    Rheinmetall signs framework contract worth around 2 billion euros: 4,000 military trucks for the Bundeswehr

    June 18, 2020 - Rheinmetall has won another major order for logistic vehicles. Germany's Federal Office for Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) has entered a framework contract with Rheinmetall MAN Military Vehicles (RMMV) for delivery of up to 4,000 swap body systems, many of which will feature armoured driver's cabs. Running from 2021 to 2027 for Rheinmetall the framework contract represents around €2 billion in total sales volume. To begin with, the Group will supply the Bundeswehr with an initial tranche of 540 vehicles. Worth around €348 million including VAT, they have now been taken under contract. Of these 540 vehicles, 230 will be protected. Delivery will start early next year, making sure that the Bundeswehr has an adequate number of vehicles in 2023 when Germany takes over leadership of NATO's spearhead: the Very High Readiness Joint Task Force, or VJTF. The protected swap body systems enhance the survivability and sustainment capability of the Logistics Corps, as well as strengthening its tactical flexibility. Unlike the Unprotected Transport Vehicle (UTF), likewise supplied by RMMV, these systems will be predominately deployed in forward operating areas, where, for instance, they will be used for supplying ammunition to frontline combat units, e.g. artillery batteries. Assuring excellent off-road mobility, RMMV's robust, all-terrain-capable HX 8x8 vehicles can be optionally fitted with a protected cab. Standard features include a hook loader developed by the Hiab company, which can quickly lift and set down the accompanying flat racks. In addition, the vehicles can accommodate an interchangeable platform or a container via the standardized 20-foot ISO interfaces. Identical operator interfaces and a high degree of commonality and component uniformity with the UTF vehicle family facilitate training, operations and logistics. Owing to the significant reduction in training time for crewmembers and maintenance personnel as well as the extensive commonality of spare parts and special tools, full utilization can be achieved faster – coupled with greater economic efficiency for the procurement authorities and user alike. This new order widens Rheinmetall's lead as one of the world's foremost makers of logistic systems and vehicles. Since the award of the 7-year UTF framework by BAAINBw on 5 July 2017, 1,250 out of a total of 2271 vehicles have already been shipped. Most of the principal components – the engines, axles, transmissions and build-ons – are made in Germany; assembly of the vehicles takes place at the RMMV plant in Vienna. Especially when it comes to multinational operations, the extensive global presence of RMMV vehicles offers major advantages with regard to interoperability and logistics. The current circle of user nations includes – among others – the United Kingdom, Australia, New Zealand and Denmark. Norway and Sweden have also placed substantial truck orders with Rheinmetall. Work will be performed in Hafia, Israel (67%); and Louisville, Kentucky (33%). The production of the MGS is derived from the application of an ordnance alteration to the MK 38 MOD 1 25mm MGS. Once installed, this version will incorporate two-axis stabilizations, an improved electro-optical sight system, improved multi-function display, a modified main control panel, a new main computing unit, a 7.62mm machine gun and remote control operation. Work is expected to be complete by November 2021.     Pascagoula, Miss., June 17, 2020 -- Huntington Ingalls Industries (NYSE:HII) announced today that its Ingalls Shipbuilding division has received a third contract modification from the U.S. Navy for $145 million to provide long-lead-time material and advance procurement activities for amphibious assault ship LHA 9. This modification brings the total advance funding for LHA 9 to $350 million. “This advance procurement contract will help protect the health of our supplier base and strengthen our efforts to efficiently modernize the nation's amphibious fleet as we continue to build amphibious ships for the Navy,” Ingalls Shipbuilding President Brian Cuccias said. Ingalls is the sole builder of large-deck amphibious ships for the Navy. The shipyard delivered its first amphibious assault ship, the Iwo Jima-class USS Tripoli (LPH 10), in 1966. Ingalls has since built five Tarawa-class (LHA 1) ships, eight Wasp-class (LHD 1) ships and the first in a new class of amphibious assault ships, America (LHA 6), in 2014. The second ship in that class, Tripoli (LHA 7), was delivered to the Navy earlier this year. Bougainville (LHA 8) is under construction.     