    Damen and Thales to build the German MKS 180 frigate of the future

    Hengelo, November 18, 2020 – Damen Schelde Naval Shipbuilding and Thales signed on November 17, 2020,the contract for the delivery and full integration of Thales's Mission and Combat System for the four MKS 180 class frigates contracted by the German Navy. The system will be designed by Damen and completely built by German shipyards, under Damen's project management. Valued at €1.5B, the contract illustrates Thales's leading position in global naval integration. It will be executed by Thales's naval Centers of Excellence in Hengelo (the Netherlands), Kiel and Wilhelmshaven (Germany) in cooperation with a substantial number of German subcontractors. Underpinning this contract is the proven cooperation of German and Dutch naval industries, including numerous joint opportunities for Damen and Thales in the Netherlands to innovate within naval shipbuilding projects, often with the participation of the Netherlands' Ministry of Defence. The project underscores Damen's and Thales's ambition to build further cooperation with shipyards and partnering industries in high-end European naval programmes. Thales's Mission and Combat System includes the comprehensive Tacticos Combat Management System and the AWWS (Above Water Warfare System) Fire Control Cluster. The contract includes four ship systems, logistic services and multiple land-based test and training sites, as well as the option for one or two additional ships. AWWS is a cutting-edge warfare suite that helps the ship crews to counter and neutralise complex saturation attacks by continuously analysing and optimising the tactical environment and deployment of resources. AWWS will be combined with APAR* Bl2, the evolved version of Thales's proven AESA* multifunction radar. In 2019, Thales signed an AWWS development contract for the new M-frigates for the Belgian and Dutch Navies. In the past years, Thales has been awarded several large contracts by European NATO navies, thanks to innovative solutions and its proven reliability as an industrial partner. These contracts have made Thales the de facto naval combat system partner of NATO. The first ship of the MKS 180 class will be operational in 2028.     Defense Department Looking Beyond 5G

    12/7/2020 By Jon Harper The Pentagon continues to pump additional funding into 5G technologies that have military and commercial applications. But it is also eyeing 6G and other next-generation communications capabilities. The term 5G refers to the oncoming fifth generation of wireless networks that will yield a major improvement in data speed, volume and latency over today's fourth-gen networks, known as 4G. In October, the Defense Department announced $600 million in awards for 5G test bed and experimentation activities at five U.S. military test sites. The work will be expanded to seven additional sites next year. “These activities represent the largest full scale 5G tests for dual-use applications anywhere in the world,” Acting Undersecretary of Defense for Research and Engineering Michael Kratsios told reporters. Commercial partners on the sites will include AT&T, Ericsson, Federated Research, Nokia and the Scientific Research Corporation. “This testing experimentation will not only dramatically improve our warfighting capabilities, it will also bring new uses and opportunities for this technology to the private sector,” Kratsios said. “These sandboxing activities at military bases harness the department's unique authorities to pursue bold innovations and game changing technologies.” Nations that master advanced communication technologies will enjoy long-term economic and military advantages, he added. Initial use cases for 5G envisioned by the Pentagon include integrating augmented reality and virtual reality into mission planning and training; developing “smart” warehouses to enhance logistics operations; and dynamic electromagnetic spectrum sharing in congested and contested environments. Starting in 2021, there will be an emphasis on the security aspects of 5G as well as innovations in next-gen capabilities such as 6G and 7G, Joseph Evans, the Defense Department's principal director for 5G, told reporters. Broad agency announcements on those topics are slated to be released in the January 2021 timeframe, Evans said. Elsa Kania, an adjunct senior fellow with the Technology and National Security Program at the Center for a New American Security, suggested the Pentagon might be getting ahead of itself. “I will be a little bit skeptical of talk of 6G when 5G is still at a nascent stage in so many fronts and we have yet to explore or exploit the full potential of 5G,” she said during a panel discussion. “I'm sure we will hear much more about 6G in the years to come, but I think for the time being, keeping the focus on how to ensure that 5G itself is secure and reliable” is a better approach. https://www.nationaldefensemagazine.org/articles/2020/12/7/defense-department-looking-beyond-5g

    F-35 program costs are evolving, and these savings matter

    By: Steven P. Bucci Last month, Congress held an oversight and accountability hearing regarding the F-35 Joint Strike Fighter's burdensome logistical IT system. The Department of Defense Office of Inspector General reported earlier this year that millions of additional dollars were spent in the form of labor hours by military personnel who manually tracked the plane's spare parts since its electronic logistical system didn't. The congressional review was undoubtedly warranted, especially as the F-35 program office phases in a newer system over the next two years to replace its legacy IT platform. But noticeably absent from this testimony, was a more fulsome discussion (and understanding) about the affordability of the program and how both acquisition costs and the price to fly the aircraft are significantly trending downward at a time that matters most. In an era of increased military competition against peer adversaries and during a period of tremendous budgetary constraints in the United States, incremental savings across a large enterprise such as the F-35 program matter. The Defense Department understands this well. It has smartly leveraged its buying power, driving down the cost of each F-35A to approximately $80 million one year earlier than planned — now costing taxpayers less than some of the less capable fourth-generation aircraft, and on a par with others. The F-15EX, for example, costs nearly $88 million, and gives our forces no help in a fifth-gen fight. Why spend more for less? This is critical because over the next five years, the number of F-35s purchased will more than double to approximately 1,200 aircraft. That translates to increased capacity and capability for the United States and its allies as they operate in the Indo-Pacific and European theaters. Congress recognizes that the costs to acquire the aircraft have been significantly reduced, and it has now rightfully turned its attention to the costs associated with sustaining the aircraft. But most lawmakers missed the opportunity during July's hearing to more fully explore a key statement made by the F-35′s prime contractor, Lockheed Martin. Lockheed announced that it has reduced its share of the aircraft's sustainability cost per flying hour over the past five years by nearly 40 percent, plummeting the costs to fly the aircraft to nearly $5,000 less each hour than earlier hourly costs. The company says it has invested hundreds of millions of dollars to build state-of-the-art tools, analytics, machine learning and artificial intelligence, which has led to labor efficiency gains as well as improvements to supply response times and data quality. The company implemented robust asset management tools and robotic automation to eliminate manual tasks, while placing a concerted focus on improving the reliability of aircraft parts to meaningfully reduce future repair requirements and material costs. This is significant because the number of hours flown each year will increase by approximately 140,000 hours over the next five years alone. Those savings add up. And more can be done. The F-35′s manufacturer believes it can further drive down its cost share to fly the aircraft by approximately an additional 50 percent. This is all the more significant when considering that the military services and aircraft's engine maker, Pratt & Whitney, are responsible for more than one-half of the total sustainment costs of the program. If a similar level of savings can be achieved by the Air Force, Navy, Marine Corps, and Pratt & Whitney, those savings can be confidently reinvested back into the program to ensure enough aircraft are being procured to deter and, if necessary, fight our adversaries. As the military services and foreign countries consider future threats and the capabilities needed to impede adventuresome opponents, these savings matter. These savings come at the same time the DoD reports that the aircraft's mission-capable rate has increased from the mid-50th percentile to the low 70th percentile from just a couple of years ago. And further improvements in the aircraft's mission-capable rate should be forthcoming as repair backlogs and mismatched spare parts are corrected by a new IT logistical system. A theoretical military principle suggests that steady quantitative changes can lead to a sudden, qualitative leap. After many, many years of sustained focus to drive down F-35 costs, the program may be representative of that maxim and allow the Defense Department to fully realize the advantages of the F-35′s gamechanging technologies.
