    by Andrew White Northrop Grumman Armament Systems is moving to verify the design and upgrade its Mobile Acquisition Cueing and Effector (M-ACE) system following a test event completed in July. Conducted at the company's private proving grounds, northwest of Armament Systems' headquarters near Minneapolis, the event was aimed at demonstrating advanced predictive cueing integration between the M-ACE vehicle – which is equipped with radar, electro-optical/infrared (EO/IR), radio frequency (RF) sensors, and a command and control (C2) suite – and several Scorpion air defence (AD) vehicles fitted with 30 mm M230LF Bushmaster cannons. M-ACE comprises a multi-mission ground and air security which can be tasked with counter-unmanned aircraft system (C-UAS) operations, company officials told Janes . Northrop Grumman's Business Development Director, Armament Systems C-UAS, Robert Menti, said the event successfully proved a fully “networked, integrated, full kill chain” capable of detecting ground and UAS threats at extended ranges. “The advanced predictive cueing capability enables shortening the kill chain decision cycle (target identification, classification, and prioritisation) at near machine speed,” Menti explained. “This is accomplished through the fusion of sensors and autonomous/artificial intelligence capabilities of the system.” The next test event is scheduled to be conducted at Big Sandy Range in Arizona in October which will see the Scorpion AD vehicles firing proximity fused ammunition from the M230LF to destroy UASs that are initially identified, tracked, and targeted by M-ACE. https://www.janes.com/defence-news/news-detail/northrop-grumman-armament-systems-advances-m-ace-development

    By: Andrew Chuter LONDON — Britain is stepping up its military support in Ukraine with an announcement that the U.K. will lead a multinational maritime initiative to train the Ukrainian navy. During a visit to Ukraine on Aug. 17 British Defense Secretary Ben Wallace confirmed the Royal Navy is coordinating a training initiative which also involves Canada, Denmark and Sweden. The training initiative will be complemented by U.S. security assistance support, said the British Ministry of Defence in a statement. Other nations are expected to join the naval training effort, said the MoD. The British-led training will focus on areas such as navigation, operational planning, military diving, sea surveillance, firefighting and damage control. The Royal Navy also plans to deploy warships to the region later in the year, Wallace said. Last year the Royal Navy Type 45 destroyer HMS Duncan visited Ukraine as part of the NATO's Sea Breeze exercise. That followed a visit by the survey ship HMS Echo. The U.K. has been conducting maritime training with the Ukraine for a while. Last year the British announced they were enlarging the scope of a wider military training effort, known as Operation Orbital, by deploying training teams from the Royal Navy and Royal Marines to boost a Ukrainian Navy facing increasing threats from Russia in the Sea of Azov. The Ukrainians are trying to rebuild a maritime presence following Moscow's annexation of Crimea in 2014. Ukraine lost most of its navy, including 75 percent of personnel, 70 percent of ships and key infrastructure. It faces a rising number of threats from the Russians in the Sea of Azov and the Black Sea, and its armed forces continue to counter Moscow-backed separatists in the Donbass region of the country. Last year the Ukrainian navy unveiled a 15-year, three-stage strategy to rebuild naval capabilities starting with the aim of developing capabilities to establish control over territorial waters and beyond by 2025.     To get more female pilots, the Air Force is changing the way it designs weapons

    Valerie Insinna WASHINGTON — In 2022, the U.S. Air Force will take delivery of the F-15EX, a new and improved version of the nearly 40-year-old F-15E Strike Eagle. But for all of the modern advances of the new jet, only 9 percent of women in the Air Force currently meet the body-size standards for piloting the legacy F-15 and possibly also the new EX variant, potentially blocking highly qualified pilots from flying a platform that will be in operation for decades to come. Like the vast majority of the Air Force's aircraft and aircrew equipment, the F-15 was designed to meet the anthropometric specifications of a male pilot in 1967. But in an Aug. 4 memo, the Air Force mandated that future weapons programs use current body size data that reflects the central 95 percent of the U.S. recruitment population — a move meant to make pilot and aircrew jobs more accessible to women and people of color. Air Force acquisition executive Will Roper, who signed off on the changes, said there is a strategic imperative for opening the door to a more diverse pool of pilots and