    Lockheed offers cash to supply chain, use of private jets for COVID-19 fight

    By: Aaron Mehta WASHINGTON — Lockheed Martin, the world's largest defense contractor, announced a series of steps Friday to bolster the defense-industrial base to keep it humming along and to assist in the broader effort against the new coronavirus outbreak. In a statement posted on Lockheed's website, CEO Marillyn Hewson said the company recognizes “that the rapid spread of COVID-19 and its wide-ranging impacts have caused severe disruption across society and tragic loss of life around the world. We also recognize that the global pandemic has created a need for urgent action by government, business, communities and citizens.” “We will do our part to use our know-how, resources, and leadership as a company to assist our communities and our country during this period of national crisis,” Hewson wrote, before laying out a series of moves she called an “initial contribution” to the COVID-19 relief efforts. The company plans to advance “more than $50 million” to small and medium-sized companies in its supply chain to “ensure they have the financial means to continue to operate, sustain jobs and support the economy.” Pentagon officials and outside experts alike have raised concerns about risk to small companies in the supply chain. Lockheed is also dipping into a $6.5 million disaster relief fund to assist employees and retirees who are impacted by the disease, and will donate $10 million to nonprofit organizations involved in outbreak relief efforts, with an emphasis on veteran and military family issues. Additionally, Hewson pledged the use of the company's corporate aircraft and vehicle fleet for the delivery of medical supplies and for logistical support. She also offered the use of company facilities for “crisis-related activities including critical medical supply storage, distribution, and COVID-19 testing, where needed and practical,” as well as the company's technical and engineering skills if states or the federal government require assistance. The company plans to continue recruitment and hiring despite the current economic downturn, using virtual technology and other social distancing tools.     Raytheon-UTC merger wins approval, pending divestitures

    By: Jill Aitoro WASHINGTON — The merger between two defense giants got the green light from the U.S. Department of Justice, under the condition that divestitures already in the works move forward and another piece of business is shed. According to a March 26 announcement from the DOJ, United Technologies Corp. and Raytheon will need to divest Raytheon's military airborne radios business as well as UTC's military global positioning systems and large space-based optical systems businesses in order to proceed with the proposed merger. The divestitures would satisfy a proposed settlement from the department's Antitrust Division of a civil antitrust lawsuit to block the proposed Raytheon-UTC merger. BAE Systems agreed in January to buy Collins Aerospace's military global positioning system business — which is owned by parent firm UTC — for $1.93 billion and Raytheon's airborne tactical radios business for $275 million. “Today's settlement protects the American taxpayer by preserving competition that leads to lower costs and higher innovation in critical military and defense products,” said Assistant Attorney General Makan Delrahim of the Antitrust Division. “The merger, as originally proposed, would have eliminated competition in the supply of military airborne radios and military GPS systems, and would have positioned the merged firm to harm rivals capable of making key components for reconnaissance satellites. These horizontal and vertical concerns are resolved by the Division's structural remedy, which includes the divestiture of three separate business units.” Under the terms of the proposed settlement, the companies need to divest Raytheon's military airborne radios business, including facilities in Fort Wayne, Indiana, and Largo, Florida; as well as UTC's military GPS business to BAE Systems or another approved acquirer. The proposed settlement would also require the divestiture of UTC's optical systems business, including a facility in Danbury, Connecticut, to an approved acquirer.     COVID-19 Stimulus Includes Aerospace And Defense Industry Assistance

    Jen DiMascio President Donald Trump signed a $2.2 trillion stimulus bill into law March 27, aimed at shielding the U.S. economy from damage done by COVID-19-related closures, and that will also provide assistance to the aerospace and defense industry. In addition to giving businesses numerous incentives to retain employees, the act offers $17 billion in loans and loan guarantees to national security contractors such as Boeing, which had appealed to Congress for $60 billion in relief for itself and its suppliers. The Coronavirus Aid, Relief and Economic Security Act does attach strings to the loans, restricting companies that accept the money from share buybacks, making increases to executive compensation and instituting layoffs. In a statement issued March 26, Boeing said its CEO and board