US DoD buys USD3.4 billion worth of Hydra 70 rockets

The US Department of Defense (DoD) has contracted General Dynamics Ordnance and Tactical Systems (OTS) to manufacture USD3.42 billion worth of Hydra 70 rockets.

The US Army Contracting Command award, announced by the DoD on 29 May, covers production and engineering services of the 70 mm rockets, and will run through to 30 September 2026. The DoD did not disclose the numbers of rockets being acquired.

The Hydra 70 is an unguided air-to-surface rocket that has been in service with the United States and international operators since the mid-1960s. The rockets fire from seven and 19-tube launchers and can be mounted on most rotary- and fixed-wing aircraft including the Boeing AH-64E Apache Guardian attack helicopter and Lockheed Martin F-16 Fighting Falcon multirole combat aircraft.

While the baseline Hydra 70 is an unguided rocket, it can be converted into a laser-guided munition with the Advanced Precision Kill Weapon System (APKWS) conversion kit developed by BAE Systems.

As the APKWS system is a development of existing hardware it does not require any platform integration and little in the way of additional air- and ground-crew training. The mid-body design of its guidance section enables the use of existing warheads, fuzes, and rocket motors, dramatically enhancing the capability of the hundreds of thousands of Hydra 70 rockets in the DoD inventory.

The APKWS has demonstrated an average hit accuracy of within 0.75 m of a designating laser spot (against a government specification of 2 m).

