    Canada’s defense minister: Our investment in defense is an investment in North American security

    By: Harjit Sajjan For any military force, maintaining an advantage requires innovation and investment. It is why Canada is modernizing our Army, Navy and Air Force while putting our serving members in the Canadian Armed Forces at its core. To ensure our people have the most advanced capabilities and tools for the future, Canada is putting a greater focus on research and development, supporting innovators in industry and in government, and building a closer relationship between these two worlds. Since 2017, when we published our fully funded 20-year defense policy “Strong, Secure, Engaged,” we have seen significant changes in the global security environment. These new challenges underscore the need to invest in defense as a matter of national security and economic vitality. “Strong, Secure, Engaged” was released at a time when the dominant forces of the current security environment were just beginning to take shape. Today, Canada faces a world defined by great power conflict, rapid military modernization by states set on upending the international rules-based order, and advances against disruptive technologies in which North American geography no longer affords the protection it once did. While we have traditionally been able to address threats abroad before they reach our shores, our security requires reinforcement. While this new space has many unknowns, we know that multilateralism and supporting the rules-based international order is critical to our success and our safety. Since 2017, Canada has increased our support to NATO partners through Operation Reassurance — which has seen Royal Canadian Navy ships deployed in the Black Sea region, the Royal Canadian Air Force supporting air policing in Romania, and Canadian Armed Forces members leading the Enhanced Forward Presence Battlegroup in Latvia — as well as through our work leading NATO Mission Iraq and our support for the coalition. We also know that this changing security landscape means we need to take a thorough look at how we can secure North America against the threats of today and the future. It is why Canada continues to work with our American partners on the modernization of North American Aerospace Defense Command to build continental resiliency. This critical work will ensure that Canada and the United States of America have the ability to detect, deter and respond to threats, and that the only binational command in the world can meet the challenges of the 21st century. For many years now, the Department of National Defence has worked hard to keep defense industries informed of future investment opportunities that will continue generating jobs and improving Canada's capacity for innovation. It is one reason that we have a forward-looking, 10-year defense investment plan that is updated every three years. This engagement with industry has become an integral part of the procurement process, providing critical insights while showing industry that we are a predicable partner. Despite the unexpected challenges during 2020, Canada reached important milestones for key defense projects. In July 2020, the first Arctic and offshore patrol ship was delivered to the Royal Canadian Navy, followed in the fall by delivery of the first new fixed-wing search and rescue aircraft to the Royal Canadian Air Force. Construction of armored combat support vehicles for the Canadian Army began in May 2020, with the first vehicle delivered to the Armed Forces in December 2020. We also continue to invest hundreds of millions of dollars into equipping members of our armed forces. We now see unprecedented innovation in all corners of the world, which militaries can harness to quickly understand and respond to potential threats before they cause harm. It is why new and emerging technologies in cyber and artificial intelligence are becoming an integral part of defense projects. Canada is growing its defense industry by leveraging research and development from both industry and government to achieve the best results. By working together, we can come up with innovative solutions to increase Canada's operational effectiveness while showing that defense is forging a path to the future. In addition to embracing innovation within defense institutions and industry, more work is needed to support our people. The Canadian Armed Forces is a diverse institution, and our equipment needs to recognize that. It is why the Gender-based Analysis Plus process looks at factors such as gender, race, religion and ethnicity so that our defense projects better meet the needs of armed forces members. These changes help get the best out of our people, producing meaningful results. For example, changes made to the brake pedal assembly in the new armor-protected cab of the Standard Military Pattern vehicle ensure all soldiers, no matter their size, can safely operate these vehicles. By building an agile, well-educated, flexible, diverse, combat-ready military, we will be able to deal with threats abroad to protect stability at home. This historic investment through “Strong, Secure, Engaged” allows Canada to modernize our military by putting our people at its core as we continue to step up our contribution to North American and global security.     Poor IT support hurting Canadian military operations, internal review finds

