    DARPA Funding Brings Machine Learning to BAE Systems’ Signals Intelligence Capabilities

    HUDSON, N.H.--(BUSINESS WIRE)--BAE Systems has been awarded funding from the Defense Advanced Research Projects Agency (DARPA) to integrate machine-learning (ML) technology into platforms that decipher radio frequency signals. Its Controllable Hardware Integration for Machine-learning Enabled Real-time Adaptivity (CHIMERA) solution provides a reconfigurable hardware platform for ML algorithm developers to make sense of radio frequency (RF) signals in increasingly crowded electromagnetic spectrum environments. The up to $4.7 million contract, dependent on successful completion of milestones, includes hardware delivery along with integration and demonstration support. CHIMERA's hardware platform will enable algorithm developers to decipher the ever-growing number of RF signals, providing commercial or military users with greater automated situational awareness of their operating environment. This contract is adjacent to the previously announced award for the development of data-driven ML algorithms under the same DARPA program (Radio Frequency Machine Learning Systems, or RFMLS). RFMLS requires a robust, adaptable hardware solution with a multitude of control surfaces to enable improved discrimination of signals in the evolving dense spectrum environments of the future. “CHIMERA brings the flexibility of a software solution to hardware,” said Dave Logan, vice president and general manager of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Systems at BAE Systems. “Machine-learning is on the verge of revolutionizing signals intelligence technology, just as it has in other industries.” In an evolving threat environment, CHIMERA will enable ML software development to adapt the hardware's RF configuration in real time to optimize mission performance. This capability has never before been available in a hardware solution. The system provides multiple control surfaces for the user, enabling on-the-fly performance trade-offs that can maximize its sensitivity, selectivity, and scalability depending on mission need. The system's open architecture interfaces allow for third party algorithm development, making the system future-proof and easily upgradable upon deployment. Other RF functions, including communications, radar, and electronic warfare, also can benefit from this agile hardware platform, which has a reconfigurable array, front-end, full transceiver and digital pre-processing stage.     Watchdog says Pentagon needs better planning for IP update 17 years after first attempt

    Andrew Eversden A federal watchdog found that poor planning by the Department of Defense has blurred the department's understanding of the risks and costs associated with upgrading the system that routes internet traffic across the globe, known as Internet Protocol version 6 (IPv6). According to a June 1 report from the Government Accountability Office, the Pentagon needs to improve its transition planning for the most recent effort, which began in April 2017. The DoD has tried twice previously to implement IPv6 in 2003 and 2010, but stopped those transitions after identifying security risks and lacking adequately trained personnel. The problem for the DoD is that IPv4, the IP management system the DoD uses, is running out of address space. IPv4 only has room for 4.3 billion addresses. In contrast, IPv6, created in the 1990s, provides about 340,000,000,000,000,000,000,000,000,000,000,000,000 (undecillion) IP addresses. The Defense Department owns approximately 300 million IP addresses with about 59.8 million unused and planned for use by future DoD components. The department estimates it will run out of its unused IP addresses by 2030. The department's IPv6 implementation plan from early 2019 listed 35 actions needed to switch over from IPv4. Eighteen of those steps were scheduled to be completed by March 2020. The report said six of the 18 tasks were completed on time. Upgrading to IPv6 would increase connectivity, add security, improve the warfighter's connection and communications on the battlefield, and preserve interoperability with allied systems, the GAO wrote. The watchdog found that the department was not compliant with several IPv6 transition requirements from the White House's Office of Management and Budget. The DoD hasn't completed a cost estimate, developed a risk analysis or finished an inventory of IP compliant devices, the report said. Pentagon officials told the GAO that they knew their time frame for the transition was “optimistic," adding that they thought the pace was reasonable "until they started performing the work,” the GAO wrote. “Without an inventory, a cost estimate, or a risk analysis, DOD significantly reduced the probability that it could have developed a realistic transition schedule,” the GAO wrote. “Addressing these basic planning requirements would supply DOD with needed information that would enable the department to develop realistic, detailed, and informed transition plans and time frames.” The Department did meet OMB's requirement to name an official to lead and coordinate the agency planning. But because the Pentagon failed to complete the other three OMB requirements. the move is at risk. “Without an inventory, a cost estimate, or a risk analysis, DOD's plans have a high degree of uncertainty about the magnitude of work involved, the level of resources required, and the extent and nature of threats, including cybersecurity risks,” the GAO wrote. Among the DoD's goals it did complete are several IPv6 training programs, information sharing opportunities and a program management office. The GAO recommended that Defense Secretary Mark Esper direct the DoD chief information officer to complete an inventory of IP-compliant devices, develop a cost estimate and perform a risk analysis.     There’s a Big Obstacle to the Pentagon’s New Strategy to Speed AI to Troops

