    New Spy Drone Flies Non-Stop for a Month

    Airbus's Zephyr solar-powered drone flew for 25 days straight during a test-flight over Yuma, Arizona beginning on July 11, 2018. The flight represented a record for aircraft endurance, breaking the previous 14-day record also set by a Zephyr back in 2015. The long flight has big implications for military surveillance. Drones like Zephyr could loiter over a low-intensity battlefield far longer than current drones can do. The latest high-endurance Reaper drone maxes out at 40 hours in the air. The propeller-driven Zephyr belongs to a class of aircraft known as “high-altitude pseudo-satellites,” or HAPs. Flying as high as 70,000 feet for weeks or even months at a time, HAPs perform many of the same missions that low-orbiting satellites do. “The main HAP applications are in telecommunications and remote sensing, both civilian and military,” Flavio Araripe d'Oliveira, Francisco Cristovão Lourenço de Melo and Tessaleno Campos Devezas wrote in a 2016 paper. Compared to comms satellites, HAPs have the advantages of lower latency and the ability to land for maintenance or reconfiguration, d'Oliveira, de Melo and Devezas explained. For surveillance missions, HAPs unlike satellites can linger over a particular area and could produce images with better resolution, since they fly lower than satellites do. HAPs could be more vulnerable to enemy defenses, however. Where satellites orbit many hundreds of miles over Earth, beyond the reach of most conventional weaponry, Zephyr — so far the only HAP undergoing realistic testing — attained a maximum altitude of 70,000 feet, well under the ceiling for modern air-defense missile systems such as the Russian S-300. Also, the drone is slow, with a cruising speed of just 20 miles per hour. Zephyr and similar pseudo-satellite drones could be best-suited for operations over lightly-defended territory. In 2016, the U.K. ministry of defense bought three Zephyrs for around $6 million apiece in order to evaluate them for potential use by the military and other government agencies. “Zephyr is a cutting edge, record-breaking piece of kit that will be capable of gathering constant, reliable information over vast geographical areas at a much greater level of detail than ever before,” then-defense secretary Michael Fallon said in a statement. Airbus is still refining Zephyr, in particular its power-consumption. During daytime, the lightly-built solar-powered drone — which features an 82-foot wingspan and yet weighs just 165 pounds — can fly as high as 70,000 feet while also charging its batteries. After the sun goes down, Zephyr runs on batteries ... and slowly loses altitude. During the record-setting Yuma flight, the drone dipped as low as 50,000 feet at night. The challenge for Airbus is to balance weight and power-consumption to produce the optimal flight profile for a particular task. “You have to find the right equation between flying altitude plus battery life, maintaining this or that power,” said Alain Dupiech, an Airbus spokesperson. It's unclear just how long Zephyr could stay aloft under the right conditions. The drone's lithium-ion battery eventually dies, forcing it to land for maintenance. But battery technology is advancing rapidly, driven in part by consumer demand for electric cars, d'Oliveira, de Melo and Devezas wrote. In the short term, a maximum endurance of several months is not inconceivable. But longer flights might not be particularly useful for surveillance and comms missions, Dupiech said. “At this stage, most of those missions are not calling for a year and half up there.” Airbus has scheduled Zephyr's next test flight for October in western Australia. http://warisboring.com/new-spy-drone-flies-non-stop-for-a-month/

    Virtual reality training — for pilots, maintainers and more — expands in 2020

    By: Stephen Losey One of the top priorities of Lt. Gen. Brad Webb, the newly minted head of Air Education and Training Command, will be expanding the Air Force's experiment with virtual reality training. So far, the Air Force has had success with Pilot Training Next, which uses VR, biometrics and artificial intelligence to better teach aspiring pilots how to fly. Webb is eyeing similar technologies, under the name Learning Next, to improve other forms of technical training. This could include teaching airmen how to maintain aircraft, fly remotely piloted aircraft or perform other technical tasks. These programs allow students' education to proceed more at their own pace, since they are based on competency and are not tied to a timetable, Wright said. A student who already has the fundamentals down can skip the basics and go right to what he or she needs to learn. AETC is now in the process of broadening Pilot Training Next, which has been a demonstration, to the next phase of wider experimentation, Webb said. He and Maj. Gen. Craig Wills, commander of the 19th Air Force, are working on plans to expand Pilot Training Next. By next summer, Webb wants to have set up Pilot Training Next elements at several squadrons, though it wouldn't be across all undergraduate pilot training bases. A few classes after that, Webb expects, Pilot Training Next will be expanded to all UPT bases. The Pilot Training Next expansion will likely be done methodically, at one base first, Webb said, though he would not say which base AETC is looking at. “What has happened in our last couple of years with Pilot Training Next has been an explosion, out of the box, of innovation,” Webb said. “Make no mistake, the Air Force wants this inculcated as fast as we can go,” he said. AETC is already in the “nascent stages” of testing VR and other technology-enhanced training for maintenance and other technical training as part of Learning Next, Webb said. Maintenance Next is a particular priority and is happening on an experimental basis at Kelly Field at Joint Base San Antonio-Lackland in Texas, he said, and using VR for RPA training is also proceeding. As the VR pilot training shows, such programs can accelerate in a hurry, he said. Ethics Webb also wants to cultivate an “environment of excellence, professionalism, ethics and character development” during his time at AETC. Webb, who was previously commander of Air Force Special Operations Command, pointed to the ethical clouds that have fallen over parts of the special operations community in recent years. For example, the Navy relieved the entire senior leadership team of SEAL Team 7 earlier this month over what it described as leadership failures that resulted in a breakdown of good order and discipline while deployed. AFSOC took a hard look at itself, Webb said, to make sure it doesn't allow similar lapses to fester. “For a leader, you can never ... talk about core values enough,” Webb said. “If I had to look myself in the mirror from my last command, I can tell you my team knew our mission and vision of priorities backwards and forwards.” But while airmen at AFSOC understood Air Force core values, he acknowledged he didn't always articulate those values in his everyday “walk-around, talk-around” encounters. That can create problems if leaders assume airmen already know about the core values, he said. When a unit starts to feel the pressure from high operations tempos and a lack of resources, Webb said, that “get-'er-done” mentality can lead to bad decisions if airmen don't have a firm foundation of the Air Force core values. “If you don't have a firm foundation, you can go to a dark place with that ... ‘find a way to yes' mentality,” Webb said. “We've got to always talk about professionalism and ethics, and also always talk about our core values. That will be a capstone” of his time at AETC. Webb said he plans to continue with AETC's recent improvements in how special warfare airmen are recruited and trained, which included standing up the new Special Warfare Training Wing and the special warfare-focused 330th Recruiting Squadron.     DOD budget pushing house cleaning pivot to leading-edge technologies: out with the old and in with the new

