    LOCKHEED MARTIN SELECTS RAYTHEON TO DELIVER NEXT GENERATION F-35 SENSOR SYSTEM

    FORT WORTH, Texas, June 13, 2018 /PRNewswire/ -- Lockheed Martin [NYSE: LMT] selected Raytheon [NYSE: RTN] to develop and deliver the next generation Distributed Aperture System (DAS) for the F-35fighter jet. The result of a Lockheed Martin-led competition, the selection will enhance capability and reduce cost. The F-35's DAS collects and sends high resolution, real-time imagery to the pilot's helmet from six infrared cameras mounted around the aircraft, allowing pilots to see the environment around them – day or night. With the ability to detect and track threats from any angle, the F-35 DAS gives pilots unprecedented situational awareness of the battlespace. "The supply chain competition for the next generation F-35 Distributed Aperture System resulted in significant cost savings, reliability and performance improvements," said Greg Ulmer, Lockheed Martin vice president and general manager of the F-35 program.     As European defense evolves, here’s how industry is responding

    WASHINGTON — As priorities in Europe evolve, particularly with the threat of Russia growing more profound, industry partners are left to adapt. Defense News spoke to Kim Ernzen, vice president of land warfare systems in Raytheon Missile Systems, to find out the company's approach to meeting customer expectations. EU and NATO cooperation on defense is evolving. As they work out roles, is it challenging for industry? From an international or global footprint, we are looking to continue to expand in international marketspaces. As we look particularly to EU and NATO starting to cooperate more, the EU brings some capabilities to the table. Obviously NATO is typically backed more from the U.S. [But] it's how we merge the capabilities together so the fighting forces have what they need when they go into harm's way. From a U.S. defense industry perspective, we like to make sure we protect the latest and greatest. When we look to international, we work through the normal releasability channels to make sure we can release our products. I think there is going to be increased opportunity, because the threats are continuing to evolve. From a pure RMS perspective, we're well positioned to support [combatting] those threats. We continue to work closely not only with the U.S.-based customer, but through them, the international partners to look at the capabilities they may need. Missile defense remains a huge priority in Europe, but how have hybrid warfare tactics, particularly from Russia, influences defense strategies and as a result the investments? As we as a nation look at how to pivot from urban warfare of the last two decades to what many would consider more traditional warfare, but with added complexities of things like cyberattacks, EW. So now you go into overmatch capability, a long-range standoff capability. Army is focused on how to get long-range precision fires that supports the [combatant commands] in the international footprints, being able to protect the European front against advancing Russia threats. And it's got to have that standup capability, they also have to be able to see further. From a company perspective, we're involved in the PRSM [program] — the new Long Range Precision Fire competition between us and Lockheed Martin. And we're also working to enhance the sighting capability on the vehicle, so they can see farther and identity threats sooner. We see a lot of exercises in Europe. Does industry have enough of a seat at the table? We don't necessarily engage one-on-one with the exercising activities that go on; we'll get feedback through customer communities. This is something we talk with our customers about continually: the more we can be engaged, the more we can bring to bear, whether company investments, a spin on the product; the more we can partner with the customer community, sooner, the better it is for them and us as well. We just haven't necessarily always done that. We've seen a great deal of emphasis on increased defense spending of our European allies. Have you seen a bump up? Or if not, where do you see them focusing in on in terms of spending? We have seen a modest increase, particularly across the munitions fronts. Everyone [is looking] in the cupboard drawer, wanting to make sure they have the right stockpiles should they need to go into any engagement with the enemy. We're also continuing to see internationally more system integrated solutions. Not just coming forward with a product, but how a system would work and operate so they can be more nimble in the battlefield. That's a transition we're seeing. The FMS system can be painful to work through. Have their been improvements? We need to look at [whether we] can start converting more programs to direct commercial sales, depending on where we're at in a lifecycle of a product, and what it is we're trying to protect or throttle. FMS is a slow an laborious process. It hinders industry from capitalizing on market opportunities. The more we can change the paradigm and partner with the government side to do more [direct sales], the more they will benefit long term because they get the volume to drive down prices, and allow us to recoup funds to invests in future technology. But there are challenges, because each branches has organizations that support foreign military sales. There's a balance. As more and more countries seek indigenous capacities as well as a return on defense investments domestically, has the nature of partnership changed? Part of partnering with some of these countries involves offset requirements. Often as we start to partner with indigenous capable industries, it used to be ok to [offer up] basic machining. But there is more pull for being able to put high levels of noble work into these countries. Some are more advanced in capabilities, and as we look to partner, how to do we strike that balance, leveraging some technology they may bring to bear, with what we're trying to keep domestically and protected? It's an interesting paradigm.     U.S. Coast Guard Signs $117 Million Contract for Small Unmanned Aircraft

