US Navy Wants a Next-Gen Supply Network — and Fast

An accelerated-acquisition office is seeking industry's best ideas for keeping track of parts and repairs ashore and at sea.

The U.S. Navy is looking for bleeding-edge technologies to improve its business systems and is using its other transaction authority to solicit ideas.

The Space and Naval Warfare Systems Command, or SPAWAR, announced June 14 its intention to use the Training and Readiness Accelerator, or TReX, consortium to manage the solicitation. On or about June 25, TReX will release the full solicitation requirements to its members, which includes “the entire innovation ecosystem including companies from—startups to Fortune 1000—universities, technology incubators, investors, public and private laboratories and non-profits,” according to its website.

The solicitation will cover four areas under the Naval Operational Business Logistics Enterprise, or NOBLE, family of systems, with the overall goal of improving the Navy's material and shore readiness—including “reduced failure rate, improved repair time, improved resupply time and accuracy, affordable sustainment, mission capable and secure facilities”—and user experience—including “simplified and expedited decision making, integrated and dynamic work prioritization, digitally enabled training and collaboration and easy and intuitive user experience/interface.”

The solicitation focuses on three core areas, with an overarching integrated data environment stretching across the enterprise. The core areas include the Naval Operational Supply System, or NOSS, the Naval Aviation Maintenance System, or NAMS, and the Naval Operational Maintenance Environment, or NOME.

According to the solicitation, NOSS will provide planning, requisitioning, procurement, inventory control, logistics services and financial accountability of all material and property across all commodities. NAMS will provide Naval aviation—U.S. Navy and U.S. Marine Corps—with a deployable, scalable and streamlined tactical maintenance solution to maintain the operational availability of deployed and deployable aircraft. NOME will provide the Navy with a deployable, scalable and streamlined tactical maintenance solution afloat to maintain the operational availability of deployed and deployable ships and submarines.

Along with the core areas, SPAWAR is also looking for an integrated data environment that can work across platforms. While the data environment will have to work with each individual system, it is being treated as a separate solution area under this solicitation.

The data environment will need to be hosted in a government-certified cloud with an impact level rating of 4/5, which cover sensitive controlled unclassified information.

“The cloud environment combined with a common IDE will provide a highly available and reliable commercial solution,” the solicitation states. “The environment will also be capable of hosting and integrating applications, data, systems and services planned to be transitioned to modern commercial technologies, and accomplish this migration of government-owned applications with no degradation of services.”

SPAWAR will conduct the solicitation in two phases. The first phase consists of submitting white papers for each solution—vendors can bid on any or all of them—with a tentative deadline set for July 24. SPAWAR will then down-select from that pool for Phase II, which will consist of two-hour, in-person demos in Orlando, Florida.

Interested parties must be a part of the TReX consortium in order to bid.

