Bulgaria issues request for proposals for fighter jets

SOFIA (Reuters) - Bulgaria has sent a request for proposals (RFP) for 16 new or used fighter jets to replace its aging Soviet-designed MiG-29s to seven countries, the defense ministry told Reuters on Wednesday.

The Black Sea country, which joined NATO in 2004, has called for bids to supply aircraft from the United States, Portugal, Israel, Italy, Germany, France and Sweden.

Last month Bulgaria’s parliament approved a plan to buy the jets. It plans to acquire them in two equal stages as part of efforts to improve its compliance with NATO standards.

Some 1.8 billion levs ($1.08 billion) will cover the first eight aircraft, as well as ground handling, team training and three years of initial integrated logistics support.

Potential suppliers include Boeing’s F/A-18 Super Hornet, Saab’s Gripen, Dassault’s Rafale and Lockheed Martin’s F-16 or Eurofighter, the ministry said. Sofia is asking manufacturers to provide bids by October 1.

The ministry has called for bids for new or used jets from the United States (F-16 and F/A-18 Super Hornet), France (Dassault Rafale) and Sweden (Gripen C/D) as well as new jets from Germany (Eurofighter 3 Tranche) and used planes from Portugal (F-16), Israel (F-16) and Italy (Eurofighter Tranche 1).

NATO has encouraged its eastern members to develop, buy and operate new alliance equipment.

Some eastern European NATO allies that were once Soviet satellites still rely on Russian-made military jets - two-thirds of Poland’s military equipment dates from the pre-1991 Soviet era, for example.

The question of which warplanes to buy has vexed successive governments in Bulgaria for more than a decade.

Sofia aims to raise its annual defense expenditure to 2 percent of the country’s gross domestic product by 2024.

    Rheinmetall modernizing Puma infantry fighting vehicle and other equipment for NATO spearhead VJTF 2023