chairman are giving up their pay, and that the company is extending its dividend and will pause share repurchasing “until further notice.” The law also provides $10.5 billion in new defense spending – primarily for personnel and operations – along with $2.5 billion aimed at maintaining the industrial base. The act “confirms that there is no risk that fiscal 2020 and prior appropriations would be raided to pay for pandemic response costs,” said Byron Callan of Capital Alpha Partners in a note to investors. But he cautioned that analysts and planners have to factor the changes made by the new law when looking toward budgets for fiscal 2021 and beyond. Another stimulus package is likely to follow in April or May, which may include additional funding for defense, Callan added. Industry groups cheered passage of the act. “We encourage federal government officials and lawmakers to continue to support the aerospace and defense industry through the duration of the pandemic and to ensure sector stability during the economic recovery phase,” said the American Institute of Aeronautics and Astronautics. “The aerospace and defense contribution to the economy on the other side of the COVID-19 crisis will be crucial for restarting and building the economic engine to its pre-crisis momentum.” The legislation offers “tools and incentives” that will provide support to many small businesses and the supply chain, said Eric Fanning, president and CEO of the Aerospace Industries Association. And David Berteau, president of the Professional Services Council, which represents federal government contractors, is looking to the future, saying that as the impact of the pandemic continues, the council will focus on keeping the government working, keeping contractors working and ensuring that contractors and their employees are paid. Lockheed Martin President and CEO Marillyn Hewson made a related announcement about the company's plan to help with COVID-19 relief, saying it will advance $50 million to small- and medium-sized suppliers, donate $10 million to non-profit COVID-19 relief organizations and set aside a $6.5 million relief fund for its own employees.     The Government of Canada is taking strong and quick action to protect our economy, and the health and safety of all Canadians during this global outbreak of the novel coronavirus (COVID-19). We are working with our partners as part of the collective effort to help find solutions to the COVID-19 outbreak: 1. The COVID-19 Challenges Procurement Program: NRC Industrial Research Assistance Program and Innovative Solutions Canada Purpose: This program will post challenges seeking near-to-market solutions from small and medium-sized businesses (fewer than 500 staff) that need financial support from the National Research Council of Canada Industrial Research Assistance Program (NRC IRAP) to refine and sell their product or solution to meet a COVID-19 related need. NRC IRAP works with roughly 8,000 small and medium-sized businesses every year through its cross-Canada network of 255 industrial technology advisors and provides over $300 million in support to more than 3,000 technology development projects annually Through this initiative, the Public Health Agency of Canada (PHAC) and Health Canada (HC) will establish a number of challenges corresponding to needs of health providers to deal with COVID-19 NRC IRAP will partner with Innovative Solutions Canada to launch calls for proposals over the next few weeks to address challenges, fund development of solutions, and buy successful products and services needed to address COVID-19 Together, NRC IRAP and Innovative Solutions Canada will: post the PHAC and HC challenges (Innovative Solutions Canada) award Phase 1 funding to successful small and medium-sized businesses to develop a proof of concept for their solution (NRC IRAP) award Phase 2 funding to the firms with the best concepts so they can develop a working prototype (NRC IRAP) The NRC, PHAC, HC or another federal department or agency will then be able purchase the product for use against COVID-19. Innovative Solutions Canada already has challenges in development, which they will begin posting to their website in the coming days. The NRC will receive $15M to form dedicated teams to address challenges in the areas of greatest research and development (R&D) need in the fight against COVID-19. The NRC Pandemic Response Challenge Program will accelerate the development of diagnostics and medical countermeasures for a rapid front-line response to protect and treat Canadians. This national vehicle will convene the best Canadian and international researchers from academia and small and medium-sized businesses to collectively accelerate R&D to address specific COVID-19 gaps and challenges as identified by Canadian health experts. The Pandemic Response Challenge Program is currently structured around 3 main research areas: Rapid detection and diagnosis Therapeutics and vaccine development and Digital health. Researchers at Canadian and international universities, government departments, colleges, and highly innovative firms with relevant expertise can now register their interest