Boeing gets U.S. approval to offer F-15EX to India

Boeing will compete with Sweden's Gripen and France's Rafale among others for the Indian air force's plan to buy 114 multi-role aircraft to replace its Soviet-era fleet.

Ankur Kanaglekar, director, India Fighters Lead, Boeing Defense, Space & Security, told reporters discussions on the F-15EX had taken place earlier between the two governments.

“Now that we have the marketing licence it allows us to talk to the Indian Air Force directly about the capability of the fighter. We have started doing that in a small way,” he said, adding conversations were expected to gather pace during the Aero India show next week.

India and the United States have built close defence ties, with the Indian military buying over $20 billion worth of weapons in the last 15 years.

Lockheed Martin is also pitching its F-21 fighter to the Indian air force, offering to build the plane in the country to win the deal estimated to be worth more than $18 billion.

Boeing is bullish on India for both its defence and commercial aviation businesses, even as the COVID-19 pandemic has hit demand for air travel, forcing airlines to first get their finances in order before ordering new planes.

Boeing expects domestic passenger traffic to return to 2019 levels by the end of this year, Salil Gupte, the company's India head said, adding international traffic would return to pre-COVID levels only by 2023.

One of the planemaker's biggest customers is Indian low-cost carrier SpiceJet Ltd, which has a large order for its narrowbody 737 MAX planes.

Boeing on Wednesday got the green light from the European Union Aviation Safety Agency (EASA) to return its 737 MAX planes to service after a 22-month ban and Gupte said it was working to get approvals from the Indian regulator.