June 17, 2020 - A consortium led by Milrem Robotics and composed of several major defence, communication and cybersecurity companies and high technology SMEs was awarded 30,6 MEUR from the European Commission's European Defence Industrial Development Programme (EDIDP) to develop a European standardized unmanned ground system. During the project, a modular and scalable architecture for hybrid manned-unmanned systems will be developed to standardize a European wide ecosystem for aerial and ground platforms, command, control and communication equipment, sensors, payloads, and algorithms. The prototype system will utilize an existing unmanned ground vehicle – Milrem Robotics' THeMIS – and a specific list of payloads. The outcome of the project will be demonstrated in operational environments and relevant climatic conditions as part of participating member states military exercises or at separate testing grounds. The total cost of the project, titled iMUGS (integrated Modular Unmanned Ground System), is 32,6 million euros of which 30,6 million will be provided by the European Commission. “Robotic and autonomous systems will tremendously enhance defence and military capabilities in the coming years all around the world. iMUGS is an excellent example of how Europe can utilize and develop high-end technologies as a joint effort while avoiding scattering activities and resources,” said Kuldar Väärsi, CEO of Milrem Robotics. “It is nice to see, that the European Defence Fund is efficiently consolidating the requirements of EU member states and the European industry's capabilities to increase defence capabilities and strategic autonomy. The European industry is determined and ready to provide efficient and deployable technologies already over the next three years in the course of this project,” Väärsi added. The project is led by Estonia and its technical requirements have also been agreed with Finland, Latvia, Germany, Belgium, France, and Spain who are planning on financing the remaining 2 MEUR of the projects budget. During the project operational know-how will be gathered and concepts for the combined engagement of manned and unmanned assets developed, while considering the ethical aspects applicable to robotics, artificial intelligence, and autonomous systems.     Spain, June 16, 2020 - Indra, one of the world's leading global technology and consulting companies has made significant progress in its role as a national industrial coordinator in Spain and the leader of four of the eight core elements of the European Defence program NGWS / FCAS (Next Generation Weapon System / Future Combat Air System). Today, Indra signed the General Protocol that establishes the commitment given by Spanish companies to the Ministry of Defence in the program that will define the future of the Defence industry in Europe. The document sets out the responsibilities that the Ministry has assigned to each of these companies to provide Spain's Armed Forces with the required capabilities and at the same time to increase the sector's strategic autonomy. In addition, this consolidates Indra's position as the Spanish leader of four of the eight core elements on which the program has been structured. The company leads the two main crossover elements (the system's Concept Study and the one related to coherence among other project elements), together with Dassault and Airbus. In addition, Indra is responsible for two of the technological elements: Sensors and the System of Systems, which involves the development efforts required to ensure that the different systems in each of the technological elements of the project can be managed as a whole, thus facilitating operations in Combat Cloud mode. Indra has made significant progress in its role as national coordinator and leader of four of the project's core elements. The company already signed an agreement with the coordinators from France (Dassault) and Germany (Airbus) to join the Joint Concept Study (JCS) that France and Germany started in February 2019. The contract that will make Indra a co-contractor together with Dassault and Airbus Germany is under final review, with the signing scheduled in the next few weeks. Since March this year, Indra has been negotiating its adherence to the ongoing contracts of Phase 1A Demonstrators, launched by France and Germany on February 20th, 2020 and related to the other program elements led by Indra. At that time, the Spanish Government signed a letter of intent to adhere to this new phase of the program and it is expected to be formalized at the end of July this year. In the meantime, the contractual amendments necessary for Spanish companies to join this Phase 1A will be made and expanded to other elements that were initially left out of the contract agreed by France and Germany; such as the Sensors element of the program. The signing of this Protocol with Spain's Ministry of Defence represents a new step forward in the implementation of the Spanish industrial strategy for the NGWS / FCAS program, the objective of which is to complete its incorporation as a full member on an equal footing with Germany and France. Indra's role as coordinator in the NGWS / FCAS program is intended to guarantee that Spanish industry reaches the maximum level of participation. Its development will generate significant know-how and added value for Spanish companies and will provide them with the opportunity to develop cutting-edge products, both in the Defence and Civil fields.     June 17, 2020 - Oxfordshire-based EP Barrus secured the seven-year contract for the upkeep, update and supply of engines fitted to more than 1,100 craft. The contract covers boats within the current MOD in-service fleet for craft under 25m, including Rigid Inflatable Boats (RIBs), the Mexeflote landing-raft system powered by the Thrustmaster propulsion unit, workboats, and planned future craft. Defence Minister Jeremy Quin said: Our maritime industry continues to grow from strength to strength. This contract will secure an essential capability for our Armed Forces and support over 40 quality engineering jobs in Bicester plus many more throughout the UK. The contract will support operations in the UK and overseas involving the Royal Navy, Royal Marines, British Army, Ministry of Defence Police, and Cadets. The contract will directly support 40 jobs within Barrus's Engineering Centre, as well as a further 80 jobs across the UK supply chain that will benefit from the contract. In addition, this contract secures EP Barrus's graduate programme in Oxfordshire and the future roles for its young engineering students.     Future Combat Air System: Owning the sky with the Next Generation Weapons System