    Lee Berthiaume The Canadian Press OTTAWA -- An internal Defence Department report has warned that Canadian Armed Forces operations and security may be at risk due to major problems with how the military's computer networks are built and supported. The report follows a review of the Defence Department's information management and technology systems, which are described as "critical" to the success of Canadian military operations and training. That review uncovered a patchwork of IT systems across the Defence Department and Armed Forces that was not only inefficient and expensive to maintain, but also often out-of-date and poorly supported. The brunt of the report's criticism is directed at the technical support provided to the military by another federal entity, Shared Services Canada, the agency that took over management of most federal networks in August 2011. Nearly all defence and military officials who participated in the review were upset by the amount of time it took Shared Services to respond to requests for help, according to the report. In some instances, those delays harmed operations. The report cited one instance in which an email server that went down during an unspecified domestic mission couldn't be fixed right away because it was a weekend and Shared Services did not have staff on call. The reviewers also found that a quarter of requests for assistance made to Shared Services remained unresolved after six months, and the agency did not have anybody in Europe to help the hundreds of Canadian troops posted there. While the problems were partly attributed to a lack of appropriate IT resources and staff, the report also flagged the lack of an agreement between the Defence Department and Shared Services establishing clear expectations for network support. Without such an agreement, the report, defence and military officials believed Shared Services not only didn't understand their needs but also wasn't required to respond quickly, "which led to putting clients at great risk on a number of fronts, including security." Delays in tech support weren't the only point of contention between the Defence Department and Shared Services, with the latter upsetting the navy by requiring the removal of equipment that had increased bandwidth on warships. Shared Services also stopped supporting some older intelligence systems while they were still being used by the air force, army and navy, according to the report recently published on the Defence Department website. Defence Department spokesman Daniel Le Bouthillier on Monday described the review as a "valuable tool" for improving IT support even as he defended the department's relationship with Shared Services Canada. "We have a good working relationship with Shared Services Canada and the two departments continue to work collaboratively to ensure the appropriate and timely delivery of IT services to DND/CAF," he said. "We are also reviewing our relationship with Shared Services Canada with a focus on improving the service delivery model to help better support the department and the Canadian Armed Forces." The internal report also took aim at the military's troubled procurement system, which was found to deliver IT equipment with inadequate or out-of-date technology. Poor planning was partly to blame but the report also blamed onerous levels of oversight. While that oversight was described as the result of cost overruns and delays on past IT projects, the report said that it nonetheless created new problems in delivering modern equipment. "The complex processes associated with the capital projects and procurement are very slow and cumbersome," according to the report. "The process cannot keep up with the rate of change of technology." Those delays -- and their potential impact on operations -- were also cited as a major reason for why a patchwork of IT systems and programs now cover different parts of the Defence Department and military. While that patchwork might serve the day-to-day needs of the military, it was also found to be inefficient and expensive. To that end, the reviewers could not pinpoint exactly how much was being spent by the Defence Department and military on IT services and support every year, but estimated it at more than $700 million. In response to the report, senior officials told reviewers that they were looking at ways to better calculate annual spending on IT and address the problems that have contributed to the creation of so many systems in the first place.     Vice Admiral McDonald to take over as defence chief on Jan. 14

