite quantity contract, Raytheon will provide test, inspection, evaluation and restoration services of Submarine High-Data Rate, or SubHDR, mast components. SubHDR connects submarines to the Defense Department's Global Broadcast Service, a network that allows for one-way communication of data and video files. The SubHDR systems relies on a special mast antenna that connects the subs to networks above the sea. The Global Broadcast Service relies on the Milstar satellite constellation and Defense Satellite Communication System.