    June 17, 2020 - When facing today's uncertainties, air superiority, which was underpinning western military operations for over 40 years, is no longer a given thing. The playing field is levelled by opponents' constant investment in integrated air defence systems, hypersonic weapon technologies and low observability technologies. Western air forces need to regain their ability to counter threats by accessing highly contested environments in a scalable, flexible and dynamic way rather than a local and static one. By intelligently teaming sixth generation manned fighters with unmanned platforms, the Next Generation Weapon System or NGWS will provide European air forces & navies with capabilities well beyond existing fighters. With no agreed definition of a sixth-generation fighter, Airbus' understanding is that such a New Generation Fighter or NGF will be a more sophisticated and connected platform than what currently exists. The NGF will set the next level of survivability in terms of passive stealth (signature reduction and electromagnetic emission control) and active stealth (electronic counter measures). The heart of the NGF will be provided by its extremely capable avionics and sensor suite. The increase in processing power, storage and connectivity will grant the pilot with greatly heightened situational awareness and the ability to rely not only on its own sensors and effectors, but also on other platforms' ones. Combined with the introduction of artificial intelligence and the ability to team with unmanned platforms, the NGF will become a battlefield management platform capable of operating deep within the enemy airspace. Powerful engines equipped with thrust-vectoring nozzles combined with high-performance flight control system will ensure the NGF's manoeuvrability, speed, and range. Innovative effectors will provide the fighter with unprecedented firepower, ranging from stand-off kinetic loads (including hypersonic ones) to directed energy weapons (lasers and microwaves) to electronic warfare capabilities (including cyberattack). However, more sophistication also means higher development costs leading to a declining number of platforms and/or effectors. Eventually such dangerously low levels result in critical availability levels. This is problematic, as operational studies indicate that penetrating contested environments will require an adequate number of manned platforms. Hence, it is important to set the right level of capabilities for the NGF by taking a holistic approach when right sizing its stealth, velocity, manoeuvrability, range, sensing and effects generation's capabilities. The NGF alone will not suffice for the most demanding missions in highly contested environments. To counter such threats, the NGF will team with unmanned platforms called Remote Carriers or RCs acting as force multipliers. Adding capabilities in a scalable and flexible manner will enhance the overall mission effectiveness, efficiency and survivability of the NGWS. RCs will be a family of unmanned platforms ranging from 200 kilograms for disposable RCs, to under 2 tons for recoverable ones and even several tons in the case of loyal wingmen. Airbus is currently studying and optimising with users their design. The RCs will provide various non-kinetic effects (Target Acquisition and Reconnaissance, Airborne Electronic Warfare) as well as kinetic ones (A2G SEAD/DEAD and Strike). With “packs” of RCs teaming with NGFs, the NGWS will clearly establish a new operational dimension. An augmented level of effectiveness will be achieved by opening new fields of tactics based on collaborative combat, the use of deception and numeric superiority. Efficiency will improve by ensuring the required mix of capabilities for a given mission is deployed. The NGF will stay at a safe stand-off distance whilst closer RCs deal with the threats, thus keeping the pilots out of harm's way and increasing the manned platform's survivability. Within the NGWS, the Air Combat Cloud or ACC will connect the manned and unmanned platform and provide the teaming intelligence for faster collaborative combat. The ACC will deliver common situational awareness by instantaneously capturing, sharing, merging and processing massive amounts of data from all connected NGFs and RCs. The ACC's warfare analytics and real-time coordination will provide better situational awareness, tactical options, decisions and collaborative effects Airbus has a leading role within the Next Generation Weapon System programme programme which will be the core of FCAS. Trudeau waged a four-year campaign for a council seat in what he hoped would represent a vindication of his foreign