    Budget has $9.8 billion for cyber security and cyber warfare; $3.2 billion for hypersonics; and $800 million for artificial intelligence (AI) research. THE MIL & AERO COMMENTARY – The 2021 U.S. Department of Defense (DOD) budget proposal is out, and it looks like several years of consistent growth driven by the Trump Administration may be leveling off. A closer look, however, may indicate a pivot to new leading-edge technologies and away from legacy systems. DOD leaders in their fiscal 2021 budget request to Congress, which was released last month, are asking for $705.4 billion, which is down about 1 percent from this year's level of $712.6 billion. Before you conclude that the Pentagon budget has turned flat, however, take a look at where the money's going. First, the bad news: procurement. This is where big-ticket items like aircraft, combat vehicles, and ships get funding. The DOD's procurement budget request for 2021 is $136.9 billion, down nearly 7 percent from this year's level of $147.1 billion. Contained in the DOD budget for procurement, moreover, are aggressive cuts to legacy weapons systems. The U.S. Air Force, for example, will retire 24 RQ-4 Block 20 and Block 30 Global Hawk Battlefield Airborne Communications Node (BACN) unmanned aerial vehicles (UAVs) and Block 30 multi-intelligence aircraft UAVs next year. Related: Army researchers eye fuel cells to provide power for infantry wearable electronics on the leading edge The U.S. Navy, meanwhile, will retire four Ticonderoga-class missile cruisers. The U.S. Army plans to eliminate 13 programs involving munitions, fires, protection, sustainment, mobility, mission command, and cyber programs that no longer are priorities. Additional cuts are expected. Next year the Navy plans no additional purchases of P-8A Poseidon maritime patrol aircraft; the MQ-4 Triton long-range maritime patrol UAV; or the MQ-25 Stingray UAV. The counterweight to these procurement cuts, however, is in the DOD's budget for research, development, test, and evaluation (RDT&E). As procurement spending is going down, the research budget is headed in the other direction. The Pentagon is asking for $106.6 billion, which is up about 1 percent from this year's research budget of $106.6 billion. Revealing is money is going. The DOD next year plans to spend $9.8 billion for cyber security and cyber warfare -- up 81 percent from $5.4 billion this year; $3.2 billion for hypersonics; $1.5 billion for military microelectronics and 5G networking; and $800 million for artificial intelligence (AI) research. Related: The new era of high-power electromagnetic weapons The Pentagon hypersonics budget will pay for research and development initiatives to develop the Army Long-Range Hypersonic Weapon; Navy Conventional Prompt Strike (CPS); and Air Force Advanced Rapid Response Weapon (ARRW). Research money also would include $1.1 billion for the Navy's next-generation frigate; $4.4 billion for the future Columbia-class ballistic missile submarine; and $464 million for two Large Unmanned Surface Vessels. The U.S. Defense Advanced Research Projects Agency (DARPA) is asking for $3.6 billion in 2021, a 3 percent increase from the $3.5 billion the agency received this year. DARPA has asked for $322.7 million for electronics research in 2021 -- a 1.7 increase from the 317.2 million the agency received this year. For sensors research, DARPA is asking for $200.2 million in 2021 -- a 26 percent increase over the $158.9 million the agency received this year. Four Navy cruisers that are at least 30 years ago are heading for retirement. Large, slow, and vulnerable Global Hawk UAVs are to be taken out of service, and Army programs no longer relevant amid today's global threats will be taken off the board. At the same time, enabling technologies considered crucial for today's military needs are on the upswing: hypersonic munitions and aircraft, cyber security and cyber warfare, 5G networking, and artificial intelligence. Perhaps the DOD has been due for a house cleaning like this for a while. Getting rid of obsolescent weapons systems makes sense because they're past the point of diminishing returns. Pumping more money into technologies for tomorrow's battlefield makes sense, too.