    The UK is ready to kick off an effort to revamp military training

    By: Andrew Chuter LONDON — The British Army is rethinking how it conducts a key element of its training, tapping industry to help deliver the first phase of what the military says will be a “surrogate for warfare” by the time the upgrade is complete. Requests for information (RFI) are scheduled to be released by the Ministry of Defence Nov. 1, formally launching an industry competition to secure the first phase of a major training overhaul: the Collective Training Transformation Programme (CTTP). “Collective training will become a surrogate for warfare; driving adaptation, generating combat ethos, empowering commanders, and delivering tactical innovation,” said the British Army in response to questions from Defense News. “From now to 2025, collective training will be transformed to prepare the Army. Critically, that will be through delivering trained force elements at readiness, but also through contributing to maintenance for the dynamic and complex future operating environments faced in an era of constant confrontation,” said the Army. The Phase 1 RFI is expected to attract responses from at least three of the top British and U.S. defense contractors interested in the sector here. Spokespeople for Babcock International, Lockheed Martin UK and Raytheon UK all confirmed their interest in the program. Its the second time in a few months the three companies have found themselves head-to-head in a competition for a significant military training deal in the U.K. They are also vying for a potentially major deal to train Royal Navy recruits. Babcock and Lockheed Martin already have significant land forces training businesses here, while Raytheon's main training activity in the U.K. is in the commercial sector. A spokeswomen for the U.S.-based SAIC said the company was “not actively pursuing a bid at this time,“ despite murmurings to the contrary. CTTP involves training groups or units up to divisional level. The program is part of the British Army's new Future Collective Training System. The transformation program has been sparked by the need to adapt to the rapid change in the nature of warfare and the re-emergence of state-on-state threats from potential adversaries like Russia and China. For much of the last two decades the British have been engaged in counter insurgency campaigns against terrorist forces in Afghanistan and Iraq operating with comparatively low technology. The need to ramp up the effort to counter complex peer or near peer threats has left some British training facilities and processes short of today's requirements. The British believe collective training needs to be more challenging and conducted in more complex environments, if its formations and units are to maintain battle readiness. Urban operations and information maneuver are among the key skills the British want to improve, said an industry executive who asked not to be named. The benefits of the program go beyond training. The Army said it is also looking to generate more strategic effect and deterrence in the future by conducting collective training in key parts of the world. “The British Army will train in regions of the world that cement our joint and international partnerships and reassure our friends and deter potential adversaries,” said the Army. The British already train in Europe, Canada, Oman, Kenya and Belize. It's possible that list could be expanded. The Phase 1 RFI was supposed to be released at the start of October, but was marginally slowed by various issues. Responses are due Nov. 29.The intention is to follow up Phase 1 with the release of the Phase 2 RFI on Jan. 20, with industry responding no later than Feb. 14. The Army declined to give expected industry contract dates for either phase of the transformation, but the Future Collective Training System is planned to achieve full operating capability in 2025. Upgraded urban training facilities, additional virtual training at Army bases and potential use of innovative synthetic training capabilities are among the potential improvements, said the industry executive. The second phase is expected to build on the work conducted in the first phase, involving a number of services and capabilities that together deliver the full Future Collective Training System. Together the two phases could be worth in excess of £600 million ($770 million), although more precise figures depend upon final requirements, which be driven in part by affordability. The British currently spends about £1 billion annually on collective training. Most, if not all, the companies involved will likely be leading industry teams in some form of partnership with the Army. The commercial model the MoD wants to adopt for the industry alliance with the Army is as yet unclear.     Le ministre d'Etat pour les acquisitions de Défense britannique, Jeremy Quin, avait annoncé, en décembre 2021, la volonté du gouvernement d'augmenter sa flotte d'avions de combat F-35. Le Maréchal de l'Air, Richard Knighton, a répondu dans une question écrite au parlement que 26 F-35B, dans la version STOVL (décollage court et atterrissage vertical), allaient être ajoutés, menant la flotte totale de F-35B anglais à 74 avions. La commande initiale britannique portait sur 48 exemplaires (ils ne seront plus que 47 après l'accident d'un exemplaire au décollage depuis le porte-aéronefs HMS Queen Elizabeth en janvier dernier) et le Royaume-Uni en aligne aujourd'hui 23. Des discussions seraient en cours avec Lockheed Martin pour le financement, alors que des fonds ont été débloqués pour ce futur achat mais aussi pour les infrastructures, l'entretien et les personnels associés. Sur les 74 appareils, une partie sera utilisée dans des unités de conversion opérationnelle afin d'entrainer les futurs pilotes anglais et une autre partie sera aussi immobilisée pour des entretiens. En ce qui concerne les 64 autres avions pour atteindre la flotte de 138 F-35B, « prévue » en 2006, ils sont toujours envisageables d'après le Maréchal de l'Air, mais il insiste sur le fait qu'une décision définitive sera prise au milieu de la décennie. Le délai s'explique par la volonté anglaise d'avancer sur le Futur Combat Air System et de choisir ensuite le nombre définitif de F-35B au sein de la Royal Air Force et de la Fleet Air Arm.