    DSEI: US Navy makes a major breakthrough in autonomous weaponry

Larter LONDON — The U.S. Navy has achieved a major milestone in its efforts to autonomously combat one of the most persistent threats it faces, the service's deputy head of the Office of the Chief of Naval Operations' mine warfare office said Monday. The Navy successfully demonstrated what's known as single-sortie mine hunting, which sends out an autonomous boat to sweep for mines with a sonar system, detect a mine-like object, classify it and then deploy another system that destroys the mine, according to Stephen Olson. It's a significant achievement in the yearslong effort to “get the man out of the minefield” by deploying robots to perform a job traditionally performed by manned minesweepers and highly trained divers. Beyond the safety benefits, it also quickens the process. The successful test opens up the possibility of having a small cadre of human operators who can oversee whole packs of robots as they sweep minefields on their own. “That single-sortied, detect-to-engage was a great example of something that would represent supervisory [control of unmanned systems],” Olson said. “It was a small group [of people] who oversaw the entire effort: Multiple systems were in operation together, working together and cueing each other.” When reached for comment on the successful test, the Navy would not divulge further details. “Currently the Navy cannot disclose any further details of the test beyond what Mr. Olson described,” Navy spokeswoman Lt. Brittany Stephens said. The systems under development in the pursuit of single-sortie mine hunting are Textron's Common Unmanned Surface Vehicle, or CUSV, about the size of a bass boat, which deploys Raytheon's AQS-20 sonar system to detect the mines. After an operator authorizes an engagement, the Barracuda Expendable Mine Neutralizer is deployed to autonomously reacquire and destroy the mine. “If you are familiar with mine warfare, it's painfully slow,” Olson said to an audience at the DSEI conference in London. “When leadership says, ‘We need to clear a minefield,' and you say, ‘How long do I have?,' they look at their watch when they should pull out a calendar. I'm going to tell them it is going to take weeks, and they're going to say: ‘I need it done now.' " In May, a Raytheon executive told Defense News that the company was closing in on demonstrating the capability. “All three of these pieces are maturing right around the same time,” Randy Brandenburg, a Raytheon business development executive with its Seapower Capability Systems division, said at the time. “We're working hard to put this together and we'll be demonstrating some of this ... this summer.” ‘Huge vulnerability' The Navy is also moving in on the ability to deliver an effective counter-mine mission package to the littoral combat ship, albeit more than a decade late. The mine-hunting mission package for LCS was supposed to achieve its initial operational capability declaration in 2008. But perhaps more importantly, the service may finally have an effective solution to combating a threat that has bedeviled it for years: cheap mines. “In the past it has been mostly divers — we'd sent [explosive ordnance disposal teams] out to go neutralize mines by putting some kind of charge on it,” said Bryan Clark, a retired submarine officer and analyst with the Center for Strategic and Budgetary Assessments. “It's a hugely complicated, multistage operation with a lot of people involved. So going to single-sortie mine hunting, you are really saving a lot of time, certainly by at least a third the time it takes to clear an area that has mines in it. “You can now transition to a purely unmanned mine-clearance operation where I have a ship that has the AQS-20 getting towed behind the CUSV, searches for [a] mine and the CUSV can send out a mine-neutralization torpedo.” The breakthrough with single-sortie will mean the Navy is only limited by how many robots it can buy to do the job. “It's big not just because it gets people out of the minefield but because it's scalable now,” Clark said. “Once you take the people out the minefield, now you can search as big a minefield as I have unmanned vehicles, whereas in the past you were limited by how many minesweepers I have and how many humans I have to operate them. Scalability was constrained.” Ultimately, getting this mission right will prove that autonomous systems can have an impact on war fighting, Clark added. “This is the mission that the Navy absolutely had to get autonomous systems to go do,” he said. “It's crazy to have humans go out and remove mines.     ANNE DRIF Fondé il y a deux ans par deux anciens d'Areva et Airbus, Earthcube travaille pour quatre « organisations » du ministère des Armées et un service britannique. L'un montait des joint-ventures en Chine, en Russie et en Corée chez Areva. L'autre élaborait de nouvelles technologies d'observation de la terre chez Airbus Defense & Space. A 37 et 34 ans, Arnaud Guérin et Renaud Allioux sont aujourd'hui à la tête d'Earthcube, la première start-up devenue, en l'espace de deux ans, le prestataire de quatre « organisations » au sein du ministère de la Défense, dont ses services de renseignement militaire. Et d'un service britannique. Identifier un pick-up dans le désert Faute d'écho à ses solutions de Big Data au sein de l'avionneur, et Space X ayant écarté sa candidature, les projets de Renaud Allioux, ont rencontré ceux d'Arnaud Guérin, qui s'intéressait lui aussi aux systèmes de surveillance stratégiques. Ensembles, ils ont lancé une solution d'intelligence artificielle qui permet d'identifier sur des images satellites prises à 600 kilomètres d'altitude, des objets de quelques dizaines de pixels en quelques secondes, comme un pick-up en plein désert, ou de suivre des dizaines de milliers de véhicules, dans de grands centres urbains, comme Deir Ezzor aux mains de l'EI. « Aujourd'hui, il faut plusieurs jours à un analyste de renseignement pour mener ce type de ciblage sur des images satellites. Avec l'arrivée des satellites espions européens CSO, qui fourniront un grand volume de données, les équipes d'analystes pourront, en l'état des outils actuels, traiter moins de 10 % des flux, explique Arnaud Guérin. Or, la rapidité d'intervention est clef dans ces missions ». Expansion américaine Rapidement identifiée par la Direction générale des Armées, Earthcube a scellé son alliance avec la Direction du renseignement militaire lors du premier défi de l' Intelligence Campus , son pôle dédié aux nouvelles technologies. Mais celle-ci n'est pas exclusive, puisque la start-up a pu se rapprocher d'autres services de renseignement. En 2017, la société a levé 3 millions d'euros. Au départ, pourtant, ils ambitionnaient de s'adresser seulement aux acteurs privés ayant de forts enjeux sécuritaires comme les groupes pétroliers ou nucléaires. « Chez Areva, je faisais mettre en place des systèmes de surveillance au sol pour des sites miniers ou chimiques, poursuit Arnaud Guérin. Mais, quand vous êtes le géant chinois Cnooc, vous devez sécuriser des dizaines de milliers de kilomètres de pipeline. Ces systèmes de surveillance sont vulnérables et onéreux ». Au lancement d'Earthcube en 2016, ajoute-t-il, « nous nous étions positionnés comme l'alternative non américaine d'analyses de données, mais c'est une illusion de croire que les services de renseignements américains ont une réelle longueur d'avance sur les Européens en la matière », poursuit le dirigeant. Earthcube est ainsi « en discussions avancées » avec des organisations américaines. Les deux fondateurs ont de sérieuses ambitions, quitte à prendre une référence qui fait polémique en France. « Pour nous, l'américain Palantir est un modèle. En très peu de temps, ils ont réussi à devenir l'égal de géants traditionnels de leur secteur ».
