Babcock secures MOD gun system automation contract

October 7, 2019 - Babcock International has secured a three year contract, with two year optional extension, for the Gun System Automation (GSA) 9 in-service support contract with the Ministry of Defence supporting the Royal Navy.

Operating jointly from our South West facilities at Devonport and Portsmouth – specialising in warship support – this contract will provide support for all aspects of GSA9 support including Electro Optical Gunfire Control System (EOGCS), the Electro Optical Sensor Platforms (EOSPs), the Quick Pointing Devices (QPD) and below decks equipment of six Control Consoles, Gun Allocation Subsystem, Gunnery Check Fire System and two Maintenance and Analysis Facilities (MAF).

Through GSA9, Babcock will deliver critical services to the Royal Navy's T45 Destroyers and manage a portfolio of sub-contractors and suppliers.

NAVY General Dynamics Bath Iron Works (BIW), Bath, Maine, was awarded a $126,171,106 cost-plus-award-fee contract for DDG 51 class integrated planning yard services. BIW will provide expert design, planning and material support services for both maintenance and modernization. This contract includes options which, if exercised, would bring the cumulative value of this contract to $719,178,832. Work will be performed in Bath, Maine, and is expected to be completed by January 2024. Fiscal 2019 operations and maintenance (Navy); and fiscal 2019 other procurement (Navy) funding in the amount of $21,022,460 was obligated at time of award, and $4,549,434 will expire at the end of the current fiscal year. This contract was not competitively procured, in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-19-C-4452). (Awarded Jan. 30, 2019) Swiftships LLC,* Morgan City, Louisiana, is awarded a $26,683,722 modification to previously awarded fixed-price incentive contract N00024-18-C-2401 to exercise an option for construction of Landing Craft, Utility (LCU) 1701 and 1702. LCU 1700 will replace the existing LCU 1610 class of amphibious landing craft on a one for one basis. LCU 1700 will be a similarly rugged steel craft which will recapitalize the LCU 1610 capabilities and have a design life of 30 years. LCU 1700 craft will be a highly reliable and fuel efficient heavy lift platform whose capability will be complementary to the faster air cushion landing craft which have a significantly shorter range, smaller payload capacity, no habitability, and operating hour limitations. Kingfisher Systems Inc., Falls Church, Virginia, is awarded a $14,236,278 cost-plus-fixed-fee contract for advanced cyber support services in support of the Marine Corps Cyberspace Operations Group. This one-year contract includes four one-year option periods which, if exercised, would bring the potential value of this contract to an estimated $73,344,685. Work will be performed in Quantico, Virginia. The period of performance of the base period is from Feb. 4, 2019, through Feb. 3, 2020. If all options are exercised, the period of performance would extend through Feb. 3, 2024. Fiscal 2019 operations and maintenance (Marine Corps) funds in the amount of $5,500,000 will be obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via request for proposal N66001-18-R-0011 which was published on the Federal Business Opportunities website and the Space and Naval Warfare e-Commerce Central website, with five offers received and one selected for award. The Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity (N66001-19-C-3406). Northrop Grumman Systems Corp., Military Aircraft Systems, Melbourne, Florida, is awarded $11,654,051 for modification P00068 to a previously awarded cost-plus-incentive-fee contract (N00019-13-C-9999). This modification provides for non-recurring engineering to incorporate the Multifunctional Information Distribution System/Joint Tactical Radio System into the E-2D Advanced Hawkeye aircraft in support of the government of Japan. UPDATE: The contract deductive modification awarded to Gilbane Federal, Concord, California (N39430-15-D-1634) on Jan. 16, 2019, to decrease the value of the contract for the cleaning, inspection and repair of Fuel Storage Tanks 305, 307, and 308 at Defense Fuel Support Point, Tsurumi, Japan, was not signed on that actual date. The modification for $10,966,383 will now be executed Feb. 4, 2019. Work on Tanks 305, 307, and 308 is being removed from the contract by mutual agreement of the parties. This contract provides for services to support all management, personnel and equipment to perform fuels and supply services. Work will be performed at Joint Base Andrews, Maryland, and is expected to be completed by Feb. 29, 2020. This award is the result of a competitive acquisition and five offers were received.     How DoD is getting serious about artificial intelligence