    Boeing subsidiary Insitu just inked a $117 million contract to provide small unmanned aircraft systems services across the fleet of U.S. Coast Guard National Security Cutters. The award for the Insitu ScanEagle UAS was finalized late last week and announced on Monday. The contract covers installation and deployment of the system, and provides 200 hours of flight time per 30-day patrol, according to the company. The contract marks the end of what had become a multi-year testing process for the Coast Guard to find an unmanned aircraft to assist with its ongoing mission to stop drug smuggling and human trafficking. “The UAS has already proven itself to be a transformational technology, and the deployment of this capability to the entirety of the [National Security Cutter] fleet is an incredibly important first step in realizing the Coast Guard's vision of fleet-wide UAS implementation,” Cmdr. Daniel Broadhurst, unmanned aircraft systems division chief in the Office of Aviation Forces, said in a statement. A draft request for proposal was released in March 2017 after the service hadn't found an existing platform that met the Coast Guard's needs, USNI News previously reported. The RFP had stated the Coast Guard was looking for a “persistent, tactical airborne intelligence, surveillance, and reconnaissance (ISR) capability that can remain airborne for at least twelve hours per day.” The Coast Guard had been using ScanEagle in a limited basis when the system deployed aboard USCGC Stratton (WMSL-752). The Coast Guard credits ScanEagle with helping Stratton's crew interdict an estimated $165 million worth of cocaine during a two month period in 2017. “When ScanEagle initially deployed with the Stratton, we recognized what an incredible opportunity we had to partner with the U.S. Coast Guard to bring dynamic improvements to mission effectiveness and change aviation history,” Don Williamson, Insitu Defense vice president and general manager, said in a statement. ScanEagle can remain aloft for more than 24 hours, can cruise at 55 knots with a maximum speed of 90 knots, and has service ceiling of 15,000 feet, according to Insitu. The system is shot from a pneumatic launcher and recovered using a hook and arresting wire. ScanEagle is 8.2-feet long and has a 16-foot wingspan. Insitu plans to start installing ScanEagle hardware on USCGC James (WMSL-754) this fall, then on USCGC Munro (WHEC-724) in early 2019, and on USCGC Bertholf (WMSL-750) in late spring or early summer 2019. https://news.usni.org/2018/06/12/34300

    Lockheed Martin a profité de l'ouverture du salon Eurosatory 2018 à Villepinte pour confirmer que la Force aérienne de l'Émir du Qatar (QEAF) avait choisi sa nacelle Sniper pour équiper ses futurs Rafale. Le pod de désignation Sniper de Lockheed Martin embarque ainsi officiellement sur une dixième plateforme, après les F-2, F-15, F-16, F-18, A-10, B-1, B-52, Harrier et Typhoon. Les premières livraisons destinées au Qatar sont attendues l'année prochaine. Lockheed Martin a précisé que le contrat comprenait la livraison des nacelles, les pièces de rechange ainsi qu'un support de déploiement. Lockheed Martin a par ailleurs annoncé que les travaux d'intégration de la nacelle Sniper sous l'avion de combat de Dassault Aviation étaient déjà en cours, des vols d'essais étant actuellement réalisés.     Dassault Aviation a profité du salon Eurosatory pour signer ce 12 juin un protocole d'entente avec Thales Belgium pour l'implantation d'un centre d'excellence dédié à la cybersécurité en Belgique. Cet accord s'inscrit dans le cadre des compensations industrielles liées à l'offre française de Rafale pour les forces aériennes belges. Les offsets liés au contrat prévoient au moins 20 milliards d'investissements sur 20 ans et concerneraient quelques 5 000 emplois. Dassault Aviation n'exclut pas un "regain d'activité" et une augmentation de ces chiffres en cas de signature. Quatre-vingt accords ont d'ores et déjà été signés par la Team Rafale pour renforcer les partenariats industriels entre les deux pays. Parmi les coopérations envisagées, des centres de recherche sur l'interface homme-machine, la fabrication additive ou encore la simulation numérique, mais aussi la fondation d'un "centre de l'innovation" dans le domaine de la maintenance prédictive, ainsi que la mise en place d'un centre de maintenance Rafale. Ces accords de coopération seront mis en place en cas de victoire du GIE Rafale en Belgique, "Les activités pourront être lancées immédiatement", explique-t-on chez l'industriel - qui dit rester confiant sur ses chances d'attribution du contrat, estimé à 3,6 milliards d'euros. La France avait présenté à l'automne dernier une proposition "d'État à État" à la Belgique, sortant de fait de l'appel d'offres lancé en mars 2017 pour l'acquisition de 34 nouveaux avions de combat.     Eurosatory 2018: Black Hornet is integrated into vehicles