policy — a staunch defense of pluralism and multilateralism at a time of global upheaval. But his brand of progressive politics sometimes fell flat and he's been criticized as being preachy on liberal values. “We listened and learned from other countries, which opened new doors for cooperation to address global challenges, and we created new partnerships that increased Canada's place in the world,” Trudeau said in a statement Wednesday after the vote. Foreign Affairs Minister Francois-Philippe Champagne said at a press conference the country's campaign allowed Canada to renew and strengthen bilateral connections across the world. The latest setback is just one of many recent struggles for Trudeau globally, including a deterioration of relations with China and Saudi Arabia and a disastrous state visit to India. Not Back But none, perhaps, are as big a personal setback for the prime minister as Wednesday's defeat. The government had seen a return to the security council as a fulfillment of the Canadian leader's promise — the day after he took power in 2015 — to bring the country “back” on the world stage. “Many of you have worried that Canada has lost its compassionate and constructive voice in the world over the past 10 years,” Trudeau said at the time. “Well, I have a simple message for you: on behalf of 35 million Canadians, we're back.” Canada received the support of 108 countries of a total 192 that voted Wednesday afternoon at UN Headquarters in New York. Norway and Ireland, Canada's two rivals, received 130 and 128 votes, passing the required two-thirds majority of 128 ballots. “It's really the biggest embarrassment he will suffer in his prime minister-ship in Canada, particularly on international affairs,” said Shuvaloy Majumdar, a senior fellow at the MacDonald Laurier Institute and former adviser on foreign policy in Prime Minister Stephen Harper's conservative government.     Major upgrades incoming for Canada’s fleet of CF-188 Hornets

    You can pick your own term. Generation 4.2? Gen 4.3? However you choose to define the upgraded Royal Canadian Air Force (RCAF) CF-188 Hornet, the fighter jet will have “operational parity” in a complex operating environment until the early 2030s. “It's not Gen 4, but it's not a true Gen 4.5 like the (F/A-18E/F) Super Hornet. It will be somewhere between there,” said BGen Todd Balfe, a CF-188 pilot and special advisor to the Fighter Capability Office. “The term we use is, it brings us to operational parity against current threats. That is an implicit statement recognizing we don't have operational parity right now. And that supports our [objective] of bridging towards the future fighter.” Under a program known as the Hornet Extension Project (HEP), the Air Force will upgrade its entire fleet of 94 aircraft to meet international aviation regulations and ensure interoperability with the United States and other allies, including NATO. It will also enhance the combat capability of 36 jets to operate globally against current threats. The program addresses what the RCAF is calling quantitative and qualitative capability gaps. The delivery and upgrade of 18 operational Australian F/A-18A Hornets, which will expand the current fleet of 76 to 94, gives the Air Force the necessary quantity to meet concurrent NORAD and NATO obligations. Upgrading the sensors, weapons, countermeasures and mission support of approximately two squadrons worth of fighters will resolve the qualitative concern. Previously two distinct projects to comply with changing civil aviation regulations and allied capabilities and to modernize combat capability, HEP will be completed in two phases. The first phase, set to begin shortly on all 94 Hornets, will include automatic dependent surveillance-broadcast (ADS-B) to replace the current transponder, Honeywell GPS/INS systems, Collins Aerospace AN/ARC-210 RT-2036 (Gen 6) radios, airborne Joint Tactical Radios, upgrades to the Lockheed Martin sniper targeting pod, enhanced mission computers and data transfer units, and software updates for the Advanced Distributed Combat Training System (ADCTS) for networked flight simulation exercises. “It will allow the aircraft to operate in civil airspace out to 2032, but more importantly ... to interoperate with allies,” said Balfe. “Our NATO allies and our U.S. allies are upgrading the interoperability standards on all their fleets of aircraft.” The second phase, to be completed on the 36 Hornets with the most remaining operational life, will follow shortly after. Though select weapons and sensor systems were upgraded prior to Operation Impact over Iraq and Syria in 2014 and 2015, the CF-188 has not had a major overhaul of its combat capability for almost 15 years, Balfe acknowledged. The most significant enhancement will be to the sensing capability, in particular the radar. The Air Force will replace the AN/APG-73 mechanically scanned radar, a multimode airborne radar system developed in the 1980s by Hughes Aircraft, now Raytheon, with a vastly improved APG-79(V)4 Active Electronically Scanned Array (AESA) radar, now standard on so-called fifth generation fighters and many allied upgraded fourth generation aircraft. “An AESA radar gives you much greater detection, less probability of being detected, and more capability to track and identify airborne and even surface targets,” said Balfe. “It is a scaled