aircrew. During a war with a near-peer, technologically advanced nation like China, the U.S. military will have to contend with a well-trained, highly educated force that might outnumber its own, he said. By fielding weapon systems that can only be used by a smaller portion of the U.S. population, the Air Force could be shutting out some of its most promising potential pilots or aircrew. “The human factor is a delineator and it likely will be against an adversary like China, where I believe we will have a greater propensity to trust the operator in the seat, to delegate more, to empower more and take greater risk in that delegation,” Roper told Defense News in an exclusive Aug. 6 interview. “All well and good when you're a country that's going to face a country with a population that's four times your own by the end of this decade,” he said. “But if we begin with a recruitment population that we've artificially halved because of how we design our cockpits and workstations, we've just doubled our work, and now we make every operator in the seat have to be eight times better than the counterpart they will face in a nation like China.” The new guidance directs the Air Force Lifecycle Management Center to conduct a study that will solidify a more inclusive anthropometric standard that would include 95 percent of the U.S. population eligible for recruitment in the U.S. Air Force. But until that wraps up, all new-start Air Force programs must be designed with cockpits, aircrew operating stations and aircrew equipment that accommodates eight anthropometric data sets. These eight cases use measurement data from the Centers for Disease Control and represent a range of body types including individuals who are short in stature, have short limbs or have a long torso. AFLCMC's Airman's Accommodations Laboratory will also run a three-year study that will develop separate anthropometric standards for career enlisted aviators, who perform specialized jobs onboard military aircraft including flight engineers, flight attendants and loadmasters. Currently, career enlisted aviators also must meet the 1967 anthropometric standards. ‘A hidden barrier' The legacy design parameters — which stem from a 1967 survey of male pilots and measure everything from a pilot's standing height, eye height while sitting, and reach — have effectively barred 44 percent of women from being able to fly aircraft unless they receive a waiver, with women of color disproportionately affected, the Air Force stated. Even after a waiver is granted, the pilot will remain disqualified from certain platforms regardless of his or her aptitude. Then, when future requirements are defined for new platforms or equipment, the systems are usually designed to meet the existing pool of pilots, creating a self-perpetuating problem. “It is a hidden barrier with multiple layers,” said Lt. Col. Jessica Ruttenber, an Air Force mobility planner and a leader of the Women's Initiative Team that advocated for the change in anthropometric standards. “People are trying to do the right thing, but the barriers are baked into legacy policy. And without even knowing it, they're kind of cut and pasting the same standard.” Ruttenber said the new guidance addresses the root of the problem by establishing new design specifications — ensuring platforms are engineered to accommodate a wide range of body sizes from the start of the development process, rather than papering over the problem with waivers after the fact. “[For] the next inter-theater airlift that is going to replace the C-130 or C-17, we can't get the anthropometric data wrong or women are still going to be eliminated 30 years from now. The C-130 and C-17 still eliminate one out of three women from flying it,” she said. For more than a year, the Women's Initiative Group worked with Chief Master Sgt. Chris Dawson, the career field manager for the Air National Guard's career enlisted aviators, on trying to garner funding for an anthropometric study for CEAs. “There were so many communities we had to coordinate with that we realized really quickly that this has to come from the top down or we're not going to be as successful,” Ruttenber said. After meeting with Roper, the Women's Initiative group was granted $4 million for the study. Ruttenber, a KC-135 pilot, remembers being pulled out of her first pilot training class in 2005 because her physical examination indicated that she didn't meet the standing height requirement of 5-foot-4 by a fraction of an inch. She then sought a waiver that would allow her to fly. “The process was different back then. I had to drive from base to base and get measured in each cockpit in an attempt to get an exception to policy. I went to Charleston and I got measured in a C-17, and then I went to Little Rock and got measured in a C-130,” she said. “I got measured in the KC-135 and