    Vice Admiral Art McDonald will take over as the Chief of the Defence Staff next Thursday. He will be promoted to full admiral for his new position. McDonald replaces Gen. Jon Vance who has been CDS since July 2015. Vance announced last year that he was retiring. McDonald is currently the commander of the Royal Canadian Navy and has served in a variety of positions, both at National Defence headquarters in Ottawa and on board various frigates. As a Capt(N), he was the maritime component commander of Canadian Joint Task Force (Haiti), leading sea-based humanitarian assistance and disaster relief operations in response to the 2010 earthquake in Haiti. He then commanded a seven-ship combined, multi-national Task Group in the High Arctic later in 2010 during the annual Op Nanook. Later, as a rear admiral he also led the Canadian Forces' responses to fires and floods in British Columbia while commanding Joint Task Force Pacific from 2016-2018. McDonald will be replaced in his current position by Rear-Admiral Craig Baines. Prime Minister Justin Trudeau announced McDonald's appointment during one of his regular COVID-19 updates on Wednesday, ending months of speculation about who would succeed Gen. Jonathan Vance as Canada's top military commander. “In his new role as chief, Vice-Admiral McDonald will oversee the work of the Canadian Armed Forces, including on vaccine rollout through Operation Vector,” Trudeau said in reference to the military's role distributing COVID-19 vaccines across Canada. “I know that Vice-Admiral McDonald's leadership and expertise will be invaluable as the armed forces continue to work around the clock to keep Canadians safe.” A former frigate captain who oversaw part of Canada's humanitarian response to the devastating earthquake in Haiti in 2010 before commanding the country's Pacific fleet, McDonald will be the first naval officer to serve as the permanent defence chief since 1993. A change of command ceremony is planned for the week of Jan. 11, when McDonald will formally take over from Vance. Wednesday's announcement followed months of speculation around who would succeed Vance, who first announced in July that he was planning to retire after more than five years at the helm. Much of the speculation had revolved around whether Trudeau would appoint Canada's first-ever female chief of the defence staff by tapping Lt.-Gen.     Murray Brewster · CBC News No matter which way they are going to be sliced, the numbers will be jaw-dropping. The Parliamentary Budget Officer (PBO) is set, early in 2021, to deliver an assessment of the Royal Canadian Navy's long-anticipated frigate replacement program, a review that will give the public perhaps the clearest view yet of the kind of investment taxpayers will be asked to make in the future fleet. A respected former senior defence official, writing in the military magazine Esprit de Corps this fall, took a stab at running the numbers and they are eye-watering, especially in a post-pandemic world. Alan Williams estimated that when construction and lifetime operating and maintenance expenses are included the new fleet of 15 warships could cost between $213 billion and $219 billion. Circulating within the defence community for weeks, his scathing assessment has apparently caught the attention of the House of Commons government operations and estimates committee, which has requested a copy of the research. Between Williams' biting criticism, the budget officer's anticipated take and a planned auditor general review of the national shipbuilding program, the ground is set in 2021 for a major political battle over defence spending, the likes of which haven't been seen in almost a decade. Back to the future The last time that kind of watchdog firepower was assembled, the former Conservative government's plan to buy the F-35 was blown back to the drawing board, where the fighter jet replacement program remained for years.     by Marc Selinger Huntington Ingalls Industries (HII) has promoted chief financial officer (CFO) Christopher Kastner to the new position of chief operating officer (COO), giving him oversight of the company's three operating divisions, the US shipbuilder announced on 18 December. HII said that Kastner will work closely with the presidents of the three divisions – Newport News Shipbuilding, Ingalls Shipbuilding, and Technical Solutions – to “drive execution” on HII's backlog, which recently set a record high. “We are establishing this position to signal our continued and strong commitment to performance and execution, to better reflect the business dynamics associated with our historic USD45 billion backlog, and in recognition of the importance of the [US] Navy's new long-range shipbuilding plan,” HII spokeswoman Beci Brenton said. The shipbuilding plan calls for a larger fleet. Thomas Stiehle, CFO of Ingalls, will replace Kastner as HII's CFO. Kastner and Stiehle will begin their new jobs on 12 February and will report to Mike Petters, HII's president and CEO. This sole-source contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1). The Naval Information Warfare Systems Command, San Diego, California, is the contracting activity. The Boeing Co., St. Louis, Missouri, is awarded a $29,396,312 firm-fixed-price, order (N00019-21-F-0038) against previously issued basic ordering agreement N00019-16-G-0001. This order procures various parts and quantities for main and nose landing gear critical components retrofit kits in support of F/A-18A-D aircraft modification efforts. Work will be performed in St. Louis, Missouri, and is expected to be completed in February 2024. Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is awarded a $27,986,162 cost-plus-fixed-fee and cost-only modification to previously awarded contract N00024-19-C-6400 for systems engineering and integration on Navy submarines. Meggitt Defense Systems Inc., Irvine, California, is awarded a not-to-exceed $27,425,431 modification (P00002) to previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract N00019-19-D-0039. This modification adds scope for the procurement of additional P-8A liquid palletized systems in ordering Years Two, Three and Four, with 10 units in Year Two, 11 units in Year Three and 11 units in Year Four, in support of the Navy P-8A aircraft. DEFENSE INFORMATION SYSTEMS AGENCY RKF Engineering Solutions, Washington, D.C., was awarded a competitive, single-award indefinite-delivery/indefinite-quantity contract with a ceiling value of $26,599,072 in support of the Defense Spectrum Organization, Electromagnetic Spectrum Services, Electromagnetic Environmental Effects program, Strategic Planning and Applied Engineering Support - Mobile Service Provider.     This Mini Vertical Launch System Can Give Small Ships And Trucks Huge Firepower

    Lockheed Martin has developed a four-round launcher for its new AGM-179A Joint Air-to-Ground Missile, or JAGM, that is designed to be readily installed on warships, including relatively small patrol boats, as well as ground vehicles. This opens up entirely new possibilities for JAGM, which was initially developed primarily as an air-launched anti-tank weapon, in the surface-to-surface role. The JAGM Quad Launcher (JQL) leverages technology from Lockheed Martin's existing Vertical Launch System (VLS) designs, which include the popular Mk 41 VLS found on numerous warships in the U.S. Navy and other navies around the world. It also uses the same Launcher Electronics Assembly (LEA) from the M299 launcher, a four-rail design for helicopters most commonly associated with the AH-64 Apache. All of this combined with an open-architecture Launcher Management Assembly (LMA) designed to help speed up the integration of updated hardware and software as time goes on to improve the JQL's capabilities and add new functionality. The JQL comes in two basic configurations, both of which are seen in the rendering above, one designed for installation on ships below deck like a traditional VLS and another one intended to be fitted on top of the decks of ships or on ground vehicles. "JQL's LEA/LMA launch control system can be integrated with local and remote weapon control systems using wired and wireless interfaces," a product brochure from Lockheed Martin's says. Both designs have what might appear at first glance to be a fifth launch tube, but which is actually an exhaust that diverts the blast of the missiles firing upward, keeping the overall height of the launcher to a minimum. The below deck design features a hatch-type lid to help keep water out of the launcher. The other version simply has covers over each launch tube and the exhaust that break away when the missiles are launched. The exact physical space and power requirements needed for JQL installation are not clear, but Lockheed Martin's promotional literature shows a rendering of two of the launchers on the back of a 4x4 Joint Light Tactical Vehicle (JLTV) truck. Renderings of two other example installations are shown, as well. One of these depicts four JQLs mounted on top of the pilothouse of one of the Navy's new Mk VI patrol boats, while the other is has three of the below deck launchers fitted next to an eight-cell Mk 41 VLS array on the bow of a Multi-Mission Surface Combatant (MMSC), between the forecastle and its main gun. The MMSC is an enlarged derivative of the Freedom class Littoral Combat Ship (LCS) that Lockheed Martin designed for the Navy, the first customer for which is Saudi Arabia. If the JQL is as relatively easy to add to various platforms as it appears from these configurations, it could offer a significant boost in firepower for relatively small ships and vehicles when combined with the capabilities of the JAGM. This missile takes the rear portions of an AGM-114R Hellfire II missile and adds in a new, multi-mode seeker. Most existing Hellfire II missiles use semi-active laser homing to zero in on their targets. This is where an operator in the air, at