    Scheer government would seek to join U.S. missile defence program

    By Alex Boutilier Ottawa Bureau OTTAWA–Andrew Scheer will announce tomorrow that a Conservative government would start talks with the Trump administration to join the U.S. continental missile defence program, the Star has learned. While the U.S. has sought the Canadian government's co-operation on a missile defence program since the early 2000s, successive governments — both Liberal and Conservative — have refused. But two Conservative sources, who were not authorized to speak on the record, confirmed Scheer will announce a future Conservative government would pursue joining the program, which seeks to detect and stop missile attacks on the U.S. and its allies. Scheer will also announce his party's desire to “modernize” NORAD, the joint Canada-U.S. aerospace defence system, one source who had seen the text of the speech said. The announcements will come as part of a speech Scheer is scheduled to deliver Tuesday in Montreal on the Conservatives' approach to foreign policy. The speech is the first of five policy speeches Scheer is slated to deliver over the next five weeks. Scheer has released little in terms of policy since winning the Conservative leadership in May 2017, leading to Liberal attacks that he doesn't have a plan, especially on the environment. The speeches could blunt that criticism, while giving voters a better sense of what the Conservatives expect to include in their election platform. In addition to foreign affairs, Scheer will deliver speeches on immigration, the economy, “confederation” and the environment. The issue of a ballistic missile defence treaty with the United States has been a contentious one for successive Canadian governments. In 2005, then-prime minister Paul Martin refused to sign a deal with the Bush administration. Stephen Harper rebuffed similar requests from president Barack Obama, and the current Liberal government was similarly cold to the idea in its recently released defence policy overhaul. “The threats facing North America have evolved significantly in the air and maritime environment ... and weapons technology, including ballistic and cruise missiles, has advanced tremendously,” the defence framework reads. “Canada's policy with respect to participation in ballistic missile defence has not changed. However, we intend to engage the United States to look broadly at emerging threats and perils to North America, across all domains, as part of NORAD modernization.” Canadian governments' reluctance to join the American missile defence shield has typically had more to do with domestic politics than national security or defence considerations, according to Eugene Lang, an adjunct professor at the Queen's University school of policy studies. “There's been a lot of political sensitivity around it for Canadian governments that were feeling it was going to be controversial for Canada to sign on to this thing,” said Lang, who served as chief of staff to two Liberal defence ministers. “That was certainly the case in the early 2000s with the Bush administration because the Bush administration's foreign and military policy was deeply unpopular in Canada. Now the Trump administration's military and security policy, I don't know if it's deeply unpopular (but) we know Trump is deeply unpopular.” Whoever wins the upcoming federal election will likely face increased pressure from the Trump administration to participate — and help pay for — a planned update of the U.S. ballistic missile defence system. In January, President Donald Trump announced that the U.S. will deploy a new space-based system for detecting and stopping ballistic missiles aimed at the U.S. and its allies. Sajjan, Minister of National Defence, participated in a ceremony at Irving Shipbuilding highlighting the start of construction for the fourth Arctic and Offshore Patrol Ship (AOPS), the future HMCS William Hall. This is the fourth of six such ships to be built at the Halifax Shipyard for the Royal Canadian Navy (RCN) as articulated in Canada's defence policy, Strong, Secure, Engaged. Security in the Arctic is complicated by the region's geography and harsh climate. This new class of vessel was specifically designed to patrol Canada's waters and northernmost regions.     