so on and so on and so on.” Since then, the Air Force has made the process to obtain a waiver less arduous, and it recently removed the initial height requirement — although some platforms still require pilots to meet the 5-foot-4 standard. Newer aircraft such as the F-35 joint strike fighter and the T-7 trainer currently under development will also accommodate a wider height and weight range. However, Ruttenber pointed out that the specifications for legacy aircraft will remain a hurdle for the progression of female pilots. “Even if the F-35 is 97 percent accommodating for women, I still can't get there because the T-38,” which is used for fighter pilot training, “has a 41 percent accommodation envelope for women,” she said. Roper said he is working with defense contractors to see whether there can be modifications made to legacy platforms — or upgraded versions like the F-15EX — that will accommodate operators with a wider range of body sizes. But whether those changes are ultimately made will depend on if they are technically feasible and funding is available for design changes. At the time of the Aug. 6 interview, Roper had already spoken to some defense industry executives — including those from Lockheed Martin — about the new guidance and planned similar phone calls with Boeing and Northrop Grumman officials over the coming days. The reaction from industry so far has been “very positive” but “very surprised” that such bias still exists, he said. However, Roper acknowledged that more work has yet to be done. “Changing the policy is one thing. Changing the platforms is another. And that's going to require cost to do. My next job, aside from designing future systems differently — which we'll do — is to find options to bring systems into greater compliance with the new policy and then to advocate tooth and nail for the funding needed to do it,” he said. “The litmus test for the Air Force long term has got to be balancing accommodation with the technology for future platforms.” https://www.airforcetimes.com/news/your-air-force/2020/08/19/to-get-more-female-pilots-the-air-force-is-changing-the-way-it-designs-weapons/

    Andrew Eversden WASHINGTON — The U.S. Army's tactical network program office expects to reap the full benefits of low-and medium-Earth orbit satellite constellations in the 2025-2027 time frame, the head of the office said Aug. 18. Speaking on a webinar hosted by the Defense Advanced Research Projects Agency, Brig. Gen. Rob Collins, program executive officer at Program Executive Office Command, Control, Communications-Tactical, said the two constellations types offer “game-changing technologies” that will likely be fully mature and ready for soldier use in Capability Set ‘25 or ‘27, the two-year cycle of new network tools the service is fielding. One of the connectivity benefits of the LEO and MEO constellations in the field, Collins said, is that they can allow for complex network functions and mission-support capabilities to remain in a safer place. “We may be able to put those in an area in a more safe sanctuary and allow our war-fighting formations, our brigades and divisions to better focus on what their tactical mission is without having to concern themselves with the force protection of those areas,” the one-star general said at DARPA's virtual Electronic Resurgence Initiative Summit. The Army is interested in LEO and MEO satellite constellations because they can provide significantly more bandwidth and reduced latency. “It's really all about having a resilient network architecture that takes advantage of all the layers that can be expeditionary,” Collins said. LEO and MEO can also allow for smaller ground terminals, which will increase mobility for the soldier, he added. PEO C3T is currently working on prototypes of new satellite capabilities in partnership with the Army's Combat Capabilities Development Command. PEO C3T's Project Manager Tactical Network division will run lab-based experimentation with new satellite terminals this summer to “exploit some of the commercial capabilities,” Collins said. The program office is also working with the CCDC's Space and Terrestrial Communications Directorate on creating multi-band satellite terminals. 5G technology will add an additional layer of network speed. Collins said the Army anticipates 5G technology has the “potential” to be incorporated into Capability Set '25. But he warned that the Army operates in unique environments with rough terrain and foliage that can affect communications, and can not always rely on towers and relay stations. “I think one of the things we're going to have to do is how can we take and best employ some of this technology, how do we link it into our current environment and ensure that it's mobile,” Collins said. “And then probably, importantly, to make sure how do we secure some of the endpoints associated with the technology.     The Army is working to see across thousands of miles