sea, or on the ground must 'lase' a target with a laser in order for the missile to strike it. There is also the AGM-114L Longbow Hellfire variant that uses a millimeter-wave radar seeker. JAGM's seeker can use both or either method depending on what the crew of the platform firing it feels is best for engaging the target at hand, which may be in motion. The missile can also use both modes at once, finding the target via laser designation and then homing in on it using the millimeter-wave radar, as well. This is especially useful if the laser beam were momentarily obscured by atmospheric conditions or were to otherwise break off during the terminal portion of an attack. Using the MMW seeker, the missile can in most cases still hit its target. Having both options available also gives the weapon an all-weather capability, as clouds, as well as smoke and other obsurants, can make lasing a target impossible. The millimeter-wave radar seeker allows the weapon to be cued to the general target area and use a lock-on-after-launch capability to find it and home in on it. For larger ships, arrays of JQLs could provide an additional layer of close-in defense against swarms of small watercraft or unmanned, explosive-laden suicide boats. The U.S. Navy has been working on integrating the AGM-114L onto some of its LCSs using a vertical launch system for exactly this purpose, an effort that would seem to be somewhat out of date now given the arrival of the more capable JAGM missile. The availability of a JQL variant that can be readily installed above deck means that this kind of protection could be rapidly added to a wide array of naval vessels, including support types that generally have very limited, if any armament, such as fleet oilers and roll-on/roll-off cargo ships. Naval vessels, including smaller patrol boats, such as the Mk VI example in Lockheed Martin's brochure, could also make good use of these missiles against other small watercraft, amphibious landing craft, and other similarly sized threats. The exact range of the JAGM in a surface-launched configuration is unknown, but if it is anywhere near the missile's reported maximum range of around five miles when air-launched, it is possible that naval vessels could engage targets on land close to shore, as well. At the same time, it's interesting to note that the small AGM-176 Griffin missile, which the U.S. Navy's Cyclone class patrol craft are presently armed with, also has a reported range of five miles when launched from the surface, though they pack a smaller warhead then JAGM. In a ground-launched configuration, JQLs could give lighter units on land an important weapon for engaging heavily armored vehicles, strong points, and other better-protected targets. Like Hellfire, JAGM also has a pop-up flight profile, meaning that it could be used against softer targets hiding behind hard cover, such as high walls or rocky outcroppings, as well. This capability could be particularly valuable during operations in dense urban areas, an environment the U.S. military, among others, sees itself increasingly likely to be fighting in as time goes on. If a single JLTV can carry eight JAGMs loaded in two JQLs. That is a lot of instantly on-demand firepower. Having multiple vehicles in this configuration would give troops the ability to rapidly engage a large number of targets at once. This could make it especially attractive to the U.S. Army and U.S. Marine Corps, both of which operate JLTVs and are acquiring JAGMs already for their helicopters and other aerial platforms. If the launcher is capable of being install on this light tactical vehicle, one would imagine that a larger array of JQLs could fit on the back of standard two-and-a-half-ton and five-ton cargo trucks for even more firepower. In both sea and ground-based applications for the JQL, there is a question of targeting. Larger ships would likely have the organic sensors, such as a radar, to spot and track targets at appreciable ranges, as well as potentially designate them with a laser, when it makes sense, to make the most use of the JAGM's dual-mode seeker. However, smaller boats and ground vehicles would likely need to be networked together with other assets to provide critical targeting information, such as drones, helicopters, and fixed-wing aircraft, or deploy an elevated sensor themselves. Otherwise, they would be limited to laser-designating targets one at a time, and all within line of sight. There is also the possibility that Lockheed Martin could develop a variant of the JAGM, or an entirely new missile of similar dimensions, that acts more as a kind of loitering munition, with man-in-the-loop targeting capability, such as that found on the Spike Non-Line-Of-Sight (NLOS) missile from Israel's Rafael. That weapon has the ability to fired at a specific area and then be manually steered onto the target by an operator who is seeing what the missile sees via a feed from an infrared camera in its nose. These