LÉVIS, QC, April 30, 2019 /CNW/ - Icebreaking is a key factor in ensuring the safe and efficient movement of people and goods on Canadian waterways, and helps contribute to year-round shipping and economic growth. That is why the Government of Canada is committed to providing the Canadian Coast Guard with the equipment it needs to ensure these waterways are kept safe and open for business. The Minister of Fisheries, Oceans and the Canadian Coast Guard, the Honourable Jonathan Wilkinson, and the Minister of Public Services and Procurement and Accessibility, the Honourable Carla Qualtrough, announced today that Chantier Davie of Lévis, Quebec, was awarded a contract of $7,198,164.30 for the dry-dock refit of the CCGS Louis S. St-Laurent, Canada's largest icebreaker. The scheduled refit of the CCGS Louis S. St-Laurent will ensure the Canadian Coast Guard continues to provide critical icebreaking and other marine services effectively. This contract was awarded on April 15, 2019following an Advanced Contract Award Notice issued on November 16, 2018. Minister Wilkinson also announced the names of the two interim icebreakers currently undergoing conversion work at Chantier Davie; CCGS Jean Goodwill and CCGS Vincent Massey. These ships will be available to support Coast Guard programs by late 2019 and summer 2020, respectively.     DAVID PUGLIESE, OTTAWA CITIZEN BAE Systems is no longer in the running to bid on a new program to provide Canada with military aircrew training services. BAE Systems was on the list of qualified suppliers for the Future Aircrew Training (FAcT) program when it was established in December 2018. But on April 2, BAE Systems informed Canada of its decision to officially withdraw from the solicitation process, Public Services and Procurement Canada announced Monday. “BAE Systems is therefore no longer a qualified supplier in the competitive process and will not be invited to submit a proposal to Canada for the FAcT program,” Procurement Canada noted in a statement. The Royal Canadian Air Force has a need for ongoing pilot training, as well as training for air combat systems officers and airborne electronic sensor operators and the FAcT program will provide that training, according to the Department of National Defence. BAE Systems has not yet provided comment on its reasons for withdrawing from the competition.     Government expects to award contract for new fighter jet fleet in 2022 (but admits it could face delays)

    DAVID PUGLIESE, OTTAWA CITIZEN Though the federal government expects to award a contract for a new fleet of fighter jets in 2022, it admits that schedule is aggressive and could yet face further delays. A request for bids to provide 88 new jets to the Royal Canadian Air Force will be released next month, according to a new update on major Department of National Defence projects released Wednesday, with the proposals to be evaluated by 2021 and a contract to be awarded a year later. But in the update DND also admits that timeline is tenuous. “The approved schedule is considered very aggressive,” it said. “The project team is managing a number of risks which have the potential to impact schedule.” The document doesn't outline the specific risks but DND officials have acknowledged that government negotiations with private contractors on the industrial benefits that are to be linked to the project could cause delays. The Liberals have committed to purchasing the new jets in a program expected to cost up to $19 billion. The competition was launched on Dec. 12, 2017, and Canada expects to examine four different fighter jets as candidates for the RCAF's new fleet. The project team is managing a number of risks which have the potential to impact schedule The first of the jets is expected to be delivered in the mid-2020s, with the full capability available in the early 2030s, according to the DND document. The document also outlines the plan to purchase used Australian F-18s in the interim, which the RACF will use to boost the capability of its current fleet of CF-18s until the new generation aircraft are in service. The first of the Australian jets has already been delivered, with final delivery set for the end of 2021, according to the update. However, the parliamentary budget officer has found this interim solution could cost more than $1 billion, and the auditor general's office has pointed out that the air force is lacking pilots and maintenance crews for the planes it already operates. Wednesday's DND update points out success stories as well as challenges with some of DND's multi-billion dollar projects. Some programs, such as the purchase of Chinook helicopters and tactical armoured patrol vehicles, are completed or are nearing completion with few problems. A new $2-billion program to buy heavy trucks is among those expected to be proceed without issues. Canada also expects to award a contact next year for a mid-life upgrade of the fleet of Cormorant search-and-rescue helicopters, and the conversion of former U.S. presidential helicopters so they can join the flight line for rescue operations. But the report warns there could be problems with other upcoming projects such as the purchase of a fleet of drones. It noted that there might not be enough procurement staff with the required expertise to move that program forward on schedule. The department hopes to deal with the problem by hiring contractors. A draft invitation to qualify for that project was released April 5 and a contact is expected to be awarded in 2022, the document said. The first of a fleet of new fixed-wing