down version of the radar that is in the Super Hornet.” The Fighter Capability Office looked across allied F-18 operators for examples and “quickly landed upon the U.S. Marine Corps,” which operates a C variant of the Hornet, he said. “They have embarked upon a very similar upgrade path ... so much of the engineering effort has already been done. We will partner with the Marine Corps and put that in our aircraft.” The Hornets will also receive a new F/A-18A Wide Band RADOME to “be able to accommodate the full capability of the AESA radar,” he added. The new weapons package will include the Sidewinder AIM-9X Block II air-to-air short-range missile, the AIM-120D advanced medium range air-to-air missile, and the AGM-154 Joint Standoff Weapon (JSOW), an air-to-surface glide bomb with an unclassified published range of at least 100 kilometres “All the weapons are currently integrated on Marine Corps F-18s” and are used by select NATO allies, noted Balfe. “They are a significant increase in capability and survivability for our pilots.” Given the age of the Hornets, which were designed in the 1970s and produced in the 1980s, there would be limited value in modifying the airframe or enhancing the electronic warfare system to further increase survivability — the RCAF is anticipating about seven years of service life once the upgrades are completed in 2025. But the Air Force will add new expendable chaff and flare, the ADM-141C Improved Tactical Air-Launched Decoys, and an Automatic Ground Collision Avoidance System (Auto GCAS). “The system was not technically feasible before,” said Balfe. “It is now. The Marine Corps has found a solution.” Lastly, the RCAF will expand mission support and security with a new Joint Mission Planning System (JMPS) and security upgrades to portable, temporary secure facilities to conduct simulated weapons training and mission planning for pilots. “These new weapons come with a higher level of security,” he said, noting that the CF-188 operates at secret or below while newer fighters require top secret level classification. Though the enhanced combat capability might not match that of a true Gen 4.5 or greater aircraft, it will serve as a “transition activity” to the future fighter, which remains “on track,” said MGen Michel Lalumiere, chief of Fighter Capability. The government still expects to award a contract in 2022 for 88 advanced fighter jets to replace the current Hornet fleet, despite twice adjusting the request for proposals deadline, now set for July 31, and the challenges of coordinating paperwork and other activity among the Fighter Capability Office, the Air Force, other government departments and the three contending companies while working remotely during the coronavirus pandemic. Balfe suggested the combat systems introduced during HEP Phase 2, many of the which will be the same or similar on the future fighter, “will enable us to begin the transition of our people, our mindset, our procedures and our way of thinking for the capabilities that are going to come with the future fighter. We think HEP is a great bridge toward that path.” While data from the various sensors will still be “fused” by the pilot rather than an onboard computer, systems in CF-188, the enhanced sensing and data transfer will mean a clearer operating picture among RCAF pilots that can be shared to a degree with allies. “It will bring our pilots into a different level,” he said. One key approval milestone was reached on June 16 when the U.S. State Department approved the possible military sale to Canada of the AESA radar along with technical and logistics support, the RADOME, radios, data transfer units, the various missiles and tactical guidance units, the ADCTS, Auto GCAS, JMPS and other systems for an estimated US$862.3 million, according to the Defense Security Cooperation Agency. The combined HEP program is estimated to cost about $1.3 billion. The Air Force is anticipating an initial operating capability of six Hornets through both Phase 1 and 2 in 2023. Full operational capability of the entire 94 aircraft is expected in 2025. “We are doing this very rapidly,” noted Balfe. That timeline includes the introduction of 18 Australian flyable aircraft as well as delivery of a spares package and up to seven more F/A-18A jets for parts by 2022. So far, five have been delivered and two have completed testing and evaluation after undergoing a conversion program that includes Canadian operational flight program software, cockpit configuration, a naval aircrew common ejection seat, night vision imaging systems, external lighting on the tail, changes to the landing gear and installation of the Lockheed Martin sniper targeting pod. “The allocation (of the Australian aircraft) will be based upon squadron needs and aircraft fatigue,' said Balfe. “One of the benefits besides helping close that quantitative capability gap, they give us a bigger pool of aircraft over which to distribute the stress and strain of [fighter operations]. They also allow us to have aircraft out of service while they are going through various phases of upgrades under HEP.” Enhanced combat systems may put the CF-188 on a par with current threats for the next decade, but they don't negate the need for a more modern fighter, Balfe observed. “We have a limited window where the upgraded CF-188 will have operational parity.