    The new Black Hornet 3 nano unmanned aerial vehicle (UAV) is being presented by FLIR at Eurosatory 2018, being held in Paris on 11-15 June, while the previous Black Hornet 2 is being shown integrated into vehicles. At Eurosatory, the Black Hornet is displayed on a Patria AMV armoured vehicle and a BAE Systems CV90 infantry fighting vehicle. Arne Skjaerpe, vice-president of unmanned aerial system (UAS) sales and operations at FLIR, told Jane's the Black Hornet 3, which was announced in a 5 June FLIR press release, has a new, modular air vehicle which can carry new day/night sensors with better perceived picture quality and new software, which he said was a “step change” compared with the Black Hornet 2. He reported that there are 30 customers for the Black Hornet, including many NATO countries, with the US Army's Soldier Borne Sensor programme having ordered the first batch of Black Hornet 3s for USD2.6 million. Other customers of the latest version of the UAS are the Australian and French armed forces. On 11 June French special forces equipped with Black Hornets participated in the rehearsal for a live demonstration to be held at Eurosatory on 12 June. The Black Hornet 3 UAV weighs 32-33 g, compared with 18 g for the Black Hornet 2, and both share the same base station and screen, according to Skjaerpe. He said FLIR would continue to provide service and maintenance support for the Black Hornet 2. A vehicle reconnaissance system is being developed for the Black Hornet to give vehicles greater situational awareness and targeting capabilities, according to Skaerjpe.     Boeing Gets $862M Super Hornet Full-Rate Production Contract Modification

    The U.S. Navy has awarded Boeing (NYSE: BA) a two-year, $862.2 million contract modification to fund the full rate production of lot 42 Super Hornet multirole aircraft. Boeing will produce 15 units of the F/A-18E variant and and 3 of the F/A-18F variant for the service branch under the modified contract, the Defense Department said Friday. The company also received a $73.2 million indefinite-delivery/indefinite-quantity contract in late February to update four F/A-18E/Fs in an effort to extend the aircraft's operational service life.     New National Guard medical helicopter unit set to deploy