search-and-rescue aircraft, meanwhile, are to be delivered in December. The first plane will be sent to 19 Wing Comox, B.C. in the spring of 2020. The 16 new planes will be phased in between 2020 and 2022. But DND acknowledged it is keeping an eye on the potential that schedule could be affected because of the “complexities associated with transitioning to the new fleet while maintaining the current search and rescue posture.” In addition, DND is keeping watch on problems with its new upgraded light armoured vehicles. Though the vehicles have been delivered on time, some technical issues will be fixed through a retrofit program. There have also been problems with software design and qualification of components in another new fleet of armoured vehicles that will be used for battlefield surveillance, the first of which is to be delivered next year. The first new supply ship for the Royal Canadian Navy, being built in Vancouver, is expected in 2023 but won't be ready for operations until a year later. The delivery of the second supply ship “is currently under review,” the update added. In the meantime, the navy has access to MV Asterix, the supply ship at the heart of the court case involving Vice-Admiral Mark Norman. Au Canada, les forces de l'ordre vont utiliser des modèles prédictifs pour prédire les disparitions avant qu'elles n'aient lieu. Selon un rapport du gouvernement, les modèles prédictifs seront basés sur des publications sur les réseaux sociaux, les dossiers de la police et les services sociaux.     MQ-9B SkyGuardian proposed as the right choice for RPAS in Canada

    General Atomics Aeronautical Systems, Inc. (GA-ASI)–a leading designer and manufacturer of proven, reliable remotely piloted aircraft systems (RPAS), radars, and electro-optic and related mission systems–continues the on-time development of its latest RPAS, the MQ-9B SkyGuardian. GA-ASI is designing MQ-9B as the next generation of multi-mission Predator B fleet and has named its baseline MQ-9B aircraft SkyGuardian. As Canada looks to fulfil its RPAS project requirements, the multi-mission SkyGuardian stands out as the perfect solution. GA-ASI is collaborating with its Team SkyGuardian Canada teammates–CAE, MDA, and L3 Wescam–to deliver the perfect RPAS to Canada. The team combines the best of Canadian industry with the world's most advanced medium-altitude long-endurance (MALE) RPAS to fulfil Canada's RPAS project requirements. The Royal Air Force (RAF) is acquiring SkyGuardian as part of its Protector RG Mk1 program and is scheduled for first delivery in the early 2020s. Belgium also selected SkyGuardian for its defence needs. The RPA is being considered as an option for the Australian Defence Force, which chose GA-ASI to supply the RPA system for Project Air 7003. “MQ-9B is the world's only RPAS being developed to be certified to fly in non-segregated, controlled airspace,” said Linden Blue, CEO of GA-ASI. “The development is the result of a five-year, company funded program to deliver an unmanned aircraft to meet the stringent airworthiness type-certification requirements of NATO and various civil authorities.” As part of the certification effort, MQ-9B is being provisioned with a GA-ASI-developed detect and avoid (DAA) system. The DAA system consists of a due regard radar (air-to-air radar), coupled with a traffic alert and collision avoidance system (TCAS) and automatic dependent surveillance-broadcast (ADS-B). The first-ever transatlantic flight of a MALE RPAS was accomplished in July 2018 as part of the Royal Air Force's (RAF) centenary celebration (RAF100). SkyGuardian flew from Grand Forks, N.D., to RAF Fairford in Gloucestershire, U.K., covering 3,760 nautical miles in 24 hours. Other recent achievements include: Demonstration of SATCOM launch and recovery for MQ-9B using expeditionary command and control (XC2)–December 2018 First flight of the second MQ-9B SkyGuardian–September 2018 Integration of MQ-9B with GPS and GALILEO satellite systems–June 2018 Successful lightning tests on MQ-9B–May 2018 Demonstration of auto takeoff and landing using SATCOM for MQ-9B–December 2017 The MQ-9B set an endurance record for GA-ASI aircraft when it flew for more than 48 consecutive hours in April 2017. This is an unprecedented level of endurance that enables the MQ-9B to provide persistent intelligence, surveillance, and reconnaissance (ISR) around the clock with an operating cost well below most manned platforms. MQ-9B has a range of over 6,000 nautical miles and is equipped with nine hard-points for sensor or weapons carriage with over 4,000 pounds of available payload. SkyGuardian is capable of all-weather day/night operations. The cold weather engine start capability allows ground operations down to -41 C. These RPAS also have an electro-expulsive de-icing system (EEDS) for wing leading edges, anti-ice heated engine inlet, heated pitot tube and static ports, and lightning protection. Interoperable with the U.S., FVEY and NATO, SkyGuardian's multi-mission capability makes it a valued asset in a variety of scenarios–including environmental protection, humanitarian assistance/disaster relief, maritime domain awareness, search and rescue (SAR) and overland and overwater ISR. To date, GA-ASI has delivered over 850 aircraft and more than 300 ground control stations.     Canada's fighter jet tender competition (finally) takes off next month

