    AIR FORCE United Launch Services, Centennial, Colorado, has been awarded a $967,000,000 other-transaction agreement for the development of a Launch System Prototype for the Evolved Expendable Launch Vehicle program. This award is part of a portfolio of three agreements that leverage commercial launch solutions in order to have at least two domestic, commercial launch service providers that meet National Security Space requirements, including the launch of the heaviest and most complex payloads. This agreement requires shared cost investment for the development of the Vulcan Centaur launch system. Work will be performed in Centennial, Colorado; and Decatur, Alabama, with launch facilities at Cape Canaveral Air Force Station, Florida; and Vandenberg Air Force Base, California, and is expected to be completed by March 31, 2025. This award is the result of a full and open competition. This agreement will be incrementally funded with fiscal 2018 through 2024 research, development, test and evaluation funds totaling a maximum of $967,000,000. Fiscal 2018 funds in the amount of $109,000,000 are being obligated at the time of award. The Launch Systems Enterprise Directorate, Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity (FA8811-19-9-0003). Orbital Sciences Corp., Chandler, Arizona, has been awarded a $791,601,015 other-transaction agreement for the development of a Launch System Prototype for the Evolved Expendable Launch Vehicle program. This award is part of a portfolio of three agreements that leverage commercial launch solutions in order to have at least two domestic, commercial launch service providers that meet National Security Space requirements, including the launch of the heaviest and most complex payloads. This agreement requires shared cost investment for the development of the OmegA launch system. Work will be performed in Chandler, Arizona; Magna and Promontory, Utah; Iuka, Mississippi; West Palm Beach, Florida; Sandusky, Ohio; and Michoud, Louisiana, with launch facilities at Kennedy Space Center, Florida; and Vandenberg Air Force Base, California. The work is expected to be completed by Dec. 31, 2024. This award is the result of a full and open competition. This agreement will be incrementally funded with fiscal 2018 through 2024 research, development, test and evaluation funds totaling a maximum of $791,601,015. Fiscal 2018 funds in the amount of $109,000,000 are being obligated at the time of award. Blue Origin LLC, Kent, Washington, has been awarded a $500,000,000 other-transaction agreement for the development of a Launch System Prototype for the Evolved Expendable Launch Vehicle program. This award is part of a portfolio of three agreements that leverage commercial launch solutions in order to have at least two domestic, commercial launch service providers that meet National Security Space requirements, including the launch of the heaviest and most complex payloads. This agreement requires shared cost investment for the development of the New Glenn launch system. Work will be performed in Kent, Washington; Huntsville, Alabama; and Kennedy Space Center and Cape Canaveral Air Force Station, Florida, with launch facilities at Cape Canaveral Air Force Station, Florida; and Vandenberg Air Force Base, California. The work is expected to be completed by July 31, 2024. This award is the result of a full and open competition. This agreement will be incrementally funded with fiscal 2018 through 2024 research, development, test and evaluation funds totaling a maximum of $500,000,000. Fiscal 2018 funds in the amount of $109,000,000 are being obligated at the time of award. General Electric Aviation, Cincinnati, Ohio, has been awarded a not-to-exceed $250,000,000 indefinite-delivery/indefinite-quantity (IDIQ) contract (FA8650-19-D-2057) for Advanced Turbine Technologies for Affordable Mission-Capability (ATTAM) Phase I. The mission of the ATTAM Phase I program is to develop, demonstrate, and transition advanced turbine propulsion, power and thermal technologies that provides improvement in affordable mission capability. This approach extends to a range of legacy, emerging, and future military propulsion, power and thermal technology needs in multiple applications. Work will be performed in Cincinnati, Ohio, and is expected to be completed by October 2026. This award is the result of a competitive acquisition and 54 offers were received. No specific funds are obligated on the basic IDIQ, although in conjunction with the basic IDIQ award, the first task order (FA8650-19-F-2087) is incrementally funded with fiscal 2018 research, development, test and evaluation funds in the amount of $25,000 at time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity. . DEFENSE LOGISTICS AGENCY US Foods Inc., doing business as US Foods – Lexington, Lexington, South Carolina, has been awarded a maximum $452,617,541 firm-fixed price, indefinite-delivery/indefinite-quantity with economic-price-adjustment contract for full line food distribution support. This was a competitive acquisition with two responses received. This is a two-year base contract with one, one-year option period and one two-year option period. Maximum dollar amount is for the life of the contract. Location of performance is South Carolina, with an Oct. 9, 2023 performance completion date. Using military services are Army, Navy, Air Force, and Marine Corps. Type of appropriation is fiscal 2019 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-19-D-3205). Fairbanks Morse LLC, Beloit, Wisconsin, has been awarded a maximum $33,661,555 firm-fixed-price delivery order (SPRMM1-19-F-LK01) under basic ordering agreement SPRMM1-15-G-0901 for turbochargers. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a stand-alone order with the option to purchase an additional 24 units within 90 days from award. Location of performance is Wisconsin, with a May 11, 2020, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2019 Navy working capital funds. The contracting activity is Defense Logistics Agency Land and Maritime, Mechanicsburg, Pennsylvania. This modification will increase the total ceiling value from $561,200,000 to $725,200,000. The contractor will continue to perform the same effort under the general scope of the TFSC, which includes logistics performance requirements, forward stationing for theater support, logistics information capabilities, post deployment software support, product assurance, safety, missile support, security and engineering services. This modification will also incorporate the International Engineering Services Program and Field Surveillance Program activity. The work will be performed in Huntsville, Alabama; Sunnyvale, California; Grand Prairie, Texas; and Troy, Alabama. The ordering period remains from March 25, 2010, through March 31, 2019. This contract was awarded under the sole-source authority pursuant to Federal Acquisition Regulations 6302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." One bid was solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 9, 2023. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-19-D-0001). NAVY The Boeing Co., St. Louis, Missouri, is awarded $34,889,633 for firm-fixed-price, cost-plus-fixed-fee delivery order N6833519F0436 against a previously issued basic ordering agreement (N00019-16-G-0001). This order procures hardware and retrofit kits/upgrades to replace obsolete components and software in the existing Servocylinder Test Stations and Electro-Hydraulic Valve Test Station for F/A-18 A-F and EA-18G aircraft. Work will be performed in St. Louis, Missouri (50 percent); Chatsworth, California (40 percent); and Naval Air Station North Island, California (10 percent), and is expected to be completed in May 2022. Fiscal 2018 aircraft procurement (Navy) funds in the amount of $34,889,633 are being obligated on this award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Lakehurst, New Jersey, is the contracting activity. Teledyne Wireless LLC, Rancho Cordova, California, is awarded a $7,509,891 firm-fixed-price contract for the repair of the ALQ-99 system in support of EA-6B aircrafts. The contract does not contain a provision for an option quantity. Work will be performed in Rancho Cordova, California, and is expected to be completed by November 2021. Working capital funds (Navy) in the amount of $7,509,891 will be obligated at time of award, and funds will not expire at the end of the current fiscal year. One source was solicited for this non-competitive requirement pursuant to the authority set forth in 10 U.S. Code 2304 (c)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity (N00383-19-C-D002). DEFENSE HEALTH AGENCY Dawson D7, San Antonio, Texas, was awarded a five-year, $15,628,917, firm-fixed-price task order (HT001118C0031) through the Tribally-owned Small Disadvantaged Business participating in the Small Business Administration 8(a) Business Development Program. Place of performance is Falls Church, Virginia. This contract supports the Defense Medical Modeling Simulation Office in the requirements and implementation branch for the development of initial contracting requirements, cost estimates, and research. Services include using the Department of Defense procurement and acquisition process to ensure medical modeling and simulation products align with the services and across the enterprise. The base year of $1,614,917 is being funded with fiscal 2018 operations and maintenance funds. This award is a non-competitive direct 8(a) acquisition.     Technology alliances will help shape our post-pandemic future

    Martijn Rasser There's no question the post-corona world will be very different. How it will look depends on actions the world's leaders take. Decisions made in coming months will determine whether we see a renewed commitment to a rules-based international order, or a fragmented world increasingly dominated by authoritarianism. Whomever steps up to lead will drive the outcome. China seeks the mantle of global leadership. Beijing is exploiting the global leadership vacuum, the fissures between the United States and its allies, and the growing strain on European unity. The Chinese Communist Party has aggressively pushed a narrative of acting swiftly and decisively to contain the virus, building goodwill through ‘mask diplomacy', and sowing doubts about the virus' origin to deflect blame for the magnitude of the crisis and to rewrite history. Even though the results so far are mixed, the absence of the United States on the global stage provides Beijing with good momentum. Before the pandemic, the world's democracies already faced their gravest challenge in decades: the shift of economic power to illiberal states. By late 2019, autocratic regimes accounted for a larger share of global GDP than democracies for the first time since 1900. As former U.K. foreign secretary David Miliband recently observed, “liberal democracy is in retreat.” How the United States and like-minded partners respond post-pandemic will determine if that trend holds. There is urgency to act — the problem is now even more acute. The countries that figure out how to quickly restart and rebuild their economies post-pandemic will set the course for the 21st century. It is not only economic heft that is of concern: political power and military might go hand in hand with economic dominance. At the center of this geostrategic and economic competition are technologies — artificial intelligence, quantum computing, biotechnology, and 5G — that will be the backbone of the 21st century economy. Leadership and ongoing innovation in these areas will confer critical economic, political, and military power, and the opportunity to shape global norms and values. The pre-crisis trajectory of waning clout in technology development, standards-setting, and proliferation posed an unacceptable and avoidable challenge to the interests of the world's leading liberal-democratic states. The current crisis accentuates this even more: it lays bare the need to rethink and restructure global supply chains; the imperative of ensuring telecommunication networks are secure, robust, and resilient; the ability to surge