    Mark Pomerleau WASHINGTON — The Army's Intelligence, Surveillance and Reconnaissance Task Force is helping the service modernize its ability to see across huge ranges through a layered approach that includes ground, air and space. As geographic boundaries will be blurred in future conflict with sophisticated adversaries, the Army is interrogating how it traditionally does everything from imagery collection, signals intelligence and electronic warfare, hoping to transcend current methods and create a battlefield picture that extends across these geographic divisions. “If you look at how the [National Defense Strategy] describes what we're supposed to do in competition and conflict, we really needed to have the ability to see deep, to look deep to be able to shape the environment for commanders, [and] the ability to sense the environment,” Lt. Gen. Scott Berrier, the Army's director for ISR/G-2, told C4ISRNET in an Aug. 18 interview, adding that after the counterterrorism fight, he did not feel as though the Army's sensors and platforms were in a great place for great power competition. Berrier is departing his post in a few weeks to head the Defense Intelligence Agency, with Maj. Gen. Laura Potter set to pin on a third star and take over as the next G-2 and ISR task force. Under Berrier, the task force has focused on enhancing other Army missions, namely the service's number one modernization priority: long range precision fires. “We really see ourselves as enabling capability ... when you talk about long range precision fires and the sensor to shooter, if you're going to shoot a target at 1,000 miles, you certainly have to see it,” he said. The task force works to corral all the ongoing modernization efforts conducted by Army Futures Command and its various cross functional teams, along with the acquisition community, to ensure they are all coordinated for an integrated, modernized ISR footprint. This means helping to advise on and shape requirements for future systems, while contributing in exercises that test new capabilities and concepts with forces across the world. Other contributors include the Future Vertical Lift and Assured Position, Navigation and Timing teams. The Task Force is also examining to what extent cyber capabilities can play a role in deep sensing, though details are scarce on this front. The Army's Program Executive Office Intelligence, Electronic Warfare and Sensors is contributing through offensive cyber, which officials in the past have said cyber is a collection mechanism. A layered approach The Army's ISR modernization approach begins with the terrestrial or ground layer, Berrier said. The Intelligence Center of Excellence at Fort Huachuca is taking the lead in this arena. The main capability is the forthcoming Terrestrial Layer System-Large, the Army's first brigade-focused, integrated signals intelligence, electronic warfare and cyber platform. Berrier explained that the Army is trying to regain capability it lost after the Cold War. “What we need to have is a sensing platform that can really, really see in the electromagnetic spectrum very complicated signals; to be able to understand [and] perceive the environment; and then — if we want to make an effect inside that environment — [create an effect] with our electronic warfare operators but also ... put an effect into cyberspace,” he said. “We think TLS, with our [brigade combat teams] and those formations, will have what I would call close access, perhaps, to adversary networks. And they'd be able to influence those networks in a number of different ways, as you can imagine.” The Army awarded two prototypes for TLS — to Boeing subsidiary Digital Receiver Technology, Inc. and Lockheed Martin — for a roughly year long experiment with units, after which it will choose one vendor to move forward. There are significant changes for the Army in the aerial layer, namely a new, first-of-its-kind jet the Army is experimenting with. Intelligence and Security Command is heading the aerial layer for the Army currently and just deployed a commercial jet called the Airborne Reconnaissance and Targeting Multi-mission Intelligence System (ARTEMIS), made by Leidos and first reported by Aviation Week, to the Pacific. ARTEMIS is the first step in something the Army is calling the Multidomain Sensing System, which will operate at higher altitudes than the Army has traditionally operated. “Our sensors are flying between 22,000 and 24,000 feet today. We think they need to be much higher ... think in the 40,000 range,” Berrier said. He added there is an unmanned component that could potentially include gliders or balloons. However, he acknowledged the technology might not be ready yet. Ultimately, the Army believes it will need