to work with us on these challenges by clicking the Register button below. Funding is available to help cover the costs of research for academic institutions, small and medium-sized businesses, and other eligible recipients participating in the challenge teams. Biomanufacturing capacity at Royalmount: NRC Human Health Therapeutics Research Centre Purpose: This initiative will result in a Good Manufacturing Practices platform to develop and scale up COVID-19 Canadian vaccine and therapy candidates. The NRC Biomanufacturing facility, located in the NRC's Royalmount Avenue building in Montréal, is used to develop and scale up processes to produce biological medicines and is managed by the Human Health Therapeutics Research Centre. As part of its development capacity, the facility is equipped with pilot-scale bioreactors (200 L and 500 L), which will be operationally available to produce up to 100,000 doses of vaccine per month within 6 months once a vaccine suitable for front-line responders is available. A $15 million investment will fund the certification of the facility for Good Manufacturing Practices compliance, and will enable production of material that will be used in humans, particularly for vaccines or therapeutics. This certification can also greatly increase the capacity for candidate vaccines or therapeutics to be quickly rolled out and clinically tested, particularly those originating from Canada. The work to refine and certify quality systems at the facility will include: bringing the existing facility to regulatory standards, installing equipment to expand capacity, and managing information.     Pourquoi le salon de défense Eurosatory a finalement été annulé

    Par Michel Cabirol Comment et pourquoi l'organisateur d'Eurosatory ont pris la décision d'annuler l'édition 2020 du plus grand salon d'armements terrestres au monde. Voici les coulisses de cette décision. C'est bien la mort dans l''me que le Coges a dû annuler l'édition 2020 d'Eurosatory, le plus grand salon international de défense et de sécurité terrestres et aéroterrestres. Car jusqu'à peu la ligne tenue par l'organisateur d'Eurosatory était le déroulement normal du salon, qui aurait été "à l'équilibre" en dépit de quelques annulations d'exposants et de réduction de la voilure (annulation des démonstrations dynamiques...). Toutefois, cette position "n'est plus tenable", estime le Coges dans une note datée du 23 mars que La Tribune s'est procurée. Et de conclure qu'il recommande au bureau exécutif du GICAT l'annulation d'Eurosatory 2020 sans report du salon. Au final, il y avait plus de risques que d'avantages à maintenir le salon. Son annulation ne devrait pas coûter de l'argent au Coges. Ce denrier a dépensé au 24 mars près de 11 millions d'euros dans la préparation du salon. L'organisateur "fait tout depuis un mois pour différer ses engagements de dépense et a cessé tout engagement depuis le passage au stade 3", explique-t-il dans cette note. Il a également souscrit avec une grande sagesse en décembre 2019 une assurance annulation du salon comprenant une extension "maladies infectieuses", à concurrence de 13 millions d'euros sur un budget de dépense estimé à 20,6 millions. Au 30 avril, les prévisions d'engagement pour la préparation du salon doivent d'élever à 14,3 millions. Cela montre "bien tout l'intérêt d'annuler aujourd'hui", estime le Coges, qui devrait s'en sortir relativement bien au contraire du GICAT, qui ne pourra pas percevoir de dividendes. Les raisons de l'annulation Pourquoi Eurosatory ne peut plus tenir ? Après plusieurs annulations de salons comme Dimdex au Qatar (16-18 mars), LAAD Security au Brésil (14-16 avril) et ILA Berlin (13-17 mai), les premières annulations de salons prévues en juin aux mêmes dates que celui d'Eurosatory ont commencé à mettre sous forte pression les organisateurs : Viva Technology (11-13 juin) et Interschutz (salon mondial des pompiers à Hanovre). Mais l'annulation du salon britannique de l'aéronautique de Farnborough, prévu pourtant du 20 au 24 juillet, a été le coup de gr'ce. Mais là n'est pas la seule raison. Au-delà des quelques annulations d'exposants déjà reçues, le Coges recevait de plus en plus d'appels de sociétés exposantes qui ne souhaitaient plus engager de frais de préparation de leur stand et qui s'interrogeaient sur la présence de visiteurs au salon. Par ailleurs, des sociétés étrangères, qui représentent 65% des exposants à Eurosatory, avaient déjà commencé à annuler le transit de leurs matériels. Par ailleurs, le Coges ne recevait plus de demande de badge de visiteurs depuis plusieurs jours. Et en même temps, les fournisseurs qui permettent de réaliser le salon sont "quasiment tous à l'arrêt et auront des difficultés à redémarrer fin avril pour un salon début juin", explique le Coges. Il faut à minima cinq semaines de montage. Enfin, et surtout, le ministère des Armées qui invite les hautes personnalités étrangères venant de tous les pays du monde (240 délégations en 2018 représentant près de 1.000 VIP), a d'autres chats à fouetter en ce moment avec la crise du Covid-19 et le lancement de l'opération Résilience. "Nous sommes en contact avec le ministère