Army tactical network office wants industry info on SATCOM as a service

WASHINGTON — The U.S. Army's tactical network modernization office released a request for information Wednesday for commercial satellite communications as a service.

The RFI, released by Program Executive Office Command, Control, Communications-Tactical, will give the Army tactical network team an improved understanding of existing industry best practices, technological advancements and innovative business models for commercially managed satellites that could replace the operating design of its logistics network, known as the sustainment tactical network.

“We are looking to our industry partners to provide us with inventive approaches to meet our logistics transport capabilities needs,” said Col. Shane Taylor, the Army's project manager for Tactical Network (PM TN), in a press release. “This includes both end item material solutions, as well as what corresponding leasing cost models could look like to enable the Army to maximize capabilities while balancing long-term affordability.”

Commercially managed SATCOM would be an improvement over the standard SATCOM capabilities because currently the Army must purchase all the hardware, software, maintenance and sustainment needs, along with other related capabilities, on independent, standalone contracts, the press release said. With SATCOM as a service, the PEO C3T will procure all the capabilities under a single contract, paying for each leased Very Small Aperture Terminal (VSAT) ground satellite terminal.

"We want to deliver the right STN SATCOM capability at the right price, while keeping current with technology and ahead of obsolescence,” said Lt. Col. Natashia Coleman, product lead for Unified Network Capabilities and Integration. “To do that we need to better understand how and what industry can provide, what their different managed services models would look like, how they could each best support our hardware and support services requirements, and then compare that to the more traditional way we are providing the capability now and determine which would work best.

“Whatever the outcome, taking the time upfront to review all of the options will enable us to deliver the best solution for the Army,” she added.

According to Paul Mehney, communications director for PEO C3T, the program office expects industry to demonstrate their SATCOM as a service capabilities for engineer and operational assessment. Mehney said that the office will consider the companies' ability to provide and maintain terminals, obtain host nation agreements for use of bandwidth, provide a help desk to address network access issues, and technical support to users and VSAT systems.

Mehney also said that the logistics network modernization efforts aligns with increased capacity, resiliency and convergence goals of Capability Set '23, the next iteration of new network tools set to be delivered in fiscal 2023.

“We are looking to incorporate STN design goals as part of CS23 and beyond; providing initial STN elements for CS23 (such as modernized VSAT and Local Transport capabilities) to support CS priorities over time,” Mehney said.

This leadership position is driving sustainable growth, as laid out in the Company's 2018-2022 Industrial Plan Leonardo has signed a contract worth approximately €180M to provide new electronic warfare training equipment for the NATO Joint Electronic Warfare Core Staff (JEWCS). Leonardo was selected in an international competition and will incorporate technology from partners Cobham and Elettronica. The contract was placed by the UK Ministry of Defence as the host nation for NATO JEWCS, which is based at the Royal Naval Air Station (RNAS) in Yeovilton. Equipment will be delivered in tranches over the next 4 years from Leonardo's Electronic Warfare (EW) centre of excellence in Luton, UK. NATO JEWCS is the Alliance agency responsible for the high-tech world of electronic warfare. When NATO forces go on operations, they can expect the enemy to try and disrupt their radars, GPS and communications. Therefore, to train realistically, it is important that NATO Forces experience these effects and practice how to counter them. Part of NATO JEWCS's remit is to improve armed forces training by simulating the effects of an enemy's latest electronic warfare equipment during exercises, creating a ‘hostile environment' in which to train. To deliver the service, NATO JEWCS deploys high-tech EW equipment at training sites around Europe, allowing armed forces to practice their skills in areas such as electronic surveillance and electronic countermeasures while facing true-to-life attempts to disrupt their activity. In delivering this support, it is important that the EW effects being simulated are state of the art, keeping pace with opposing forces' latest tech developments. Leonardo is Europe's leading provider of electronic warfare technology and training and will be providing representative equipment across three domains: air, land and maritime. In the air, highly capable and flexible pod-based EW systems will be supplied for deployment on aircraft, alongside a NATO Anti-Ship Missile Defence Evaluation Facility (NASMDEF). NASMDEF comprises a set of pods that can be installed on aircraft to simulate anti-ship missiles. They allow forces to train in the use of ‘soft-kill countermeasures' which are used to protect ships from incoming threats. Cobham will be Leonardo's principle sub-contractor for these elements. For land and maritime applications, fully ruggedised shelters and vehicles will be provided, equipped with modular and flexible EW simulators, stimulators and jamming equipment. Elettronica will act as Leonardo's principal sub-contractor for these elements. Leonardo's electronic warfare expertise includes designing and manufacturing protective and ISR (Intelligence Surveillance and Recconaisance) equipment for UK and allied aircraft such as the Eurofighter Typhoon and AW159 helicopters, delivering specialist EW training at its Academy in Lincoln and investing in the development of the latest generation of countermeasures such as the anti-IED ‘Guardian' system for troops on the ground and the ‘BriteCloud' decoy for fighter jet pilots. This contract to upgrade electronic warfare equipment is just the latest example of Leonardo's on-going provision of security technology and expertise to NATO. Leonardo is the Alliance's cyber security mission partner, working with the NATO Communications and Information Agency to protect more than 70,000 Alliance users around the world from cyber-attacks. The Company has also provided a significant amount of equipment and support for the NATO Air Command and Control System (ACCS). In October 2018, Leonardo received the NATO Science and Technology Organization's (STO) Scientific Achievement Award for its contributions to the development of a promising new approach to modelling, simulation and training.     Atos accompagne Dassault Aviation dans le développement et la production de la nouvelle version du système vidéo embarqué à bord du Falcon Albatros, futur avion de surveillance et d'intervention maritime de l'aéronautique navale française. Prévu pour une mise en service en 2025 dans le cadre du programme AVSIMAR conduit par la Direction générale de l'armement (DGA), la Marine nationale va acquérir l'Albatros, ce qui contribuera au renouvellement de ses capacités pour la protection et la défense maritime du territoire. Le programme AVSIMAR vise à répond aux enjeux de l'action de l'Etat en mer (lutte contre la pollution et les trafics, surveillance des frontières et des zones exclusives, etc) ; pour cela, l'Albatros est doté d'un système de mission de dernière génération et de systèmes de communication dédiés.