signals intelligence, electronic intelligence, electronic warfare and cyber capabilities in the final Multidomain Sensing System, whatever that ends up being. Berrier described a year long “campaign of learning” for the Multidomain Sensing System, which begins with ARTEMIS in the Pacific. “That will take about a year before I think we're ready to even make a decision. Do we stay sort of in this realm of assets that are around 20,000 feet or 22,000 feet? Or do we, should we go higher to be in that competition ISR fight?” he said, adding the Army will partner with other services on big wing ISR. Finally, the third layer is the space layer, which manifests itself in the Tactical Intelligence Targeting Access Node (TITAN). TITAN is a ground station the Army is building to replace several existing ground stations. Since the Army isn't in the business of building and launching its own satellites, it wants to take advantage of the bevy of satellites already in existence by agencies such as the National Reconnaissance Office. And it believes TITAN will allow it to access these constellations better. Berrier said there will be some processing and artificial intelligence that goes into the system, enabling it to identify targets sooner. The Army is experimenting with TITAN “surrogates” in Europe, through the 66th Military Intelligence Brigade, and in the Pacific through the 500th Military Intelligence Brigade. The Army is also using exercises such as Defender Europe and Defender Pacific along with newer units to include the Multidomain Task Force and its Intelligence, Information, Cyber, Electronic Warfare and Space battalion to help prove out these intelligence concepts and capabilities. It is also working to modernize data standards and dissemination systems such as the Distributed Common Ground System, which is transitioning to the Command Post Computing Environment. Ultimately, Berrier said these ISR modernization efforts are about helping the Army deter conflict. But if that fails, the service needs to be ready for the multidomain battlefield it expects to fight on in the future against near-peer powers. “If you do competition effectively and if you do competition ISR in the right way, you'll never get to conflict because you'll always have a decision or an information advantage over our adversaries,” he said. “If we do transition to conflict, it is about reducing the sensor-to-shooter loop that's going to be so key for multidomain operations.     Missile Defense Agency director lays out hurdles in path to layered homeland missile defense

    By: Jen Judson WASHINGTON — The Missile Defense Agency is planning to develop a layered homeland intercontinental ballistic missile defense architecture, but it must clear a range of hurdles to get after an approach that addresses emerging threats and fills a gap while a next-generation interceptor is developed, according to the agency's director. The agency unveiled plans in its fiscal 2021 budget request in February to create a more layered homeland defense system that would include regional missile defense capability already resident with the Navy and Army to bolster homeland defense against ICBMs. The plan would include establishing layers of defensive capability relying on the Aegis Weapon System, particularly the SM-3 Block IIA missiles used in the system, and a possible Aegis Ashore system in Hawaii. The underlay would also include the Terminal High Altitude Area Defense (THAAD) system. The Army is already operating a THAAD battery in South Korea and Guam. The layered approach would buy time while the Pentagon scrambles to field a new interceptor to replace older ground-based interceptors — after canceling its effort to redesign the kill vehicle for the GBIs — in its Ground-based Midcourse Defense system located primarily at Fort Greely, Alaska. With little detail conveyed in MDA's budget request for a layered homeland missile defense plan, Congress is pressuring the agency to come up with a strategy and approach to putting the architecture in place in both the House and Senate passed FY21 defense authorization bills. Much is riding on the success of an upcoming test of the SM-3 Block IIA missile, Vice Adm. Jon Hill said during a Heritage Foundation virtual event on Aug. 18. The missile has seen several test failures in the recent past. “We're going to really stress the SM-3 Block IIA outside its design space,” Hill said. “It was designed for medium and intermediate range. Now we're going against long-range intercontinental ballistic missiles. The analysis says we'll be successful, but nothing is real to any of us until we actually get the empirical data from being out in the flight range.” The test will involve several time zones on several different ranges and the same ICBM target used in the most recent GMD test, Hill said. And while the test