    By: Mark Pomerleau Pentagon leaders have tapped Air Force Lt. Gen. Jack Shanahan to serve as the head of a new center that will focus on the use of artificial intelligence in the Department of Defense, multiple officials confirmed to C4ISRNET. Shanahan's move to JAIC was first reported by Defense One. The appointment is part of a series of moves by the Department of Defense to get serious about the broader adoption of artificial intelligence as competitors make significant investments in the technology. Despite several efforts to use advanced algorithms and AI throughout the department, the Pentagon is creating the Joint Artificial Intelligence Center (JAIC) to synchronize these efforts and accelerate the delivery of AI capabilities. “Other nations, particularly China and Russia, are making significant investments in AI for military purposes,” Dana Deasy, the Defense Department's chief information officer, wrote in testimony to Congress Dec. 11. “These investments threaten to erode our technological and operational advantages and destabilize the free and open international order. The Department of Defense, together with our allies and partners, must adopt AI to maintain its strategic position, prevail on future battlefields, and safeguard this order.” Deasy, to date, has led JAIC and spearheaded the Pentagon's AI efforts. But Shanahan is expected to assume that mantle. Shanahan has been leading Project Maven, which sought to use AI and machine learning to more quickly process full motion video in the fight against ISIS. “Lt. Gen. Shanahan's appointment to run the Joint AI Center is a clear sign that DoD is taking artificial intelligence seriously,” Paul Scharre, senior fellow and director of the Technology and National Security Program at the Center for a New American Security, told C4ISRNET. “Shanahan has a proven track record of delivering success as head of DoD's Project Maven. The institutionalization and expansion of these early efforts into the new Joint AI Center, under Shanahan's lead, will help ensure that DoD is well-positioned to capitalize on the advantages of the AI revolution.” Deasy wrote in testimony that the department's AI approach has been directly influencing by Project Maven, which “has been successful in identifying and beginning to address key challenges with integrating AI into operations and has put in place an initial set of data, tools, and infrastructure for AI delivery, as well as initial templates for acquisition, testing and evaluation, operational assessment, and more.” The center will work to develop capabilities in the near-term while also complementing the efforts of the undersecretary for research and engineering in longer-term efforts, Deasy said. Deasy added that these efforts fall into two categories: national mission initiatives (NMI) and component mission initiatives (CMI). National initiatives are pressing operational or business reform challenges identified either from the national defense strategy's key operational problems or those identified by a specific military leader. These initiatives are completed by cross functional teams, made up of JAIC personnel and subject matter experts from across DoD on a rotational basis, Deasy said. CMIs are component level challenges, as opposed to larger national and strategic issues, that can be solved through AI. While the components will be responsible for identifying and implementing organizational structures to complete their projects, Deasy wrote that the AI center will help them identify, shape, and accelerate their AI deployments through the use of common tools, libraries, the cloud, best practices and partnerships with industry and academia. Currently, JAIC has about 35 staff members working on designing the initiatives, Rory Kinney, principal director for deputy chief information officer, information enterprise at DoD, said at an AFCEA-hosted event Dec. 4. Kinney added that the behind-the-scenes infrastructure for AI requires a software factory and equipment that allow these algorithms to learn. “There's got to be machine learning environment as well as a development environment together,” he said. “The intent is to take that secure DevOps solution set, embed it in JAIC, make it standardized within JAIC and generate that factory and that development.” Personnel in the CMIs and NMIs will be able to use the factories with the intent to standardize on it making it more interoperable and scalable, he added.     Missile Defense Agency picks 2 vendors for hypersonic weapon tracking sensor prototypes

    Nathan Strout WASHINGTON — The Missile Defense Agency selected two companies to build prototype sensors capable of tracking hypersonic weapons from space. L3Harris and Northrop Grumman will create the prototypes for the agency's Hypersonic and Ballistic Tracking Space Sensor. L3Harris won a $122 million award Jan. 14, while Northrop Grumman received a $155 million award Jan. 22. In tandem with the Space Development Agency's tracking layer, the HBTSS constellation is the Pentagon's answer to hypersonic weapons, which are too dim to effectively track with current sensors in geostationary orbit and can potentially avoid terrestrial sensors. The constellation will be closer to the planet's surface in low Earth orbit, allowing sensors to more easily see the dimmer threat. However, being closer to the Earth's surface results in a far narrower field of view for each satellite. In order to get worldwide coverage, the Pentagon is pursuing a proliferated constellation made up of dozens of satellites. SDA's tracking layer satellites will initially pick up a threat, with each satellite tracking the weapon and then passing off custody to the next satellite as the weapon leaves its field of view. Ultimately, the threat will be passed on to the more sensitive HBTSS, which can provide targeting data. “The combination of high speed, maneuverability and relatively low altitude of some of the emerging advanced missile threats makes them challenging targets for our current missile defense systems,” the agency said in a statement. “HBTSS is needed, since we cannot populate the Earth and the oceans with terrestrial radars to meet this need. The ‘birth-to-death' tracking that HBTSS can provide when integrated with terrestrial sensors will make it possible to maintain custody of missile threats from launch through intercept regardless of location.” Four companies were in the running to build the new HBTSS prototypes, but MDA stated on Jan. 22 that L3Harris and Northrop Grumman will be the two moving forward into the on-orbit prototype demonstration. The other transaction authority contracts covers the prototypes through launch and early on-orbit testing.