    BY PATRICK TUCKER Defense officials want to accelerate the delivery of artificial-intelligence tools from the lab to the field. But it's hard to obtain the massive data streams that make AI work. The Pentagon's new artificial-intelligence strategy, released on Tuesday, aims to get AI out of research labs and into the hands of troops and employees across the Defense Department. But truly transforming the Defense Department into an “AI First” institution will require help from tech companies — and the military to rethink its approach to the massive data streams that AI needs to work. In a conversation with reporters on Tuesday, Dana Deasy, chief information officer of the Defense Department, and Lt. Gen. Jack Shanahan, who runs its new Joint Artificial Intelligence Center, said the JAIC will develop AI tools and programs to assist with everything the Pentagon does. That will eventually include combat operations, although both said the military won't deviate from its core doctrine that dictates how humans are to have authority over autonomous systems. They said near-term projects include efforts to predict forest fires, better spot network anomalies that can indicate cyber attacks, and, most prominently, predictive maintenance. One such firm is Uptake, run by GE alum Ganesh Bell, which has a contract with the Defense Innovation Unit to better predict and accelerate repairs for Bradley Fighting Vehicles. The company is building a virtual Bradley, using data streams from sensors on real Bradleys in the field — what Bell has called a learning, digital twin. “We are able to collect what the best-performing Bradley would look like because we are able to go into many of the subsystems and pull the data,” he said. “Just from a single vehicle, we were able to pull terabytes of data.” Bell aims to also incorporate data from external sensors, and use it to digitally recreate the vehicles' operating environments. It's a process that could be relevant to larger military endeavors, such as the Army's effort to design a new combat vehicle, Bell said. “If we prove the value here, imagine what we can do in that environment as we build that system out? We do the same thing in wind turbines. There's so much to learn from all the unused data in these industries; less than one percent of the data is ever actually used.” Bell says that he's had promising conversations with Army officials about helping out. “It's better to get in all the data right now while you're designing the next generation of vehicles,” he said. Or take California-based C3, whose nine Pentagon contracts include predictive-maintenance work on the Boeing E-3 Sentry for the Air Force's AFWERX office. Here, too, massive amounts of diagnostic data plays the essential role. But finding that data wasn't easy. “You go through the wild goose chase with DOD to get the data that you need,” Lt. Col. Dave Harden, AFWERX chief operating officer, said in December. “I had another project where I literally had people with 10-terabyte hard drives going around the country to get the data. I talk to people who are in charge of the data. The data in the database isn't what we needed. I wonder, ‘Who put these people in charge of the data?'” The main thing that the Defense Department brings to the process isn't the algorithms or machine-learning methodologies. Those are increasingly coming from the private sector and companies like Uptake and C3. It's the unique data sets. Thus, if getting that data is a problem, then the Department has a major obstacle in terms of realizing its ambitions. In their briefing on Tuesday, Deasy and Shanahan said they are willing to work with companies on intellectual property issues, which have deterred some companies from taking government contracts. But Shanahan made one condition clear: “The government owns the government's data.” That begs a few questions: How will contractors get the data that they need if the Department is so bad at collecting and keeping it internally? Who owns a datastream that combines private and government data? AFWERX's Harden said getting the Defense Department to change how it collects and makes data available on systems like the E-3 aircraft is less than totally straightforward. Another challenge is getting the department to actually accept AI-generated recommendations. “All of the processes and procedures need to change,” he said. “When I get a prediction now that says, ‘Hey, this aircraft battery, the data shows you were parked in Alaska and it's cold in Alaska and you were there for years. You don't have to swap out this battery on a regular cycle like you're doing,' how are the policy and guidance and procedures changing to allow that to occur? That is our billion-dollar question for DoD. We haven't solved that.
