    Thales launches small AESA radar for small aircraft

    Christina Mackenzie PARIS – Thales launched on Oct. 16 its new AirMaster C, a compact, active electronically scanned array (AESA), airborne surveillance radar for small and medium-sized platforms. Although the radar's design phase has been finalized it still needs testing airborne. Nevertheless, Stéphane Lavigne, a sales director at Thales, said that the French Armed Forces Ministry had already notified its intention to buy the equipment for the future light joint army helicopter, the Guépard, developed by Airbus Helicopters and due to enter service in 2026. Jon Bye, Thales' head of customer marketing, said that the AirMaster C would ensure customers got “that great picture, first time, every time.” The active antenna radar is based on SiGe (silicon-germanium) technology fully validated in 2019. Thales says SiGe is “much more energy efficient than other technologies used for AESA radars, and allows the radar to self-cool.” François Arpagaus, the company's airborne surveillance product line director, said that AirMaster C is easy to integrate, less complex to operate and would allow users to “see more, more of the time” thanks to “multi-polarization” which allows the radar to automatically select the optimal settings for each mission. The radar was designed for a small footprint, making it 30 percent lower in size, weight and power than other radars in its class. It is small, no bigger than two A4 pages side by side, weighs less than 20 kg (45 lbs) and uses about 1 Kw of power. “It's perfect for small and medium-sized platforms, both manned and unmanned,” Arpagaus said.     Pentagon inks $197 million in contracts for microelectronics

    Andrew Eversden WASHINGTON — The U.S. Department of Defense has awarded contracts worth $197.2 million for microelectronics, it announced Thursday, amid concerns about with much production of the technology is taking place outside the United States. The Pentagon awards are part of the department's desire to entice microelectronics manufacturing back into the United States. Microelectronics are at the core of technologies the department considers critical to national security, such as artificial intelligence, quantum computing and 5G communications capabilities. “The microelectronics industry is at the root of our nation's economic strength, national security, and technological standing," said Michael Kratsios, acting undersecretary of defense for research and engineering. The “awards support the Department's mission to promote microelectronics supply chain security and accelerate U.S. development of the very best in circuit design, manufacturing, and packaging. It's critical for the DOD and American industry to work together in meaningful partnerships to ensure the United States leads the world in microelectronics far into the future.” As part of the awards, Microsoft and IBM are splitting an other transaction authority contract worth $24.5 million “to advance commercial leading-edge microelectronics physical ‘back-end' design methods with measurable security.” The award is a phase one deal under the DoD's Rapid Assured Microelectronics Prototypes using Advanced Commercial Capabilities Project. Another contract, valued at $172.7 million, was awarded to both Intel Federal and Qorvo to “develop and demonstrate a novel approach towards measurably secure, heterogeneous integration and test of advanced packaging solutions.” The award was given under phase two of the State-of-the-Art Heterogeneous Integration Prototype Program. “These awards highlight how the Department is moving towards a new quantifiable assurance strategy that will help the DOD quickly and safely build and deploy leading-edge microelectronics technologies,” the Pentagon's news release said. The department is increasingly concerned about the microsystems market because much of the production process takes place overseas, particularly in or near China. The department fears this allows China to implement backdoors into critical national security systems. Because of the current market structure, "we can no longer identify the pedigree of our microelectronics,” Ellen Lord, the undersecretary of defense for acquisition and sustainment, said at the Defense Advanced Research Projects Agency's Electronics Resurgence Initiative Summit in August. “Therefore we can no longer ensure that backdoors, malicious code or data exfiltration commands aren't embedded in our code.     Army Halts Apache Helicopter Deliveries

    For the second time in two years, the Army had to stop accepting Boeing's attack helicopter. The exact reason remains unknown. Marcus Weisgerber The U.S. Army has stopped accepting Apache helicopters from Boeing after the company found that an employee kept “improper” records concerning parts installed on the aircraft. It's the latest quality-control issue to bedevil America's largest planemaker, which is trying to shift its company's culture and repair its public image after two deadly airliner crashes and a production line that left tools and trash inside new tanker aircraft. “At this time the Army is still conducting a comprehensive review of a number of Boeing processes, production, and manufacturing plans for critical safety items applicable to all AH-64E aircraft production,” Lt. Col. Brandon Kelley, an Army spokesman, said in an emailed statement. When it learned of “improper record keeping” at its AH-64 Apache factor in Mesa, Arizona, Boeing “immediately notified the Army,” Steve Parker, vice president and general manager of Boeing Vertical Lift, said in a statement provided by a company spokesman. “Boeing and the government are jointly reviewing our Mesa quality management processes and procedures,” Parker said. “Flight operations