USAF Braces For NGAD Sticker Shock On Capitol Hill

The U.S. Air Force's acquisition chief said Feb. 18 that he expects a congressional backlash over how a recent revamp of the Next Generation Air Dominance (NGAD) procurement strategy could drive up the average procurement unit cost (APUC) of a sixth-generation fighter.

But the Air Force remains committed to an acquisition strategy for an F-22 replacement that accepts higher upfront costs in order to save money during the sustainment phase of the program, said Will Roper, assistant secretary of the Air Force, speaking during an “Ask Me Anything” webinar for the service's acquisition workforce. The Pentagon calculates APUC by dividing total procurement costs, including recurring and nonrecurring bills, by the number of units purchased.

“I already see that being the big discussion with Congress. [They would ask:] ‘The APUC is WHAT?' And we're going to have to have a really good analysis to show that by operating this way the total cost of ownership is better,” Roper said.

The Air Force initially planned to structure the NGAD program using a conventional procurement process, in which a contractor typically loses money during the design phase, breaks even at a program level during development and reaps profits over an exclusive, multidecade sustainment period.

But Roper, who was appointed in 2017, said in early 2019 that the strategy had changed. The details of the highly secretive NGAD program are murky, but Roper has compared the new acquisition strategy to the business model for the Apple iPhone. Apple does not sustain the iPhone beyond a few years, so it makes profits by charging a premium on the design at the point of sale. Although the upfront cost is higher, Apple's business model incentivizes an external community of software developers to create applications for the iPhone at little to no cost.

Roper wants to apply a similar philosophy to the development of the next generation of combat aircraft. He wants traditional defense prime contractors to transition away from a sustainment model for profits and incentivize them to focus on design by offering them a premium.

“The next generation air dominance [program] is thinking what's the new business model that really reward the companies that use the [design] tools well, but not the sustainment, locked-in paradigm,” Roper said.

Roper did not specify how much a sixth-generation fighter will cost to procure under the new acquisition approach. The Congressional Budget Office, which assumed a conventional acquisition process, estimated the average flyaway cost of a sixth-generation fighter in late 2018 to be about $300 million, based on a program of record for 414 penetrating counter-air aircraft.

The Air Force's new acquisition takes a different approach to quantities compared to the “program of record” format, such as the one used for the Lockheed Martin F-35. Roper said he expects production quantities to fall somewhere between numbers generally associated with one-off X-planes and F-35-like production.

The new approach is currently applied to the NGAD program, but Roper said he intends to stay in his position as the approach becomes institutionalized in Air Force acquisition.

“I am not planning to go anywhere, anytime soon,” he told the roughly 1,000-member audience of the webinar, “because I learned so much working with all of you.”

    Valerie Insinna Since the coronavirus pandemic began, the Defense Department has seen a small increase in predatory foreign investment in U.S. companies, such as small drone manufacturers, the Pentagon's head of industrial policy said Wednesday. “In general terms, there has been of an uptick, but it's always been pretty high,” Jennifer Santos, deputy assistant secretary of defense for industrial policy, said Wednesday during the C4ISRNET Conference. The Pentagon has become increasingly concerned about what it calls “adversarial capital” — a tactic whereby foreign nations, particularly China, make investments into U.S. technology startups that are part of the defense market. Once those countries make their investments, they could own or have access to unique American technologies, while the Pentagon loses its own access due to security considerations. With the U.S. economy increasingly fragile due to COVID-19, the Defense Department must be vigilant about potential risk to American companies, Santos said. “We simply cannot afford during this period of economic uncertainty the loss of American know-how in critical tech.” But Santos stopped short of saying the uptick in predatory foreign investment was a direct result of the pandemic, instead noting that the Defense Department recently expanded its existing tools to monitor adversarial capital. One tool, known as the Committee on Foreign Investment in the United States, or CFIUS, allows the government to block a foreign investment attempt on national security grounds. The jurisdiction of that tool increased in February, so the Defense Department has seen a boost in the number of cases it is tracking, Santos said. “Twenty percent of our [gross domestic product] is foreign direct investment, which is fantastic. But there's some areas where there are threats associated with some of that capital, and we want to protect those industry partners,” she said. Over the past eight weeks, the Pentagon hosted 25 teleconferences with industry to help guide companies that might be experiencing financial distress caused by COVID-19. Some of that outreach, such as a webinar held last week, centered around avoiding adversarial capital, Santos said. While her comments on adversarial capital did not center specifically on the small drone industry, she noted that the pandemic has made supply chain vulnerabilities in that sector more apparent to the department. “The market for UAS [unmanned aerial systems] in the United States is dominated primarily by foreign companies, especially Chinese companies,” she said, adding that Chinese firms hold 97 percent of the small UAS market, with about 75 percent of sales in the U.S. commercial market coming from Chinese drone maker DJI. “U.S. firms have struggled to compete in this drone area,” she said. "Even commercial drones manufactured in the United States often use components made in China. We don't know what the exact effects of COVID will be on this small UAS sector, but I know one thing: We will emerge from this stronger.” Brent Ingraham, the Pentagon's unmanned systems technical director, pointed to the American Drone Security Act currently under proposal by Congress. If passed, the legislation would apply the same security restrictions on UAS used by the Defense Department to the rest of the federal government, which would secure industrial opportunities for U.S. vendors that have a trusted supply chain, he said. As the Defense Department looks to expand its base of small UAS manufacturers, one of the military's legacy providers offered a word of caution. "We as a community are all in favor in faster, cheaper, better, but we need to have an exercise in caution when you do that,” said Gorik Hossepian, AeroVironment's vice president of UAS product line management. “Our past is full of examples of when we do those kinds of things, we tend to sacrifice one versus the other.     DARPA: With Insights from Integration Exercise, SubT Challenge Competitors Prepare for Tunnel Circuit

    Nine teams hailing from four continents gathered in Idaho Springs, Colorado, the week of April 5-11, 2019, to test autonomous air and ground systems for navigating the dark, dangerous, dirty, and unpredictable underground domain. The SubT Integration Exercise, known as STIX, took place at the Colorado School of Mines' Edgar Experimental Mine. The event provided a shakeout opportunity for competitors in advance of the Tunnel Circuit in August, the first of three subdomains that teams will tackle in DARPA's Subterranean Challenge. The teams were divided into three groups. Each group had one day to experiment with their various systems during multiple runs in the mine, followed by a second day in which each team attempted a one-hour mock, scored run. Teams could earn points by accurately locating, identifying, and reporting artifacts placed within the tunnels. Artifacts included thermal manikins, backpacks, fire extinguishers, cell phones, and cordless drills – all inspired by objects an end user such as a warfighter or first responder might encounter. The mine environment presented teams with low light, high dust, metal rails, and irregular terrain. The DARPA team added to the complexity with a theatrical smoke machine, which mimicked real smoke a warfighter or first responder could contend with in an emergency response scenario, for example. “It was amazing to see the progression from day one into day two for each team as they explored the tunnels of the mine and began to understand just how complex and unknown these underground environments can be,” said Timothy Chung, program manager for the Subterranean Challenge in DARPA's Tactical Technology Office. “It's not just about testing whether there's enough light or if robots can drive a few meters.