des armées qui ne pourra sans doute pas lancer ces invitations dans le contexte actuel", estime le Coges dans sa note. "La tenue du salon en juin 2020 n'est aujourd'hui plus envisageable", conclut-il. La piste d'un report a été écartée Le Coges a étudié un report du salon à la condition de retrouver la disponibilité des exposants et d'un parc d'exposition. Pas facile quand la majorité des exposants sont aussi présents sur d'autres salons de défense dans le monde et très peu sont capables de mener de front deux salons. Des études lancées par le Coges ont trouvé une seule et unique solution : reporter Eurosatory au parc des exposition du Bourget, pendant Euronaval (du 20 au 23 octobre 2020). Mais cette piste a été abandonnée. Car d'une part, les exposants américains qui participent au salon AUSA début octobre risque de faire défaut, selon le Coges. Surtout, une cinquantaine d'exposants, présents sur les deux salons (Euronaval et Eurosatory), ne réaliseront plus qu'un seul stand. Pas sûr que le Gican voyait cette opération d'un bon œil...     All-volunteer cyber civil defence brigade assembles to fight COVID-19 hackers

    Number of online attacks on health care institutions jumped 475 per cent in one month, says one report Murray Brewster Civil defence used to involve air raid wardens, ambulance drivers and rescue teams. That was at the height of the Cold War, and the hot wars of the 20th century that preceded it. These days, it means taking the fight online — against hackers and cyber criminals looking to take down or ransom critical infrastructure, such as hospitals. The COVID-19 crisis has prompted Canadian IT professionals to form an all-volunteer cyber defence team to protect Canada's hospitals, health-care providers, municipalities and critical infrastructure from online attacks during the COVID-19 crisis. The SecDev Group, which has pioneered advanced analytics and cyber safety, has been spearheading the recruitment effort and has asked information technology professionals to step up and provide preventative measures and remedial services. 'Preying on fear' "Hackers are targeting hospitals and health care providers, preying on their distraction, fear and anxiety and their hope for a cure," said Rafal Rohozinski, principal and CEO of the SecDev Group "Posing as public health officials from the World Health Organization, [the] Centers for Disease Control and UNICEF, cyber criminals are flooding hospitals, medical laboratories, vaccine testing facilities, municipalities and critical service providers with phishing emails, forcing some to shut down." Trudeau leaves door open to using smartphone data to track Canadians' compliance with pandemic rules Twelve companies and associations have signed on to the initiative. Together, they plan to set up a secure online exchange to match high-tech professionals — who will volunteer their services free of charge — with agencies and institutions that need help to shore up their cyber protection, or to deal with an intrusion. "It's both a patriotic and public service reflex," said Rohozinski. "If the internet goes down, and in particular if critical institutions that we count on — like hospitals, like cities, like utilities — start to be ransomed or start to go down because of cyber malfeasance, we're all in a lot of trouble." The exchange website is still in the process of being built, but Rohozinski said it will launch within days. Online attacks exploded since pandemic began Across the globe, the number of coronavirus-related attacks on health-care institutions has increased by 475 per cent in just the past month, according to a SecDev Group assessment. At the moment, no Canadian hospitals or institutions have reported being attacked. Rohozinski said there have been signs of trolling by both cyber criminals and so-called "state actors" — including some of the Russian groups identified by U.S. intelligence as being behind the tampering in the 2016 presidential election. The Communications Security Establishment (CSE), Canada's electronic intelligence service, has said it has taken down some fake websites that were posing as government departments and institutions and trying to scam people. The U.S. Health and Human Services Department was recently targeted and the FBI has warned that hospitals in the states with the highest rates of infection — California, New York and Washington — should be on the alert for attacks from foreign actors. Hammersmith Medicines Research, a British company that is on standby to perform medical trials on any potential COVID-19 vaccine, was hit with an online attack last week, according to published reports. Over the last few days, according to a Bloomberg news report, hackers targeted hospitals in Paris with a major cyberattack. A hospital in the Czech Republic was also hit last week in what is thought to have been a ransomware attack, which forced administrators to take the network offline. Forbes Magazine reported late last week that the cybercrime groups behind the DoppelPaymer and Maze ransomware threats had promised not to target health care organizations during the COVID-19 crisis — but at least one of the groups