production of critical materiel, and the need to deter and counteract destructive disinformation. This is difficult and costly — and it is best done in concert. Bold action is needed to set a new course that enhances the ability of the world's democracies to out-compete increasingly capable illiberal states. The growing clout of authoritarian regimes is not rooted in better strategy or more effective statecraft. Rather, it lies in the fractious and complacent nature of the world's democracies and leading technology powers. In response, a new multilateral effort — an alliance framework — is needed to reverse these trends. The world's technology and democracy leaders — the G7 members and countries like Australia, the Netherlands, and South Korea — should join forces to tackle matters of technology policy. The purpose of this initiative is three-fold: one, regain the initiative in the global technology competition through strengthened cooperation between like-minded countries; two, protect and preserve key areas of competitive technological advantage; and three, promote collective norms and values around the use of emerging technologies. Such cooperation is vital to effectively deal with the hardest geopolitical issues that increasingly center on technology, from competing economically to building deterrence to combating disinformation. This group should not be an exclusive club: it should also work with countries like Finland and Sweden to align policies on telecommunications; Estonia, Israel, and New Zealand for cyber issues; and states around the world to craft efforts to counter the proliferation of Chinese surveillance technology and offer sound alternatives to infrastructure development, raw material extraction, and loans from China that erode their sovereignty. The spectrum of scale and ambition this alliance can tackle is broad. Better information sharing would yield benefits on matters like investment screening, counterespionage, and fighting disinformation. Investments in new semiconductor fabs could create more secure and diverse supply chains. A concerted effort to promote open architecture in 5G could usher in a paradigm shift for an entire industry. Collaboration will also be essential to avoiding another pandemic calamity. Similar ideas are percolating among current and former government leaders in capitals such as Tokyo, Berlin, London, and Washington, with thought leaders like Jared Cohen and Anja Manuel, and in think tanks around the world. The task at hand is to collate these ideas, find the common ground, and devise an executable plan. This requires tackling issues like organizational structure, governance, and institutionalization. It also requires making sure that stakeholders from government, industry, and civil society from around the world provide input to make the alliance framework realistic and successful. No one country can expect to achieve its full potential by going it alone, not even the United States. An alliance framework for technology policy is the best way to ensure that the world's democracies can effectively compete economically, politically, and militarily in the 21st century. The links between the world's leading democracies remain strong despite the challenges of the current crisis. These relationships are an enduring and critical advantage that no autocratic country can match. It is time to capitalize on these strengths, retake the initiative, and shape the post-corona world.     By: Mark Pomerleau For the first time in recent history, the intelligence community has established a common vision with common operating principles that reaches all of its disparate agencies. “The leaders of the intelligence community about a year ago got together and we – for the first time I can recall – got together and established a common vision for ourselves called IC 2025,” Sue Gordon, principal deputy director of national intelligence, said Aug. 15 at the DoDIIS conference in Omaha, Nebraska. The vision, she said, explains what the community needs to fulfill the IC's mission and how the community must work together. Gordon had previously discussed these priorities during a presentation at the GEOINT symposium in April. The priorities include: ♦ Relying on Automated Intelligence using Machines, or AIM. The IC is establishing an AIM center – in concert with the Department of Defense's Joint Artificial Intelligence Center – to help the community harness the power of technology. Gordon said she prefers the “AIM” lexicon because she is interested in outcomes, not technology. One such outcome is the commitment that no U.S. or allied service member will ever be at a disadvantage on the battlefield because and adversary can make better use of data, she said in Omaha. ♦ Developing the right workforce. Gordon said in April that if the intel community is going to harness the power of machines to use more of the data productively, then they have to invest more in humans. ♦ Developing a comprehensive cyber strategy. Cyber is not a thing, it is a vehicle by which so many imperatives are addressed, Gordon said in April, adding that it includes cyber protection. “If you hear about it in public it's who's in charge. I think that is a total misnomer,” she said. “We really have to address the cyber attack and the cyber posturing that is happening to us every day and help this administration figure out the response we need.” ♦ Creating a modern data management infrastructure. Pursing data without a purpose, Gordon said at the GEOINT symposium, is probably not going to get the community there but not understanding that data management is the key to any of the elements of success they portend will not put efforts in the right area. ♦ Increasing and leveraging partnerships with the private sector. This is an area most all leaders in the defense and intelligence space acknowledge is necessary for success. ♦ Improving acquisition agility. Part of this comes from security clearance reform, she said in April, describing security clearance reform at DoDIIS as one of the existential threats within the IC.