    22/7/2019 - Rheinmetall is taking on a key role in equipping the NATO spearhead Very High Joint Readiness Task Force 2023 (VJTF 2023), which will be furnished by the German Bundeswehr. Contracts have now been awarded to a consortium for the “System Panzergrenadier VJTF 2023” project, in which Rheinmetall’s share comes to over €470 million, including value added tax. Work has already begun and is set to continue through to the end of the VJTF readiness phase in 2024. On 11 July 2019, the Federal Office for Bundeswehr Equipment, Information Technology and In-service Support awarded a corresponding contract to ARGE Puma, a consortium consisting of Puma manufacturer PSM Projekt System Management GmbH – a joint venture in which Rheinmetall holds a 50% stake – and Rheinmetall Electronics GmbH. Subcontracting within ARGE will take place shortly. “System Panzergrenadier” links the Puma infantry fighting vehicle – the mainstay of the German Army’s mechanized infantry – with the modular Future Soldier – Expanded System (IdZ-ES) soldier system, in an advanced, network-enabled warfare environment. Included in the “System Panzergrenadier VJTF 2023” package is a comprehensive combat performance upgrade of forty-one Puma infantry fighting vehicles, coupled with additional measures for improving communication between the infantry fighting vehicles and dismounted infantrymen. For Rheinmetall, the total value of this order comes to €258.3 million, including value added tax. The systems will be delivered at the end of 2020/beginning of 2021. Among other things, the package also encompasses complete logistic support of the VJTF Pumas for a period of five years, i.e. spare parts, special tools and spare parts logistics. Also included is a new generation of digital radios for the infantry fighting vehicles as well as integration of the MELLS multirole light guided missile system, significantly expanding the capabilities spectrum of Puma. New daylight and thermal imaging cameras and a colour display feature in the upgrade too. Optimized day and night vision will increase the range of reconnaissance, while simultaneously widening the crew’s field of view. Furthermore, new training resources will enable the unit to train in a highly realistic manner. Closely linked to the hardware of the new optronic systems and monitors for the infantry fighting vehicles is the contract for development of the “Vision Enhancement, Chassis”, which is already underway. Including value added tax, it represents sales of €67.2 million, including value added tax. Furthermore, Rheinmetall is equipping the mechanized infantry companies of the VJTF 2023 with “TacNet”, its battle management system (BMS). In addition, an initial lot of ten platoon versions of the “Future Soldier – Expanded System” soldier system will be brought up to modern VJTF 2023 standard. Improved communication between the Puma crew and the dismounted infantry section will result in a continuously updated, uniform common operational picture. This way, Rheinmetall gives mechanized infantry a command-and-control capability that extends from the company commander to the individual rifleman on the ground. These modernization moves will mean incoming orders for Rheinmetall worth €146.5 million, including value added tax. “System Panzergrenadier VJTF 2023” substantially enhances the fighting strength of the VJTF 2023. At the same time, Rheinmetall views these measures as a template for further modernization and digitization of the Bundeswehr. Modernizing the command and control capabilities of complete mechanized infantry companies and bringing the IdZ-ES up to VJTF 2023 standard involves modifying the hardware and software. Dispensing with the “electronic backbone” is one key innovation. Others include advanced new radio systems for dismounted troops and infantry fighting vehicles, which result in improved command capabilities as well as enabling secure transmission of large amounts of data. During development of the new vision systems and their integration into the Puma, an initial lot of five sets of prototype assemblies will be fabricated and integrated into five standard vehicles. These tasks are to be complete by 2021. Verification will then take place at the Bundeswehr’s technical centres by 2023. Furthermore, digitization of the vision technology will proceed in tandem with implementation of NATO Generic Vehicle Architecture (NGVA) in the Puma. It forms the foundation for the future sensor-to-shooter nexus. Already underway, the networking of sensors and effectors in individual vehicles will soon enable the networking of sensors and effectors in entire units and formations.     December 9, 2019 - Saab has received an order for components and subsystems for full rate production systems for the US Marine Corps Ground/Air Task Oriented Radar (G/ATOR), which has the US designation AN/TPS-80. The initial order value is USD 31.9 million and the contract includes options for additional systems over a five-year period. G/ATOR provides the US Marine Corps with capability for air surveillance, air defence, and ground weapon locating missions in one single ground-based radar solution. Saab received the order from Northrop Grumman Systems Corporation, who is the prime contractor for G/ATOR to the US Marine Corps. Saab’s order includes options for additional sets of assemblies and associated spares. Deliveries are anticipated to take place between 2020 and 2024. “We look forward to continue strengthening the next generation US radar programme with our radar expertise and to further deepen our collaboration with Northrop Grumman Systems Corporation as part of the G/ATOR delivery team,” says Anders Carp, Senior Vice President and head of Saab’s business area Surveillance.     Spirit selected to lead MOSQUITO uncrewed fighter development

    Thursday, 28 January 2021 Autonomous ‘loyal wingman’ aircraft create the opportunity to expand, diversify and rapidly upgrade combat Air Forces in a cost-effective way - so the UK has committed funding for a new prototype. The UK’s first fleet of uncrewed fighter aircraft is one step closer to reality following a £30-million contract to design and manufacture a prototype in a three-year deal supporting more than 100 jobs in Belfast. The uncrewed combat aircraft will be designed to fly at high-speed alongside fighter jets, armed with missiles, surveillance and electronic warfare technology to provide a battle-winning advantage over hostile forces. Known as a ‘loyal wingman’, these aircraft will be the UK’s first uncrewed platforms able to target and shoot down enemy aircraft and survive against surface to air missiles. In a boost for Northern Ireland’s defence industry, Spirit AeroSystems, Belfast, has been selected to lead Team MOSQUITO in the next phase of the project. Using ground-breaking engineering techniques, the team will further develop the RAF’s Lightweight Affordable Novel Combat Aircraft (LANCA) concept, with a full-scale vehicle flight-test programme expected by the end of 2023. Northern Ireland Secretary, Brandon Lewis says: "This is fantastic news and underlines the distinct strengths in Northern Ireland’s economy, through its advanced engineering and manufacturing capabilities. This ground-breaking project will involve significant investment which will not only support local employment, but also reinforce Northern Ireland’s contribution to the security of our nation." Team MOSQUITO, which also includes Northrop Grumman UK, will mature the designs and manufacture a technology demonstrator to generate evidence for a follow-on LANCA programme. If successful, Project Mosquito’s findings could lead to this revolutionary capability being deployed alongside the Typhoon and F-35 Lightning jets by the end of the decade.