is still on track to happen by the end of the year, Hill said, challenges in coordination and travel due to the coronavirus pandemic could possibly have an impact on schedule. When the pandemic hit, “we were ready and postured to go to the Pacific to execute” Flight Test Maritime-44, Hill said, “so we did get the target on station. So the target's out there in the Pacific and it's ready to roll.” Following FTM-44, the agency would like to execute another test against a very complex ICBM target unlike the “simple” one being used in the upcoming test. That target will have “a lot of separation debris and that has a lot of countermeasures,” Hill said. “We want to make sure that the system in total, from the space assets to the radar to the engage-on-remote capability that passes that information to the ship, that ship can actually sift through all that and say, ‘That's the [reentry vehicle] and that's the where the missile's going to go,‘” he added. Success in the upcoming test doesn't mean the agency's work is done, Hill said. Upgrades will be required based on threats, combat system certifications will need to be conducted and work with the Navy to determine where Aegis ships would deploy will have to occur. The agency will also have to determine how quickly it can ramp up its production line for SM-3 Block IIA missiles. Then “if we succeed with Aegis, then we'll go right down the path with THAAD,” Hill said. The second big challenge, after ensuring all the parts work to provide layered coverage, is developing engagement coordination between the different layers, according to Hill. “Let's just say that step one is a ship off the coast as a complement to GMD. Those systems today talk already, but they're not talking in terms of being layered defenders,” Hill said. “So if GMD, for example, decides he's going to wait this first shot out and let the ship take it, we have to have the communication network to go do that. We have to have the technical architecture with the Command and Control Battle Management system, but in that context of layered defense and engagement coordination.” Aegis ships are already able to do engagement coordination among each other and the work the Pentagon is doing to get THAAD and the Patriot air-and-missile defense system to coordinate are “extensible to that problem,” Hill said, “but we still need to do that kind of engineering and that sort of architecture work.” And while a layered missile defense architecture for the homeland is an intricate one, “you don't have to solve the whole problem” at once, Rebecca Heinrichs, a missile defense analyst at the Hudson Institute, said during the Heritage Foundation event. But she cautioned that she did foresee challenges in establishing such an architecture on the political front rather than on the technical side. “Congress always wants to vet these kinds of things, so even though it is Congress that wanted the SM-3 Block IIA test, whenever you start talking about which district it is going to be in, where it's going to go and that kind of thing, that is a political challenge that takes a lot of debate and conversation.” https://www.defensenews.com/digital-show-dailies/2020/08/18/missile-defense-agency-director-lays-out-hurdles-in-path-to-layered-homeland-missile-defense/

    Fortem Technologies takes aim at ‘dark' UASs with SkyDome

    by Gerrard Cowan Counter-unmanned aerial system (C-UAS) specialist Fortem Technologies has seen a growing military interest in its systems, the company told Janes , with the US-based firm emphasising an interception approach to tackling potential UAS threats. Fortem Technologies' SkyDome is an end-to-end system encompassing several elements that can be operated separately or as part of an integrated approach. This comprises artificial intelligence (AI)-based software SkyDome Manager that includes ThreatAware, a capability that can analyse input from several sources and sensors. These sources include the company's TrueView radar, which can help to detect ‘dark' UASs that do not emit radio frequency (RF) or other signals. The overarching system also includes DroneHunter, a multirotor UAS that can intercept rogue UASs using a net tether. Adam Robertson, Fortem's co-founder and chief technology officer (CTO), said the company opted for the DroneHunter approach for several reasons. First, it can help to avoid collateral damage. Second, it means that the targeted UAV can be brought back for forensic analysis. ”That allows us to figure out where the source is - really we're interested in stopping the source of the threats, not the object that was threatening us,” said Robertson. The company sees potential for the systems in both fixed installations and mobile platforms, as well as on temporary sites, he noted. Robertson added that Fortem has been working to increase the autonomy of the system.
