Another win for Boeing: New Zealand commits to the P-8 with $1.6 billion deal

New Zealand has become the fifth export customer (after Australia, India, Norway and the U.K.) for Boeing's P-8 Poseidon, with a $1.6 billion order for four aircraft.

Announced July 9 by Minister of Defence Ron Mark, the order includes the cost of infrastructure and training equipment.

The aircraft are expected to enter Royal New Zealand Air Force (RNZAF) from 2023 and will replace six Lockheed P-3K2 Orions that have served the RNZAF for more than 50 years.

New Zealand purchased five P-3B Orions in 1966 and acquired a sixth aircraft in 1985.

New avionics led to new designation of P-3K in the late 1980s; they were then given new wings as part of a life extension program in 2000. New radar and digital avionics from 2011 led to the designation P-3K2.

A new title for the Orion fleet was introduced too, the Airborne Surveillance and Response Force.

Always operated by 5 Squadron RNZAF from Whenuapai air base, Auckland, the squadron will operate its P-8As from Ohakea.

Mark says options for a complementary maritime surveillance capability will be included in the forthcoming Defence Capability Plan review, due to be completed by the end of the year.

Smaller manned aircraft, as well as remotely piloted aircraft and satellite surveillance will be considered to complement the P-8s.

The Annual Report of the New Zealand Defence Force shows that last year the existing P-3K2 Orions flew around 120 hours on search and rescue missions and more than 500 hours conducting humanitarian aid and disaster relief work.

    Israel launches first-ever multitier missile defense test

    JERUSALEM — The Israel Missile Defense Organization and the U.S. Missile Defense Agency for the first time demonstrated a multilayered air defense system using the Iron Dome, David's Sling and Arrow weapon systems in a recent series of tests. “Using this approach, a variety of threats may be identified and intercepted via full coordination and interoperability between the systems,” Moshe Patel, the head of IMDO, said Monday. The organization falls under the purview of the Ministry of Defense, whose minster, Benny Gantz, praised the “development of a multilayered air defense system [that] secures us from threats near and far.” The Iron Dome system has been used against rockets and other threats for the last decade, and joint development with the U.S. has supported the Arrow and David's Sling programs. Israel delivered the first of two Iron Dome batteries to the U.S. Army earlier this year. The Israeli tests, which took place within the last few weeks but were announced Dec. 15, saw the systems deploy against cruise missile, UAV and ballistic missile targets. While Israel said the results of the tests will enable industry engineers to evaluate and upgrade the capabilities of the system, the wider context is that the announcement comes amid tension with Iran as well as improved relations between Israel and a number of Gulf states, according to experts. “U.S.-Israel cooperation on multilayered missile defense technologies continues to advance and is a critical factor in ensuring Israel can defend itself from a diverse array of threats posed by Iran and its proxies,” said Dan Shapiro, a visiting fellow at the Institute for National Security Studies, who served as U.S. ambassador to Israel in the Obama administration. Jonathan Schanzer, senior vice president for research at the Foundation for Defense of Democracies, said the ability of Israel's Iron Dome system to hit guided munitions is significant, “particularly as Iran increasingly seeks to arm its terrorist proxies with weapons that [have] evasive qualities. Has Israel developed tech to counter Iran's lethal precision-guided munitions effort? It certainly seems so.” The changing geopolitical environment in the region — particularly improved Israeli relations with Bahrain and the United Arab Emirates in recent months — is important, according to Udi Evental, a colonel in Israel's reserve-duty service and a senior fellow with the Institute for Policy and Strategy at the higher-education institution IDC Herzliya. “The normalization process opens new opportunities both for Israel, Arab states in the Gulf and the U.S.,” Evental said. “Israel might be able to deploy sensors and other means closer to Iran in a way that could offer more and better interception opportunities. ... The U.S. could lead the command and control of such an architecture and integrate into it some American assets as well.” Dan Feferman, a former strategic planner with the Israel Defense Forces and a fellow at the Jewish People Policy Institute, pointed out that “Iran spent a lot of money developing [its strike] capabilities. So [Israel] is testing [its weapons systems] out, and it is an attempt to show Iran and its proxies that [Israeli] capabilities will soon be neutralized and they might as well not bother trying.” In addition to challenging the effectiveness of Iran's regional strategy, the tests also serve as a model for how Israel's neighbors can enhance their own defenses against Iranian threats, according to Shapiro, the former U.S. ambassador to Israel. The tests, he explained, serve as “a source of deepened Israeli-Arab security coordination.” Gulf states could benefit from Israel's defense capabilities, especially in light of the drone and cruise missile attack on Saudi Arabia's Aramco facility in September 2019. Israel's MoD said the drill was in the works for a year, indicating that the planning came after the attack in Abqaiq. Shapiro's colleague, Yoel Guzansky, added that recent reports noted one Gulf state is interested in buying air defense technology from Israel. He also described the Abqaiq attack as a motivator for the recent tests. “For years, cruise missiles were a problem that had to be addressed: Like drones, they fly at low altitudes.” Patel indicated that any cooperative program like David's Sling and Arrow must be approved by the U.S. to market and export to Gulf customers. But Israel has more independence when it comes to Iron Dome, despite Raytheon's involvement in the system's U.S.-based manufacturing. Although it's too early to assume much, he said, “there is a lot of advantage like sharing information and sensors in those countries because we have the same enemies and launchers and more — but it is too early. We begin to build our defense cooperation; this could be considered in the future.” Israel's MoD said the tests indicate the systems are capable of simultaneously intercepting threats. Rafael Advanced Defense Systems is the prime contractor for the development of the David's Sling weapon system, in cooperation with the Raytheon. Israel Aerospace Industries' Elta Systems subsidiary developed the Multi-Mission Radar, and Elbit Systems developed the Golden Almond battle management system, both of which were involved in the tests. “When the different systems in the multilayered mechanism are combined, they may face a variety of simultaneous threats and defend the citizens of the state of Israel,” said retired Brig. Gen. Pini Yungman, executive vice president and head of Rafael's Air and Missile Defense Division. The tests were carried out at sea for safety reasons. The Iron Dome has been integrated with Israel's Navy in the form of the C-Dome, which is to be deployed with the service's new Sa'ar 6-class corvettes. Officials said David's Sling can also be used at sea. During the tests, Iron Dome was used to intercept cruise missiles — a new capability for a system that has historically been deployed against unguided rockets, drones and mortars. Israel has generally used Iron Dome against short-range threats around the Gaza Strip and Golan, while Arrow was used for the first time in 2017 and David's Sling for the first time in 2018 against threats from Syria. The Israel Defense Forces also integrated the multitiered system and sensors into a common air picture, tracking threats, sharing data and launching different interceptors with one command-and-control system for the first time. Combining multiple technologies using open architecture and sensors to create a kind of “glass battlefield” digital picture is a technology Rafael has been working on.     Boeing’s big month capped off with hat trick of new contracts