weapons can be used to reconnoiter their targets before striking them, as well. Azerbaijan used Spike NLOS in this way to great effect during its recent conflict with Armenia, as seen in the video below. It is worth noting that Lockheed Martin did also demonstrate an imaging infrared seeker capability for JAGM during testing, though the initial AGM-179A variant does not feature that capability. There have also been plans in the past for follow-on versions of the missile with a tri-mode seeker, as well as extended range and other improved capabilities. It's also interesting to point out that the U.S. Army had actually previously planned to acquire a somewhat similar capability, in the form of the XM501 Non-Line-of-Sight Launch System (NLOS-LS), as part of the abortive Future Combat Systems (FCS) program, which was canceled in 2009. In tests, the XM501, which was made up of Container Launch Units (CLU), each designed to hold 15 small missiles, together with a fire control system, was installed on a 6x6 Family of Medium Tactical Vehicles (FMTV) cargo truck. There were also plans to add the XM501 to the Navy's LCSs, which has now been superseded by the aforementioned AGM-114L launch system. It is important to note that the missiles intended to go into the NLOS-LS had much greater range than Hellfire or JAGM and included a type capable of operating as a loitering munition similar to Spike-NLOS. The JQL concept is also similar in some ways to work that European missile consortium MBDA is doing to develop a variety of ground, as well as sea-based, launcher options for its Brimstone missile. Brimstone looks very much like Hellfire and JAGM, visually, and also has a dual-mode laser and millimeter-wave radar seeker. All told the JQL seems to make incredible sense as a way to quickly add the JAGM missile to a wide array of new launch platforms at sea and on the ground. As the battlespace becomes increasingly networked, deploying these systems would give even diminutive vehicles brutally destructive capabilities with minimal modifications.     Editorial: Choppy waters for Canada's warship program

    The Canadian Surface Combatant project is moored in layers of unnecessary secrecy. Information that has trickled out has been fragmented and contradictory. This suggests anything but smooth sailing. Author of the article: Editorial Board Perhaps, one day, Canada will have 15 splendid new warships, outfitted with cutting-edge technology, that boost our naval security, create thousands of high-quality jobs and offer myriad industrial benefits. But meanwhile, the project to build the Canadian Surface Combatant vessels remains moored in layers of unnecessary secrecy. The information journalists and the Parliamentary Budget Officer have gleaned to-date has been fragmented and contradictory. This suggests anything but smooth sailing. For one thing, there is the issue of cost. The plan to construct the warships has navigated its way through federal governments since the 1990s, but won't start until 2023. It has been delayed time and again; project requirements have changed; and most significantly, the price estimate has soared. Let's start there. The original $14-billion estimate for these ships is now around $70 billion, according to experts. And, as explained by the Citizen's David Pugliese, officials have done everything possible to keep these swelling costs under wraps. While MPs focus on scandals such as the WE Charity debacle (which involved just under $1 billion in grants), there's been little serious parliamentary scrutiny of the spiralling costs of our new-age warships. Next came allegations of bid-rigging (strenuously denied by the government) from some potential contractors, after the procurement rules were changed. In one legal filing, a company noted the parameters of the CSC project has been altered 88 times during the process. Third, while politicians and bureaucrats have argued there will be thousands of high-paying jobs and other industrial benefits, insiders are more dubious. There are no consequences to contractors who don't meet job targets. What is truly scandalous about the shipbuilding affair, however, is the blind insistence on secrecy from all levels of government. Canadian taxpayers will be on the hook for $70 billion (and perhaps more, by the time the first ship sails). Yet journalists from this news organization and others have seen straightforward questions go unanswered; have been threatened with lawsuits; or have had access-to-information queries (that's the law designed to get answers out of government) stalled for years. The Parliamentary Budget Officer has been refused information that was nonetheless shared by government with lobbyists and potential contractors. Project defenders may deride those who raise problems. Yet with so much secrecy, it is impossible for a thinking voter to feel full confidence that the government is competently steering one of its most important files: the nation's defence.