was reportedly linked to a recent attack. Remote work networks are vulnerable An executive at one of the companies now volunteering for the cyber civil defence initiative said one area where institutions likely need help is in protecting the virtual private networks (VPNs) of employees who've been forced to work from home because of the crisis. Robert Mazzolin, the chief cyber security strategist at the RHEA Group, said the VPN systems used by most hospitals, power plants and other utilities were never designed to support so many secure connections outside the workplace. "The world is fundamentally different than it was a week ago and I don't think any large corporation or institution realistically would have been prepared to see virtually its entire workforce be working from home via remote connections," said Mazzolin, a former brigadier-general who was responsible for cyber operations in the Canadian military. The threats out there, including ransomware — it's important to be able to defend VPNs that are stretched well beyond their normal capacity and limits." He said his company and staff, who regularly work for the European Space Agency, will be able to provide insight and capability that will complement existing networks. The mandate of CSE is to protect the federal government's electronic network and — through its cyber security centre — to provide advice and guidance to people and businesses looking for cyber security information.     COVID-19 Relief Bill Adds $10.4B For DoD; OKs Extending Gens. Goldfein, Lengyel & Raymond

    By THERESA HITCHENS on March 25, 2020 at 3:22 PM WASHINGTON: Congress is likely to approve almost $9.4 billion for the Defense Department to use to attack COVID-19 — a sum that includes direct operations and maintenance funding to the services, the National Guard and reserves. There is an additional $1 billion in the bill that may be made available for contracting under the TRICARE health care program — bringing the entire package to $10.4 billion. The DoD funding is part of the $2 trillion relief deal being beaten out between the White House and Congress, that includes significant assistance to the defense industry. “The administration's thinking about how to use the military has evolved substantially from the supplemental proposal the administration submitted just last week,” notes Mark Cancian, a defense budget expert at the Center for Strategic and International Studies. “In that proposal, DoD's funding consisted of an $8.3 billion transfer account. DoD would later decide where to put the money. In this bill, the amount has grown to $10.4 billion, and the destination accounts have been specified, though there is still a lot of uncertainty and slushy-ness.” According to the draft bill obtained by Breaking Defense, the biggest chunk goes to the Defense Health Program “to prevent, prepare for, and respond to coronavirus, domestically or internationally.” The program is allocated $3.8 billion, of which $3.4 billion is for operations and maintenance; $415 million is for research, development, test and evaluation. The funds will remain available until Sept. 30, 2020. The TRICARE funds are provided in a separate section, but will be available until Sept. 30, 2021. The Defense Working Capital Fund — which allows DoD to make investments in things like depot maintenance, transportation, and supply management in the near term and recoup the costs through future year pricing deals — gets $1.5 billion. The bill would add $160 million in O&M funding to the Army budget; $360 million to the Navy; $90 million to the Marines; and $155 million to the Air Force. Defense wide O&M funds would be pumped up by $828 million. The Army National Guard is set to receive $187 million in O&M dollars and the Army Reserve is allocated $48 million; the Air National Guard would receive another $76 million. The Army and Air National Guards also would receive a plus up of $750 million and $480 million respectively in military personnel funds. Apart from new funds, the draft bill would allow President Donald Trump to extend the tenure of Air Force Chief Gen. David Goldfein, Space Force Chief Gen. Jay Raymond, and National Guard Bureau Chief Gen. Joseph Lengyel, among other military leaders set to retire — a move apparently made to avoid a change of hands during the current crisis. The extension can be for up to 270 days. Goldfein currently is set to retire in June. Raymond is doubled-hatted as chief of the Space Force and head of Space Command, but only for a year as mandated by the 2020 National Defense Authorization Act. Further, while DoD is given wide latitude to move the new money around to where it is needed, it specifically bans any funds being moved to fund Trump's southern border wall by preventing any transfer to DoD “drug interdiction or counter-drug activities.” Finally, Cancian noted that the language gives DoD “flexibility on contracts and contract decision authority.” The bill would allow DoD Secretary Mark Esper able to delegate authorities for emergency transactions at his discretion. https://breakingdefense.com/2020/03/covid-19-congress-likely-to-slate-9-4b-to-dod-for-response