and deliveries will resume when Boeing and the Army are satisfied this issue has been resolved and appropriate corrective action plans have been implemented.” Boeing no longer employs the worker who kept the improper records, according to a person with knowledge of the issue. Boeing's Mesa operation builds new Apaches and overhauls old ones with more modern equipment — a process known as remanufacturing. The company continues to build aircraft amid the delivery stoppage, an industry source said. “The Army will begin acceptance of aircraft once conditions have been satisfied to ensure production processes meet standards for safety and quality and the potential for future quality escapes has been fully mitigated,” Kelley said. “The Army will continue to work with Boeing in reviewing their quality processes and manufacturing of critical safety items and recommend changes as necessary to prevent future delivery of non-conforming product.” Kelley said that soldiers' lives were not put at risk by the issues. It's not the first time the Army has suspended Apache deliveries. From March to August 2018, the service halted acceptances after finding a flaw in a part that holds the helicopter's rotors to the aircraft. Boeing quality-control practices have been called into question by both the commercial industry and the military. The Federal Aviation Administration is investigating potential manufacturing issues on 787 Dreamliner aircraft. The U.S. Air Force had to halt deliveries of KC-46 tankers on numerous occasions after military inspectors found trash, parts, and tools left inside the aircraft. In March 2019, Will Roper, the head of Air Force acquisition, blamed the company's assembly line culture for the issues. The coronavirus pandemic has only made things worse for Boeing and its suppliers as air travel evaporates and airlines cancel plane orders. Earlier this year, executives said the company's $34 billion defense business would outperform its typically lucrative commercial business for the first time in more than a decade. Coronavirus-related factory shutdowns and production slowdowns started taking a toll on Boeing's defense business in the spring. Boeing delivered 54 fewer military aircraft and satellites so far this year when to the first three quarters of 2019, a 31 percent decline, according to company data.     2019 was a landmark year for Connecticut’s defense industry

    Julia Bergman Military contractors in Connecticut had their most lucrative year in more than a decade in 2019, receiving $37.1 billion in defense contracts last year. That's according to the State of Connecticut Office of Military Affairs, which has tracked contracts received by the state's defense industry since 2007 and releases an annual report on the outlook for the industry. In reality, the value of defense contracts awarded in 2019 to Connecticut companies or companies doing business in the state was likely higher than $37.1 billion, as the report only relies on prime contracts worth $7 million or more. The previous high was in 2014, when the report recorded $27.1 billion in contracts. The growth in 2019 was spurred by the $22.2 billion contract the U.S. Navy awarded to Electric Boat last December for the construction of nine Virginia-class attack submarines — the largest shipbuilding contract ever awarded by the Navy. The contract includes the option to purchase a 10th submarine, which would increase its value to $24.1 billion. In addition to the record-breaking contract, Congress passed a defense budget that resulted in $30 billion for Connecticut-based defense programs this fiscal year, including the purchase of helicopters, jet engines and submarines all manufactured in the state. Defense contractors, deemed essential businesses during the coronavirus pandemic, have continued to fare well, similar to what happend during the 2008-09 recession, said Bob Ross, executive director of the Office of Military Affairs. At the time, Connecticut firms with both defense and commercial arms saw their commercial business lag but were kept busy by their military contracts. "We're seeing some of that again," Ross said. "For example, commercial aviation has been struck by the (coronavirus) pandemic, but the military aviation side has kept going." In the past three years, the growth in defense contracts has mainly been related to submarine construction at EB and jet engine manufacturing at Pratt & Whitney. "Suppliers have been busier than ever, particularly for submarines," the report says. First, we look forward to delivering the last of the MQ-9s ordered by the Spanish Air Force (final delivery expected in November). This year, we finalized the UK Protector production contract with the initial orders of a total planned 16 aircraft buy. In fact, the first Protector-configured MQ-9B completed its first flight on September 25th. We also recently completed the contract for MQ-9B SkyGuardian for Belgium. The French Air Force fielded weapons capability on its MQ-9s in 2020, and the last three of six French Air Force MQ-9 Block 5's will be delivered before year-end. At the end of 2019, the Australian Government announced its selection of the MQ-9B SkyGuardian for the Australian Defence Force (ADF). Also noteworthy, the first U.S. Marine Corps (USMC) crew was qualified on the MQ-9A Reaper in support to its Afghanistan mission. The USMC also announced that they are transitioning from a lease model and are acquiring GA-ASI RPAS to perform multi-domain operations (MDO), including maritime surveillance. These decisions are clear signs that the MQ-9 family is meeting operational requirements for its customers. We look forward to using our Avenger UAS as an early-start surrogate for the U.S. Air Force's Skyborg program vision. We will fly it in November to demonstrate cognitive artificial intelligence and UAS automation.     