    Murray Brewster · CBC News The politically charged competition to replace Canada's aging fleet of fighter jets will rocket forward at the end of May as the federal government releases a long-anticipated, full-fledged tender call. There are four companies in the running: Saab of Sweden, Airbus Defence and Space out of Britain, and the American firms Boeing and Lockheed Martin. Once the request for proposals is released, the manufacturers will have until the end of the year to submit bids, defence and industry sources told CBC News. It was the former Conservative government that kicked off the effort to replace the three-decade-old CF-18s in 2010, an attempt that was shot down in a dispute over the way the F-35 fighter was selected. The program became mired in politics when the Liberals promised during the 2015 election campaign not to buy the stealth jet. A final decision will now have to wait until after this fall's election. The competition comes at a time of renewed geopolitical rivalry between the West and Russia and China, and the chief of the Swedish Air Force says his fighters have been busier than ever. Maj.-Gen. Mats Helgesson said Sweden, which has a long history of being a neutral and non-aligned country, has over the past few years found its airspace violated more frequently by both Russian and NATO warplanes. That has required a stepped-up state of readiness for the country's Gripen fighter jet squadrons. "When we look around our borders, especially over the Baltic Sea, we can see increased activity, not only Russia, but also NATO," Helgesson told CBC News in an interview. "We see exercises. We see daily training and we also see intelligence gathering in a way that we haven't seen for many years." The Swedish air force is about the same size as the Royal Canadian Air Force. It has long flown the homegrown Gripen, which has gone through various iterations and models since it was first introduced in the mid-1990s. Saab AB, headquartered in Stockholm, intends to offer the latest variant — the E version — as a replacement for Canada's current fleet of CF-18s. The aircraft's design improvements, said Helgesson, are a direct result of what the military and the country's engineers can see being developed in Russia. "It's no secret that we need to be able to meet, not only Russia, but also other high-performing aircraft in the future," he said, pointing to Russia's Su-30 fighter jet, the more modern Su-35 (known by the NATO designation "The Flanker") and the stealth Su-57. There has been a rigorous political and academic debate about whether Canada should choose a legacy design from the 1990s, such as the Gripen, or the recently introduced Lockheed Martin F-35 stealth fighter. The notion that stealth fighters are needed for conflicts with countries like Russia — countries that have advanced air-defence systems — was partly dismissed by the Swedish Defence Research Agency in a recent report. Russia's anti-access/areas-denial weapons (known as A2/AD) are not all they're cracked up to be, said the report released last month, which looked at the use of such systems in the Syria conflict. "Much has, in recent years, been made of Russia's new capabilities and the impact they might have on the ability of NATO member states to reinforce or defend the vulnerable Baltic states in case of crisis or war," said the report. "On closer inspection, however, Russia's capabilities are not quite as daunting, especially if potential countermeasures are factored in." The Gripen is intended for operations in rugged environments, such as Sweden's Arctic region, Helgesson said. "We are operating from dispersed bases," he said. "We use highways and small airfields spread all over Sweden in remote places, far away. And the logistics footprint is very small." The Arctic is, naturally, an important area of operation for the Swedish air force, and having far-flung bases has required the force to become creative about warehousing fuel, ammunition and other supplies. Canada's CF-18s occasionally operate from forward bases in the North, but those deployments are infrequent compared with the routine activity of the Swedes, experts have noted in the past. Like Canada, Sweden has just started reinvesting in defence, Helgesson said. The competition among manufacturers for Canada's fighter jet business is expected to be intense. Lockheed Martin will again pitch its F-35 stealth fighter. Boeing is in line to offer the Super Hornet — a larger, more advanced version of the F-18.