    WINDSOR LOCKS, Conn. (AP) — The Connecticut National Guard's newest unit, which has spent the past two years training with new, specialized helicopters, will deploy soon to provide care and transport to the sick and wounded in support of military operations in southwest Asia. "To receive your first medical evacuation aircraft in 2016 and be fully prepared for a deployment less than two years later is a testament to the hard work and dedication of those in our aviation community," Maj. Gen. Thaddeus J.Martin, adjutant general and commander of the Connecticut National Guard, said in a statement ahead of a sendoff ceremony last month for the aerial medical evacuation unit, officially known as Detachment 2, Charlie Company, 3rd Battalion, 126th Aviation Regiment. The detachment, based in Windsor Locks and commanded by 1st Lt. Matthew Barringer of South Glastonbury, doesn't officially deploy until later this month. It represents a new capability for the National Guard. It received the first of three Blackhawk helicopters specifically outfitted for medical evacuation in the spring of 2016, even before becoming a fully operational unit in the fall of 2016. Thirty members of the detachment are deploying and will spend about a year providing aeromedical evacuation, en-route critical care and medical support while transporting patients. Five of the members deploying are women. The unit will join the 70 guardsmen from Connecticut already deployed in support of operations around the world. While deployed, the unit will be on 24-hour standby, and operate in shifts. A crew of four — two pilots, a crew chief, and a flight paramedic — can transport up to six patients at a time on one of the Sikorsky-built HH-60M Blackhawk helicopters. The helicopters have been specially outfitted for aerial medical evacuation and will be stocked with medical supplies like ventilators and IVs. The crew also has the capability to do procedures on board such as put in a chest tube. "We're almost a flying hospital," said Chief Warrant Officer Jonathan Behuniak, 28, of Unionville. From the time a call comes in, they have less than 15 minutes to grab supplies, get to the aircraft and take off to aid a patient, who could be a member of the U.S. military or coalition forces, contractors, and even military working dogs, Behuniak said. Through training, they've been able to get that number down to nine minutes. "There are a lot of computers that need to start working, so as fast as the aircraft will let us take off, we can take off," Behuniak said. The benefit of a medevac unit, he added, is the ability to get a critically wounded patient to a hospital within so the so-called "golden hour," which greatly increases a patient's chance of survival. A 2015 study involving the Army, Texas A&M University and the University of Texas Medical School at Houston found that getting wounded troops to hospitals in less than an hour, along with improved care on the battlefield and in medical helicopters, saved hundreds of lives. "There's a wide spectrum of care an injured person can receive on this aircraft," said Sgt. Ryan Will, 28, Manchester, a flight paramedic. "It's very comprehensive care as well." Flight paramedics like Will and Staff Sgt. Trevor O'Neill, 27, of Greenwich, have gone through extensive training and are nationally registered paramedics. Both are also civilian paramedics. Members of the unit underwent a range of training to prepare them for the conditions they'll encounter overseas. They trained at a facility in Rhode Island that can simulate desert conditions. Anticipating mountain peaks of 13,800 feet, some pilots went to Colorado for training to get an understanding of how air density affects a helicopter's rotor system and the ability to fly. Last week, they trained with members of Air National Guard's 103rd Airlift Wing, practicing loading and unloading patients onto the helicopters, and simulating different missions where the two units would cross paths. "There are a lot of gravity and effects that are placed on the patient that there aren't normally on the ground, whether that be from high maneuver turns or simply just taking off and landing. Things like vibrations can really make a patient uncomfortable and these are things they have to know when they're giving us patients," said O'Neill, one of the flight paramedics. There was strong interest in joining the unit, which represents a new capability for the Connecticut National Guard. Second Lt. Brett Boissonneault, 25, of East Hampton, was handpicked out of flight school to be part of the unit.     VERSAILLES, France ― Information technology firm Atos is in talks with Airbus Helicopters about installing its SICS battle management system on the Tiger Mk 3 attack helicopter, said Sylvain Gonnet, Atos project director. Atos developing the Scorpion Information Communication System, which will equip the French Army with the Bull battle management system intended to give a tactical overview, linking up platoon leaders to colonels. Atos expects to sign a contract with Airbus Helicopters this summer for a 12-month study to de-risk an installation of the Bull system on the Tiger. That study will help draw up a road map for equipping the attack helicopter with the system. Track our full coverage of Eurosatory here! SICS is designed to provide situation awareness, blue-force tracking and allow orders to be given by on-screen graphics rather than verbal orders, he said. Fitting SICS will be part of a midlife upgrade of the Tiger to the Mk 3 version. Belgium is closely tracking the SICS program. Officials there have signed a letter of intent on a €1.1 billion (U.S. $1.3 billion) acquisition of Griffon troop carriers and Jaguar reconnaissance and combat vehicles, which will be equipped with the battle management system. Atos signed in October 2016 a contract with an export client for its system. No further details were available. There is strong interest in battle management systems, with Britain and Germany looking to upgrade capabilities. Bull pitched its system to the U.K., which is looking to upgrade with the Morpheus tactical information and communication system. Other competitors in the market include Elbit Systems, Rheinmetall, Nexter and Danish company Systematic. Atos gave its presentation to the press May 16 ahead of the Eurosatory trade show, which runs June 11-15. The Tiger Mk 3 will be a midlife upgrade of the helicopter, which will be undertaken in cooperation with Germany.