Harry Lye Analysis from PwC, commissioned by BAE Systems on behalf of Team Tempest, the partnership behind the Tempest future combat air system programme has said that the project to develop a future fighter will contribute at least £25bn to the UK's economy and support an average of 20,000 jobs a year between 2026 and 2050. Team Tempest is a partnership between BAE Systems, Leonardo, Rolls-Royce, MBDA and the Royal Air Force's (RAF) Rapid Capabilities Office, as well as a host of small-medium enterprises and academia. Preliminary findings from the PwC report due to published in full later this year said that the programme including ‘R&D spillover' would add £25.3bn to the UK economy for the first 30 years of the programme and ‘support an average of circa 20,000 jobs every year between 2026 and 2050'. The findings added that for every 100 people directly employed by Team Tempest, a further 270 would be employed across the UK. BAE Systems director combat air acquisition programme Michael Christie said: “Tempest is an exciting and ambitious multi-decade programme that will help to preserve our national security whilst at the same time driving significant economic benefits for the UK. “The initial analysis revealed today demonstrates that Tempest is critical to ensuring the UK can sustain its world-leading Combat Air Sector, preserving the sovereign capability that is essential to retaining military freedom of action for the UK.” rogramme is essential for national security and future prosperity The economic benefits of the programme come alongside the release of more technical details about the future fighter by Team Tempest, which the consortium said can “capture the equivalent of a ‘city's worth of data' in a second”. Tempest is expected to come into service in the mid-2030s and is set to replace the Eurofighter Typhoon within the RAF. The aircraft is set to form part of a broader combat air system that will likely include ‘wingman' uncrewed aerial systems (UAS). ADS chief executive Paul Everitt added: “The Tempest programme is essential for our national security and future prosperity. The high-value design and groundbreaking engineering skills required for success will create a new generation of talent to drive UK industry. “Defence programmes like Tempest offer an invaluable opportunity to secure a recovery from the current Covid-19 crisis. It will embed high-value design and manufacturing skills in the UK for decades to come, sustain thousands of high paying jobs and give apprentices the opportunity to build their career in an iconic programme with massive export potential.” Capture a city's worth of data in a second Team Tempest today also unveiled several insights into the programme including that Leonardo, the programme's electronics lead, was developing new radar systems capable of providing over 10,000 times more data than existing systems. Leonardo director of major air programmes Iain Bancroft said: “The collaborative relationship between Team Tempest and our network of academic and SME partners enables us to bring together the ‘best of the best' engineering talent from across the UK. Crucially, we are embracing new ways of working as an integrated team to dramatically improve efficiency and pace – sharing intelligence and refining our concepts digitally to deliver innovations that will shape the next generation combat air system. “Our new radar technology is a concrete example of the gains this approach has already brought, costing 25% less to develop while providing over 10,000 times more data than existing systems.” The ‘Multi-Function Radio Frequency System' is slated as being able to collect data ‘equivalent to the internet traffic of a large city such as Edinburgh' every second. The new sensor is described as providing a range of ‘abilities beyond traditional radar', with the company having already built complete sub-systems utilising the technology with a path set for airborne demonstrations in the ‘coming years'. On top of this, BAE Systems said it had begun flight-testing components for the aircraft's ‘wearable cockpit' technology. The system will see physical controls in the aircraft replaced with ‘Augmented and Virtual Reality displays projected directly inside the visor of a helmet' allowing them to be configured to meet different missions. A team from MBDA is also working on this technology to ensure the early introduction of weapons concepts. The MBDA team is also looking at how ‘weapons system information and operation' is optimised for pilots. BAE Systems is also exploring the development of a ‘virtual co-pilot' that can take on and automate some of the pilot's responsibilities. ‘Psycho-physiological' technology is also being trialled to measure a pilot's physical and cognitive processes. BAE Systems said this would help better understand ‘increasing exertion, stress, workload and fatigue'. BAE Systems test pilots are currently trialling these technologies on the Typhoon aircraft. Rolls-Royce is working on the programmes ‘advanced combustion system technology'. Team Tempest has said that the next-generation system will need to be ‘hotter than any previous platform' to increase the efficiency of Tempest's engines.     Soldiers to evaluate new light tank prototypes