Trump is angry that a number of NATO nations haven't met an agreement, reached five years ago, to spend two per cent of their annual Gross Domestic Product on defence. But that GDP yardstick has been rendered almost meaningless this year as the tiny nation of Bulgaria has joined the U.S. super power as being one of NATO's top military spenders. Bulgaria's GDP is so small that by purchasing eight F-16 fighter jets in a one-time outlay of $1.5 billion, the country will now be spending 3.25 per cent of its economic output on its military. Only the U.S., which spends 3.4 per cent of GDP on defence, is higher. Using the GDP measurement means that Estonia, which has one of the smallest navies in the world with four ships, has reached the NATO gold standard of two per cent. Canada, which spends more than 20 times the amount in actual dollars on its military, is viewed as a NATO deadbeat. For that reason, both Conservative and Liberal governments have pushed back on the GDP measurement, which was agreed to by NATO nations at a summit in Wales in 2014. Prime Minister Stephen Harper, arguably the most supportive leader of the Canadian military that the country had seen in decades, dismissed the notion of reaching that two per cent target, even though Canada signed on to the goal. At the Wales summit, Harper's staff pointed out that reaching the two per cent mark would have required the military's budget to almost double, something that was not fiscally or politically possible. Harper himself had come under fire from defence analysts who pointed out that under his government, the percentage of GDP spent on defence reached almost an all-time low of around 1 per cent. But Harper countered that it's the amount of actual spending and capability of a country's military that matters, not the GDP measurement. Prime Minister Justin Trudeau was essentially using the same argument Tuesday when he met with Trump at the NATO summit. “I think it's important to look at what is actually being done,” with defence dollars, Trudeau said. Canada only spends about 1.3 per cent of GDP on defence. But tabulate the defence dollars actually being spent on the military and Canada ranks an impressive sixth among the 29 NATO nations. The Liberal government's defence policy has promised even more money in the future. Military spending is set to increase from the current $21.8 billion to $32.7 billion in 2026-2027. Trudeau also noted in his meeting with Trump on Tuesday the key role Canada is playing in NATO operations in both Latvia and Iraq. Germany has taken a similar approach to the one used by Canada's Conservative and Liberal governments. It believes the amount of money actually being spent on military forces is more important than measuring it as a percentage of the GDP. Germany has also pointed out it is the second largest provider of troops for NATO operations. Trump is expected to once again criticize Germany for its level of defence spending. But the country does not seem to be in a hurry to make the two per cent goal. Germany currently spends about 1.4 per cent or around $64 billion annually. Earlier this year it told NATO it would reach 1.5 per cent of GDP by 2024. The other issue facing the Department of National Defence and the Canadian Forces related to the two per cent goal is one of capacity. Even if the defence budget was boosted to meet two per cent, the department simply doesn't have the ability to spend that amount of money. Around half the defence budget is for salaries and while the senior military leadership would welcome an increase in the ranks the problem they face is that young Canadians aren't exactly rushing out to join the forces. The military could spend more money on acquiring additional equipment. But a lack of trained procurement staff has been an obstacle standing in the way of even getting approved programs underway. Trudeau's explanation Tuesday about Canada's military spending being on a steady increase seemed to placate Trump, at least for now. The U.S. president responded that he views Canada as “slightly delinquent” when it comes to defence spending. “But they'll be okay,” he told journalists. “I have confidence.     The reboot of the Bradley replacement reminded many on the Hill of past procurement disasters like the Future Combat System. Can the Army exorcise the specter of FCS? By SYDNEY J. FREEDBERG JR. CAPITOL HILL: “This is the Army's third attempt at replacing the Bradley,” the grim-faced chairman of defense appropriations, Rep. Pete Visclosky, warned Army officials last week. “We've been told, time and again, that this time it is different.... but the first large acquisition program that has come out of the Army Futures Command has fallen flat. You do need to convince this committee today that our continued support of modernization will eventually be a good investment.” At three hearings in the last two weeks, members of the House bombarded Army leaders with questions about the Optionally Manned Fighting Vehicle, the semi-robotic replacement for the Reagan-era M2 Bradley. The Army cancelled its original competition after every vendor either dropped out or failed to meet requirements, then rebooted OMFV on a new, less rushed schedule that began with humbly seeking industry's input on what was actually possible. “We learned early on this program [that] there was confusion over the requirements,” the Army Chief of Staff, Gen. James McConville, told appropriators. With the new approach of listening assiduously to industry, he said, “we think we can save time up front and get the vehicle we need...and have requirements that we know industry can meet.” That was met with some skepticism. “That sounds great, general, but I wonder why we didn't start this process, you know, a long time ago,” replied the panel's ranking Republican, Rep. Ken Calvert. “What happened?” “I think what happened, Congressman, is we have learned,” said McConville, not quite answering the question. “We are learning with industry. We're learning with our acquisition folks who are used to doing it the old way, where we spent [10-14 years] developing requirements [and] a system, and then investing a lot of money in it, and finding out at the end we didn't get what we wanted. So, we are stopping early and we are redefining the way we do the process to encourage innovation.” So what's the new schedule? That's the question Rep.     By: Joe Gould WASHINGTON ― The Democratic-controlled House passed a $985 billion appropriations package for fiscal 2020 that aims to fund national security at $17 billion less than the White House requested, end the post-2001 war authorizations after eight months, pull military support in Yemen and defund the W76-2 nuclear warhead. The vote was 225-203, with seven Democrats voting with the Republican minority. Zero Republicans voted for the bill. It's a salvo from Democrats in FY20 budget negotiations with the GOP-controlled Senate and White House, and the White House has threatened that President Donald Trump would veto the massive bill. Beyond the above provisions and others, the administration strongly objected to language meant to block Pentagon funds being applied to a wall on the southern border. The threat foreshadows pushback from the Senate and the White House, in part because both advocated for a $750 billion national defense budget, while the House-passed bill is consistent with a $733 billion national defense budget. (The House bill would fund the Pentagon alone at $8 billion less than the White House request.) The four-bill “minibus” contained the two largest of the 12 annual appropriations bills; the Labor, Health and Human Services, Education, and Related Agencies bill and the Defense bill. For the defense, it totaled $645.1 billion in base-defense funding, and $68.1 billion in the budget-cap-exempt wartime funding account. House Appropriations Committee Chairwoman Nita Lowey, D-N.Y., emphasized the package's investments outside the Pentagon, including a 4 percent increase in State Department funding. “This bill rejects the administration's unacceptable budget request and irresponsible policies and, rather, strives to uphold many bipartisan congressional priorities,” Lowey said when the bill was introduced. “America's foreign policy is strongest when diplomacy, development and defense are well-funded and equally prioritized, as many of today's global challenges cannot be addressed by military intervention alone.” Republicans have opposed the minibus as an empty exercise because Congress lacks a bipartisan deal to ease spending caps and avoid across-the-board sequestration cuts. Nor does the bill contain border wall funding sought by conservative Republicans. “Moving these bills as-is is a wasted opportunity because the bills are far from what the president has requested and will support,” said the House Appropriations Committee's ranking member, Rep. Kay Granger, R-Texas. “Defense spending does not meet the request while nondefense spending greatly exceeds the request in current levels. This could lead to a veto and another government shutdown, something both [parties] agree would be devastating ― in addition to these funding concerns.” The White House issued a veto threat last week that spelled out its objections to provisions in the bill that would end the post-2001 war authorizations after eight months and pull military support in Yemen―and because the House parked less defense spending in the budget-cap skirting war fund. The language surrounding the authorization for the use of military force, Granger said, could jeopardize the Pentagon's ability to conduct military operations worldwide. “It's a bad policy that will force the DoD to unwind counterterrorism operations overseas if the Congress and the president cannot agree on a new authorization,” she said. To avoid another government shutdown, 12 appropriations bills must pass Congress and get the president's signature by Oct. 1. Negotiations between the White House and lead lawmakers on a deal to ease budget caps has been ongoing, according to a statement last week by Senate Appropriations Committee Chairman Sen. Richard Shelby, R-Ala.. (The Senate Appropriations Committee hasn't yet moved any of its bills.) Another likely sticking point in budget talks with the GOP-controlled Senate and the White House is the minibus' bill's prohibition on the Defense Department spending funds to implement its policy on open transgender service. The vote to approve an amendment that contained the prohibition broke mostly along party lines, 234-183. The amendment targets a March 12 memo that would largely bar transgender troops and military recruits from transitioning to another gender, and require most individuals to serve in their birth sex. The House defeated Republican amendments that would have added back $19.6 million for the W76-2 low-yield submarine-launched nuclear warhead and would have added back $96 million for “conventional missile systems” in the range of the Intermediate-Range Nuclear Forces Treaty. However, it also defeated a Democratic amendment that would have barred funding for research on the Long Range Standoff weapon. The bill was passed out of committee with language to restrict the Pentagon's authority to transfer money between accounts to $1.5 billion ― a response from Democrats to the administration's use of defense funds for Trump's proposed border wall.