    By: Valerie Insinna WASHINGTON — Boeing is the biggest aircraft manufacturer in the world, but the losses of the joint strike fighter program and Air Force's long range strike bomber still weigh heavily on the company's defense unit, and had prompted some in industry to wonder if the company's days of making cutting edge combat aircraft were numbered. Conventional wisdom held that Boeing needed to win either the Navy's unmanned tanker drone or the Air Force's next-generation trainer aircraft contract to keep its St. Louis, Mo.-based facility building tactical aircraft into the 2030s. a contract for the Air Force's Huey replacement helicopter was seen as out of reach as the service had formerly expressed a preference for sole-sourcing Black Hawks. But in a matter of weeks, Boeing racked up all three contracts, shocking the defense establishment. First came the MQ-25 Stingray award for the Navy's unmanned tanker drone on Aug. 30. An initial $805 million contract covers the design, development, fabrication, test and delivery of four Stingray drones, but Navy acquisition boss James Geurts said the entire program could be worth up to $13 billion for 72 aircraft. “It is a big win on a high-visibility competition/program and gives Boeing a franchise unmanned program,” wrote Roman Schweizer of Cowen Washington Research Group on Sept. 4. Boeing defeated Lockheed Martin and General Atomics to win the program — and that victory allows Boeing to cement its own status as the Navy's premier manufacturer of fixed-wing aircraft. “A Lockheed Martin win would have cemented its position as the builder of ‘next-gen' naval aviation platforms while Boeing would have been relegated to manufacturing fleet workhorses,” Schweizer said in his assessment of the award. “General Atomics would have a been a one-off, but we thought they would been a favorite for a low-cost, low-risk design.” Then on Monday, Boeing won another big competition — this time worth up to $2.38 billion — for the Air Force's UH-1N replacement helicopter. Boeing and Leonardo were immediately obligated $375 million for the initial four MH-139 helicopters, which will be built at Leonardo's commercial AW-139 production plant in Philadelphia. It was huge news for Leonardo, a large Italian defense contractor that had been attempting to break into the U.S. market with a major program for about a decade. But for Boeing, it was still a relatively small aircraft procurement program, with Byron Callan, an analyst with Capital Alpha Partners, writing that there were probably few opportunities for Boeing-Leonardo to sell the MH-139 to other users in the U.S. military. However, Boeing on Thursday won the major opportunity it had been seeking: the Air Force's T-X program. Boeing's clean sheet design beat out Lockheed and Leonardo to win a contract worth up to $9.2 billion. It's likely the actual program will be worth considerably less — Boeing would be obligated a total of $9.2 billion over time if the Air Force decides to execute all options on the contract for 475 training jets, and the services' program of record sits at 350 jets. But its importance to Boeing extends past the award's total contract value. Winning T-X was “possibly critical” for Boeing's St. Louis plant and for its defense business to remain a competitive player in tactical aircraft design, said Callan. “The MQ-25 win helps sustain production at that facility, which now builds F/A-18s and F-15s,” he wrote after the Sept. 27 announcement. “However, the F/A-18 and F-15 lines may end by the mid-2020s. T-X enables Boeing to keep that facility humming and therefore in the hunt for Penetrating Counter Air and other new military aircraft programs.” Analysts like Callan and Schweizer had speculated that Boeing would bid very aggressively to try to win the contract, but the question was whether the company could possibly offer a new purpose-built design at a significantly lower price point than competitors Lockheed Martin and Leonardo, which both proposed aircraft designs already in production and use by foreign militaries. It appears Boeing may have been able to do just that. Richard Aboulafia told Defense News in 2017 that the Lockheed and Leonardo trainers came with a price tag of about $25 million, although both companies were expected to bid lower than that to be competitive. Meanwhile, Jim McAleese of McAleese & Associates pegged the unit cost of Boeing's T-X at an “eye-watering” $19 million, far below the Air Force's $45 million per plane expectation. That low price “establishes an extremely high burden for disappointed offerors of Lockheed or Leonardo” to launch a successful protest with the Government Accountability Office, he stated in a Sept. 28 email, although Lockheed and Leonardo could potentially argue that the Air Force's cost and schedule risk assessments are too optimistic, given that Boeing offered a new airframe. Callan also pointed out that the MQ-25 and T-X wins could be advantageous to Boeing's commercial business. In the past, the defense sector has developed new materials that have later been adapted for use by the airline industry.