    Jen Judson WASHINGTON — The U.S. Army is preparing a soldier vehicle assessment of two different light tank prototypes for infantry brigade combat teams that will start in January 2021 at Fort Bragg, North Carolina. The assessment will run through June 2021, according to the service. BAE Systems and General Dynamics Land Systems were chosen in December 2018 to each build 12 prototypes of the Army's future mobile protected firepower, or MPF, vehicle identified in the service's ground combat vehicle strategy published in 2015. The service had found the capability one the service lacks. GDLS is building a vehicle that takes the United Kingdom's AJAX chassis and combines it with an M1 Abrams tank turret. BAE Systems' design is an updated M8 Buford armored gun system with new capabilities and components. “I just had my deep dive today on the SVA [soldier vehicle assessment] with the 82nd [Airborne],” Maj. Gen. Brian Cummings, the Army's program executive officer for ground combat systems, told Defense News in a recent interview. Work is ongoing to prepare ranges and roads for the arrival of the prototypes, he said. The MPF is going to be critical for the infantry because it provides infantry brigade combat teams with an organic capability to take care of impediments to forward progression such as gunfire from a machine gun nest or another enemy vehicle. The Army is expected to choose a winner in 2022. The first units will get MPF in fiscal 2025. The Army plans to initially build 26 vehicles, with an option to build 28 more and retrofit eight prototypes. GDLS told Defense News in an interview ahead of the Association of the U.S. Army's annual conference that it has delivered three vehicles to the Army. One is at Aberdeen Proving Ground, Maryland, going through characterization and mobility testing and preparing for firing. Another is at Yuma Proving Grounds, Arizona, undergoing desert testing and preparing for soldier training. Five more prototypes are in “some form of checkout, getting ready for their final inspection report to deliver to the government,” a GDLS spokesperson said, and the company is on track to deliver all of the vehicles this year. BAE is looking forward to the assessment because the two prototypes are so different from one another, said Jim Miller, the company's senior business development director for combat vehicles. The BAE's offering is smaller — fitting in between the Joint Light Tactical Vehicle and a Stryker in terms of size — while GDLS' vehicle is bigger, as it's based on the M1 Abrams chassis. The BAE's MPF prototype can be transported via a C-130 aircraft. Three can fit on a C-17 aircraft. And even though it is small, it has the survivability of BAE's Armored Multipurpose Vehicle, Miller said. The Army is requiring the vehicle be C-17 transportable. Soldier assessments for other recent competitions have weighed heavily into decisions, Miller added. “I think the soldier vehicle assessment is going to be really important,” he said. “Did we get this right?     Army tactical network office wants industry info on SATCOM as a service

    Andrew Eversden WASHINGTON — The U.S. Army's tactical network modernization office released a request for information Wednesday for commercial satellite communications as a service. The RFI, released by Program Executive Office Command, Control, Communications-Tactical, will give the Army tactical network team an improved understanding of existing industry best practices, technological advancements and innovative business models for commercially managed satellites that could replace the operating design of its logistics network, known as the sustainment tactical network. “We are looking to our industry partners to provide us with inventive approaches to meet our logistics transport capabilities needs,” said Col. Shane Taylor, the Army's project manager for Tactical Network (PM TN), in a press release. “This includes both end item material solutions, as well as what corresponding leasing cost models could look like to enable the Army to maximize capabilities while balancing long-term affordability.” Commercially managed SATCOM would be an improvement over the standard SATCOM capabilities because currently the Army must purchase all the hardware, software, maintenance and sustainment needs, along with other related capabilities, on independent, standalone contracts, the press release said. With SATCOM as a service, the PEO C3T will procure all the capabilities under a single contract, paying for each leased Very Small Aperture Terminal (VSAT) ground satellite terminal. "We want to deliver the right STN SATCOM capability at the right price, while keeping current with technology and ahead of obsolescence,” said Lt. Col. Natashia Coleman, product lead for Unified Network Capabilities and Integration. “To do that we need to better understand how and what industry can provide, what their different managed services models would look like, how they could each best support our hardware and support services requirements, and then compare that to the more traditional way we are providing the capability now and determine which would work best. “Whatever the outcome, taking the time upfront to review all of the options will enable us to deliver the best solution for the Army,” she added. According to Paul Mehney, communications director for PEO C3T, the program office expects industry to demonstrate their SATCOM as a service capabilities for engineer and operational assessment. Mehney said that the office will consider the companies' ability to provide and maintain terminals, obtain host nation agreements for use of bandwidth, provide a help desk to address network access issues, and technical support to users and VSAT systems. Mehney also said that the logistics network modernization efforts aligns with increased capacity, resiliency and convergence goals of Capability Set '23, the next iteration of new network tools set to be delivered in fiscal 2023. “We are looking to incorporate STN design goals as part of CS23 and beyond; providing initial STN elements for CS23 (such as modernized VSAT and Local Transport capabilities) to support CS priorities over time,” Mehney said.
